1. Highlights

1.1. UNICEF Nias at a glance

Unicef achievements after 103 days of presence in Nias (last 7 days update underlined).

- Health ¾ 192,986 children vaccinated for measles (95% coverage for both districts). ¾ 18,278 Mosquito nets distributed in the malaria campaign. ¾ 6,000 hygiene kits distributed as health promotion aid ¾ 37 Villages midwifes trained, with donation of 18 Unicef midwifery kits ¾ 6 school tents erected in heavily damaged health centers.

- Child Protection ¾ Child Centers: 2 centers established in GS, 3 centers in TD, with relevant supply (Recreational kits, hygiene kits, food …), activities attended by 3000+ children. ¾ 2 TOT sessions completed in GS and TD, attended by 60 participants. ¾ Trainings of volunteers for using recreational kits completed. ¾ Tracing: 56 out of 66 Separated Children cases already reunified

- Education ¾ 100 locally procured school tents distributed ¾ 143 offshore school tents distributed (129 erected) in Nias and Nias Selatan ¾ 145 small tents distributed to teachers, 6 pieces of blackboard, 31 school-in-a-box, 28 recreational kits, and 310 sheets of tarpaulin distributed. ¾ Nias and Nias Selatan education data base completed.

- NFIs ¾ Thousand of NFIs distributed in April: hygiene kits (2,925+), family kits, cooking sets (950+), buckets (332+), petrol lamps, tarpaulins (3,800+), kerosene stoves (900+), tents, quilts (821+)… ¾ 20 NFI kits distributed following landslide occurred in South Nias on June 22.

- WES ¾ One water treatment plant in GS continues to operate, the second has been returned from TD to GS for assessment and repairs. ¾ 30 bladders distributed. ¾ Complete WES assessment conducted in the 4 major cities

2. Update Education

2.1.Back to School Campaign

• Dinas Pendidikan of Nias Selatan met with the Heads of 8 Dinas sub-districts on 7 July 2005 in Teluk Dalam to discuss the preparation of Back to School Campaign. The same meeting is also to take place in Nias District of Education in the coming week.

2.2. Rehabilitation and Reconstruction

• BRR Nias agreed to conduct a meeting between UNICEF, BRR, Dinas of Education as well as other organizations working on education to discuss and set up minimum standard of school reconstruction in Nias. • UNICEF Nias could provide temporary schools with locally procured materials in cooperation with Nias-based organizations. Proposals have been received including the schools designs.

2.3. Coordination

• Inter-agency Education Coordination Meeting on the 8th of July in LPAM Office in Gunung Sitoli Nias.

2.4. School material update

• Distribution plan for School in a Box, Recreational Kits, and off-shore school tent was completed. • 80 % of school tents in Nias Selatan has been distributed and erected.

2.5. Staff

• UNICEF is shortlisting applicants for vacant posts NOA and GS6. Recommendations will be drafted upon the completion of the shortlist • APO Education Nias visited Teluk Dalam from 4 to 6 July 2005. • APO Education Nias will be out of Nias from 9 to 24 July 2005.

3. Update Health

3.1. Coordination

• Weekly Health and Nutrition coordination meeting chaired by WHO about reactivation of Posyandu activities. DHO has share some data regarding number of

2 Posyandu to be reactivated. They will prepare proposal to be submitted to agencies including Unicef. • Malaria meeting will be held next week in DHO.

3.2. Mother and Child Health.

• Following the first training for the Midwifes in 5 sub district in Nias district. Unicef, IMC, DHO and IBI (Indonesian Midwife Association) conducted another training for midwifes, 12 midwifes trained this week from IBI and IMC.

3.3. Disease Prevention and Control

• Measles campaign is over, conducted in whole Nias area, 95.56% coverage has been reported by DHO for both district Nias and Nias Selatan. • Malaria program still focusing in distribution of mosquito nets, Unicef also provided posters and pamphlets about the use of mosquito nets. IMC has finished distributing in Afulu and Lotu and now running distribution fo mosquito nets in this subdistrict, in Tuhemberua subdistrict, they have distributed 4250 nets. Unicef also provides posters and pamphlets. • PKPA working in Sirombu subdistrict, they distributing 900 nets for vulnerable people in Sirombu. • Disease Prevention and Control Team collaborate with students of Parahyangan University continue identified IDP camp in Gunung Sitoli, this week they still doing need assessment for mosquito nets.

