13. The Maritime Safety Agency (MSA) / Japan Coast Guard (JCG) The Maritime Safety Agency (MSA), which was officially renamed the Japan Coast Guard (JCG) in April 2000, is effectively a fourth branch of the Japanese military. Originally established as the Maritime Safety Board in April 1948, it has been reorganised many times since then, and its roles and missions have expanded to include not only guarding Japan’s enormous coastline and providing search and rescue services, but also constabulary operations in the sea lanes and high seas.1 In May 1998, two MSA vessels were sent to Singapore ready to evacuate Japanese residents from Indonesia, where the political situation was ‘unstable’ and ‘unpredictable’.2 Since 1996, the MSA/JCG has been increasingly involved in protecting the Senkaku Islands and policing other disputed areas in the East China Sea.3 JCG patrol boats sank a suspected North Korean ‘spy ship’ near Amami–Oshima Island in December 2001.4 It is the primary Japanese agency in the US-led Proliferation Security Initiative (PSI), which involves the interdiction of ships on the high seas suspected of carrying weapons of mass destruction or related materials.5 In September 2003 the JSG represented Japan in the PSI exercise in the Coral Sea off the north-east coast of Australia.6 In January 2008, armed JCG officers accompanied Japanese whaling ships being confronted by protest boats in the Southern Ocean near Antarctica.7 Although part of the Ministry of Transportation, in reality the MSA functions as a quasi-autonomous and capable maritime defence force, with its own ships and aircraft. -

13 CIVIL WAR CASE STUDY 2: THE CHINESE CIVIL WAR (1927–37 AND 1946–49) As you read this chapter you need to focus on the following essay questions: • Analyze the causes of the Chinese Civil War. • To what extent was the communist victory in China due to the use of guerrilla warfare? • In what ways was the Chinese Civil War a revolutionary war? For the first half of the 20th century, China faced political chaos. Following a revolution in 1911, which overthrew the Manchu dynasty, the new Republic failed to take hold and China continued to be exploited by foreign powers, lacking any strong central government. The Chinese Civil War was an attempt by two ideologically opposed forces – the nationalists and the communists – to see who would ultimately be able to restore order and regain central control over China. The struggle between these two forces, which officially started in 1927, was interrupted by the outbreak of the Sino-Japanese war in 1937, but started again in 1946 once the war with Japan was over. The results of this war were to have a major effect not just on China itself, but also on the international stage. Russo-Japanese Relations: Opportunity for a Rapprochement? PEGGY FALKENHEIM MEYER ince the end of the cold war, only limited progress has been made in Russo- SJapanese relations. Ties between Russia and Japan have been strained by strong, historically rooted mistrust and by failure to resolve their territorial dis- pute over three islands and a small archipelago near Hokkaido. The disappoint- ingly low level of economic ties between the two countries has not provided a strong incentive for better relations. Recently, however, there have been signs of progress between Russia and Japan. In a speech in late July 1997, Japan’s prime minister, Ryutaro Hashimo- to, adopted a significantly new approach to Russia. The early November 1997 summit between Hashimoto and Russian President Boris Yeltsin at Krasnoyarsk confirmed their intention to bring about a radical improvement in Russo-Japan- ese relations. In this article, I explore the obstacles that impeded an improvement in Russo- Japanese relations after the end of the cold war. I then analyze the recent incen- tives for change and evaluate how far-reaching that change is likely to be. I argue that incremental improvement is taking place in Russo-Japanese relations and that there now is a possibility of greater change. However, there still are a number of serious obstacles to a full rapprochement. Mistrust Strong, historically rooted, mutual mistrust is one reason for the lack of progress in post–cold war Russo-Japanese relations, which have been embittered by a his- tory of conflict going back to tsarist times. Weinberger* On May 2, 2014, without announcement, Chinese vessels floated China National Offshore Oil Corp.’s (CNOOC) state-of-the-art deep water drilling rig into Vietnamese waters and began sea floor drilling op- erations for natural gas. The location of the rig - within Vietnam’s 200 nautical mile exclusive economic zone (EEZ) and only 17 nautical miles from Triton Island in the South China Sea, one of the Paracel Islands that is claimed by Vietnam, China, and Taiwan – was unmistakably set up in maritime territory claimed by Vietnam. The Vietnamese Foreign Minister called the move a violation of Vietnamese sov- ereignty. The U.S. State Department described the move as “provocative.” The deployment of China’s first and only home-grown deep-water semisubmersible drilling rig in such a brazen manner illustrates the value that China places on Asia-Pacific off-shore oil and gas resources and the lengths that China will go to assert control over seabed hydrocarbons beneath the far western Pacific Ocean. Affordable, reliable sources of crude oil enable China’s transportation sector to grow and thrive. Absence of physical barriers on the coast and presence of vital industrial and defence installations near the coast also enhance the vulnerability of the coasts to illegal cross-border activities. In addition, the Indian Ocean Region is of strategic importance to India’s security. A substantial part of India’s external trade and energy supplies pass through this region. The security of India’s island territories, in particular, the Andaman and Nicobar Islands, remains an important priority. Drug trafficking, sea-piracy and other clandestine activities such as gun running are emerging as new challenges to security management in the Indian Ocean region. FICCI believes that industry has the technological capability to implement border management solutions. The government could consider exploring integrated solutions provided by industry for strengthening coastal security of the country. The FICCI-PwC report on ‘Smart border management: Indian coastal and maritime security’ highlights the initiatives being taken by the Central and state governments to strengthen coastal security measures in the country. -

