13. The Maritime Safety Agency (MSA) / Japan Coast Guard (JCG) The Maritime Safety Agency (MSA), which was officially renamed the Japan Coast Guard (JCG) in April 2000, is effectively a fourth branch of the Japanese military. Originally established as the Maritime Safety Board in April 1948, it has been reorganised many times since then, and its roles and missions have expanded to include not only guarding Japan’s enormous coastline and providing search and rescue services, but also constabulary operations in the sea lanes and high seas.1 In May 1998, two MSA vessels were sent to Singapore ready to evacuate Japanese residents from Indonesia, where the political situation was ‘unstable’ and ‘unpredictable’.2 Since 1996, the MSA/JCG has been increasingly involved in protecting the Senkaku Islands and policing other disputed areas in the East China Sea.3 JCG patrol boats sank a suspected North Korean ‘spy ship’ near Amami–Oshima Island in December 2001.4 It is the primary Japanese agency in the US-led Proliferation Security Initiative (PSI), which involves the interdiction of ships on the high seas suspected of carrying weapons of mass destruction or related materials.5 In September 2003 the JSG represented Japan in the PSI exercise in the Coral Sea off the north-east coast of Australia.6 In January 2008, armed JCG officers accompanied Japanese whaling ships being confronted by protest boats in the Southern Ocean near Antarctica.7 Although part of the Ministry of Transportation, in reality the MSA functions as a quasi-autonomous and capable maritime defence force, with its own ships and aircraft. -

2017 PORT OF OMAEZAKI IN TERN A TIO N A L M ULTIPURPO SE TERM IN A L Port of Omaezaki Message from the Governor Throughout history, the Port of Omaezaki, located at the mouth of Suruga Bay, has served as a port of shelter for boats passing through the area. In 1951, it was designated as a regional port under the Ports Act, before being designated as an Important Port in 1975. Up through the present day, it has seen a great deal of development. Over the years, the Port of Omaezaki has seen a gradual expansion in the range of its operations. This can be seen in the opening of a regular shipping route with so-called RORO ships in 1991, which allowed for the transportation of large amounts of cargo and the reduction of distribution costs, and the beginning of assembled automobile exports in 1997, to name just a few examples. More recently, in January 2004, the port’ s container crane-equipped international distribution terminal began operation. In October of the same year, the first foreign container ship called at the port. Currently, in addition to the shipping routes connecting Omaezaki with China, Philippines, Singapore, Malaysia, the port also hosts what are known as “feeder routes,” which export goods abroad indirectly through other domestic ports. On top of this, the transportation system of the area around the Port of Omaezaki continues to expand. The construction of the Shin-Tomei Expressway and the building of the Sagara-Makinohara Interchange on the Tomei Expressway have served as boons to the transportation system, complementing the 2009 opening of Mt. -

To the Leaders and People of G7 Member States: Proposals for Pursuit of Genuine Prosperity through River Basin Thinking We the undersigned are members of citizens’ groups in the Tokai area, host to the Ise-Shima Summit. Despite our various standpoints, we have united to advocate for the “Ise Bay Initiative,” aiming to realize a sustainable and productive future based on river basin (bio-regional) thinking. Presenting the following experience and good practices, we propose to the leaders and the people of G7 member states to share the idea of Ise Bay Initiative and work together for a better future. “River basin thinking” means viewing the entire area of rivers flowing into the Ise Bay as one bio-region, and addressing issues within that region not on a reactive piecemeal basis but with the vision of integrated local development to enrichen the ecological value of the entire river basin area. Ise Bay basin communities have kept ideal relationship with nature and maintained their livelihood by utilizing the natural resources in co-existence with abundant forests, large and fertile plains, and rich and clear rivers like Kiso, Nagara, and Ibi rivers. However, as seen in the example of Yokkaichi Air Pollution which occurred after the post-war high economic growth period, air and water pollution that contaminated air and waters in the area severely affected human health and damaged fishery resources and as the result threatened people’s livelihoods. The pollution caused by Yokkaichi Petrochemical Complex built in northwest coast of Ise Bay deprived many people of their right to a healthy and safe living environment. -

