NOTICE is hereby given that in exercise of their powers under the Road Traffic Regulation Act 1984, West Sussex County Council, propose to make a permanent Order, the effect of which will be to introduce a prohibition of waiting at any time (double yellow lines) on the western side of Hillfield Road from a point 20 metres south of Clayton Lane southwards for a distance of 15 metres.

The opportunity is being taken to correct the Order to include in the Schedule Plan the existing lengths of prohibition of waiting at any time in Albion Road.

STATEMENT OF REASONS FOR PROPOSING TO MAKE THE ORDER

The County Council in exercise of their powers under the Road Traffic Regulation Act 1984, propose to make a permanent Order, the effect of which will be to introduce a prohibition of waiting at any time (double yellow lines) on the western side of Hillfield Road from a point 20 metres south of Clayton Lane southwards for a distance of 15 metres.

The opportunity is being taken to correct the Order to include in the Schedule Plan the existing lengths of prohibition of waiting at any time in Albion Road.

There is a half hourly bus service between Chichester and Selsey that terminates in Hillfield Road. The bus stop is on the eastern side of Hillfield Road, south of its junction with Seal Road. Buses reverse into Seal Road and continue their journey from Selsey to Chichester. There is a 15 metre gap between lengths of double yellow lines on the western side of Hillfield Road, immediately south of the bus stop. If vehicles are parked on the western side of Hillfield Road whilst the bus is stationary at the bus stop it results in obstruction to through-traffic. The bus lays over for a few minutes at this bus stop so traffic is held-up for longer than it takes just to allow passengers to embark and disembark.

A scheme to resolve this issue was selected for progression in the 2021/22 financial year as part of the highway works programme.

It is proposed to introduce a length of double yellow lines on the western side of Hillfield Road, between the existing lengths of waiting restrictions, to prohibit waiting and remove the obstruction parked vehicles create in this location.

It is also proposed to include the existing lengths of double yellow lines on Albion Road on the Order Plans. The prohibition of waiting in Albion Road is required to maintain emergency access to the beach.

The Order is proposed to avoid danger to persons or other traffic using the roads or for preventing the likelihood of any such danger arising and to facilitate the passage on the road of any class of traffic.

Plan Nos. SZ8592NWS SZ8692NWS show the lengths of roads which are the subject of the proposed Order.

West Sussex County Council in exercise of their powers under Sections 1 (1) 2 (1) and (2), 4 (2), 45, 46, 49 and 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 “the Act” as amended and of all other enabling powers and after consultation with the chief officer of police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:-

1. This Order shall come into operation on the X day of X 2021 and may be cited as "West Sussex County Council ((Chichester District) (Parking Places and Traffic Regulation) (Consolidation) Order 2010) (Hillfield Road & Albion Road Amendment) Order 2021."

2. The “West Sussex County Council (Chichester District) (Parking Places and Traffic Regulation) (Consolidation) Order 2010” is hereby amended by the deletion of the plans in the First Schedule to this Order and the substitution of the plans attached in the Second Schedule to this Order.
