Letter from Our President

The Asphalt Institute owes a debt of gratitude to the members who provided the data for the 2020 Asphalt Usage Survey. Their participation in this effort not only makes such a report possible but demonstrates their trust in us to safeguard confidential production and sales figures. The confidentiality of data submitted by reporting AI member companies and the reliability of the data is of critical importance and is the foundation for reporting accuracy. We take the confidentiality of the data very seriously.

We’ve used this retail sub‐PADD report format since 2010 to improve the data integrity and to further protect confidential data reported by individual companies.

The report’s accuracy is dependent on the cooperation and consistent participation of AI member companies. AI reporting member companies are asked to let the Institute know if their status changes as a participating company as early as practical in the reporting year. Please see list of participating companies provided within report.

The report provides U.S. asphalt import data from the U.S. Department of Commerce. The 2020 data reflects an official correction of reported statistics for tariff code 2713200000 released August 19, 2021. The error was discovered by AI staff in the process of preparing this report. We submitted an inquiry to the agency which resulted in a formal agency review and an official correction & letter expressing their appreciation.

2020 Asphalt Usage Survey

FOREWORD

The data contained in this publication has been prepared to provide information to industry participants in the Asphalt Institute’s annual asphalt usage survey. The Asphalt Institute believes this information is as accurate as such data can be when obtained under the methods used. The report’s accuracy is dependent on the cooperation and participation of AI member companies. The Institute can accept no responsibility for the consequences of any inaccuracy the publication may contain.

INTRODUCTION

A total of fifty (50) asphalt producers and resellers responded to the Institute’s annual survey for calendar year 2020 reporting 22.5 million tons for the U.S. and 2.7 million tons for Canada. In appreciation for their support and cooperation, the participating companies are listed in the back of this report (49 members, 1 non‐member). We must caution you that the companies that did not respond could have tainted the data in some regions. AI reporting member companies are asked to let the Institute know if their status changes as a participating company as early as practical in the reporting year. Prior to 2001, an effort was made to estimate the total tonnage sold/used by the companies that did not participate in this survey. The Institute discontinued providing an estimate for non‐reported tonnage in 2001 and reflects only actual sales tonnage as reported to us.

Benchmarks are provided based on the Oil and Gas Journal, EIA data and tonnage reported to AI for dues purposes. Per the Journal, U.S. asphalt production capacity was 38.8 and 39.6 million tons as of January 1, 2021 and 2020. The Canadian production capacity was 4.9 and 4.7 million tons as of January 1, 2021 and 2020. For further comparison, the Energy Information Administration (EIA) has published a cumulative total of 22.6 and 22.9 million tons representing the quantity of asphalt and road oil supplied in the U.S for 2020 and 2019. Finally, approximately 21.7 and 22 million U.S. tons were reported for 2020 and 2019 by AI member manufacturers and first sellers for AI’s use in calculating annual dues.

BACKGROUND AND HISTORY

ASPHALT SALES DATA

The U.S. Bureau of Mines collected and published domestic asphalt sales on a state‐by‐ state basis from 1954 to 1976. The U.S. Department of Energy assumed responsibility for the annual sales report from 1977 to 1979. The DOE canceled this activity due to budget cuts in 1980. Realizing the importance of this information for planning, the Asphalt Institute has conducted an asphalt sales survey and compiled and distributed this information since 1981. The survey is made available to all AI members and can be purchased by non‐member companies upon request.

The Asphalt Institute has been collecting and safeguarding member company production data since 1919. The reporting process has been and still is the primary basis for the Institute’s dues structure. All tonnage submitted is kept completely confidential. Individual company reports are not available to the Institute or to its’ members. To ensure compilation of total asphalt usage, the Institute also reports data from finished asphalt imports from the U.S. Department of Commerce.

From 1981 to 2008, AI’s published Asphalt Usage Survey was based on tons reported by state by the first seller of the liquid. If a member, these same tons were used by AI to calculate annual dues. The majority of tons reported were attributed to manufacturers of the liquid.

