Agenda Item * For publication Bedford Borough Council – off Agenda approval October 2013 Report by the Portfolio Holder for Education and the Executive Director for Children’s Services, Schools and Families Subject: ACCEPTANCE OF GRANT TO IMPLEMENT THE CHILDREN AND FAMILIES BILL 1. Executive Summary This report relates to implementation of the Children and Families Bill (2013) which is expected to become the Children and Families Act in September 2014. The Bill changes the statutory framework in relation to Children with Special Educational Needs (SEN). The Council will have a duty to develop and implement the new legislation for more than 700 young people with Statements of SEN in a significantly changed way. The new approach is called the Education Health and Care Plan (EHCP) often referred to as the ‘single plan.’ The Local Authority will have a duty to publish a local offer, embed joint commissioning, offer personalised budgets, develop a key worker role and develop a new statementing process. In addition, the new legislation brings together two statutory frameworks for pre and post 16 and the Borough will therefore have to extend its responsibilities to assessing and monitoring Education, Health and Care Plans (EHCP) for young people in education and training up to 25 years (Appendix A) The implementation of the single plan will inform key judgements made by Ofsted. It is critical that the council utilises this funding stream to deliver the change required. 2. Recommendations 2.1 The Mayor is requested to consider the report and, if satisfied, approve acceptance of the Grant which will provide capacity to prepare and deliver our new legal obligations. -

For publication BEDFORD BOROUGH COUNCIL – REPORT TO THE MAYOR NOVEMBER 2015 REPORT BY THE (LICENSING ACT 2003) LICENSING COMMITTEE Subject: GAMBLING ACT 2005 – OUTCOME OF CONSULTATION ON THE CONTENT OF THE STATEMENT OF GAMBLING LICENSING PRINCIPLES 2016 – 2019 AND RECOMMENDATIONS THEREON. 1. Executive Summary 1.1 The (Licensing Act 2003) Licensing Committee has followed an agreed programme for the preparation of the Council’s Statement of Gambling Licensing Principles for 2016-19 and considered the responses received from consultees. The Mayor is invited to note that the consultation stage of the preparation is now complete and is also asked to consider the responses received during the two phases of that consultation and to recommend the next Statement of Gambling Licensing Principles to Full Council. 1.2 In considering the recommendations to be made, the Mayor is required to apply the requirements of the Gambling Act 2005 and have regard to the Gambling Commission’s guidance to Councils in respect of their Statements of Gambling Licensing Principles. 1.3 The Mayor is advised that in submitting this report, the (Licensing Act 2003) Licensing Committee has itself considered the consultation responses received and the statutory requirements on the Council as Licensing Authority and unanimously endorsed the adoption of the Statement at Annex B to this report. 2. Recommendations 2.1 That, having overseen the preparation work on a revised Statement of Gambling Licensing Principles: (1) (i) That the responses received from consultees, as set out at Appendix A to this report, be received and considered by the Mayor. (ii) That, having regard to its statutory requirements, the draft revised Statement of Gambling Licensing Principles, as set out at Appendix B to this report be submitted to the Council for adoption for the period 2016-19. -
Descendants of Sampson Toovey and Katherine Shrimpton of Amersham
DESCENDANTS OF SAMPSON TOOVEY AND KATHERINE SHRIMPTON OF AMERSHAM January 2017, revised August 2017 1 PREFACE This research was undertaken at the request of the Curator of Amersham Museum, Emily Toettcher, who wanted information about the Toovey family members who had lived in the building that now houses the museum. It was very soon apparent that much investigation had already been carried out. The trigger- factor was probably the death of Ronald Frank Toovey on 14 August 1980 in Wycombe Hospital. He was the last survivor of the four children of Frederick Samson Toovey and Sarah Ann Clare. He was unmarried, childless and intestate and, although his solicitors twice attended to try to get a Will drawn, it was too late. The solicitors commissioned a genealogist to act as heir hunter and eventually heirs were identified and the estate distributed. This seems to have generated interest in their ancestry among the descendants of Ronald Frank’s grandfather Henry Toovey (1822-1910). At that time there was considerable interest also in exploring the capabilities of computers for storing and analysing genealogical data. The Toovey family featured in an article in Computers in Genealogy in March 1993 1. In 1995 Richard Boyles wrote Toovey’s in Amersham, My Family History and kindly presented a copy to Amersham Museum. While carrying out this research he became aware of Dr DW Jopling who two years later would publish The Descendants of Toovey of Watlington, born ca 1540. A copy of this, accompanied by a roll pedigree, is in the Library of the Society of Genealogists in London. -

