NOVATION OF THE REAL TIME PASSENGER INFORMATION MAINTENANCE AND EXPANSION CONTRACT.

The Cabinet Member is recommended to approve: • A novation of the existing real time passenger information expansion and maintenance contract from Advance Communications and Information Systems (ACIS) Limited to VIX ACIS Limited.

1. ORIGIN OF REPORT

1. This report is submitted to the Cabinet Member for Housing, Neighbourhoods and Planning for a key decision to be made.

2. PURPOSE AND REASON FOR REPORT

2.1 The purpose of this report is to provide additional background information with regard to the request made to the Council for the novation of the existing real time passenger information expansion and maintenance contract from Advance Communications and Information Systems (ACIS) Limited to VIX ACIS Limited.

2.2 This report is for the Cabinet Member for Housing, Neighbourhoods and Planning to consider as set out at delegation number 3.7.7 (a) of Part 3, Section 3 of the delegation document.

4. RELEVANT DETAILS:

4.1 Advanced Communication and Information Systems (ACIS) Limited operated the existing contract for the maintenance and expansion of real time passenger information within the area.

4.2 The novation is a result of the acquisition of ACIS Limited by VIX Technology Group to form VIX ACIS Limited.

4.3 The existing contract commenced in June 2010 and expires at the end of May 2015.

4.4 Peterborough City Council is in a partnership agreement with Cambridgeshire County Council (CCC), Borough Council (BBC), Central Council (CBC) and Borough Council (LBC) for this contract. On behalf of the consortium CCC entered into the initial contract and PCC are currently in the process of formalising its own contract with the supplier. A CMDN was approved for the award of this contract on 10 June 2010.

5. ANTICIPATED OUTCOMES

VIX ACIS Limited will replace Advanced Communication and Information Systems (ACIS) Limited as the Contractor under the existing contract. The contract value will not change and this will not affect the performance of the contract.

6. ALTERNATIVE OPTIONS CONSIDERED

The option to refuse the novation of contract was rejected because there is no reason to object to the proposed course of action as the novation will ensure the continued operation of the contract by the new contractor.
