MINUTES of the 6th meeting of 31 October 2017 and 1 November 2017 Kyiv,

The sixth Ordinary Session of the EURONEST Parliamentary Assembly (PA) was opened on Tuesday 31 October 2017 at 6 p.m. by Ms Rebecca HARMS and Mr , Co- Presidenst of the EURONEST PA.

Mr , Chairman of the of Ukraine, thanked all the delegations for their participation in the Assembly. He asked for a minute of silence in remembrance of Ms Amina Okuyeva. The Chairman emphasised that Ukraine had faced very difficult times as the country and its citizens had suffered from Russian aggression and stressed that the children of Ukraine had to be on the frontline in the Donbass area. He added that it was matter of peace not only in Ukraine but also for the whole Europe. Being far away from the front, we can still breathe the war. Russian terrorists kidnap peaceful citizens of the country. The Chairman stressed that Ukraine was trying to restore peace in all parts of the country. He underlined that Ukraine wanted to live in peace and expressed his gratitude to the European Union for the visa-free regime with Ukraine. The Association Agreement entered into force and it was one of the crucial aspect in the relationship between Ukraine and the EU that year. Mr Andriy PARUBIY added that he was really proud that the rule of law, the respect of the human rights and other values, that we were sharing, could help to provide all the reforms in Ukraine and transform our country into the social-related one, where civil society played the key role. He also emphasised that Ukrainian Government continued implementation of the reforms of decentralization, in defense and security sector and destroying corruption on a national level, and he also stressed that the results of fighting political corruption could be already visible. Mr Andriy Parubiy emphasised the importance of developing and deepening relations between Ukraine and the EU.

Mr Dariusz ROSATI, Chairman of the European Parliament Delegation to the EU- Ukraine Parliamentary Assembly Committee, welcome the possibility to address the members of the Assembly on behalf of the President of the European Parliament, Mr Antonio TAJANI. He stressed the progress and achievements observed in the implementation of the Association Agreements with Ukraine, and Georgia. He emphasised that it was rather PV\1159456EN.docx AP102.624v01-00 EN EN significant to provide high living standards that could positively influence the life of the citizens in the Eastern Partnership countries. He highlighted that the relations within the Eastern Partnership countries were crucial for all of us there was a need to see progress and growth of the cooperation in the frames of the Eastern Partnership. The EURONEST PA is a key player in shaping the relationships between the Eastern Partnership countries and the EU. It was also stressed that abuse of values and corruption would be defeated due to joined efforts.

Ms Rebecca HARMS, Co-President of the EURONEST PA, noted that it was a great honour to have a floor as a Co-President, thanked the organisers for their hospitality of the organisers and stated that she appreciated the efforts that the Ukrainian Parliament had done to hold the Parliamentary Assembly session. She stressed that cooperation within the EURONEST PA was a great platform for conducting a dialogue at multilateral level. She mentioned the successful implementation of the Association Agreements between the EU and Georgia, Moldova and Ukraine. She noted that Europe was under constant challenges and threats such as terrorism, cyber-attacks, fake news, power abuse, corruption, organised crime, and that all these issues needed to be tackled diligently. Ms Rebecca HARMS also stressed that there was a strong need to reduce the unemployment of youth and therefore a lot of working places had to be created. She expressed delight on the news that two Ukrainian citizens who had been imprisoned in - Ilia UMEROV and Akhtem CHIYGOZ - had been released. It was also mentioned that respect for the rule of law, defense of human rights and fundamental freedoms are the key priorities. Ms Rebecca HARMS emphasised that she was delighted to be present at the Women Forum and it was important that such event took place.

Mr Marian LUPU, Co-President of the EURONEST PA, thanked the Ukrainian Parliament for the excellent organisation and welcomed all the national delegations representing the Eastern Partnership. He called on to continue support of the Eastern Partnership, European aspirations for development and efficient enlargement of the partnership and stressed that it was not by coincidence that the Sixth session was taking place in Kyiv, but it was a sign of deep solidarity of the Assembly with Ukraine, a country that alas had faced challenging troubles. Mr Marian LUPU noted that major achievements had been observed in the framework of the Eastern Partnership due to common dedication, efforts and hard work. He also underlined that further efforts had to be done and the work had to be adjusted in order to correspond to the strategic interest of every partner country.

