Promoting Ocean Policy

Ichiro Hao The Basic Act on Ocean Policy outlined guiding principles on ocean-related matters, and set out the foundations for ocean policy, including the formulation of the Basic Plan on Ocean Policy. It also specified the establishment of the Head- quarters for Ocean Policy, headed by the Prime Minister, with the aim of comprehensively and systematically addressing ocean policy across all government ministries and agencies. HAIKU SPOT-CHECK The Spring Sea Haru no umi

n this haiku by Yosa Buson (1716–1784), the great poet and painter captures the tranquility of a spring day spent gazing out at the sea. Buson is thought to have written the haiku when living close to Miyazu Bay in IKyoto Prefecture, a scenic spot famed for the long pine-covered sandbar that spans the bay. Perhaps Buson took in the view from one of the surrounding mountains, leant back against a cherry tree. Basking in the warm weather, he seems to have become hypnotized by the relentless sweep of the incoming waves and subsumed by the ambient spring haze.
