Public Notice PUBLIC NOTICE BEDFORD BOROUGH COUNCIL PROPOSES TO INTRODUCE PARKING RESTRICTIONS WITHIN VARIOUS ROADS OF NEWNHAM AND CASTLE WARD, BEDFORD Reason for Proposal: The proposals are aimed to improve road safety at road junctions by keeping them clear of parked vehicles. The proposals also include extending some of the parking bays to increase on street parking. Effect of Order: 1. To introduce ‘no waiting at any time’ restrictions on the following lengths of roads: A Goldington Road (i) On its southern kerb extending a distance approximately 29 metres in an eastern direction and approximately 15 metres in a western direction from its junction with Denmark Street (ii) On its southern kerb extending a distance approximately 15 metres in an eastern direction and approximately 9.5 metres in a western direction from its junction with Dudley Street (iii) On its southern kerb extending a distance approximately 15 metres in an eastern and western direction from its junction with George Street B Denmark Street (i) On both sides of the road extending a distance approximately 10 metres in a southern direction from its junction with Goldington Road C Dudley Street (i) On both sides of the road extending a distance approximately 10 metres in a southern direction from its junction with Goldington Road (ii) (North of Rosamond Road) On both sides of the road extending a distance approximately 6 metres in a northern direction from its junction with Rosamond Road (iii) (South of Rosamond Road) On both sides of the road extending a distance approximately 6 metres in a southern direction from its junction with Rosamond Road D George Street (i) On both sides of the road extending a distance approximately 10 metres in a southern direction from its junction with Goldington Road E Rosamond Road (i) On both sides of the road extending a distance approximately 10 metres in both an eastern and western direction from its junction with Dudley Street (north and south sides) (ii) On both sides of the road extending a distance approximately 10 metres in both an eastern and western direction from its junction with York Street (north and south sides) (iii) On its southern kerb outside and adjacent to property no.1 around the junction into Pembroke Street F York Street (North of Rosamond Road) On both sides of the road extending a distance approximately 6 metres in a northern direction from its junction with Rosamond Road (South of Rosamond Road) On both sides of the road extending a distance approximately 6 metres in a southern direction from its junction with Rosamond Road G Fontwell Close On both sides of the road extending a distance approximately 10 metres in a northern direction from its junction with Rosamond Road 2. To revoke existing double yellow lines and increase the pay and display / permit holder parking spaces on the following length of road A Gibbons Road (i) On its south kerb, east of Rutland Road for a length approximately 12.5 metres Further Details of the proposed Order, a plan and a statement of reasons for proposing to make the Order may be examined during normal working hours at Borough Hall, Cauldwell Street, Bedford. Executive Summary This report relates to implementation of the Children and Families Bill (2013) which is expected to become the Children and Families Act in September 2014. The Bill changes the statutory framework in relation to Children with Special Educational Needs (SEN). The Council will have a duty to develop and implement the new legislation for more than 700 young people with Statements of SEN in a significantly changed way. The new approach is called the Education Health and Care Plan (EHCP) often referred to as the ‘single plan.’ The Local Authority will have a duty to publish a local offer, embed joint commissioning, offer personalised budgets, develop a key worker role and develop a new statementing process. In addition, the new legislation brings together two statutory frameworks for pre and post 16 and the Borough will therefore have to extend its responsibilities to assessing and monitoring Education, Health and Care Plans (EHCP) for young people in education and training up to 25 years (Appendix A) The implementation of the single plan will inform key judgements made by Ofsted. It is critical that the council utilises this funding stream to deliver the change required. 2. Recommendations 2.1 The Mayor is requested to consider the report and, if satisfied, approve acceptance of the Grant which will provide capacity to prepare and deliver our new legal obligations.

Executive Summary 1.1 The (Licensing Act 2003) Licensing Committee has followed an agreed programme for the preparation of the Council’s Statement of Gambling Licensing Principles for 2016-19 and considered the responses received from consultees.     Universal Credit national expansion – Tranches One and Two Following the successful roll out of Universal Credit in the north-west of England, the Department for Work and Pensions (DWP) can provide details of the first and second tranches of national expansion to local authorities and jobcentre areas. It includes proposals for boosting local authority capacity and capability to deliver, improving the speed and quality with which planning cases are handled, while deterring unnecessary appeals. As set out paragraph 2.13 of the White Paper, developers consistently tell us that the lack of capacity and capability in planning departments is restricting their ability to get on site and build. Alongside funding, local authorities also report difficulties in recruiting and retaining planners and others with specialist skills. There may also be wider capacity and skills issues for local authorities. To boost local authority capacity and capability to deliver, paragraph 2.15 explained that the Government will increase nationally set planning fees. Local authorities will be able to increase fees from 20% from July 2017 if they commit to invest the additional fee income in their planning department. This letter invites you confirm your intention in relation to the fee increase. It is intended that the additional revenue should be retained by planning departments and that existing baseline and income assumptions will not be adjusted down as a result during this Parliament. This is an opportunity for all authorities to make improvements to their resourcing, leading to better services, improved performance, and greater capacity to deliver growth as set out in ‘Fixing our broken housing market’.