Mr Luc DEVIGNE, Director, European External Action Service, Deputy Managing Director for Europe and Central Asia, on behalf of Ms Federica MOGHERINI, High representative for Foreign Affairs and Security Policy/Vice President of the European Commission, emphasised that relationships of the European Parliament with the National Parliaments of the Eastern Partnership countries were a top priority. He highlighted the progress made by Ukraine in the implementation of the Association Agreement. He also underlined that despite the background of 10 years of experience, the Eastern Partnership should move further in order to become a more effective instrument for supporting reform process.

Mr Dariusz ROSATI underlined that the Eastern Partnership countries have the right to implement reforms with different speed and it should be respected.

Mr Fuad MURADOV, Chairman of the of Delegation of the Milli Mejlis of the Azerbaijan Republic to the EURONEST PA, stated that the Summit of Eastern Partnership that would be held in Brussels in November 2017 would be a crucial moment not only for Azerbaijan, but also for the whole Europe. He emphasised that Azerbaijan had been always interested in deepening relations with the EU. He underlined that the EU was the partner of Azerbaijan in AP102.624v01-00 2/16 PV\1159456EN.docx EN many spheres. He further noted that the cooperation between Azerbaijani and the EU had a lot of perspectives to become stronger. He underlined that several peace platforms had been recently established in Georgia together with Armenia, Azerbaijan and other counterparts from Europe. Mr Fuad MURADOV expressed his hope that the Summit would bring new strong strategy and practical ideas and it would be rather successful for the Eastern Partnership.

Ms Norica NICOLAI, Member of the European Parliament, stated that stronger cooperation in the framework of the EURONEST PA could be built through mutual respect and recognition of cultural, traditional, political differences of the Eastern Partnership. EU is facing global difficulties in security and economy sectors. Every Eastern Partnership country should provide reforms and high living standards that were of interest to citizens of their countries. Ms Norica NICOLAI underlined the importance to continue support of visa-liberalization process for European Union’s counterparts. She reckoned that the forthcoming Eastern Partnership Summit would find the way to improve economic cooperation between the EU and Eastern European countries because investments and trade between partners meant high living standards for all the citizens.

Ms Tamar KHULORDAVA, Chairwoman of the Delegation of the Parliament of Georgia, expressed her hopes for fruitful cooperation and good results within the framework of the EURONEST PA sessions. She stressed Georgia’s desire to become a full-member of the European Union and she expressed her hope that it would happen one day. She underlined that peace in the Eastern Europe would have a great impact on ensuring peace and stability throughout Europe. She also stated that the European Parliament played an important role not only for legislative harmonisation but also for ensuring of the security and peace in the Eastern European countries.

Mr Petras AUŠTREVIČIUS, Member of the European Parliament, said that he was glad to see the former Russian prisoners Mr Ilia UMEROV and Mr Akhtem CHIYGOZ at the EURONEST PA session. He underlined that everyone had always believed that they would have been released to their country. He emphasized that he was sure that Ukraine would get back the Crimea and Donbass. Human rights foster the democratic future and there is no human rights without freedom. The EU, together with the Eastern Partnership countries, is building Europe that would provide its citizens with more freedoms.

Mr , member of the Delegation of the Parliament of the Republic of Moldova to the EURONEST PA, stated that the EURONEST PA was a platform, which should help us in approximation of legislation and living standards of the Eastern Partnership countries with rules, norms and standards of the EU. He underlined that it was true that there were different problems, hence we were involved into the discussions to help to cope with those problems. Mr Dumitru DIACOV noted that delegations were looking for the ways to bring Belarus closer to the Partnership and mentioned that the European Parliament should play a significant role in this cooperation process.

Ms Heidi HAUTALA, Vice-President of the European Parliament, welcome on the fact that Women Forum was held within the EURONEST PA. She also mentioned that political and economic spheres were very significant for the common prosperity and called for mediation in the situation with Nagorno-Karabakh. She highlighted the role of transparency and she stated that it was necessary for each country to provide people with more transparency in every state sector. She mentioned that she had been excited to visit the Office of Reform Package.

PV\1159456EN.docx 3/16 AP102.624v01-00 EN Mr Borys TARASYUK, Chairman of the Delegation of the Verkhovna Rada of Ukraine to the EURONEST PA, welcomed all the delegations to Kyiv and emphasised that it was a great honor for Ukraine to host the event for the first time. He thanked his colleagues for the consistent support of Ukraine’s sovereignty and territorial integrity and stated that Ukraine wanted to resist Russian aggression. He stated that Ukraine highly appreciated the EU and other friendly countries’ help and support of the country in such difficult time. He mentioned that during local elections that had taken place in Ukraine there were some facts of law violation and election process disturbance and he underlined that it was necessary to change political culture in Ukraine.

