Simon Fell, EBU Simon Fell is Director of Technology & Innovation for the EBU, a position he took up in September 2013. He has more than 35 years’ experience in senior broadcasting technology roles, including at British broadcaster ITV, where he was Director of Future Technologies (2008-2009) and Controller of Emerging Technologies (2004-2006). From 1991 to 2004 Mr Fell worked for Carlton Television, the ITV franchise holder for the London region, where he held several executive roles linked to operations and emerging technologies. Mr Fell, prior to joining the EBU, was Chairman of the Technical Council at the Digital Television Group, the industry association for digital television in the UK. David Hemingway, BBC David Hemingway is Senior Spectrum Manager for the BBC in London. Since joining the BBC in 1988, he worked in the Transmission Projects department before transferring to the Spectrum Planning Group in 2001. Since then, he has worked on the UK‟s TV digital switchover project, planning a transmitter network to cover the whole UK and introducing the world’s first DVB-T2 High Definition transmission network, while at the same time delivering a digital dividend suitable for mobile broadband services. As well as being part of the BBC‟s spectrum planning team working with the UK Government, Ofcom and other stakeholders on plans for switchover to digital radio and investigating options for further UHF spectrum release, since June last year, he has been Chairman of the EBU‟s Spectrum Management and Regulation group. Andre Prahl, RTL Andre is Head of Program Distribution of Cologne Broadcasting Center GmbH and Mediengruppe RTL Deutschland GmbH. He is responsible for the technical distribution of all TV channels of Mediengruppe RTL Deutschland GmbH.

Martin Fenton, Ofcom, UK Martin is an expert in international and domestic spectrum regulation; specialising in interference analysis, RF performance and technical licence conditions. He has over 15 years’ experience in spectrum regulation at the UK communications regulator, Ofcom, and its predecessor, the Radiocommunications Agency. Martin is the chair of ITU-R JTG 4-5-6-7 (the group responsible for the preparation for WRC-15 Agenda Items 1.1 and 1.2) and a vice chair of ITU-R Study Group 5. Within the UK, Martin has led the technical work in support of a number of spectrum awards including 800 MHz and 2.6 GHz. He is currently engaged in a number of activities including the proposed release of the 700 MHz band; studies on the potential spectrum implications for future 5G systems, improving the RF performance of radio systems; and the spectrum implications of the growth in demand for mobile data. Jaime Afonso, CEPT TC6 Chair Jaime Afonso is working for the Portuguese Regulatory Body in the field of postal communications and electronic communications (ICP-ANACOM) in the Spectrum Management Department. He is the Head of a Division responsible for spectrum engineering and frequency planning in Portugal. Key areas of work include spectrum planning, regulatory and engineering activities both at EU, CEPT and ITU level. Currently, it encompasses areas related to the implementation of IT tools for frequency assignment/allocation, the new EU regulatory framework, spectrum trading and spectrum management based on a market led approach. Since 1994 he joined ICP-ANACOM (Portuguese Regulatory Body on Communications). He started in the area of “Services and Technologies” Department dealing with Quality of Service (X.25, Switched and Leased Lines, Frame Relay and ATM). In 1995 he joined a newly created Radiocommunications Engineering Department in ICP, with the responsibility of studying the compatibility between different radio systems and spectrum engineering. He has returned to ICP-ANACOM in 1998, Heading Radiocommunications Engineering responsible for introduction of new technologies (tenders through Beauty Contests) like Fixed Wireless Access, UMTS, TETRA and Digital Terrestrial Television. Andreas Geiss, Andreas Geiss is acting Head of Unit for Spectrum Policy in DG CONNECT of the European Commission. He has been working for the European Commission since 2002 in various positions. Before joining the European Commission he worked for the European Radiocommunications Office (ERO), where he was project leader for projects dealing with terrestrial and satellite communications and setting up the ECO Frequency Information System (EFIS). He has been involved in the European preparations for World Radiocommunications Conferences since 1995. Andreas has a master's degree in electrical engineering and started his professional career in 1991 at the German Regulatory Authority in the area of telecommunications. Presentation: EC high Level Group outcomes On 1 September Pascal Lamy handed over his report to the European Commission. It is based on 6 months of constructive dialogue on how to use the UHF spectrum band in the mid-to long-term future involving top executives from Europe's broadcasters, network operators, mobile companies and tech associations. This band represents prime real estate in terms of use, capacity and reach. To reconcile different views and realities in a single scheme which could enable Europe to fulfil Digital Agenda for Europe's broadband targets, while giving broadcasting a clear path to invest and develop further, Pascal Lamy proposed to: - Dedicate the 700 MHz band to wireless broadband across Europe by 2020 (plus/minus 2 years); - Ensure regulatory security and stability for terrestrial broadcasters in the remaining UHF spectrum below 700 MHz until 2030; - Assess technology and market developments by 2025. The presentation will go into the results of the report in detail and explain the key elements that are being addressed by the Commission in cooperation with the Member States.

