F11f Chichester District Council Chichester District Council Local Planning Authority Selsey Neighbourhood Plan 2014 - 2029 DECISION STATEMENT 1. Introduction 1.1 Under the Town and Country Planning Act 1990 (as amended), the Council has a statutory duty to assist communities in the preparation of Neighbourhood Plans and Orders and to take plans through a process of examination, referendum and adoption. The Localism Act 2011 (Part 6 Chapter 3) sets out the local planning authority’s responsibilities for Neighbourhood Planning. 1.2 This report confirms that the modifications proposed in the examiner’s report have been accepted, the draft Selsey Neighbourhood Plan has been altered as a result of it and that this plan may now proceed to referendum. 2. Background 2.1 The Selsey Neighbourhood Development Plan relates to the area that was designated by Chichester District Council as a neighbourhood area on 4 December 2012. This area is coterminous with the Selsey Town Council boundary that lies within the Chichester District Council local planning authority area. 2.2 Following the submission of the Selsey Neighbourhood Plan to the Council, the plan was publicised and representations were invited. The publicity period ended on 23 March 2018. 2.3 Mr John Slater was appointed by Chichester District Council, with the consent of Selsey Town Council, to undertake the examination of the Selsey Neighbourhood Development Plan and to prepare a report of the independent examination. 2.4 The examiner’s report concludes that, subject to making modifications recommended by the examiner, the Plan meets the basic conditions set out in the legislation and should proceed to a Neighbourhood Plan referendum.

Local communities now have a greater influence over the way their neighbourhoods are developed, placing community need at its heart, along with co-operation with developers and local authorities. In addition to a number of policy changes, one of the most significant is the way the National Planning Policy Framework (NPPF) is applied through the involvement of local communities and a presumption in favour of sustainable developments in line with community need. The removal of the regional tier with the abolition of regional spatial strategies (RSS), local planning policy has become essential. Communities defined by parish or geography have been encouraged to develop their own neighbourhood plans, to provide an informed and contextual framework to determine future development, whilst conforming to strategic and local policies. Through the development of neighbourhood plans, it is essential to give the community every opportunity to contribute their thoughts and to comment on any proposed developments.

To counteract falling beach levels, the Environment Agency and local authorities are increasingly resorting to “topping-up” the beaches with additional sand and shingle. Several terms are currently employed to refer to the artificial provision of extra beach material, but there is disagreement about their precise definition. For the purpose of this report, beach nourishment (or beach replenishment) is defined as the supply of material that has been dredged from the seabed or extracted from inland sand and gravel pits. Recommendation That the Council approves the release of £23,000 from general fund reserves to support the Selsey and Midhurst Vision projects and approves the Project Initiation Documents attached to this agenda report. 3. Background 3.1 The Cabinet agreed in January 2018, as part of the revised Corporate Plan for the authority, to approve a number of projects for development. Two of these projects were the Midhurst and Selsey Visions. 3.2 Initial Project Proposal Documents for both Visions were considered at the Cabinet meeting in January. Since this time further work has been undertaken to progress the visions, including the production of the Project Initiation Document (PID) (see Appendices 1 and 2) for each of the Visions. The PIDs set out in more detail how the anticipated budget of £10,500 and £12,500 for Selsey and Midhurst respectively will be allocated. 3.3 In order to authorise the budgets for these projects and to ensure that works can progress over the summer months for both Visions, it is requested that the Council approves the funds of £10,500 for Selsey and £12,500 for Midhurst. Ordinarily PIDs and funding of up to £100,000 would be approved by Cabinet. However, as the Cabinet does not meet again until September, the Council is asked to approve these PIDs and the necessary funding under the urgency provision in the constitution, so as to enable work to progress over the summer.