Mr Radostin TANEV, Member of the National Assembly of the Republic of Bulgaria, stated that it was necessary to stay together with the EU to gain experience for more fruitful cooperation and further development of Eastern Partnership countries. He noted that the results of the cooperation with the EU were visible and it would be good to follow them. He insisted that he was sure that the Eastern Partnership countries could reach high results and success.

Mr Michael Francis SMYTH, Vice-President of the European Economic and Social Committee (EESC), said that it was an honor for him to represent the interests of the EU Social- Economic Community. He added that the EESC was engaged in the dialogue with civil society and representatives of Georgia, Moldova and Ukraine in order to establish the mutual platform for the dialogue. He reckoned that the work of the EURONEST PA would contribute to a closer cooperation not only between the EU and Eastern Partnership but also between the partner countries and he underlined that it would help to strengthen democracy and respect of human rights.

Mr Hennadiy MAKSAK, Co-Chair of the Steering Committee of Civil Society Forum of the Eastern Partnership, congratulated the participants with the opening of the Sixth session the EURONEST PA and expressed delight that there was fruitful cooperation between the EURONEST PA and Civil Society Forum. He stated that it was important to follow the expectations of the citizens. He signaled that the declaration regarding civil society had been adopted in Estonia.

Ms Pauliina HAIJANEN, Vice President of the European Committee of the Regions (CoR), noted that the EU would continue to support initiatives that would be offered by any Eastern Partnership country. She added that none of the objectives could be achieved without the involvement of local and regional authorities as their engagement was crucial in the context of providing level of governance closer to citizens. She mentioned that the role of regional and local authorities was still underestimated. She stated that she looked forward for the future Summit and cooperation in the frames of the EURONEST PA.

Ms Rebecca HARMS announced the end of the addresses and gave the floor to the liberated Messrs Ilia UMEROV and Akhtem CHIYGOZ who had been recently released.

Mr Ilia UMEROV said the he and Mr Akhtem CHIYGOZ were thankful to all people who had contributed their efforts in order to free them from Russia. Mr Ilia UMEROV expressed his thanks and deep appreciation to those who had supported them including the Crimean Tatar Community. He underlined that there were more than 40 people in Russian prisons and they must be released and Russia must be punished for the aggression that it had committed. Therefore, he urged the world community not to forget about the Crimea, Donetsk and Luhansk.

AP102.624v01-00 4/16 PV\1159456EN.docx EN Mr Akhtem CHIYGOZ said that it was not possible to describe the tragedy that Ukrainian people faced on their native land due to Russian aggression. People are getting trapped behind the bars every day. Those who resisted tried not to take arms, but use peaceful means and tools for the resistance to aggressor. Mr Akhtem CHIYGOZ told that he had been behind the bars for 3 years and he had almost lost faith in being released. He called on the international community to help Ukraine stop the Russian aggression, release people who were illegally trapped by Russia.

Ms Rebecca HARMS thanked the guests for reminding of the situation in Ukraine and stated that she wanted to find the way out of the situation.

November 1, 2017 09:00 Second part of plenary session

1. Adoption of agenda

Ms Rebecca Harms, Co-President of the Euronest PA, noted that according to Art 4.5 of the Rules of Procedure, the draft agenda has been drawn up by the Bureau at the meetings of 13 September and 31 October 2017. Ms Rebecca Harms announced the agenda adopted as tabled.

2. Approval of the minutes of the Fifth Ordinary Session held on 22 March 2016 in Brussels

Ms Rebecca Harms, Co-President of the Euronest PA, reminded that according to the Art. 24 of the Rules of Procedure, the draft had been prepared by the European Parliament. She noted that should no remarks be received by the 2 November, 2017 at 10.00 a.m.(Kyiv time), they would be considered approved.

3. Presentation by Ms Tanja FAJON (Slovenia S&D, EP) Co-Rapporteur of the Euronest PA Committee on Political Affairs, Human Rights and Democracy, of a draft resolution on Ensuring media freedom and integrity in the EU and Eastern European partners

Ms Rebecca Harms, Co-President of the Euronest PA, reminded that the Political Affairs Committee had adopted on Monday its report and thanked the Members of the Committee for the work. She informed that one amendment to the report had been received. Ms Rebecca Harms gave floor to Ms Tanja FAJON.