3.4.Other Activities

• This week Unicef health officer visited south Nias District to make coordination with DHO. • Unicef Health officer checked some individual medical cases reported from Child Protection. 5 children evacuated to during emergency relief and back to their villages were examined. They still have some problem in Health after treatment in Medan. These children should have physiotherapy and be monitored by child protection counterpart. This information was shared with Handicap International which provides physiotherapist services in Nias and Nias Selatan.

3.5.Planning

• Follow up and support Posyandu reactivation plan by Nias DHO. DHO has submitted their Posyandu baseline data and will prepare proposal for reactivation of these activities. • Unicef Health officer will come to North Sumatera PHO to follow up their plan and coordinate with their staff regarding Nias and North Sumatera Health program issues. • Unicef Health Officer will also come to Banda to coordinate with the Head of Health and Nutrition and all health section in Aceh.

4. Update Child Protection

4.1. Highlights

• During this week, UNICEF arranged the coordination meeting with Depsos and PKPA on preparing the National Children Day. Nias districts have never conducted a celebration of the national children’s day before, and the coordination team tried to encourage the local government to give it some attention and establish the committee for it. The coordination team will also coordinate each activity related to national children’s day celebration from each sub-district run by each NGO and arrange the big event for a district level celebration, both in Nias and South Nias districts. • UNICEF has visited 5 children from South Nias, due to their need of further medical treatment after returning from medical evacuation. Medical referral system needs to be established as soon as possible to ensure that all the children in a good condition after the medical evacuation. • Patrick Halton arrived at Gunung Sitoli to join the Child Protection team, and is being briefed on the activities carried out. Patrick will support the team in every aspect of the Child Protection programme, consolidating work in progress and pushing the PPA forward into concrete results on the ground. Patrick will also look at enhancing the assessment, monitoring and reporting aspects of the Nias programme.

4.2 Coordination

• The coordination meeting this week focused on the preparation of National Children’s Day on July 23rd, 2005. As this celebration has never happened before in Nias, this is the right time to start a campaign on Child Right both in Nias and South Nias districts. The activities will be conducted at 2 districts: Nias district by UNICEF, WVI, PKPA, World Harvest, , PESADA, Children Center Depsos and LPAM; and South Nias district by UNICEF, Save the Children, Children Center Pusaka and LPAM. For the coordination, PKPA will lead in Gunung Sitoli and Pusaka will lead at Teluk Dalam. • There are four main activities to be conducted during the celebration of the National Children’s Day: A Declaration of Nias children’s voices, Nias children’s parade, progress report of the NGO’s work for Nias children during the emergency response, and a Child Right’s campaign with the theme of ‘Education for All’. Unicef will also see the possibilities of sending delegations children from Nias to attend the provincial children’s forum. • Unicef plan to conduct the main celebration at Gunung Sitoli on July 24th. The group of vice Bupati, Yayasan Talifusoda, in coordination with Yayasan Sukma from Media Group, will invite 1500 children for a children’s festival at Miga Beach. Meanwhile, the main celebration at Teluk Dalam will be conducted on July 23rd, but we’re still waiting for coordination between Pusaka and the NGO in Teluk Dalam with the local authority.

4 4.3. Tracing

• Fifty-six (56) cases are already reunified with their families and 38 out of these are already incorporated into the monitoring process to ensure that the children are in the best possible environment. There are 10 cases that are still “open” and need to be given more attention. • Together with the Health Officer, CP Nias has already monitored 5 out of 12 children reported to be in need of medical treatment from Teluk Dalam. This monitoring visit was to link these cases with our health section and to establish a referral system for medical services for children.

4.4. Children Centers

• There are 1.053 children registered as the participants of psychosocial activities in June run by Depsos in Gunung Sitoli. During this week, 246 out of 1.053 children registered participated at Lapangan Kantor Bupati, Lapangan Merdeka and Posko Supomo. • In Teluk Dalam, there are 324 children participating in psychosocial activities at Lagundri, SD Inpres and Hiliganowo Children Centers.

4.5. Others

• UNICEF also visited one orphanage for disable children run by Catholic Mission at Fodo village. This orphanage served 27 children, 9 boys and 18 girls, who have physical disabilities. The Mission is run by 4 sisters and 1 pastor with support from a foundation from the Netherlands. This orphanage only has 6 beds for all the children and also conducts vocational training, especially for girls. The children can stay there until they reach 25 years old or are married. The Handicap International provides 2 hours physiotherapy every Wednesday afternoon. The purpose of this visit is to respond their recreational needs. They have planned to conduct the celebration of National Children’s Day for these disabled children too. • Still need immediate response from Health section on medical treatment for children who still have medical problems after returning to their families from the medical evacuation process. • Depsos needs support on maintaining the database as the center of information on child protection issues in Nias. They still have a lack of capacity on this issue.