Lee Sanders, Aetha Consulting Lee has over 12 years’ experience of advising broadcasters, telecoms operators and regulators across a broad range of topics. He has extensive expertise in spectrum issues and has led several high-profile spectrum-related studies for regulators, such as the European Commission, Ofcom (UK) and the IDA (Singapore). Lee has supported several broadcasters and television network operators on spectrum issues. Notably, he was the author of a recent report for Abertis, Arqiva, BBC, BNE, EBU and TDF that assessed the economic benefits of alternative uses of the 470–694MHz band across the EU. Lee has also supported numerous mobile operators to develop spectrum strategies and to value spectrum. Prior to founding Aetha in 2011, Lee was a Partner at Analysys Mason where he led the Spectrum Practice. Other previous employers include Mercer Management Consulting (now Oliver Wyman). Presentation: The economic value of the UHD band Abstract: Lee will present a summary of Aetha’s report for Abertis, Arqiva, BBC, BNE, EBU and TDF regarding the economic benefits that would arise across the EU’s 28 member states from mobile gaining access to the 470–694MHz band, compared to continued use for DTT and other existing uses.

Roland Beutler, SWR Roland Beutler studied Physics at the University of Stuttgart, Germany, and went on to receive a Ph.D. in Mathematical Physics from the Max-Planck-Institute for Metal Physics, also in Stuttgart, working on nonlinear dynamical systems. Between 1995 and 1996 he did research at the Università degli Studi di Lecce, Italy, under a Fellowship of the European Commission. In 1993 he joined SWR to work in the frequency planning department and is currently responsible for international frequency management issues. Dr Beutler has been participating in EBU Technical activities for more than 10 years. He was responsible for the Strategic Programme on Terrestrial Broadcasting (SP-TB) which produced EBU Technical Report 13 on the future of the terrestrial broadcasting platform. Currently he is chairman of the Strategic Programme on Cooperative Terrestrial Networks (SP-CTN) working on convergence aspects between broadcast and broadband. Roland Beutler is also involved in ITU and CEPT work. During ITU JTG5-6 he was chairing the Sub-Working Group carrying out the sharing and compatibility studies. In 2012 he participated in WRC-12 and is now following ITU JTG4-5-6-7 where he is again responsible as chairman for the studies between the broadcast and the mobile service. Vincent Grivet, TDF Vincent Grivet, is a graduate from Ecole Polytechnique (Paris France) and Paris Tech Telecom. He started his career in Group as a Product Manager in the Residential Marketing group and then joined the Business Services division, serving multinational companies. He later joined the M&A and International Development function, where he has handled several projects and investments in North America, South America and Europe. In 1998, he joined the Management Board of Mobistar (Orange Belgium) in charge of Development and was appointed in 2000 as Chief Executive Officer of Orange’s internet services unit in Belgium ( at that time) , where he led a period of high growth and the fast development of broadband services. He was co-founder in 2006 of Maxtel, an entrepreneurial Wireless Broadband start-up which obtained significant spectrum rights in a competitive bid. He joined TDF Group in 2007, acting as transition CEO for TDF’s Wimax operations where he completed both the operational launch of services and the strategic consolidation of TDF WiMax assets with Bolloré Telecom (2008). David Wood, EBU David Wood is Consultant, Technology and Innovation for the EBU, and is chair of the ITU- R WP6C, the World Broadcasting Union’s Technical Committee, and the DVB CM-UHDTV and CM-3DTV groups. David is also a Life Fellow of the SMPTE and a recipient of the SMPTE Progress Medal. He has worked for many years in baseband television and radio systems and quality evaluation methodology. Lars Backlund, BNE • Member of the DigiTAG Presidency • Secretary General, Broadcast Networks Europe (BNE) • Senior Vice President, Regulatory and Public Affairs, Teracom Group AB

Mr. Lars Backlund has a long standing career in communications engineering, business development and long term strategy issues. His experience includes more than 18 years in the space- and communications satellite industry, including assignments as a board member in the European Space Agency.