Ms Tanja FAJON, Member of the European Parliament, presented the report on media freedom and integrity of the EU and Eastern Partners. She stressed the importance of media freedom and democracy. She emphasised her support for the development of media freedom in Europe and condemned the recent murder of a prominent Maltese journalist. She thanked tthe whole Azerbaijani team for contributing to that report. Mr Rovshan RZAYEV, Member of Azerbaijani Delegation, stated that they had registered new platform between Armenia and Azerbaijan but concerned about the absence of continuation of it. Mr Rovshan RZAYEV thanked the colleagues from Tbilisi who had established that platform and noted that the platform was the only way to conduct a dialogue in order to rehabilitate the trust that used to be between Armenia and Azerbaijan, and to contribute to peace between Azerbaijan and Armenia. Presentation by Ms Irina PRUIDZE (Georgia), Co-Rapporteur of the Euronest PA Committee on Economic Integration, Legal Approximation and Convergence with EU Policies , of a draft resolution on Overcoming the impact of the economic crisis on youth unemployment in the EU and Eastern Partnership countries - Debate

Ms Rebecca Harms, Co-President of the Euronest PA, reminded that the Economic Integration Committee had adopted on Monday its report and thanked the Members of the Committee for the work and informed that 1 amendment had been received and distributed. Ms Rebecca Harms invited Ms Irina PRUIDZE to present the report.

Ms Irina PRUIDZE, Member of Georgian Delegation, stated that there was no successful future for any country without a successful youth, and that politicians should take responsibility for creating a propitious environment where jobs were available. She expressed her hopes that equal opportunities must be ensured for enhancing youth employment. She acknowledged that there was no possibility to irradiate the unemployment completely but opportunities and possibilities could be created. She thanked her Co-Rapporteur Mr DALUNDE, MEP, with whom she had developed that report and everybody who had submitted very interesting amendments to the report.

5. Presentation by Mr Dariusz ROSATI on behalf of Mr Andrzej GRZYB (Poland, EPP, EP), Co-Rapporteur of the Euronest PA Committee on Energy Security, of a draft resolution on Enhancing energy cooperation within the Eastern Partnership, towards the implementation of 2015 Paris Climate Change Agreement

Mr Marian LUPU, Co-President of the Euronest PA, said that the next point of the agenda was the draft resolution regarding the energy cooperation within the Eastern Partnership and the implementation of Paris Climate Agreement 2015. He recalled that the deadline for the presentation of amendments had been until 13 October and noted that no amendments had been received. Mr Marian LUPU invited Mr Dariusz ROSATI to present the report.

Mr Dariusz ROSATI, Member of the European Parliament, pointed out the political objectives and commitments of the Paris Climate Change Agreement. He expressed his hope that the final outcome of the Agreement should be well balanced and it was the most important issue and challenge within the implementation of the Paris Climate Change Agreement.

6. Presentation by Ms Nataliia VESELOVA (Ukraine) and Ms Maria GAPINI, Member of the European Parliament, Co-Rapporteurs of the Euronest PA Committee on Social Affairs, Educations, Culture and Civil Society, of a draft resolution on Situation of women in the labour market in the EaP Countries

Mr Marian LUPU, Co-President of the Euronest PA, informed that the Social Affairs Committee had adopted its report on Monday and added that 4 amendments had been received and already distributed. Mr Marian LUPU gave floor to Ms. Maria GAPINI. Ms Maria GAPINI, Member of the European Parliament, thanked her Co-rapporteur Ms. Nataliia VESELOVA. Ms. Maria GAPINI emphasised that women should be protected from the stereotype approaches and therefore political equality should be provided as well as economic independence, equal payment for work and equal values.

Ms Nataliia VESELOVA, Member of Ukrainian Parliament, noted that they had received the amendments and the suggestions to the report which they could really support. She AP102.624v01-00 6/16 PV\1159456EN.docx EN described the position of women on the labor market and stressed that it was one of the most pressing issues of the modern times. She underlined said that discrimination on the labor market had a negative impact on human potential, healthcare and education systems, as well as on current economic situation and also it was a barrier for the further development of any state.

