About us The University of Ljubljana (UL) is a higher education and research institution with a great tradition and a high level of innovation, where the students are the top priority. How to enter and stay in the Republic of Slovenia

In addition to the valid travel document all foreigners must hold a visa or a residence permit to be able to enter the country, unless otherwise provided for by the law or international agreement. A visa is issued upon the request of a foreigner if the latter holds a valid travel document and if there are no other reasons provided for by the law for the refusal of entry into the country. Foreigners must obtain a visa prior to the entry into the country. In principle, the visas are issued by the diplomatic missions and consular posts of the Republic of Slovenia abroad.

Specific conditions applying to the citizens of the EU Member States nad EEA:

Citizens of the EU and EEA are not required to hold a visa for the entry into the Republic of Slovenia. Also, they are not required to hold a residence permit during the first three months following their entry into the Republic of Slovenia; however, after the initial three months, they are obliged to apply for a residence registration certificate with an administrative unit (Upravna enota).

General documents

You will need to present different documents and personal records on several occasions and institutions. It depends on the citizenship and other circumstances what document or record is needed in a particualr situation. To speed up the process, it is recommended that all the documents are issued or translated in English or Slovene in the home country. The translation has to be confirmed by a Slovene diplomatic or consular authority in the home country or a sworn to court translator in Slovenia.

All photocopies have to be officially authenticated documents. Copies and translations should be authenticated by the Slovene embassies abroad.

In general, you will need to bring translated and offically authenticated copies of different documents, like: - documents about professional competences (recommendation letters, CV, Europass), - travel health insurance documents, - certificate of no criminal record (if applicable), - education degrees certificates, - Ph.D. certificate, - birth certificate, - marriage certificate (if applicable)… Please note that you will need all these documents (if necessary translated and notarized) for the members of your family as well.

Formalities before arrival in Ljubljana

Preparation before coming to Slovenia are more extensive for the citizens of non- EU or non-EEA countries. In such case we suggest you start obtaining the documents as soon as you have decided to come to Ljubljana. It is usually easier to obtain the documents while you are still in your home county. Please note that the documents which are not completed correctlycan substantially delay your application for a visa!

Entry permit

Visa application for Slovenia

All foreigners, except the citizens of the EU and the EEA countries, must, in addition to a valid travel document, hold a visa or a residence permit to be able to enter the Republic of Slovenia, unless otherwise provided for by the law or international agreement. Visa must be obtained prior to the entry into the Republic of Slovenia, usually in your home country.

On the web pages of the Ministry of Foreign Affairs of the Republic of Slovenia you will find online visa application, a detailed description of the requirements for obtaining the visa, the list of diplomatic missions and consular posts of the Republic of Slovenia abroad, and more.

Please check with the appropiate representatives for Slovenia in your country or your nearest country whether you need a visa and how long it will take to process the necessary documents.

Please apply for your visa or the first temporary residence permit on time!

First temporary residence permit

Foreigners, except the citizens of the EU and the EEA countries who wish to enter and stay in Slovenia for purposes other than those permitted on the basis of their visas, are required to be in possession of a residence permit issued in the Republic of Slovenia, which must be obtained before entry into the Republic of Slovenia.

The application for the granting of the first temporary residence permit for the purposes of employment in research or higher education area may be submitted by yourself or your future employer/the University of Ljubljana. An application submitted by yourself must be presented at a diplomatic mission or consulate of the Republic of Slovenia abroad (see links under the section Visa for Slovenia), while your employer may submit the application at a diplomatic mission or consulate of the Republic of Slovenia abroad or at an administrative unit.

In case you are unable to obtain the first temporary residence permit prior to your entry into Slovenia owing to unpredictable circumstances, the permit can be served to you by the administrative unit issuing the permit, upon submission of the following evidence of:

• you legal residence in the Republic of Slovenia, • your application for the first temporary residence permit was submitted prior to your entry into the Republic of Slovenia, • you having been fingerprinted at a diplomatic mission or consulate of the Republic of Slovenia prior to entering the Republic of Slovenia and • after entry into the Republic of Slovenia, you have informed the administrative unit competent for issuing the permit of: o your entry into the country, o the and duration of the planned stay o and the reasons preventing you from obtaining the first temporary residence permit prior to entry into the Republic of Slovenia.

All the above stated conditions for exceptions in the serving of the first temporary residence permit at an administrative unit after your entry into the Republic of Slovenia must be fulfilled together.

