13. The Maritime Safety Agency (MSA) / Japan Coast Guard (JCG) The Maritime Safety Agency (MSA), which was officially renamed the Japan Coast Guard (JCG) in April 2000, is effectively a fourth branch of the Japanese military. Originally established as the Maritime Safety Board in April 1948, it has been reorganised many times since then, and its roles and missions have expanded to include not only guarding Japan’s enormous coastline and providing search and rescue services, but also constabulary operations in the sea lanes and high seas.1 In May 1998, two MSA vessels were sent to Singapore ready to evacuate Japanese residents from Indonesia, where the political situation was ‘unstable’ and ‘unpredictable’.2 Since 1996, the MSA/JCG has been increasingly involved in protecting the Senkaku Islands and policing other disputed areas in the East China Sea.3 JCG patrol boats sank a suspected North Korean ‘spy ship’ near Amami–Oshima Island in December 2001.4 It is the primary Japanese agency in the US-led Proliferation Security Initiative (PSI), which involves the interdiction of ships on the high seas suspected of carrying weapons of mass destruction or related materials.5 In September 2003 the JSG represented Japan in the PSI exercise in the Coral Sea off the north-east coast of Australia.6 In January 2008, armed JCG officers accompanied Japanese whaling ships being confronted by protest boats in the Southern Ocean near Antarctica.7 Although part of the Ministry of Transportation, in reality the MSA functions as a quasi-autonomous and capable maritime defence force, with its own ships and aircraft. -

FUEL CELL TECHNOLOGY FOR DOMESTIC BUILT ENVIRONMENT APPLICATIONS: STATE OF-THE-ART REVIEW Theo Elmer*, Mark Worall, Shenyi Wu and Saffa Riffat Architecture, Climate and Environment Research Group The University of Nottingham, NG7 2RD (UK) *corresponding author email: [email protected] ABSTRACT Fuel cells produce heat when generating electricity, thus they are of particular interest for combined heat and power (CHP) and combined cooling heat and power (CCHP) applications, also known as tri-generation systems. CHP and tri-generation systems offer high energy conversion efficiency and hence the potential to reduce fuel costs and CO2 emissions. This paper serves to provide a state-of-the-art review of fuel cell technology operating in the domestic built environment in CHP and tri-generation system applications. The review aims to carry out an assessment of the following topics: (1) the operational advantages fuel cells offer in CHP and tri-generation system configurations, specifically, compared to conventional combustion based technologies such as Stirling engines, (2) how decarbonisation, running cost and energy security in the domestic built environment may be addressed through the use of fuel cell technology, and (3) what has been done to date and what needs to be done in the future. The paper commences with a review of fuel cell technology, then moves on to examine fuel cell CHP systems operating in the domestic built environment, and finally explores fuel cell tri-generation systems in domestic built environment applications. The paper concludes with an assessment of the present development of, and future challenges for, domestic fuel cells operating in CHP and tri-generation systems. -

These two reports were published to deepen the understanding of Toyota Tsusho’s activities among all stakeholders. However, considering that both reports are closely related to one another and our goal of fostering an even stronger understanding of Toyota Tsusho among our stakeholders, we have started producing an Integrated Report from the fiscal year ended March 2015. In the preparation of this report, we have referred to the International Integrated Reporting Framework (International <IR> Framework) advo- cated by the International Integrated Reporting Council (IIRC), the Sustainability Reporting Guidelines (version 4.0) of the Global Reporting Initiative (GRI), the Environmental Reporting Guidelines (2012 version) of the Ministry of the Environment in Japan and the ISO 26000 Guidance on Social Responsibility. Absence of physical barriers on the coast and presence of vital industrial and defence installations near the coast also enhance the vulnerability of the coasts to illegal cross-border activities. In addition, the Indian Ocean Region is of strategic importance to India’s security. A substantial part of India’s external trade and energy supplies pass through this region. The security of India’s island territories, in particular, the Andaman and Nicobar Islands, remains an important priority. Drug trafficking, sea-piracy and other clandestine activities such as gun running are emerging as new challenges to security management in the Indian Ocean region. FICCI believes that industry has the technological capability to implement border management solutions. The government could consider exploring integrated solutions provided by industry for strengthening coastal security of the country. The FICCI-PwC report on ‘Smart border management: Indian coastal and maritime security’ highlights the initiatives being taken by the Central and state governments to strengthen coastal security measures in the country. -

DAILY BONDS, STOCKS, & CURRENCY COMMENTARY Wednesday December 23, 2020 BONDS COMMENTARY 12/23/20 We expect rallies off scheduled data but doubt the gains will hold OVERNIGHT CHANGES THROUGH 3:16 AM (CT): BONDS -0 Overnight treasury prices extended yesterday's bounce but ultimately failed to hold the gains and have settled back into negative territory early today. We suspect the volatility in treasuries was the result of news that the President might reject the intensely negotiated stimulus deal because direct payments were not sufficient. While not a recent definitive impact on treasury prices, it would also appear as if yet another major junction looms from the exit negotiations with both sides the table committed to one last attempt to solve the divorce before it is forced upon the parties. While the markets are likely to view the US durable goods order as the primary release of the day, (early due to holiday) initial and ongoing claims data figures will add to the potential volatility in the 7:30 release window. On the other hand, traders should acknowledge yesterday's significant jump in quarterly PCE readings were the highest since the second quarter of 2011 and that could be an early warning sign that deflation is being replaced with reflation. Therefore, the monthly PCE index this morning might be very important measure to watch, especially with predictions for that reading only expected to post a fractional gain! Given the markets inability to rally off weak scheduled data recently, we would suggest traders wait for a rally to the vicinity of 174-00 to sell March bonds and or a rally to 138-07 to get short March Notes. -

Business Development of the Osaka Gas Group [Domestic Energy Businesses] [Overseas Energy Businesses along the Energy Value Chain] [Environment and Non-energy Businesses] Osaka Gas Co., Ltd. 23 Domestic Energy Businesses [ Gas Business ] Characteristics of the Japanese Gas Industry ■ Although more than 200 gas companies exist in Japan, the majority of domestic gas sales volume comprises the gas sales volumes of a few major gas suppliers. ■ The industry’s supply of LNG, the primary source of natural gas, is almost completely dependent upon imports. ■ In contrast to many other countries, Japan does not have any international gas pipelines or gas pipe- lines interlinked nationally. ■ The natural gas business is operated in an integrated manner, from import to transmission, storage, distribution and sales. Special Qualities of Natural Gas Compared to other fossil fuels, natural gas has a much smaller impact on the environment. In addition, natural gas is more abundant than oil and, unlike oil, natural gas reserves are not concentrated in specific geographical locations. In particular, because of its environmental advantages, demand for natural gas as a more environmentally friendly energy resource is expected to increase in the future, reflecting increasing public concerns and awareness about the environment.