He has also worked a consultant to the World Bank in various telecommunications projects, mainly in South-East Asia and Africa. He joined Teracom in 1996 and has been involved since the start in the planning, development and implementation of the Swedish DTT network with focus on strategic issues together with government-, regulatory-, public- and EU affairs. Responsibilities at Teracom have also included international business development and a number of board assignments. He is one of the founders and currently the Secretary General of Broadcast Networks Europe (BNE) which is a trade organisation based in representing the interests of Terrestrial Network Operators in 22 European Countries.

Mr. Backlund holds a Master of Science Degree from the Stockholm Royal Institute of Technology in Communications and Microwave engineering. David Mahoney, Ofcom, UK David is currently Director of Policy Development at Ofcom, the UK communications regulator, where he is responsible for developing a strategic approach to Ofcom’s public and regulatory policy work, providing analysis of UK public policy developments and leading policy and regulatory development projects of strategic significance to Ofcom. Previously David was Chief Advisor to the CEO of Ofcom and then Director of Content Policy. In addition David spent a year working in Government as a Director of the Digital Britain project, which set the Government’s UK strategy for the UK communications sector. Before joining Ofcom David was a lawyer at Richard Butler specializing in UK and EC Competition Law with a particular focus on the media sector, including a spell working in house for MTV Networks Europe. Before that he was Administrator for the Government’s Football Task Force. Presentation: Case Study: DTT will last until 2030 and beyond Abstract: David’s presentation will set out Ofcom’s views on the possible long-term development path for -to-view television in the UK. It will touch upon: - the public policy rationale underpinning free–to-view TV; - the market realities as they stand today in the UK and the key drivers of change; - the alternatives to DTT: their potential and limitations from a UK market perspective; - how free-to-view television platforms might need to evolve to remain relevant for UK viewers. The presentation will therefore articulate why Ofcom does not anticipate a full switch-off of DTT in the UK until at least 2030, and why this approach is likely to support the interests of UK consumers and citizens.

Alexandre Kholod, Ofcom, Switzerland Dr. Alexandre Kholod is the head of international frequency planning at the Swiss Federal Office of Communications. As Chairman of ITU Joint Task Group 5-6 he has led ITU-R preparatory studies on WRC-12 Agenda item 1.17. Presentation: Case Study: Use of the UHF band in Switzerland Abstract: The current and planned use of the band 470-862 MHz in Switzerland is discussed.

Bram Tullemans, EBU Bram Tullemans is the project manager broadband technology and online services of the Technical department of the EBU. In this role he coordinates the EBU Expert Community Platforms & Services (ECP), the strategic programme Broadband Networks (BBN) and Television Platforms (TVP). Besides knowledge exchange between broadcasters and solution providers he works on standardisation issues related to new online broadcast services. At this moment his centre of interest consists of media services for connected tv's in combination with a second screen approach on personal devices. With his specialisation in the field of internet, new media and interactivity Bram worked as senior policy advisor research and development at the Dutch public service broadcast organisation NPO. He developed strategies on a conceptual level and their practical implementations on topics like second screens, connected tv, network neutrality, open source, adaptive streaming, p2p, visual radio, device specific video distribution, etc.. Prior to his activities in the broadcast sector he managed a crossmedia department at the international publishing house IDG Communications. David Lewin, Partner at Plum Consulting David is a partner at Plum Consulting where he works on a wide range of studies to advise the telecommunications, online and broadcasting sectors on policy and regulatory issues. He has over 30 years’ experience in these sectors. Recent relevant work in the broadcasting sector includes: ● A review of the AVMS directive for Ofcom ● Work for the MDA in Singapore on a regulatory framework for mobile TV ● A major study to look at the long-term future of the entertainment sector in the UK ● Work for the GSMA on the value of sub 10 GHz spectrum for the telecommunications, broadcasting and other sectors. Presentation: Broadcast-broadband convergence and the case for a converged platform Abstract: How might AV consumption change over the next 15 years given current consumption trends and expected technology developments? What might this mean for broadcast-broadband convergence and the concept of a converged platform in which the sub 700 MHz spectrum is used jointly for mobile and broadcast video services? What are the challenges in moving to such a converged platform? What are the costs and benefits of a converged platform and does it generate net economic benefits? What should Europe do next?

