A. General Project Information The Nias Islands Rural Access and Capacity Building Project (Nias-RACBP) is funded by the Multi-Donor Fund for and North (MDFANS) and focuses on the improvement of the strategic rural transport network in Nias Islands. The budget for the Nias-RACBP is US$ 10 million and the Project needs to be completed in June 2012. The Project will be implemented in three selected clusters in the North, South and Western Part of Nias Island.

The envisaged Project activities will contribute to post-disaster economic recovery and poverty alleviation for the communities of Nias Islands that were affected by the tsunami and the earthquake. The Project Development Objective of Nias-RACBP is for residents of the participating districts to utilize improved rural transport infrastructure and services and to benefit from better access to economic and social services and facilities.

The main construction activity of the Project is the improvement of selected strategic rural access roads, river crossings and foot bridges. In addition a small cultural heritage sub- component is included. Local resource-based approaches and methods will be used in the construction of the works.

The training and capacity building activities of the Project aim at enhancing the capacity of the involved local government agencies at district and sub-district level (Public Works Department and Bappeda), small-scale contractors, their staff, potential future supervisors, local communities and ILO’s own newly recruited local project staff in the planning and delivery of investments in the rural roads network. The main delivery modality will be through on-the-job training and mentorship.

For project management and implementation, a Project Management Unit (PMU) will be established for the Project in Gunungsitoli in Nias Islands. This RACBP Nias-PMU will be headed by an international Team Leader. The organizational set-up of the Nias-PMU includes four functional sections for the delivery of the Project. These are: i) Training and Capacity Development Section; ii) Engineering Section; iii) Planning & Community Development Section, and; iv) Cultural Heritage Section. In addition, a Project Implementation Support Section will be established at the Nias-PMU to provide various financial, administrative, contract management, logistics and procurement support. The Project Implementation Support Section will also be responsible for monitoring and evaluation functions. Programming, administrative and financial implementation support will also be provided through the ILO Jakarta Office. At full staffing strength, the Nias-PMU Office will include 12 professional staff (2 international and 10 national) and 35 support staff (national).

B. General Duties and Responsibilities While the PMU is headed by the international Team Leader (TL) the day to day running is under the direct responsibility of the national Project Officer (PO). The general PMU tasks can be broadly categorized as follows: a) Planning and programming; b) Staffing issues and completion of Human Resource Development (HRD) tasks as delegated by the ILO Jakarta Office; c) Procurement; d) Administration and Finance; e) Liaison with Provincial and District Governments; f) Reporting, monitoring and evaluation; g) Public relation.

Of late some additional tasks regarding a proactive co-ordination of activities between the RACBP and LEDP projects were added to the mandate of the PMU. For this reason the overall capacity of the PMU is to be strengthened by the creation of an additional post of Project Assistant (PA).

The PA will work under the direct supervision and guidance of the national PO to whom he/she shall report. His/her direct duties and responsibilities will primarily be related to items a), e), f) and g) of the PMU tasks as categorized above.

Specific Duties and Responsibilities 1. Provide administrative support to Nias-PMU  Assist in recruitment and appointment of personnel;  Assist in the preparation of RASBP’s Operational Manual on personnel, administrative and finance, procurement and relate office procedures;  Provide administrative support and coordinate programme for official missions and/or visiting officials and consultants;  Provide, when necessary, back up support and/or other assistance to other colleagues in order to ensure smooth operation of the office;  Arrange meetings, seminars and study tours when required;  Prepare briefs and official correspondence. Assist in the preparation of news releases and information materials;  May be required to undertake missions to project sites;  Perform informal translations from Bahasa Indonesia into English and vice versa.

2. Facilitate implementation, monitoring and evaluation.  Assist in the preparation of the Nias-PMU work plans;  Provide assistance in the implementation of related activities and database management;  Collect PRME data/related information, analyze and contribute for the preparation of reports and materials;

2  Monitor project activities and to ensure timely implementation and take appropriate follow-up action;  Monitor expenditures and budget status. Reconcile budgets and make budget revisions when necessary;  Provide guidance and training to Nias-PMU staff involved in PRME activities;  Contribute knowledge sharing and disseminate information/materials on lessons learned on PRME activities;  Perform other duties as required.

C. Experience and Qualifications Completion of secondary school education, supplemented by technical or university level courses in a field related to the work. Six years progressively responsible for office administrative and programme management or related field. Practical working experience in Nias Islands would be an asset.

D. Competencies and Skills  Good knowledge of the purpose and functions of the technical programme and the other offices and sectors interacting with the programme;  Knowledge of technical data and good administrative skills to provide programming support;  Good knowledge of programme planning, implementation and evaluation principles, practices and procedures;  Ability work with computer software packages (i.e. Word, Excel., Access, PowerPoint, etc.) as well as statistic software packages like SPSS computer software packages required for work;  Ability to prepare preliminary reports and to draft correspondence;  Good analytical skills;  Ability to communicate effectively both orally and in writing;  Ability to work in a team and to work under pressure;  Good organizational skills;  Excellent time management skills;  Ability to work and communicate with people in a polite, courteous and cooperative manner;  Must display high standards of ethical conduct;  Ability to reason and make sound judgement.

E. Nationality – Indonesian.

F. Languages – Must be fluent in both spoken and written English and Bahasa-Indonesia.

G. Remuneration General Services level 6 of the UN common remuneration system and/or commensurate with the qualifications and competency of the selected candidate.

H. Written Examination and Interview Prospective candidates will be required to sit a written examination and be interviewed.