Absence of physical barriers on the coast and presence of vital industrial and defence installations near the coast also enhance the vulnerability of the coasts to illegal cross-border activities. In addition, the Indian Ocean Region is of strategic importance to India’s security. A substantial part of India’s external trade and energy supplies pass through this region. The security of India’s island territories, in particular, the Andaman and Nicobar Islands, remains an important priority. Drug trafficking, sea-piracy and other clandestine activities such as gun running are emerging as new challenges to security management in the Indian Ocean region. FICCI believes that industry has the technological capability to implement border management solutions. The government could consider exploring integrated solutions provided by industry for strengthening coastal security of the country. The FICCI-PwC report on ‘Smart border management: Indian coastal and maritime security’ highlights the initiatives being taken by the Central and state governments to strengthen coastal security measures in the country. -

Ltd., Japan (e-mail: [email protected]) Abstract: National highway No.135 is a main road that supports the regional economy and sightseeing spots in Izu Peninsula. Atami is a busy city and leading resort with many hotels and resort apartment buildings, attracting more than 8 million visitors every year. In late 2003/early 2004, warning phenomena appeared just before a landslide destroyed a slope along the highway. The road office administrators were concerned that the community would be seriously paralyzed if the landslide intercepted traffic and caused hotels and buildings to collapse. There had been several small landslides at the bottom of the slope in August and September, causing traffic jams and the successive rupture of water service pipes buried alongside the road. However, the administrators did not realize that the series of phenomena were caused by landslides. Two months later in November, a water service pipe ruptured again, and the road office finally investigated the slope. This time, a landslide scarp and cracks were found on the slope, and the administrators realized that the series of small August/September phenomena had been caused by a landslide 75 m long and 75 m wide. Monitoring of landslide activity by extensometers was quickly started, by which time the slide velocity had accelerated to more than 5 mm/day. On December 6, the sliding velocity reached 24.8 mm/day, and a landslide was predicted to occur at noon on January 5. -
Study on Site Specific Strong Ground Motion for Seismic Retrofit Design
A STUDY ON SITE-SPECIFIC STRONG GROUND MOTION FOR SEISMIC RETROFIT DESIGN OF THE HANSHIN EXPRESSWAY LONG-SPAN BRIDGES IN OSAKA BAY AREA Tsutomu NISHIOKA*, Toshihiko NAGANUMA*, Hidesada KANAJI* and Takao KAGAWA** ABSTRACT The site-specific strong ground motion in Osaka Bay Area is studied in order to estimate the seismic load for the seismic retrofit of the Hanshin Expressway long-span bridges. We consider the crustal earthquake and the plate boundary earthquake as the maximum credible earthquake deterministically. The empirical Green’s function method and the stochastic semi-empirical Green’s function method are used to predict the site-specific ground motion. The study shows that there are some differences in the acceleration response spectra between the predicted strong ground motion and the standard ground motion in the Japanese specifications for highway bridges. 1. INTRODUCTION Many bridges suffered heavy damage from the Hyogoken-nanbu earthquake that struck the Kobe city in Japan on Jan. 17, 1995. The seismic retrofit program for the existing bridges made a full-fledged start slightly behind the restoration of the damaged structures in the wake of the disaster in Hanshin Expressway Public Corporation. Until today, we have already strengthened most of the middle- or small-scale brides seismically. But the long-span bridges, mainly located in Bay Route of the Hanshin Expressway network, have not retrofitted yet due to the financial problems. Although most of the highway bridges are retrofitted seismically according to the standard seismic loads in the current Japanese specifications for highway bridges [JRA(2002)], it is desirable in view of earthquake engineering that the input ground motion for the seismic design of a structure is estimated in consideration of source, path and local site effects, shown in Figure 1. -
