10Feb21 Planning Minutes MINUTES OF PLANNING COMMITTEE MEETING th HELD – WEDNESDAY 10 FEBRUARY 2021 PRESENT: Cllr M Sully (Chair), Cllr C Alden, Cllr G Baum, Cllr M Beal, Cllr A Brown, Cllr C Dean, Cllr D Johnson, Cllr I Martin, Cllr V Weller and the Deputy Clerk. IN ATTENDANCE: District Cllr T Johnson, County Cllr C Purnell and members of the public. Cllr M Sully welcomed the Councillors and 1 member of the public and opened the planning meeting at 7.36pm. PL313/20 TO RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE Apologies had been received by the Deputy Clerk from Cllr M Rich, reasons were recorded in the register. The Chairman was witness to the reasons given. Apologies were also received from District Cllr J Elliott Cllr M Sully proposed from the Chair that the apologies received be accepted. RESOLVED For: 9 Against: 0 Abstained: 0 PL.314/20 TO RECEIVE DECLARATIONS OF INTEREST FROM MEMBERS AND DETERMINE DISPENSATION REQUESTS AS REQUIRED Cllr A Brown declared a non-pecuniary interest in application SY/20/02829/DOM and would abstain from voting. PL.315/20 TO APPROVE AND SIGN THE MINUTES OF THE PLANNING MEETING HELD ON 30th DECEMBER 2020 The minutes of the meeting held on 30th December 2020 had been previously circulated and were presented for approval. The decisions of 20th January 2021 were made under delegated decisions. Cllr M Beal proposed, seconded by Cllr C Alden, that the minutes be confirmed and signed as a true record.     F11f Chichester District Council Chichester District Council Local Planning Authority Selsey Neighbourhood Plan 2014 - 2029 DECISION STATEMENT 1. Introduction 1.1 Under the Town and Country Planning Act 1990 (as amended), the Council has a statutory duty to assist communities in the preparation of Neighbourhood Plans and Orders and to take plans through a process of examination, referendum and adoption. The Localism Act 2011 (Part 6 Chapter 3) sets out the local planning authority’s responsibilities for Neighbourhood Planning. 1.2 This report confirms that the modifications proposed in the examiner’s report have been accepted, the draft Selsey Neighbourhood Plan has been altered as a result of it and that this plan may now proceed to referendum. 2. Background 2.1 The Selsey Neighbourhood Development Plan relates to the area that was designated by Chichester District Council as a neighbourhood area on 4 December 2012. This area is coterminous with the Selsey Town Council boundary that lies within the Chichester District Council local planning authority area. 2.2 Following the submission of the Selsey Neighbourhood Plan to the Council, the plan was publicised and representations were invited. The publicity period ended on 23 March 2018. 2.3 Mr John Slater was appointed by Chichester District Council, with the consent of Selsey Town Council, to undertake the examination of the Selsey Neighbourhood Development Plan and to prepare a report of the independent examination. 2.4 The examiner’s report concludes that, subject to making modifications recommended by the examiner, the Plan meets the basic conditions set out in the legislation and should proceed to a Neighbourhood Plan referendum.

He participated in the campaigns for a footbridge at the Fishbourne Road East railway crossing, protection of Henty Field from possible devel- opment and 20’s Plenty in residential areas. Philippa Budge (01243 780121 or [email protected]) moved to Chichester in 1976 when she worked as a teacher. Her children attended local schools while she joined local clubs including the Women’s Institute and the Horticultural Society. Her husband Peter has been a councillor for the last four years. She has observed his work in the community and, now fully retired , she also wants to put something back for the West Ward residents. Leslie Hixson (07923 948928 or [email protected]) ran a successful printing business where he trained apprentices and encouraged personal development. In retirement he supported various voluntary organisations, including The Children’s Society and local clubs mentoring children with low self-esteem or excluded. He sat on the Youth Justice Panel, worked with Home Start helping young families, and provided mentoring to patients with brain injuries.

Communities defined by parish or geography have been encouraged to develop their own neighbourhood plans, to provide an informed and contextual framework to determine future development, whilst conforming to strategic and local policies. Recommendation That the Council approves the release of £23,000 from general fund reserves to support the Selsey and Midhurst Vision projects and approves the Project Initiation Documents attached to this agenda report. 3. Background 3.1 The Cabinet agreed in January 2018, as part of the revised Corporate Plan for the authority, to approve a number of projects for development. Two of these projects were the Midhurst and Selsey Visions. 3.2 Initial Project Proposal Documents for both Visions were considered at the Cabinet meeting in January. Since this time further work has been undertaken to progress the visions, including the production of the Project Initiation Document (PID) (see Appendices 1 and 2) for each of the Visions. The PIDs set out in more detail how the anticipated budget of £10,500 and £12,500 for Selsey and Midhurst respectively will be allocated. 3.3 In order to authorise the budgets for these projects and to ensure that works can progress over the summer months for both Visions, it is requested that the Council approves the funds of £10,500 for Selsey and £12,500 for Midhurst. Ordinarily PIDs and funding of up to £100,000 would be approved by Cabinet. However, as the Cabinet does not meet again until September, the Council is asked to approve these PIDs and the necessary funding under the urgency provision in the constitution, so as to enable work to progress over the summer.
