Minutes of the Parish Council Meeting held at 19:30 pm on Monday 9 September 2019 in Littlethorpe Village Hall

Present: Cllr Spoors, Cllr Winterburn, Cllr Gray, Cllr Laugher, Cllr Orme, County Cllr Harrison, 6 members of the public, and David Duthie (Clerk)

1. Apologies. Cllr Atkinson

2. Declarations of interest. None further to those on the Borough Council website.

3. Chairman’s remarks. There were none

4. The minutes of the Parish Council meeting of 7 Jul 19 were proposed for adoption by Cllr Laugher and Cllr Winterburn and approved unanimously.

5. County Councillor’s report. 5.1 New bollards on A61 outside to protect verge 5.2 Exploratory dig on Northbound carriageway of A61 did not reveal problems to prevent a pull-in stop. Another site meeting is proposed to make Southbound stop on road. 5.3 The Government spending review is positive for North County Council. Adult social care and education of children with special needs are major financial pressures. Monies released last year have been repeated.

6. District Councillor’s report. 6.1 Please everyone check road closures for UCI World Championships later in month. 6.2 New kerbside collection arrangements taking some weeks to settle in.

Who owns fields between Washington Close and Little Crossing on Littlethorpe Lane to contact regarding state of road side hedges? Council and members of pubic had answers for reporting to Area 6.

One dwelling on site, but new access road cut through agricultural land. Response C: No objection with comments likely further development. 9.11 19/03466/FULMAJ Erection of single storey extensions to front, side and rear; Alterations to fenestration; Creation of additional car parking; Erection of trolley store; Extension of property boundary. Response C: No objection with comments section 106 monies to be allocated to tree planting in association with Quarry Moor or Ripon City Wetlands sites.

10. Public Time (15 minutes) 10.1 Village hall acoustics make it difficult to hear speakers. Village Hall PA system has only a hand-held microphone. 10.2 What is the view of the Parish Council regarding planning applications within the village? Small infills and isolated new houses are supported, but the roads would not support a large development.

11. Land to the West of Littlethorpe Triangle – Railway Storyboard 11.1 Awaiting response from Hield Trust

12. Items on deposit at Yorkshire Bank: minute books, wayleave agreement, Village Hall land conveyance. Withdrawal document signed by two signatories for presentation to Yorkshire Bank, Harrogate and offer of historical minute books to County Archive.

13. Dog bin for Canal Lane 13.1 Glasdon make a bin for £234 that can be mounted on a post to be purchased in advance of the buildings on Canal Lane being completed. Action: the Clerk

14. Green Lane resurfacing and adoption by North Yorkshire County Council 14.1 Response from North Yorkshire County Council to notification 6 Mar 19, repeated 27 Aug 19, of potholes on roads in Littlethorpe: no response. 14.2 Repairs to Green Lane have not been completed recently and the surface has deteriorated. It is a public right of way and footpath with rights of access but no ownership and is not adopted by the County Council. Estimate for full repairs is £55,000. Road is being used by Canal and River Trust and visitors to Ripon City Wetlands. Cllr Harrison will discover if public money can be spent on a road whose ownership is no known, and if any contributions can be sought from public rights of way. 14.3 Brenda Nicholson explained that when Canal Field was acquired by the Nicholsons, the only immediate access from the village was over Nicholson’s and Renton’s bridges across the canal. The then British Waterways were only too willing to transfer ownership of the bridges at the time. 14.4 YLCA to be contacted. Canal and River Trust to be contacted. Action: the Clerk

15. Yorkshire Wildlife Trust joint meeting

16. VE day anniversary: Friday 8 May 20 www.veday75.org/ 16.1 Concert in Village Hall proposed by Entertainments Committee on the bank holiday.

17. Village Hall Committee Report 17.1 No report.

18. Alderman Spence Committee Report 18.1 Meeting Mon 29 Jul 19. Minutes not yet ready. Japanese Knotweed identified and treated, work done to the footpath next to the A61, playground repairs completed, zip wire has been taken down, Himalayan Balsam being cut down. 18.2 Ripon Men’s Shed have expressed interest in using the shed.