After a thorough review by a special task force (2008‐2009) with the primary goal of improving accuracy, AI’s Board of Directors voted to request 2009 data from retailers; manufacturers and resellers that sell to end users. This was called “Retail Asphalt Sales and Usage Report” or merely “Usage Report”. The Board voted to continue to require a 2009 “Dues Report” from the first member seller as a basis for annual dues. The total tons reported for dues had the added benefit of validating “retail” usage volumes. Some companies were asked to report for the first time and expressed their concern about confidentiality. This resulted in some resellers electing not to submit a retail tonnage report at all or to underreport. If a member opts out of the retail usage reporting process, it becomes the upstream member/supplier’s responsibility to report. Members are asked to notify AI if they are unwilling to participate. AI continues to provide the list of participating member companies as part of the published survey.

2009 was the first year for the new reporting process to collect retail sales to end users. The volumes reported for 2009, a transition year, were less than AI expected with unusual variations from year to year in particular states. As a result, the AI Board voted not to release a report for 2009.

The Institute launched the reporting process again in early 2011 for 2010. Before releasing 2010 usage, the task force reconvened to hear members’ concerns and to consider changes to the process that would better ensure confidentiality and encourage accurate reporting. The Executive Committee met at the August 2011 summer meeting and voted to release the 2010 data. They also decided to revise the format to aggregate the U.S. data by PADD districts rather than by state. It is this format that you see here in the published 2020 Asphalt Usage Survey.

U.S. IMPORT DATA

In addition to U.S and Canadian usage data, the Asphalt Institute has been reporting U.S. Import Data by country and customs district since 1991. The published report included only tariff code 2714900000 for the years 1991 to 2002. Beginning in 2003, the U.S. Asphalt Import data has been expanded to include all the following tariff codes;

2713200000 Petroleum Bitumen 2713900000 Other Res. of Petroleum Oils or Bitumen Oils 2714900000 Bitumen, Asphalt, Asphaltites and Asphaltic Rocks

These figures are obtained from the U.S. Bureau of the Census and represent ‘General Imports” which are the total physical arrivals of merchandise from foreign countries which physically enter U.S. consumption channels immediately or are entered into bonded warehouses or foreign trade zones under customs custody. 2020 import data reflects a correction by the Census Bureau for imports from Canada into U.S. customs districts of St. Albans VT and Ogdensburg NY.

Import data is provided by customs district for 2020 and by country for the years 2011 to 2020. Data by country prior to 2011 is available upon request.

PRODUCT DEFINITIONS

ASPHALT MATERIALS FOR PAVING APPLICATIONS:

Asphalt : A solid or semisolid asphalt that has not been modified by the addition of a low or intermediate boiling range solvent, emulsification, or by the addition of inorganic fillers. It has sufficient quality and consistency for direct use in the manufacture of bituminous pavements, or in the manufacture of roofing materials or other industrial products. It can be fluxed or non‐fluxed.

Modified Asphalt Cement: An asphalt cement to which a performance‐improving additive has been combined. Commonly used modifiers include rubbers and plastics (polymers). Other modifiers include fillers, extenders, fibers, oxidants, antioxidants, hydrocarbons, and combinations. Normally, modifiers will improve the base asphalt cement’s grade by at least one level. that are changed by the refining process, such as oxidation, are not considered modified for the purposes of this survey.

Cutback Asphalt (slow, medium, or rapid curing): Asphalt products produced by blending an asphalt with solvents such as naphtha, kerosene, No. 2 fuel oil, diesel oil or other volatile solvents. Upon exposure to the atmosphere, the volatile product evaporates leaving the asphalt. Also included under this heading are road oils, including residual asphalt oils, used as a dust palliative or other surface treatments of pavements.

Emulsified Asphalt: Emulsified asphalts consist of asphalt and water processed with emulsifying agents to produce a stable suspension of minute globules of asphalt in water; or alternatively, a suspension of minute globules of water in liquid asphalt. The listed figures are an estimate of the asphalt content and should not include water and other liquid additives that typically range between 30% and 45% by weight of mixture. Emulsified asphalts may be either anionic or cationic emulsions.

ASPHALT MATERIALS FOR NON‐PAVING APPLICATIONS:

Roofing Asphalts: Asphalt , emulsions, and fluxes used in the manufacture of roofing asphalts.

Miscellaneous: Asphalt cements, emulsions, and fluxes used for application other than roofing or for which final use is unknown.
