POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament. 2009: First Internet Election Year in Slovakia Case study of Presidential, European and Regional Elections Branislav Ondrášik Faculty of Media Bratislava School of Law ABSTRACT With the rising professionalization in Slovak election campaigning the Internet (as Web 1.0), user-generated content, and Web 2.0 social networking play ever-increasing roles. The rising relevance of this multimedium as a campaign and news tool is closely connected to the rising penetration of the Internet. By 2005 11,5 percent of Slovak households were connected to the Internet while in 2007 the number jumped to 34,5 percent and in early 2008 it was reaching almost 60 percent. In 2009, three elections have taken place in Slovakia. First in March and April there were two rounds of presidential elections. It was the first Election campaign in the history of the country where Web has played a major role. All major presidential hopefuls discovered that Internet is a useful tool. Not limited to regular Web, social networking and the blogosphere were also important. For example: opposition candidate Iveta Radičová had more than 17.000 Facebook supporters. The web was a major campaign medium two months later – during the European Election Campaign. This part of the paper is expected to be the most explanatory. All the major parties have created special websites, as did many MEP candidates. However Web 2.0 was lesser factor than in the presidential election. CENMEP project data will be used for the analysis of European Election in Slovakia and will be empirically rich in its analysis. Regional Elections took place in Slovakia in November and Web campaigning started as early as September. -

The survey gives an overview of researcher mobility in Estonia and the factors that influence mobility, and draws parallels with similar surveys conducted in other countries. For the first time the survey studies the motivation of foreign researchers for coming to Estonia and the main reasons of Estonian researchers to go abroad to do research and to return to Estonia. The purpose of the project EST-MOBILITY- NET was to set up in Estonia a network of mobility centres giving mobile researchers and their families up-to-date information and support in all aspects related to mo- bility. The Estonian network, consisting of Archimedes Foundation, the Estonian Acad- emy of Sciences, the University of Tartu, Tallinn Technical University, the Estonian University of Life Sciences, and Tallinn Uni- versity, is a part of the pan-European ERA- MORE Network. -

Cyril and Methodius in Trnava [email protected] ABSTRACT This case study discusses a youth branch of Matica slovenská, a pro-Slovak culture organization. It is based on in-depth research of the structure of the organization and it focuses on basic characteristics of functioning of this social movement such as funding, membership base, political orientation, civic engagement, patriotic activities and also the causes of negative media presentation. Presented material pointed to a thin boundary between the perception of positive manifestations of patriotism and at the same time negative (even extremist) connotations of such manifestations in Slovak society. This duplicate perception of patriotic activities is reflected not only in polarization of opinion in society but also on the level of political, media and public communication. Thus, the article is a small probe from the scene of youth activism with an ambition to point out to such a diverse perception of patriotic organizations/activities in present-day Slovak society. Abstract This paper examines the recent backlash against gay rights in Poland and Latvia as a test case of the depth and breadth of ‘europeanization’ in the new postcommunist member-states of the European Union (EU). We argue that antigay mobilization in these countries constitutes illiberal governance (and thus a failure of europeanization) on three grounds: failure of institutional protections for sexual minorities, broad inclusion of illiberal elites in mainstream politics and virulence of antigay rhetoric by political elites in the public sphere. To explain the stalled europeanization of nondiscrimination norms regarding sexual minorities, we apply two analytical models widely used to explain successful norm adoption in other policy areas: the ‘external incentives’ and ‘social learning’ models. We find that in the case of gay rights, EU conditionality was weak, and national identity and ‘resonance’ operated against norm adoption, as did domestic institutions (namely, weakly institutionalized party systems). The EU might have overcome these obstacles through persuasion, but deliberative processes were lacking. Our analysis suggests that some of the key factors underlying both models of norm adoption operate differently in the new, postaccession context, and that social learning is likely to play a greater role in postaccession europeanization. INTRODUCTION Upon invitation from the Ministry of Foreign Affairs of the Slovak Republic of 18 August 1998, the Organisation for Security and Co-operation in Europe=s Office for Democratic Institutions and Human Rights (OSCE/ODIHR) established an Election Observation Mission in Slovakia for the 25 and 26 September Parliamentary elections. Ms. Helle Degn, President of the OSCE Parliamentary Assembly and Chairman of the Foreign Policy Committee of the Danish Parliament, was designated by the OSCE Chairman-in-Office as his Representative for the Election in Slovakia. Mr. Kåre Vollan was appointed by the ODIHR as the OSCE On-site Co-ordinator and Head of the ODIHR Election Observation Mission, and Ms Siri Skåre as Deputy Head upon being seconded by the Government of Norway. The OSCE was involved at an early stage in the pre-election process including a visit by the ODIHR Director, Ambassador Stoudmann, on February 6 and May 5-6, and a visit by the former President of the OSCE Parliamentary Assembly Mr. Javier Ruperez on May 4-5.