Jochen Mezger, IRT Since 2007, Jochen is working at the IRT in Munich as a Geneva Manager Broadcast Programme Distribution. Presentation: Hello 5G! What would requirements for broadcasters be? Abstract: The presentation is about broadcasters’ requirements to ensure the needed performance of broadcast content and services on all distribution platforms. Broadcasters produce a wide range of content and services including not only traditional linear services but also on-demand or data services. They are delivered via various distribution platforms to devices of all kind like large TV sets, kitchen radios, smart phones or tablet computers. In particular, a short summary of the present situation of 5G in Europe will be given with regard to current broadcasting activities in this field.

Ignacio Gomez, RTVE Ignacio Gómez is Director of Strategy and Innovation for RTVE.es, the interactive unit of RTVE, Spain’s Public Broadcaster. From this position he helps define the group’s strategy regarding the multiplatform digital environment which includes mobile platforms, connected and hybrid TV, second screen, etc., and identifies potential partnerships that can strengthen RTVE’s position within the interactive landscape. He began his career working in Finance, but soon felt the attraction of online media & journalism. He joined RTVE in 2007, where he’s formerly worked as Deputy Content Director and Content Director creating and implementing entertainment multiplatform products and services both for all the TVE channels and for all of the six Radio Nacional de España (RNE) stations. He also coordinated the INVI Awards (jointly developed by RTVE and Red.es, the public office responsible for fostering the Information Society in Spain) that recognized audiovisual innovation on the Internet in Spain. Matt Hammond, BBC Matt Hammond is a Senior Research Engineer at the BBC's Research and Development department in London, UK where he has worked since 2001. In recent years his research work has focused on the interaction between companion devices, televisions and broadcast services; developing and looking at both the underlying technologies and what new user experiences and accessibility improvements can be achieved. He has contributed significantly to the development of new DVB and HbbTV specifications to enable a range of companion and 2nd screen capabilities. Presentation: Companion Screens

Mathias Coinchon, EBU Mathias Coinchon, Senior Project Manager at EBU Media Technology&Innovation department. Among other things, he coordinates the activities on the future of radio and organises the radio week and summit. Mathias is also vice-chairman of WorldDMB TC, secretary of RadioDNS (hybrid radio) and follow DRM consortium activities. He has an M.Sc. degree in communication systems engineering from EPFL, Switzerland, and the Eurecom Institute in France. He developed his diploma thesis at BBC R&D on Digital Radio Mondiale. Before joining the EBU, Mathias has been working for the Swiss broadcasting corporation (SRG-SSR/RSR) on networks and the re-launch of Digital Radio in Switzerland. In his spare time, he is involved in helping community radio stations and runs a website on open SDR techniques for Digital Radio (opendigitalradio.org). Hanns Wolter, Technical Director, Club DAB Italia Hanns Wolter started in the DAB world in 1999 as Project Manager for Club DAB Italia, where he presently works. Club DAB Italia is a Consortium of eight private national commercial radio stations, representing media companies, independent radio brands, political and religious stations. During this time he has worked on all issues regarding DAB (spectrum, multimedia, audio), at both national and international level. He is involved in network planning and spectrum issues and also works closely with hardware manufacturers for the deployment of a comprehensive DAB environment. He is responsible for the management of the ongoing roll-out of Club DAB Italia’s network and all issues related to the creation, distribution and transmission of the multiplex. Presentation: Future uses of Band II Abstract: Some Administrations have started a process which will take them to the switch off of analogue radio in band II. Also, a number of Administrations have started internal reflections on the future use of band II. And so have broadcasters, which are batteling growing costs and competition from new digital platforms. Therefore the question on how to use this broadcasting band in the most effective way is materialising and a number of options are in discussion. Implementing digital radio using the Eureka 147/DAB+ standard is becoming a feasable and interesting solution.
