Spacek updated the group on 3 main issues AMO is addressing: Altemative revenue sources; Interest Arbitration; and Fire Medics. 12. FONOM - Update Mayor A. Spacek updated the group on the activities of FONOM which included attending the first separate ROMA conference and the presentation to cabinet ministers conceming the items ONTC, unorganized townships, Railway right of ways, interest arbitration, energy and forestry. 8. 9. Hospital Report by Councillor Sue Perras Resolution #2017-004 Moved by: Nicole Levesque Seconded by: Gilles Laderoutem That the Timmins & District Hospital Report, prepared by Counciifor S. Perras, be approved as presented. CARRIED. 10. Federal & Provincial Elected Officials There were no reports from Federal or Provincial elected officials. 13. AFMO - Update - Mayor Roger Sigouin 2017 AFMO conference will be held September 18 - 21 in Cassleman. Ontario 14. Boreal Forest Alliance - Update - Mayor Roger Sigouin Regulations were received. needing to be translated from French to English, expenses will be paid by NEOMA. $29,810.89 was transferred from the City of Timmins NEOMA bank accounts to Hearst for the Boreal Forest Alliance Committee. 15. Other Matters a. Temiskaming Municipal Association, Request for Support in two resolutions: Energy Costs and Passenger Rail Service i. Energy Costs Resolution #2017- 005 Moved by: Nicole Levesque Seconded by: Steve Black WHEREAS the price of electricity in Ontario has escalated to the level where the essential utility has become almost a lUxury for many; AND WHEREAS this has resulted in hospitals, schools municipalities, businesses, farms and industry being faced with unbudgeted and unanticipated increases in costs for this essential utility and forcing many residential users to actually ration the use of electricity; AND WHEREAS in the District of Temiskaming this has further resulted in valuable farmland being covered in solar panels and denied the vital agricultural crops that it would provide because of the excessive prices paid for this "green energy" produced by these panels; AND WHEREAS much of the Temiskaming District has to pay the highest rate of delivery charge for this needed service because of the low density levels in many areas of the District; AND WHEREAS we are forced to watch as our primary highways are burdened and prematurely fatigued with heavy transports carrying mine concentrates out of Ontario into Quebec so as to benefit from the much lower hydro rates in that Province; THEREFORE BE IT RESOL VED that the Municipal Association (NEOMA) implores the Province of Ontario and the Minister of Energy, the Honourable , to reduce the rates of this very essential utility to a level that will once more be affordable and predictable for the aforementioned users; And Furthermore that this resolution be forwarded to MPP , MPP , FONOM, The Speaker and Northern News for support. Ontario Northland Resolution #2017·006 Moved by: Nicole Levesque Seconded by: Steve Black WHEREAS passenger rail service in is an essential infrastructure for economic development of our resource based industries including agriculture, forestry and mining together with toun'sm and access to health care; AND WHEREAS access to health care beyond our immediate communities is critical and dependent on bus passenger service is both unreliable during inclement weather with frequent highway 11 closures delaying vehicular traffic close to 200 times between Muskoka and Hearst during the past three years with an average delay of six and one half hours thereby rendering it an unacceptable option for travel on; AND WHEREAS this unreliability of transportation not only impacts patients requiring appointments but also medical practitioners travelling to our area to provide needed specialty support or to operate their practices, AND WHEREAS the Northern and Eastern Ontario Rail Network (NEORN) is endeavouring to bring the issue of rail passenger service for our and other areas to the attention of Queen's Park and Parliament Hill so as to restore it; THEREFORE BE IT RESOL VED that the Northeastern Ontario Municipal Association supports the efforts of NEORN in their quest to restore needed rail passenger service to our and other areas of the north. AND FURTHER, that this resolution be circulated to FONOM, MPs and Anthony Rota and MPPs Gilles Bisson and John Vanthof for their endorsement and support CARRIED. b. Caribou Act/Endangered Species Act - Mayor Roger Siguoin Mayor Siguoin attended a meeting in Toronto with the MNRF on the Endangered Species Act. Special interest groups and industry were in attendance. It Is important to have NEOMA represented at such meetings. Mayor Siguoin attended on behalf of NEOMA and is asking for reimbursement of expenses. Resolution #2017·007 Moved by: Madeleine Tremblay Seconded by: Marlin Credger That NEOMA reimburse expenses to Roger Sigouin for his attendance at the Endangered Species session in Toronto in the amount of $2,012.68. CARRI ED. Resolution #2017,()Oa Moved by: Nicole Levesque Seconded by: Joanne Landry That NEOMA approve expenses for travel for a designated member when immediate action is called for emergency ministry meetings, as approved by the Chair. CARRIED. c. DSSAB Model - Mayor Peter Politus Discussion concerning the Social Services Board model began and was discontinued; it was determined this topic does not fit with the mandate of NEOMA.