In addition, you are also required to meet other requirements in order to get the first temporary residence permit, all of which depend on the purpose of your stay in the Republic of Slovenia:

• a valid passport (the expiry date of which exceeds the intended period of stay in the Republic of Slovenia by at least three months); • health insurance covering urgent services in the Republic of Slovenia as a minimum requirement; • sufficient means of subsistence in a monthly amount at least equal to the basic minimal income in the Republic of Slovenia; • a police clearance certificate not older than three months from your country (if the country in question issues it), translated into Slovenian, and verified; • an authentic photograph of yourself.

You are also required to: - submit two of your fingerprints at a diplomatic mission or consulate of the Republic of Slovenia abroad for their digital capture; - provide evidence that you have met one of the permitted reasons or purposes of your stay in the Republic of Slovenia and that you are required to fulfil the conditions stipulated by law regarding the issue of residence permits; in your case – an agreement with UL concerning your research work engagement.

An exception to the rule that the first temporary residence permit shall be obtained prior to entry into the county applies under certain conditions also for researchers, college/university teachers or college/university associates with a residence permit as a researcher, a college/university teacher or a college/university associate issued in another EU Member state.

Attention: If you do not stay at a tourist facility, after entering to Slovenia you have to register with the competent police station within three days of crossing the border and after changing the location of accommodation.

Temporary residence permit

If you are not an EU or EEA Member country citizen and you intend to stay in Slovenia for a period of more than three months, a residence permit is needed.

An application for a residence permit can be filed at the nearest local administrative unit.

The same requirements as for the issue of the first temporary residence permit apply. You or another person you authorise may apply for an extension to a permit for you (e.g. your employer - ahigher education institution). You may submit the application for an extension to an administrative unit before its expiry.

You are required to submit:

• a valid passport (the validity of which exceeds the intended period of stay in Slovenia by at least three months); • health insurance covering urgent health care services in the Republic of Slovenia as a minimum requirement; • sufficient means of subsistence in a monthly amount at least equal to the basic minimal income in the Republic of Slovenia; • a police clearance certificate, not older than three months, from your home country (if the country in question issues it), translated into Slovenian and verified; • an authentic photograph of yourself, while a family member must also submit two fingerprints at a diplomatic mission or consulate of the Republic of Slovenia abroad for their digital capture.

EU and EEA Member countries citizens As a citizen of the (EU) or European Economic Area (EEA) member countries, you have the right to enter the country with valid identity card or passport and you are not required to obtain an entry permit, i.e. a visa or a residence permit.

If you are not accommodated at a tourist or other accommodation facility or a guesthouse, you need to register with the competent police station in person within 3 days after crossing the state border and after changing the location of accommodation.

If you stay in Slovenia longer than three months you just have to register yor residence at the local administrative unit/registration office (upravna enota).

National Assembly of the Republic of Slovenia adopted the Law on Changes and Amendments to the Aliens Act, which provides for simplification of procedures for obtaining both residence permit and work permit for foreign citizens in Slovenia. The Act came into force on 1 September 2015. Among the most important novelties is the introduction of a single "one stop shop" principle of the application procedure. A single permit is intended for all foreigners wishing to get employed or work, as well as those looking for seasonal employment, as a self-employed person, cross-border provision of services, as a posted worker or as a commuter. The principle of "one stop shop" facilitates aliens or their employer with filing a single application for a single permit (residence and work) at one place: in the Administrative Unit or at a Diplomatic mission or a Consulate of the Republic of Slovenia abroad. The single permit is issued by the competent Administrative Unit which must by its own motion obtain the consent of the Employment Service of Slovenia. The single permit may be issued to an alien who meets the following requirements: holds a valid passport (the validity of which exceeds the intended residence in the Republic of Slovenia by at least three months), relevant health insurance, sufficient means of subsistence during the stay in the country (amounting to at least basic monthly minimum income in the Republic of Slovenia) and a consent from the Employment Service of Slovenia to issue a single permit, which replaces the work permit. The single permit is an independent biometric residence permit entitling the holder to enter, reside and work in the Republic of Slovenia. The "one stop shop" service is intended to remove administrative barriers and simplify the process of obtaining a work and residence permit. Deadlines for the decision to issue a single permit are reduced from 90 to 60 days. First temporary residence permit Amendments to the law allow certain categories of foreigners who already reside legally in the country to obtain the first residence permit in this country. An alien who has legally entered the country and resides on one of the existing residential addresses does not have to leave the country and wait for the first issue of a residence permit abroad. Such relief is applied for researchers, students, foreigners who apply for the first EU Blue Card, and aliens of Slovenian descent. The only condition is their legal residence in the country. Concept of family reunification for persons with international protection The Aliens Act provides for family reunification for persons who are in the Republic of Slovenia and have been granted international protection (refugees and beneficiaries of subsidiary protection) according to the provisions of the International Protection Act. The existing system of family reunification for foreigners with international protection was inadequate due to the request that the family members, who qualify for a merger, are granted international protection, without entitlement to refugee status or subsidiary protection status assessed at all. In the coming months, the competent ministries will prepare appropriate guidance for the consistent implementation of the legal provisions.

