13. The Maritime Safety Agency (MSA) / Japan Coast Guard (JCG) The Maritime Safety Agency (MSA), which was officially renamed the Japan Coast Guard (JCG) in April 2000, is effectively a fourth branch of the Japanese military. Originally established as the Maritime Safety Board in April 1948, it has been reorganised many times since then, and its roles and missions have expanded to include not only guarding Japan’s enormous coastline and providing search and rescue services, but also constabulary operations in the sea lanes and high seas.1 In May 1998, two MSA vessels were sent to Singapore ready to evacuate Japanese residents from Indonesia, where the political situation was ‘unstable’ and ‘unpredictable’.2 Since 1996, the MSA/JCG has been increasingly involved in protecting the Senkaku Islands and policing other disputed areas in the East China Sea.3 JCG patrol boats sank a suspected North Korean ‘spy ship’ near Amami–Oshima Island in December 2001.4 It is the primary Japanese agency in the US-led Proliferation Security Initiative (PSI), which involves the interdiction of ships on the high seas suspected of carrying weapons of mass destruction or related materials.5 In September 2003 the JSG represented Japan in the PSI exercise in the Coral Sea off the north-east coast of Australia.6 In January 2008, armed JCG officers accompanied Japanese whaling ships being confronted by protest boats in the Southern Ocean near Antarctica.7 Although part of the Ministry of Transportation, in reality the MSA functions as a quasi-autonomous and capable maritime defence force, with its own ships and aircraft. -

Russo-Japanese Relations: Opportunity for a Rapprochement? PEGGY FALKENHEIM MEYER ince the end of the cold war, only limited progress has been made in Russo- SJapanese relations. Ties between Russia and Japan have been strained by strong, historically rooted mistrust and by failure to resolve their territorial dis- pute over three islands and a small archipelago near Hokkaido. The disappoint- ingly low level of economic ties between the two countries has not provided a strong incentive for better relations. Recently, however, there have been signs of progress between Russia and Japan. In a speech in late July 1997, Japan’s prime minister, Ryutaro Hashimo- to, adopted a significantly new approach to Russia. The early November 1997 summit between Hashimoto and Russian President Boris Yeltsin at Krasnoyarsk confirmed their intention to bring about a radical improvement in Russo-Japan- ese relations. In this article, I explore the obstacles that impeded an improvement in Russo- Japanese relations after the end of the cold war. I then analyze the recent incen- tives for change and evaluate how far-reaching that change is likely to be. I argue that incremental improvement is taking place in Russo-Japanese relations and that there now is a possibility of greater change. However, there still are a number of serious obstacles to a full rapprochement. Mistrust Strong, historically rooted, mutual mistrust is one reason for the lack of progress in post–cold war Russo-Japanese relations, which have been embittered by a his- tory of conflict going back to tsarist times. e Fukushima Nuclearand Crisis Accident Management e Fukushima The Fukushima Nuclear Accident and Crisis Management — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. September, 2012 e Sasakawa Peace Foundation Foreword This report is the culmination of a research project titled ”Assessment: Japan-US Response to the Fukushima Crisis,” which the Sasakawa Peace Foundation launched in July 2011. The accident at the Fukushima Daiichi Nuclear Power Plant that resulted from the Great East Japan Earthquake of March 11, 2011, involved the dispersion and spread of radioactive materials, and thus from both the political and economic perspectives, the accident became not only an issue for Japan itself but also an issue requiring international crisis management. Because nuclear plants can become the target of nuclear terrorism, problems related to such facilities are directly connected to security issues. However, the policymaking of the Japanese government and Japan-US coordination in response to the Fukushima crisis was not implemented smoothly. This research project was premised upon the belief that it is extremely important for the future of the Japan-US relationship to draw lessons from the recent crisis and use that to deepen bilateral cooperation. The objective of this project was thus to review and analyze the lessons that can be drawn from US and Japanese responses to the accident at the Fukushima Daiichi Nuclear Power Plant, and on the basis of these assessments, to contribute to enhancing the Japan-US alliance’s nuclear crisis management capabilities, including its ability to respond to nuclear terrorism. -

