Nomination papers and other documents relating to the West Sussex County Council elections can be obtained from the Elections Office, Chichester District Council, East Pallant House, East Pallant, Chichester, West Sussex, PO19 1TY (Telephone (01243) 521010 during normal office hours). 4. Completed Nomination Papers and Candidates’ consent to Nomination may be delivered to the Elections Office on any working day after the date of this notice, but not later than 4.00 p.m. on THURSDAY, 7 MAY 2009. 5. The main issue of postal votes will be on THURSDAY, 21 MAY 2009. If you submit a new application after today’s date your postal vote will be issued as soon as practicable after 21 May 2009. The last date for receipt of any requests for changes to permanent postal, proxy or postal proxy votes or for new postal vote applications to be effective for this election is 5.00 p.m. on TUESDAY 19 MAY 2009. Any new applications for proxy votes must reach the Deputy County Returning Officer at East Pallant House, East Pallant, Chichester, West Sussex, PO19 1TY by 5.00 p.m. on WEDNESDAY, 27 MAY 2009 to be effective for this election. 6.     CDAS – Chairman’s Monthly Letter – March 2020 Fieldwork We still plan to do the geophysical survey at Fishbourne once the weather improves and the field starts to dry out. Coastal Monitoring Following the visit to Medmerry West in January we made a visit to Medmerry East. Recent storms had made a big change to the landscape. As on our last visit to the west side it was possible to walk across the breach at low tide. Some more of the Coastguard station has been exposed. However one corner has now disappeared. It was good that Hugh was able to create the 3D Model when he did. We found what looks like a large fish trap with two sets of posts running in a V shape, each arm being about 25 metres long. The woven hurdles were clearly visible. Peter Murphy took a sample of the timber in case there is an opportunity for radiocarbon dating. We plan to return to the site in March to draw and record the structure. When we have decided on a date for this work I will let Members know. Condition Assessment – Thorney Island The annual Condition Assessment of the WW2 sites on Thorney Island will be on Tuesday 10th March, meeting at 09:30 at the junction of Thorney Road and Thornham Lane (SU757049). Being aligned north-south, it crosses all the main geologies of West Sussex from the greensand ridges, through Wealden river valleys and heathlands, to the high chalk downland and the coastal plain. In so doing it offers a great variety of scenery, flora and fauna. The trail logo reflects this by depicting the South Downs, the River Rother and Chichester Harbour. It can be walked energetically in three days, bearing in mind that the total ‘climb’ is around 650 metres/2,000 feet. The maps divide it into six sections, which although unequal in distance, break the route into stages that allow the possible use of public transport. There is a good choice of accommodation and restaurants in Liphook, Midhurst and Chichester, elsewhere there is a smattering of pubs and B&Bs – although the northern section is a little sparse in that respect.

    F11f Chichester District Council Chichester District Council Local Planning Authority Selsey Neighbourhood Plan 2014 - 2029 DECISION STATEMENT 1. Introduction 1.1 Under the Town and Country Planning Act 1990 (as amended), the Council has a statutory duty to assist communities in the preparation of Neighbourhood Plans and Orders and to take plans through a process of examination, referendum and adoption. The Localism Act 2011 (Part 6 Chapter 3) sets out the local planning authority’s responsibilities for Neighbourhood Planning. 1.2 This report confirms that the modifications proposed in the examiner’s report have been accepted, the draft Selsey Neighbourhood Plan has been altered as a result of it and that this plan may now proceed to referendum. 2. Background 2.1 The Selsey Neighbourhood Development Plan relates to the area that was designated by Chichester District Council as a neighbourhood area on 4 December 2012. This area is coterminous with the Selsey Town Council boundary that lies within the Chichester District Council local planning authority area. 2.2 Following the submission of the Selsey Neighbourhood Plan to the Council, the plan was publicised and representations were invited. The publicity period ended on 23 March 2018. 2.3 Mr John Slater was appointed by Chichester District Council, with the consent of Selsey Town Council, to undertake the examination of the Selsey Neighbourhood Development Plan and to prepare a report of the independent examination. 2.4 The examiner’s report concludes that, subject to making modifications recommended by the examiner, the Plan meets the basic conditions set out in the legislation and should proceed to a Neighbourhood Plan referendum.

    Case Name: Chichester District Council v Secretary of State for Housing, Communities And Local Government & Anor [2019] EWCA Civ 1640 (09 October 2019) Full case: Click Here Commentary: The Court of Appeal found that an Inspector had not erred in law in his application of paragraph 198 NPFF which states that where a planning application conflicts with a neighbourhood plan it should normally not be granted. The decision of the lower Court was upheld. The Appeal was made by Chichester District Council against the judgment of Upper Tribunal Judge Grubb, sitting as a Deputy Judge in the High Court, who held that a Planning Inspector had not erred in his application of paragraph 198 NPPF in permitting an appeal against the refusal by the Appellant of a planning permission for 34 homes outside of the boundary of the village of Southborne. The Inspector found that the planning application was in conflict with two policies of the Chichester Local Plan and that it would not accord with the aims of the relevant Neighbourhood Plan. However, the development proposals would not conflict with the policies of that neighbourhood plan. As the Appellant could not demonstrate a five-year housing supply the Inspector applied the presumption in favour of sustainable development in paragraph 14 NPPF and allowed the appeal. This decision was upheld by the High Court. The Court of Appeal held that the concept set out in paragraph 198 NPPF is straightforward and does not elevate the status of the neighbourhood plan within the development plan as a whole, nor does it alter the presumption that planning decisions must be made in accordance with a development plan unless material considerations indicate otherwise.

He has represented Chichester West as a City Councillor since 2007 and as a District Councillor since 2011. He will continue to support the activities of Residents’ Associations in West Ward and Community Safety initiatives such as the Parklands Neighbourhood Management Panel. He participated in the campaigns for a footbridge at the Fishbourne Road East railway crossing, protection of Henty Field from possible devel- opment and 20’s Plenty in residential areas. Philippa Budge (01243 780121 or [email protected]) moved to Chichester in 1976 when she worked as a teacher. Her children attended local schools while she joined local clubs including the Women’s Institute and the Horticultural Society. Her husband Peter has been a councillor for the last four years. She has observed his work in the community and, now fully retired , she also wants to put something back for the West Ward residents. Leslie Hixson (07923 948928 or [email protected]) ran a successful printing business where he trained apprentices and encouraged personal development. In retirement he supported various voluntary organisations, including The Children’s Society and local clubs mentoring children with low self-esteem or excluded. He sat on the Youth Justice Panel, worked with Home Start helping young families, and provided mentoring to patients with brain injuries.