7. Adoption of the draft resolutions contained in the Committees' reports on which the debate is concluded

Mr Marian LUPU reminded that the Rules applicable were the ones of Art.16, in particular paragraph 5, which foresaw that “The Euronest shall take its decisions by simple majority of the members who took part in the vote”. He announced that the vote would go on only on the amendments submitted to plenary(if any) and then on the draft resolution as amended or, in the case of the Energy Security Committee report, on the draft resolution as submitted. Mr Marian LUPU announced start of the voting procedures.

The chair activated the electronic vote equipment and the results were the following:

8.1 Vote on a draft resolution on Lethal autonomous weapon systems

Mr Marian LUPU, Co-President of the Euronest PA, informed that no amendments had been submitted and announced the voting process. All The draft resolution on Lethal autonomous weapon systems was declared adopted.

8.2 Vote on a draft resolution on Deterioration of the human rights situation in Transnistria, Abkhazia, South Ossetia, Crimea and parts of Donetsk and Luhansk Oblast

Mr Marian LUPU, Co-President of the Euronest PA, informed that 8 amendments had been submitted. The draft resolution on Deterioration of the human rights situation in Transnistria, Abkhazia, South Ossetia, Crimea and parts of Donetsk and Luhansk Oblast was declared adopted.

8.3 Vote on a draft resolution on Future of the Eastern Partnership – Combating hybrid challenges and security threats together

Mr Marian LUPU, Co-President of the Euronest PA, informed that 1 amendment had been submitted. The draft resolution on Future of the Eastern Partnership – Combating hybrid challenges and security threats together was declared adopted.

9. Exchange of views and adoption of proposals for amendment to the Rules of Procedure of the Euronest PA and the standing committees

Ms Rebecca Harms, Co-President of the Euronest PA, highlighted that 16 amendments had been proposed. She noted that the Bureau decided to endorse the recommendations and submit the proposals for the adoption of amendments. She proposed to adopt all these amendments on block. She said there were no objections, so she declared all the amendments adopted.

10. Presentation of the Co-Chairs’ Report and exchange of views on the activities of the Working Group on Belarus

Mr Marian LUPU, Co-President of the Euronest PA, announced the beginning of the presentation Co-Chairs’ Report and exchange of views on the activities of the Working Group on Belarus and gave the floor to Mr Dumitru Diakov. Mr Dumitru DIACOV, Member of Moldovan Delegation, said that the working group from Belarus had worked in a very fruitful way and added that Mr Borys TARASYUK and the representatives of the Moldavian delegation and other delegations had expressed the opportunity of construction a dialogue with Belarus. Mr Dumitru DIAKOV said that in the course of meeting of the working group in Brussels they had discussed upon challenges in education, mobility, the issues of interaction of political parties and the implementation of Bologna process in Belarus.

Mr Marian LUPU, Co-President of the Euronest PA, passed the floor to Ms Tamar KHULORDAVA.

Ms Tamar KHULORDAVA, Head of the Georgian Delegation, said it was an honor to co- chair the meeting together with Mr Dariusz ROSATI and added that the ad-hoc group was newly established. Ms Tamar KHULORDAVA noted that the first meeting of the ad-hoc group had proved to be productive and showed that countries met the challenges. Ms Tamar KHULORDAVA stated that it had been stressed by the members that it was important to use not only that form in exchanging experience between the countries , but also to formulate the joint positions and make them stronger than it had been before.

Ms Rebecca HARMS thanked Mr Marian LUPU for investing in the ad-hoc working group, also thanked to Azerbaijan and Armenia and all other who had contributed into the work. Mr Marian LUPU thanked for high appreciation of that initiative to create the ad-hoc working group and thanked for active contribution to the implementation of the project and to all colleagues from each country which could be supportive and sustainable.

Mr Fuad MURADOV, Head of the Azerbaijani Delegation, expressed delight on the fact that Ukraine, Georgia and Moldova had signed the Association Agreements with the EU. He expressed hope that Azerbaijan would succeed in building closer and stronger cooperation with the EU as well and believes that such kind of ad-hoc meetings may enhance the cooperation between the countries. He suggested to establish ad-hoc groups on the conflict issues.

Ms Heidi HAUTALA, Member of the European Parliament, stated that a lot of resources were needed for the civil society to be kept away of the conflicts and countries should do everything possible which depends on them to avoid conflicts and protect their citizens. Mr Cristian-Silviu BUŞOI, Member of the European Parliament, stated that the Association Agreement was the most important tool of implementation of the partnership. In addition, visa-free regimes are the big achievements and very concrete facility for citizens of countries, which have this visa free regime with the EU. It is something that EU partners can do concretely for population of those countries. But, there are also additional developments like European investments, economic development that are brought together with the Association Agreement. Mr Cristian-Silviu BUŞOI asked not to forget that the core values of the partnership were democracy, respect of the rights and fundamental freedoms, rule of law and good governments. That is something that should be persuaded and respected by all partners, which had signed Association Agreement.