Absence of physical barriers on the coast and presence of vital industrial and defence installations near the coast also enhance the vulnerability of the coasts to illegal cross-border activities. In addition, the Indian Ocean Region is of strategic importance to India’s security. A substantial part of India’s external trade and energy supplies pass through this region. The security of India’s island territories, in particular, the Andaman and Nicobar Islands, remains an important priority. Drug trafficking, sea-piracy and other clandestine activities such as gun running are emerging as new challenges to security management in the Indian Ocean region. FICCI believes that industry has the technological capability to implement border management solutions. The government could consider exploring integrated solutions provided by industry for strengthening coastal security of the country. The FICCI-PwC report on ‘Smart border management: Indian coastal and maritime security’ highlights the initiatives being taken by the Central and state governments to strengthen coastal security measures in the country. -

NASA analyzes typhoon Haishen's water vapor concentration 2 September 2020, by Rob Gutro develop. Water vapor releases latent heat as it condenses into liquid. That liquid becomes clouds and thunderstorms that make up a tropical cyclone. Temperature is important when trying to understand how strong storms can be. The higher the cloud tops, the colder and the stronger the storms. NASA's Terra satellite passed over Haishen on Sept. 2 at 9:35 a.m. EDT (1335 UTC), and the Moderate Resolution Imaging Spectroradiometer or MODIS instrument gathered water vapor content and temperature information. The MODIS image showed highest concentrations of water vapor and coldest cloud top temperatures were around the center of circulation and in a large band of thunderstorms in the northeastern quadrant of the storm. MODIS data also showed coldest cloud top temperatures were as cold as or colder than minus 70 degrees Fahrenheit (minus 56.6 degrees On Sept. 2 at 9:35 a.m. EDT (1335 UTC), NASA’s Terra Celsius) in those storms. Storms with cloud top satellite passed over Typhoon Haishen in the temperatures that cold have the capability to Northwestern Pacific Ocean. Terra found highest produce heavy rainfall. concentrations of water vapor (brown) and coldest cloud top temperatures were around the center and northeastern quadrant. Credits: NASA/NRL On Sept. 2 at 11 a.m. EDT (1500 UTC), Typhoon Haishen had maximum sustained winds near 70 knots (80 mph/130 kph) and it was strengthening. It was centered near latitude 19.5 degrees north and When NASA's Terra satellite passed over the longitude 140.4 degrees east, about 812 nautical Northwestern Pacific Ocean, it gathered water miles east-southeast of Kadena Air Base, Okinawa, vapor data on recently developed Typhoon Japan. -

CHAPTER XIX THE HINDENBURG OUTPOST-LINE THEcapture of hiIo11t St. Quentin and PSronne is held by many Australian soldiers to be the most brilliant achievement of the A.1.F.l Among the operations planned by Monash it stands out as one of movement rather than a set piece; indeed within Australian experience of the Western Front it was the only important fight in which quick, free manoeuvre played a decisive part. It furnishes a complete answer to the comment that Monash was merely a composer of set pieces. But Monash himself realised that it was also largely a soldiers’ battle. Monash passed four brigades under the enemy’s nose round the bend of the Somme, with all his invariable care in plan- ning, supplying and bridging. But what an instrument was to his hand! The picture given in the histories of some German regiments of their slender, exhausted remnants being over- . whelmed by masses of fresh troops is sheer propaganda. The 2nd and 3rd Divisions at least, with companies depleted to the German level, weary with-in soiiie cases-incredibly pro- tracted effort, and without normal artillery support, constantly attacked more than their number of Germans in strong, well wired positions and captured more prisoners than they could safely hold. The tactics were necessarily left largely to divisional, brigade, battalion and even platoon commanaers , they were sometimes brilliant and sometimes faulty, but in general the dash, intelligence, and persistence of the troops dealt a stunning blow to five German divisions, drove the enemy from one of his key positions in France, and took 1 Gen.
