CHESHIRE WEST & CHESTER COUNCIL: ELECTORAL REVIEW Submission to the Boundary Committee on Council Size. 1 Context 1.1 This submission sets out Cheshire West & Chester Council’s proposal on Council size. This is the first issue to be addressed in the electoral review of the area. The proposal is for a Council of 75 elected Members in Cheshire West & Chester. This proposal was made by resolution of the Council on 2 April 2009 at its first meeting after vesting day, on which it replaced former county and district councils. The three political parties represented on the Council; Conservative, Labour and Liberal Democrat, concurred in the making of the Council’s resolution. 1.2 The proposal has been formulated having regard to key principles of electoral review; that local government should be convenient to local people and effective. Further to these principles, the Council is of the belief that its proposal will ensure that all roles at political level can be carried out effectively, and will enable the authority to achieve its objective of being an exceptionally excellent Council. 1.3 Cheshire West & Chester is a newly created Unitary Council, delivering by direct provision or by commissioning, the full range of Local Authority services in its area. The range of its products is tremendous - from a direction sign on a footpath to the care of a vulnerable child. The Council has at its heart, the wish to serve the whole community of those who live in, work in, or otherwise visit Cheshire West and Chester. It serves a population of 329,100, the fourth largest of Unitary Local Authorities in the North West and the sixteenth largest in England. -

CABINET 7 APRIL 2020 TRANSPORT FOR THE SOUTH EAST – CONSENT FOR SUBMISSION OF PROPOSAL TO GOVERNMENT Portfolio Holder: Councillor Phil Filmer, Portfolio Holder for Front Line Services Report from: Richard Hicks, Director of Place and Deputy Chief Executive Author: Michael Edwards, Head of Integrated Transport Summary This report seeks Cabinet support for the creation of a Sub-National Transport Body for the South East, confirmation of Medway’s position as a constituent authority, and consent for the submission of a Proposal to Government for statutory status. 1. Budget and Policy Framework 1.1 Medway Council does not have a stated policy position on Sub-National Transport Bodies. It is possible, however, to align the principles behind its creation with the Council’s priority of maximising regeneration and economic growth. 2. Background 2.1 Transport for the South East (TfSE) formed as a shadow Sub-National Transport Body (STB) in June 2017, and brings together sixteen local transport authorities: Bracknell Forest, Brighton and Hove, East Sussex, Hampshire, Isle of Wight, Medway, Kent, Portsmouth, Reading, Slough, Southampton, Surrey, West Berkshire, West Sussex, Windsor and Maidenhead and Wokingham. The Shadow Partnership Board also includes arrangements for involving five Local Enterprise Partnerships in its governance process, along with two National Park Authorities, forty-four Boroughs and Districts in East Sussex, Hampshire, Kent, Surrey and West Sussex, and representatives from the transport industry. 2.2 TfSE’s aim, as set out in its vision statement, is to grow the South East’s economy by delivering a safe, sustainable, and integrated transport system that makes the South East area more productive and competitive, improves the quality of life for all residents, and protects and enhances its natural and built environment. -

Could the Council please tell me what impact the building of an 850,000 tonne Incinerator at Weston point in Halton will have on the waste disposal plans of the new Cheshire East authority, as Ineos Chlor who are building this plant continually assert that they will be importing waste from Cheshire? 2. Given the increase in recycling rates across Cheshire, particularly the rapid success of the recycling initiatives in Middlewich and Northwich, and the subsequent decline in waste arising, could the Council please tell how confident they are of the figures in the Cheshire Waste Local Plan which assume a growth in Muncipal Solid Waste arising of 1.5% p.a. -

Introduction The Government has recognised that fewer people are using Post Office® branches, partly because traditional services, including benefit payments and other services are now available in other ways, such as online or directly through banks. It has concluded that the overall size and shape of the network of Post Office® branches (“the Network”) needs to change. In May 2007, following a national public consultation, the Government announced a range of proposed measures to modernise and reshape the Network and put it on a more stable footing for the future. A copy of the Government’s response to the national public consultation (“the Response Document”) can be obtained at www.dti.gov.uk/consultations/page36024.html. Post Office Ltd has now put in place a Network Change Programme (“the Programme”) to implement the measures proposed by the Government. The Programme will involve the compulsory compensated closure of up to 2,500 Post Office® branches (out of a current Network of 14,300 branches), with the introduction of about 500 service points known as “Outreaches” to mitigate the impact of the proposed closures. Compensation will be paid to those subpostmasters whose branches are compulsorily closed under the Programme. -

Introduction 1.1 This Community Engagement Plan has been produced to support the emerging Southport Town Investment Plan. Its purpose is to outline the key engagement activities that have been undertaken to date with stakeholders, including elected members and representatives of the local community, and to detail the planned engagement and consultation prior to finalisation of the Southport Town Investment Plan. 1.2 This document is structured to provide: • An introduction to Town Deals and Town Investment Plans • Details of the engagement activities carried out to date and the proposed Engagement Plan and Programme • The proposed next steps 1.3 This Community Engagement Plan has been informed by information set out in the ‘Towns Fund Prospectus’ published by the Ministry of Housing, Communities and Local Government (MHCLG) in November 2019. The Prospectus is included as Appendix 1 to this document. 1.4 The Community Engagement Plan has been produced by Turley on behalf of Sefton Metropolitan Borough Council (SMBC). It will be published by SMBC to ensure transparency over the engagement process to inform preparation of the Southport Town Investment Plan. 1 2. Town Deals 2.1 In November 2019 the Local Government Secretary invited 101 towns, including Southport, to develop proposals for a Town Deal with the Government, each one potentially receiving up to £25 million investment from the national £3.6 billion Towns Fund. 2.2 While Government has entered into a number of ‘City Deals’ to stimulate growth in large urban areas, smaller towns have been overlooked by that process and not always benefitted from economic growth even where located in close proximity to more prosperous areas. -

It has developed out of a well-established and successful Management Scheme and, since its inception, attempted with varying success to develop a ‘working partnership’ which has sustainable management at its heart and which is responsible for conservation and the needs of the local community. The history, function and structure of the SCP are described together with the problems that emerged as the partnership developed. Choosing Health in Medway The Annual Report of the Director of Public Health 2004 Medway Teaching Primary Care Trust As Chair of Medway Teaching Primary Care Trust I welcome the first Annual Health Report of our Director of Public Health, Dr Anita Sims. As part of our National Health Service, Medway PCT has two major objectives:- - to improve the health of the people of Medway, and - to reduce health inequalities in our communities If we are to achieve these objectives we need a base from which to start and an effective plan of action. This Annual Report forms the foundation on which this process is based and Dr Sims, as a member of Medway PCT’s Board, will be instrumental in guiding the continuing development of our health policies by helping us ensure that priorities are determined by reference to it. Healthy communities can only be achieved by consensus and with people and organisations working together effectively. We have achieved significant success already in this, particularly in terms of our integrated working with Medway Council. I am delighted with the support of Medway Council and the commitment of staff to this process in both organisations and look forward to the continuing development of these arrangements which are so crucial to the well-being of our community.
