Selsey Town Council 55 High Street, Selsey, West Sussex, PO20 0RB Selsey Town Council 55 High Street, Selsey, West Sussex, PO20 0RB Review Officer (Chichester) Local Government Boundary Commission for England 14th Floor Millbank Tower Millbank LONDON SW1P 4QP 19th September 2016 Dear Sirs ELECTORAL REVIEW OF CHICHESTER: DRAFT RECOMMENDATIONS Further to your correspondence of 16th August 2016, Selsey Town Council has considered the draft recommendations pertaining to electoral arrangements for Selsey parish at its Full Council meeting of 14th September 2016. The LGBCE’s comments that Selsey is already warded under the current electoral arrangements and whilst acknowledging the concerns about warding the north area of Selsey with Sidlesham that their tour of the area had confirmed that the two parishes share reasonable road links were noted. The Boundary Commission advised that they were therefore adopting the two‐ member wards of Selsey South and Sidlesham with Selsey North as part of their draft recommendations. The draft recommendations were discussed by Selsey Town Council with the Members in general accord that the proposals would disadvantage Sidlesham parish through weight of numbers and that the two communities had totally different issues and priorities and would not therefore be adequately represented by one shared District Councillor. We also consider that the proposal fails to meet the Commission’s own key criteria, namely “That the pattern of wards should, as far as possible, reflect the interests and identities of local communities.” It was therefore resolved that STC request the withdrawal of the Local Government Boundary Commission England’s draft recommendation to link Sidlesham and Selsey North into one ward as they were diverse and distinct communities. Selsey Town Council further noted that as a result of their proposed ward boundaries and having regard to the statutory criteria set out in schedule 2 to the 2009 Act, the LGBCE were providing revised parish electoral arrangements for Selsey Town Council. The LGBCE’s draft recommendation was that Selsey Town Council should comprise 14 councillors, as at present, representing two wards: Selsey North (returning six councillors) and Selsey South (returning eight councillors). This was a reversal of the current arrangements whereby Selsey North returns eight councillors and Selsey South six. Selsey Town Council resolved that, in line with .

Introduction 1.1 Under the Town and Country Planning Act 1990 (as amended), the Council has a statutory duty to assist communities in the preparation of Neighbourhood Plans and Orders and to take plans through a process of examination, referendum and adoption. The Localism Act 2011 (Part 6 Chapter 3) sets out the local planning authority’s responsibilities for Neighbourhood Planning. 1.2 This report confirms that the modifications proposed in the examiner’s report have been accepted, the draft Selsey Neighbourhood Plan has been altered as a result of it and that this plan may now proceed to referendum. 2. Background 2.1 The Selsey Neighbourhood Development Plan relates to the area that was designated by Chichester District Council as a neighbourhood area on 4 December 2012. This area is coterminous with the Selsey Town Council boundary that lies within the Chichester District Council local planning authority area. 2.2 Following the submission of the Selsey Neighbourhood Plan to the Council, the plan was publicised and representations were invited. The publicity period ended on 23 March 2018. 2.3 Mr John Slater was appointed by Chichester District Council, with the consent of Selsey Town Council, to undertake the examination of the Selsey Neighbourhood Development Plan and to prepare a report of the independent examination. 2.4 The examiner’s report concludes that, subject to making modifications recommended by the examiner, the Plan meets the basic conditions set out in the legislation and should proceed to a Neighbourhood Plan referendum.

Local communities now have a greater influence over the way their neighbourhoods are developed, placing community need at its heart, along with co-operation with developers and local authorities. In addition to a number of policy changes, one of the most significant is the way the National Planning Policy Framework (NPPF) is applied through the involvement of local communities and a presumption in favour of sustainable developments in line with community need. The removal of the regional tier with the abolition of regional spatial strategies (RSS), local planning policy has become essential. Communities defined by parish or geography have been encouraged to develop their own neighbourhood plans, to provide an informed and contextual framework to determine future development, whilst conforming to strategic and local policies. Sidlesham is the largest Parish in West Sussex and wholly rural 17.53 km2 (6.77 sq mi). It is on the Manhood Peninsula, five kilometres (3 miles) south of Chichester in the Chichester District of West Sussex, England. It has a population of under 2,000 in just 448 households. It has one main road going through it from Chichester to the small town of Selsey and various small lanes which cross the Peninsula. Primarily agricultural, it also has a large horticultural use and it bounded by two harbours (both SSSI’s, AONB’s (Area of Outstanding Natural Beauty) and of National importance for their flora and fauna). In 46AD the Romans landed in Pagham Harbour and the Saxon Aella landed along the Keynor rife near the site of the present village school in 477AD. St Wilfred is considered to have landed in Pagham Harbour at Church Norton. Street End Lane follows the line of a Roman Road and there are the remains of a Roman villa at Bird Pond.