1969 Report by UN Economic Commission for Asia and the Far East: A Turning Point in the Historical Debate over Senkaku Islands 1969 Report by UN Economic Commission for Asia and the Far East: A Turning Point in the Historical Debate over Senkaku Islands Monika Chansoria* Abstract Historical narratives, re-interpretations, and/or distortions of history have been critically linked to colonial legacies and experiences, with the objective to redraw frontiers and expand spheres of influence by some states in the name of history. In this reference, a seemingly escalating contest in the East China Sea appears to be getting intensely trapped in an unending state – a state, that of perpetuity involving a geo-strategic struggle between China and Japan revolving, among other issues, around the increasingly strained and strategically located Senkaku Gunto (Islands). This paper chronicles the history of the Senkaku Islands that can be segmented in sections highlighting the key milestones and defining the course of their existence. It remains well recorded and archived that the debate over the status of the Senkaku Islands was not highlighted as much until the decade of the 1960s. The contest being witnessed today remained relatively dormant till it reached a turning point in 1969. The contemporary history and ensuing future of the Senkakus potentially got ‘rediscovered’ by China with the discovery of huge deposits of oil and hydrocarbons in the waters surrounding the Islands in 1969 – a detection that prompted a series of vehement statements and counter-statements. The UN Economic Commission for Asia and the Far East (ECAFE) [thereafter known as the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP)] conducted extensive geophysical surveys in 1968 and 1969, which suggested the possible existence of the ‘richest seabed with oil and hydrocarbon deposits’ in the waters off the Senkaku Islands, to the extent of being close to the one existing in the Persian Gulf. -

The settlement process of the place name of the Sea of Japan in the modern Japan and Korea geography education SHIM Jeongbo* INTRODUCTION For a long time, many studies on place name of the East Sea area have dealt with pre- modern old maps. From the perspective, the current study focuses on geography textbooks that well present the geographical perceptions of people at the modern times, the transitional period of modern times and today. Old maps have national, military, confidential, and artistic characteristics. Although the maps are precious data to understand people's perceptions on regions at the time, ordinary people could not access to them because of their rarity. On the other hand, geography textbooks in the modern times in large quantity have national, social, popular, open, and practical characteristics. Therefore, it is better to focus on geography textbooks in order to examine the place name notation tendency of the East Sea of Korea and Japan. THE SETTLEMENT PROCESS OF THE PLACE NAME OF SEA OF JAPAN IN THE GEOGRAPHY EDUCATION OF THE MODERN JAPAN In Japan, modern education system was organized due to the Meiji Restoration in 1868. Schools were established, and textbooks were published. Figure 1 presents the place name notation of the East Sea in the geography textbook of elementary school and middle school of Japan. As we can see Figure 1, it is an aboriginal place name of Japan (the North Sea) and a foreign place name (Sea of Japan) were appeared at the same time in early Meiji era, and then they were used in school. -

