Executive Summary This report relates to implementation of the Children and Families Bill (2013) which is expected to become the Children and Families Act in September 2014. The Bill changes the statutory framework in relation to Children with Special Educational Needs (SEN). The Council will have a duty to develop and implement the new legislation for more than 700 young people with Statements of SEN in a significantly changed way. The new approach is called the Education Health and Care Plan (EHCP) often referred to as the ‘single plan.’ The Local Authority will have a duty to publish a local offer, embed joint commissioning, offer personalised budgets, develop a key worker role and develop a new statementing process. In addition, the new legislation brings together two statutory frameworks for pre and post 16 and the Borough will therefore have to extend its responsibilities to assessing and monitoring Education, Health and Care Plans (EHCP) for young people in education and training up to 25 years (Appendix A) The implementation of the single plan will inform key judgements made by Ofsted. It is critical that the council utilises this funding stream to deliver the change required. 2. Recommendations 2.1 The Mayor is requested to consider the report and, if satisfied, approve acceptance of the Grant which will provide capacity to prepare and deliver our new legal obligations.

Executive Summary 1.1 The (Licensing Act 2003) Licensing Committee has followed an agreed programme for the preparation of the Council’s Statement of Gambling Licensing Principles for 2016-19 and considered the responses received from consultees. The Mayor is invited to note that the consultation stage of the preparation is now complete and is also asked to consider the responses received during the two phases of that consultation and to recommend the next Statement of Gambling Licensing Principles to Full Council. 1.2 In considering the recommendations to be made, the Mayor is required to apply the requirements of the Gambling Act 2005 and have regard to the Gambling Commission’s guidance to Councils in respect of their Statements of Gambling Licensing Principles. 1.3 The Mayor is advised that in submitting this report, the (Licensing Act 2003) Licensing Committee has itself considered the consultation responses received and the statutory requirements on the Council as Licensing Authority and unanimously endorsed the adoption of the Statement at Annex B to this report. 2. Recommendations 2.1 That, having overseen the preparation work on a revised Statement of Gambling Licensing Principles: (1) (i) That the responses received from consultees, as set out at Appendix A to this report, be received and considered by the Mayor. (ii) That, having regard to its statutory requirements, the draft revised Statement of Gambling Licensing Principles, as set out at Appendix B to this report be submitted to the Council for adoption for the period 2016-19.

    Bedfordshire Clinical Commissioning Group Putnoe Walk-in Centre case for change and consultation Transforming Urgent and Emergency Care in Bedfordshire Consultation runs from 10 July to 19 August 2018 Bedfordshire Clinical Commissioning Group (BCCG) is the NHS organisation that works locally to plan and buy all NHS-funded healthcare for the 450,000 people who live in Bedfordshire. This includes everything from primary care to hospital services, community health services and mental health services. BCCG is an organisation run by clinicians including local GPs, nurses and hospital doctors. Bedfordshire’s 50 GP practices are members of the CCG and together, we agree how to spend the £570m budget that we’re allocated, on healthcare services for the communities we serve in Bedfordshire. What is this document about? Following a new policy from NHS England, we are reviewing the way that urgent care services are delivered in Bedfordshire. Urgent Care is when you need medical assistance in a hurry and cannot wait for a routine appointment, but it is not an emergency. This document is designed to inform residents about proposed changes to Urgent and Emergency Care in Bedfordshire and encourage discussion. This will form part of a period of consultation, which will inform decisions on the future of Urgent and Emergency Care in Bedfordshire.     Choosing Health in Medway The Annual Report of the Director of Public Health 2004 Medway Teaching Primary Care Trust As Chair of Medway Teaching Primary Care Trust I welcome the first Annual Health Report of our Director of Public Health, Dr Anita Sims. As part of our National Health Service, Medway PCT has two major objectives:- - to improve the health of the people of Medway, and - to reduce health inequalities in our communities If we are to achieve these objectives we need a base from which to start and an effective plan of action. This Annual Report forms the foundation on which this process is based and Dr Sims, as a member of Medway PCT’s Board, will be instrumental in guiding the continuing development of our health policies by helping us ensure that priorities are determined by reference to it. Healthy communities can only be achieved by consensus and with people and organisations working together effectively. We have achieved significant success already in this, particularly in terms of our integrated working with Medway Council. I am delighted with the support of Medway Council and the commitment of staff to this process in both organisations and look forward to the continuing development of these arrangements which are so crucial to the well-being of our community.