5. Update WES Section

5.1. Movements and operations

• The current team consists of a one international and one national WES officer. • A representative from ECHO inspected the water treatment plant at Gunung Sitoli on Tuesday July 5. The inspection was a successful one except for the almost

5 embarrassing scenario where UNICEF could not provide an adequate supply of chemicals to these plants (Alum stocks exhausted two weeks ago and chlorine ran out on Tuesday – requests for chemicals have been forwarded). The WES consultant was somewhat put out when the donour asked “can I see the chemicals” when there were no chemicals on site or in store. • The CIDA Engineer completed his three week mission and departed Gunung Sitoli on Thursday July 7.

5.2 Sanitation

• The IOM project for temporary schools has been cancelled, it is understood that 50 temporary schools will still be constructed. The WES team hopes to collaborate with the implementing ngo’s to provide water and sanitation services to these sites (once the sites are identified). ACTED may provide some of these services but only in limited areas (discussions still under way). UNICEF education officer will be providing the locations of schools and basic information regarding the current condition of water and sanitation facilites (if any) at each school. • Nias PU have provided an precise breakdown of costs for the emergency drainage project in Gunung Sitoli however some changes to this proposal need to be made. It is expected that a proposal suitable to be presented to Program in will be ready by next week. • PU has identified a need to acquire additional solid waste management trucks to remove waste in Gunung Sitoli. WES team has identified a requirement of four vehicles for Nias and has sent specifications to Jakarta for possible procurement.

5.3. Water

• Additional water pumps for UNICEF and special leak detection for the Pdam has been identified, specifications and request for procurement has been forwarded to Jakata. • UNICEF water treatment plant Teluk Dalam has been transported back to Sitoli and overhuled. A stolen pump needs to be replaced prior to operating the unit, AND, chemicals are required for the same reason (considering installing the plant with help from Pdam andopertion by NGO in Sorombu where WatSan acivites have been neglected). • NGO’s asked to identify a water treatment plant found unused since the disaster at Sorombu. • The CIDA engineer has asked for the WES team to provide process engineering expertise regarding the water treatment plant replacement project at Teluk Dalam. Discussions between WES NIAS and Program required on this and other issues. • Spreadsheet developed by WES team describing water sources and infrastructure, this will be an ongoing database and will include mapping information. • Issue regarding water supply to medical centres has been flagged, WES team will evaluate through UNICEF health officer.

5.4. Coordination

6. Update Logistics and Administration

6.2. Staff movements.

• Raoul de Torcy, OIC, will be on leave from July 12 to September 1st. Loic Cohen, OIC Unicef Medan, will come to Nias and be in charge from July 15 to July 22. Amson Simbolon, Education Officer Nias, will be in charge from July 25 to September 1st, seconded by Patrick Halton, Protection Officer. • A complete review of Nias Staff issues will be sent to Banda Aceh Head Office before Raoul departure.

6.3. Logistics

• Supply

7 ¾ Received 1 GPS from Banda. ¾ Distributed 2500 Mosquito nets to IMC, 25 pcs of Tarpaulines to IMC, 30 pcs of tarpaulines teachers, 1 green tent in Lahusa puskesmas (South Nias), 60 Teacher & Student kits to Pusaka, 500 pcs tarpauline to Pusaka. • Miscellaneous ¾ Follow up of the “Back to School” campaign, close contact with Logistic Jakarta. ¾ Fuel supply problem in Nias (for petroleum) • Planning ¾ Arrange the fleet management for distribute the materials for Back to school campaign. ¾ Interview 3 candidates for the Junior Logistic positions. • Progress on “Exchange of tents operation” (with Education programme) ¾ 5 set of green tents for Afulu area in Nias will be delivered by boat due to road difficult access. ¾ 11 set of green tents for Lolomatua area in South Nias will be delivered in collaboration with local NGO (LPAM). ¾ For the places mentioned above, the tents will be repacked to be carried by foot. ¾ 2 set of green tents in Teluk Dalam could not be set up due to the internal school problem.

• The funds received only to cover operational expenses. Jakarta office still waits confirmation from each program before transferring the fund, to make sure that all activities already have CRQ #. This can delay the implementation of some programs. Admin Nias will go to Aceh asap to be trained and briefed about this, but in the

8 meantime it is required to have a visit of Banda Aceh or Jakarta Finance officer to clarify this issue.