ASIA REPORT ISSUE NO. 47 DECEMBER 2019 Cross-Strait Relations under Stress: Chinese Pressure and Implications for Taiwan As China increases pressure on governments and corporations around the world to support its political objectives, Taiwan has emerged as a focal point in the region that exemplifies how to withstand or mitigate Chinese challenges. Nevertheless, Chinese military and political belligerence has numerous implications for Taiwanese security and domestic politics ranging from the tightening of Taiwan’s international space to the use of Chinese sharp power to influence the electorate. The Sigur Center for Asian Studies recently hosted a conference featuring two expert panels to discuss the impacts of Chinese pressure campaigns on Taiwan and other involved nations as well as how cross-strait relations might proceed because of these actions. Keeping Taiwanese Democracy Secure The conference began with opening remarks from Christine M. Y. Hsueh, Deputy Representative at the Taipei Economic and Cultural Representative Office. Deputy Representative Hsueh highlighted Taiwan’s role as a beacon of democracy, which contributes to pressure and attacks from China, such as election interference. With the recent failure of the “one country, two systems” policy in Hong Kong and Chinese President Xi Jinping’s threat to use force in reunification with Taiwan, the Taiwanese government is working to ensure that the status quo is not unilaterally altered by Chinese aggression. Although Taiwan faces many challenges in maintaining security and stability, outspoken support from Vice President Mike Pence and other figures in the current US administration have been encouraging signs for Taiwan moving forward. China’s Rising Militarism and Assertiveness The first panel offered perspectives on defense and security, and ASIA REPORT began with June Dreyer, Professor of Political Science at the University of Miami, giving an overview of recent developments in ISSUE NO. -

FEATURE The China Coast Guard Shifting from Civilian to Military Control in the Era of Regional Uncertainty ULISES GRANADOS Abstract As part of the restructuring of state organizations announced in March 2018, it is known that the China Coast Guard (CCG), previously controlled by the State Oceanic Administration, is coming under the administration of the People’s Armed Police (PAP) from the Central Military Commission (CMC). As a para- digmatic shift from a joint civilian–military control (State Council–CMC) to a purely military one, the reorganization of the CCG, only five years from the latest reshuffling, seems to reveal an the party’s increasing control over the military as outlined in the September 2017 CCP Central Committee and also the intention by the Chinese central government to provide the CCG with more flexibility and authority to act decisively in disputed waters in the East and South China Seas if needed. This article inquiries into the causes, logic, and likely regional conse- quences of such a decision. Amid the upgrading of insular features in the Spratlys, the deployment of bombers in the Paracels, and overall modernization of China’s naval capabilities, the article also explores plausible developments in which the PAP- led CCG, irregular maritime militias, and People’s Liberation Army Navy forces might coordinate more effectively efforts to safeguard self-proclaimed rights in littoral and blue- water areas in dispute. Introduction During the last eight years, East China Sea (ECS) and South China Sea (SCS) waters have been the setting of increased Chinese civil and naval activity that have altered the balance of power among Northeast Asian and Southeast Asian states, trying to cope with a more robust projection of Chinese maritime power. -

Valencia The dispute over ownership of islands, maritime boundaries, juris - diction, perhaps as much as 100 billion barrels of oil equivalent, and other nonliving and living marine resources in the East China Sea continues to bedevil China-Japan relations. Historical and cultural factors, such as the legacy of World War II and burgeoning nation - alism, are significant factors in the dispute. Indeed, the dispute seems to have become a contest between national identities. The approach to the issue has been a political dance by the two coun - tries: one step forward, two steps back. In this article I explain the East China Sea dispute, explore its effect on China-Japan relations, and suggest ways forward. KEYWORDS : China-Japan relations, terri - torial disputes, nationalism. RELATIONS BETWEEN THE PEOPLE ’S REPUBLIC OF CHINA (PRC) AND Japan are perhaps at their lowest ebb since relations were for - mally reestablished in 1972. The d ispute over islets and maritime claims in the East China Sea has triggered m uch of this recent deterioration . Because of the dispute, China has canceled or refused many exchanges and meetings of high-level officials, including summit meetings. In fact, China has said that a summit meeting cannot take place until or unless Japan acknowledges that a dispute over sovereignty and jurisdiction exists, something Japan has thus far refused to do.