North Tyneside Council Cobalt 14, Quicksilver Way, North Tyneside NE27 0QQ Modern Government Let Office Investment Long Unexpired Lease Term with Annual Rent Reviews • Located on Cobalt Business Park, in Newcastle, with easy access to the A1 dual carriageway via the A19 dual carriageway. • Built in February 2007, the property comprises a modern, well specified office building totalling approximately 46,136 sq ft (4,286 sq m). • The property is offered on a long leasehold basis with an unexpired term of 108 years at an annual peppercorn rent. • Entirely let to North Tyneside Council on a 23 year term from 1st July 2009 (with currently around 19 years unexpired) . • The property is let on a Lease Plus Agreement with a total current income of £878,981 per annum. • Under the Lease Plus Agreement the total initial rent payable is apportioned 68% to the base occupational rental income and 32% for the Facilities Management Service provision. • The 68% base Occupational Income is subject to fixed annual increases of 2.6% per annum and currently amounts to £586,914 per annum (£12.72 per sq ft). The 32% FM element is subject to annual increases in line with the movement in RPIx. • In addition to the Income received from North Tyneside Council, the landlord also benefits from a Rental Top Up which is held in an escrow account. The total value of the cash pot amounts to approximately £790,000 and is released on a monthly basis. For 2013 the annual top up amounts to £150,869. • By virtue of a renegotiated FM Service contract, the landlord also y benefits from a saving by virtue of receiving a higher annual FM r payment from North Tyneside Council when compared with the actual cost of the FM service provided. -

Universal Credit National Expansion
Universal Credit national expansion – Tranches One and Two Following the successful roll out of Universal Credit in the north-west of England, the Department for Work and Pensions (DWP) can provide details of the first and second tranches of national expansion to local authorities and jobcentre areas. Universal Credit will roll out to new claims from single people, who would otherwise have been eligible for Jobseeker’s Allowance, including those with existing Housing Benefit and Working Tax Credit claims. With the ever increasing population and the need to travel it is not possible to build enough roads to tackle congestion. There is also the concern about climate change. Both these have brought the need to change travel habits into more sustainable ways such as walking, cycling, use of public transport and car sharing. 1.2 Sustainable travel can offer a form of physical activity that can improve health at any stage in life, from childhood through to old age and is cost effective. Where people are inactive, encouraging people to undertake sustainable travel such as walking and cycling will help contribute to the reduction of illnesses and diseases such as obesity, diabetes, and mental health. 1.3 Everyone who lives, works or travels in Luton has a part to play in reducing congestion and carbon emissions. 1.4 The strategic direction is covered in the Local Transport Plan and this Sustainable Travel Plan covers the implementation of the Sustainable Travel Strategy (walking, cycling and public transport) to enable Luton residents and visitors to make Smarter Choices when considering their mode of travel. -

Executive Summary The Borough of North Tyneside is an attractive and vibrant place with outstanding natural assets which have been enhanced in recent years by effective Council regeneration interventions. The Council has intervened strategically and tactically to make the most of the natural assets of the local area and this comes across clearly in both the look and feel of the place. The Council’s leadership role in place-shaping is based on a deep understanding of the local context and it is evident that Members, staff and strategic partners know the place and its people very well. Members, staff, partners and residents are all passionate about North Tyneside. There is a high sense of belonging and pride of place and this was evident across the broad spectrum of people the peer team met. They recognised and appreciated the Council’s effort in shaping the local area. People could see both the physical transformation of the area and the benefits of the impact the Council’s interventions are having on their quality of life. The Council itself is effective, well led and well managed, providing quality services for residents which has produced high satisfaction levels among service users. The organisational environment and culture within the Council is very positive and energetic. Nevertheless, the organisation is changing, and it is paramount that this culture is captured in a set of distinct values and behaviours so that it is not lost. This means teasing out some key words and phrases that define what North Tyneside Council is all about, what it is trying to achieve and what it will prioritise.
