Joint Declaration of President , Prime Minister Robert Fico and President Jean-Claude Juncker on the EU's priority files for 2017

DRAFT MANDATE

We, the Presidents of the European Parliament, of the Council and of the ,

Add references to Art. 17.1 TEU, EP resolution, State of Union address and roadmap and a more political introductory and closing part

Declare that the following initiatives of major political importance should, without prejudice to the powers conferred by the Treaties on the Institutions, receive priority treatment by the three Institutions in the legislative process in the year to come:

1) Investments, jobs and growth: revision of the European Fund for Strategic Investment and Guarantee Fund for external actions, as an integral part of an ambitious Multiannual Financial Framework, and proposal on trade defence instruments; proposal to enhance the Youth Employment Initiative;

2) Social Europe: revision of the Posting of Workers Directive and European pillar of social rights; revision of Regulations on social security coordination;

3) Digital Single Market package: reform of the EU copyright rules (7 proposals) and reform of the telecom package (3 proposals); proposal on the use of 700 MHz band for mobile services;

4) Migration – solidarity and responsibility: reform of the Common European Asylum System and reform of the Dublin mechanism, including a structured and permanent system for a Union resettlement framework; reform of the Legal Migration package;

5) Border package: proposal for an Entry-Exit System / Smart Borders (two proposals) and proposal for a European Travel Information Authorisation System;

6) Completing the Economic and Monetary Union: Follow-up of the 5 President’s report, including a proposal for a European Deposit Insurance Scheme, a proposal for a unified representation of the area in the International Monetary Fund and proposals for developing an Economic and Monetary Union fiscal capacity;

7) Fairer taxation: proposal for a Common Consolidated Corporate Tax Base (CCCTB) and fight against tax evasion and tax avoidance, including the setting up of a comprehensive blacklist of tax havens.;

8) Capital Markets Union package: proposal laying down common rules on securitisation and creating a European framework for simple, transparent and standardised securitisation and proposal on the prospectus to be published when securities are offered to the public or admitted to trading;

9) Internal security: proposal to revise the Firearms Directive and proposal for a directive on combatting terrorism;

10) Stronger Global Actor: proposal for a new Defence Initiative and proposal for an Instrument contributing to Stability and Peace;

11) Fundamental rights: proposal for equal treatment: implementing the principle of equal treatment between persons irrespective of religion or belief, disability, age or sexual orientation;

Commit to ensure regular monitoring at the political level of the implementation of this Joint Declaration.