12. Adoption of work-plan for 2018 Mr Marian LUPU presented the recommendations of the Bureau for the calendar of the main meetings of the Euronest political bodies in 2018. He highlighted that the Bureau would meet, in principle in April 2018, in Strasbourg. Mr Marian LUPU stated that the committees would meet in February 2018, in Tbilisi, Georgia and added that their meetings might be organised in accordance with the new modalities defined in the “new Euronest scenario”(joint meetings). Mr Marian LUPU emphasised that the 7th ordinary session of Euronest PA would be held in late June in Brussels, what would allow all delegations to take part. We understand that the Working Group on Belarus co-chaired by MEP Zdrojewski and MP Dumitru Diacov would like to hold a hearing in mid-May in 2018 with Belorusian civil society representatives in order to discuss the prospects and difficulties that Belarusian civil society is facing the country. Ms Iryna HERASHCHENKO, First Deputy Chairperson of the Verkhovna Rada of Ukraine, stated that Russian aggression was a hybrid type of war and believes that the EURONEST and other parliamentary assemblies consider cyberwars to be very dangerous. It is very important to discuss such problems and punish those who do cyber-attacks and countries which support them. In Ukraine there also was a cyber attack that influenced many state institutions. Ms Iryna HERASHCHENKO reminded that the mobile line had been blocked during Euromaidan events and Crimea annexation. Ms Iryna HERASHCHENKO informed that cybersecurity was on the agenda of the Ukrainian Parliament and that issue was of high impot.

Mr Jaromír ŠTĚTINA, Member of the European Parliament, emphasised the need to secure the cyberspace in all countries. Mr Jaromír ŠTĚTINA stated it was important to foster innovations in the digital sector and cooperation in this field.

Mr Volodymyr HOROBULIN, Director for Ukraine’s national institute for strategic studies, stated that Ukraine faced a lot of cyber threats which are made to destabilise the situation because of Russia. Cybersecurity is an issue for all countries. He added that it was Ukraine’s turn to make its choice to defend the country from cyber attacks.

Mr Dmytro SHYMKIV, Deputy head of President administration of Ukraine, stated that Ukraine had been a playground for all kinds of Russia’s hybrid war such as social destabilization, social attacks, disinformation. Mr Dmytro SHYMKIV said that Ukraine had been able to build a defense against it during those 3 years and noted that critical infrastructure had become a target for hacker attacks. He added that similar activities are applied to many states for social, technical pressure and disruption. He emphasised that only through cooperation and partnership the proper results in cybersecurity could be achieved as there was a need to protect our countries.

Mr Alexey YANKOSKYI, Head of Information system of audit and control in the Kyiv Chapter, said that we were dealing with not a crime individuals, but with organised crime groups and noted that the danger can be hidden everywhere and therefore there was a need to build additional defense.

Ms Malahat IBRAHIMGIZI, Member of Azerbaijani Delegation, stated that Azerbaijan is one of the leading countries, implementing high technologies in the region and Azerbaijan took steps to eliminate cyber-attacks. Mr Anatolie ZAGORODNÎI, Member of Moldovan Delegation, said it was important to combat the propaganda about different EU countries ,which came from Russia. He emphasised anti-European propaganda is a policy, not an accident. He said it was important for the EU to raise the awareness of the partners in the East by destroying myths and combating the disinformation.

Ms Iveta TONOYAN said that cyber-attacks penetrated in every aspect of life and noted that it related to national security of each country. She added that the priority was to struggle cyber- attacks as it would increase the level of cybersecurity. She expressed her hope that all countries should participate in creating cybersecurity.

He claimed that there were trolls factories in Olgino, Russia, which task was to control and launch attacks worldwide. He stated that regional policy should be grounded on the basis of like-minded people which oppose cyber-attacks on different scale.

Ms Rebecca HARMS stressed the importance of the Sixth session of the Euronest PA and of the upcoming Summit. She noted that maintaining the commitment to the success of the Eastern Partnership as strong as possible by all stake-holders was very significant. She thanked all the participants and delegations for taking part in the meetings and expressed hope to meet them on the next summit in Brussels.
