Editorial
The newsletter strides on. I had to p erform some pushing around and arm-twisting
to get articles for this numb er. I wish to remind everyone that suggestions and ideas
for contributions are esp ecially welcome. The newsletter is growing rather weak on the
theoretical side. Keep those suggestions coming!
I put together this newsletter mostly on a palmtop computer while travelling, with some
contributions arriving the very day of publication on which, to complicate matters, I was
giving a talk at a conference, my email reader crashed and our network wentdown. One
of the contributions is a bit longer than the usual format. Again it is my fault for failing
to warn the author in due time. I ap ologize for this and other errors.
The next newsletter is due February 1st. Many thanks to the authors and the corre-
sp ondents who made this issue p ossible.

Rep ort on the APS Topical Group in Gravitation

As most of you already know, a p etition to form a Topical Group in Gravitation TGG
in the Americal Physical So ciety APS has b een circulating since early February. The
ob jective of the TGG is to provide a distinct fo cus within the APS for research in gravita-
tional physics. The existence of ma jor pro jects such as LIGO makes the formation of such
an entity esp ecially imp ortantnow. At this moment, wehave 165 of the 200 signatures
required to form the TGG. The nal e ort to reach the goal is now underway. I urge any
of you who are APS memb ers and have not yet signed the p etition to please do so now.
A copy accompanies this note.
The next stage in the pro cess will b e the formation of an ad hoc organizing committee
AHOC to drawupbylaws and to serve as a nominating committee for ocers of the
TGG as required by APS. Several of you have already volunteered for the AHOC. I
welcome any others who are interested.

PETITION TO THE COUNCIL OF THE AMERICAN PHYSICAL SOCIETY
We, the undersigned memb ers of the American Physical So ciety, p etition the Council of the
American Physical So ciety to establish a Topical Group in Gravitation. Areas of interest to
the prop osed Topical Group include, but are not limited to, exp eriments and observations
related to the detection and interpretation of gravitational waves, exp erimental tests of
gravitational theories, computational general relativity, relativistic astrophysics, solutions
to Einstein's equations and their prop erties, alternative theories of gravity, classical and
quantum cosmology, and quantum gravity. The purp ose of the Topical Group is to provide
a uni ed forum for these areas of current research whichnow span several Divisions of the
So ciety.

Gravitational Microlensing and the Search for Dark Matter

Gravitational microlensing is a phenomenon based on the General Theory of Relativity:
any mass concentration, a black hole, a star, a brown dwarf or a planet, distorts space
time and changes the direction of the lightrays, acting like a lens. The prediction that
stars observed near the eclipsed solar disk should b e displaced by almost 2 arc-seconds was
veri ed observationally b e the 1919 exp edition headed by Sir A. Eddington.
In the following decades the same theoretical discovery was made indep endently every
few years, by prominentphysicists and astrophysicists as well as by little known waiter
from Bro oklyn: if the observer and anytwo stars in our own galaxy are well aligned then
two images of the more distant star will b e formed by the gravitational eld of the closer
star acting as a lens. One can make an estimate that the alignement should b e b etter than

one part in 10 , i.e. the angular separation b etween the two stars should b e less than a
milli arc second. And the problem is that there are no telescop es capable of resolving such
small angles. The other problem: such a precise alignementisvery improbable.
Eightyears ago I made prettymuch the same discovery for the tenth time Paczynski
1986. The two indep endent referees p ointed out correctly that there was nothing original
in my pap er, it was just a compilation of fragments of various ideas. Somehow I managed
to p ersuade the Editor to accept the pap er. As it turned out wewere all wrong. There
was one very new and imp ortant ingredientinmy pap er, the magic words: \dark matter".
Without realizing it I bridged the inter-disciplinary gap. Aphysicist from the nearby
Jadwin Hall at Princeton, Dave Bennet, b ecame a frequent visitor to my oce at Peyton
Hall. He was very seriously interested in the problem of dark matter.
The problem existed for ab out half a century. There was evidence from the dynamics of
galaxies and their clusters that there is plenty of matter out there that cannot b e accounted
for with the stars that shine Hammond 1994. Was the dark matter made of elementary