Residence registration certificate - registration of temporary residence

As a foreigner you are required to register your temporary residence at an administrative unit (upravna enota – see the information above!) within three days of settling or being served a temporary residence permit.

If you settle at an accommodation facility, your temporary residence must be registered by the owner. When registering your residence, you are required to submit:

• a valid personal identity document containing a photograph and • evidence that you have the right to stay at the address you are registering.

Evidence of ownership, a rental or an underlease agreement or written consent of the owner or co- owners of a residing or the manager of an accommodation facility where the owner's consent need not be verified are deemed as evidence.

The registration of a temporary residence is valid for no longer than one year. The registration of a temporary residence must be renewed by either you or your landlord within eight days from the expiry of registration. EU and EEA Member countries citizens: For the first three months after entry, you may stay without residence registration, while you are required to register your residence for a longer stay, i.e. submit an application for the residence registration certificate at the administrative unit in the area of your residence before the expiry of the permitted three-month stay.

You can also apply for a residence registration certificate immediately upon your entry into the country.

You can obtain a residence registration certificate if you have a valid identity card or a valid passport and depending on the purpose or the reason of your stay:

• employment or work – your employer's certificate indicating its intention to employ you or proof that you are employed or performing work when you are already doing so; • self-employed person or a provider of services – evidence of self-employment or evidence that you are a service provider; • studies or other forms of education – evidence of admission to a university or another educational institution, sufficient means of subsistence (in establishing these, the personal circumstances of EEA citizens are taken into account whereas their monthly amount may not be below the level set for obtaining the right for financial social aid in accordance with the act regulating social care) and adequate health insurance. A statement provided by the student is satisfactory as proof of sufficient means of subsistence; • family reunion or other reasons; • sufficient means of subsistence (in establishing these, the personal circumstances of EEA citizens are taken into account whereas their monthly amount may not be below the level set for obtaining financial social aid in accordance with the act regulating social care) and • adequate health insurance.

If you meet the requirements for a residence registration certificate, the certificate shall be issued with a validity of five years or for the duration of the intended stay in the Republic of Slovenia if the intended stay is shorter. Upon your request, a residence registration certificate may be renewed under the same conditions as when it was issued.

Formalities upon arrival in Slovenia

After your arrival in Slovenia you have to deal with many different things. To make it easier for you to handle all the activities please read the following instructions. If you have any questions you may ask at the facultyHR department where will try to help you.

Registration of Work / Employment, working permit

The work permit is usually issued upon the application of the employer.

EU and EEA Member countries citizens and Swiss nationals have free access to the labour market in Slovenia. Work permit to enter the Slovenian labour market is not required, and you can apply for job vacancies under equal conditions as the Slovenians.

If you are a citizen of a third country, you may work in Slovenia if you obtain a work permit or any other type of permit in advance. A work permit is not required only when so stipulated by the law or international treaty.

As a rule, a work permit serves as the basis for obtaining a residence permit. A work permit and a residence permit are separate permits - the work permit isissued by the Employment Service of Slovenia, the residence permit by an administrative unit.

You will need both permits if you wish to work and live legally in the Republic of Slovenia. An exception is made if you hold a EU Blue Card, (issued for high-skilled jobs).

Attention! A personal work permit with a validity of three years is issued if the applicant falls into categories stipulated by the law:

- if the applicant is a foreigner who has completed the last year of schooling in Slovenia and has completed higher education and will find employment or become self-employed by no later than six months from the issue of the personal work permit; - if the applicant is a foreigner who has finished a research work programme in Slovenia and will find employment or become self-employed no later than six months from the issue of the personal work permit; - if the applicant is an immediate family member of a foreigner referred to in the previous point; or - if the applicant is a close family member of a foreigner holding the status of researcher.

Labour contract Before the beginning of work, employment contract in written form is concluded with the employer- UL or UL faculty. The employer is obliged to register you into the obligatory pension, invalidity, health and unemployment insurance within 8 days of the date of signing the employment contract. He is also obliged to deliver you a photocopy of registration within 15 days from commencing work. The Employment Relationships Act is assuring protection of workers in case of pregnancy, parenthood, invalidity, and young or old workmen.

Bank account You will need cash from the first day of your stay in Slovenia. Euro (€) is money unit and national currency. You can change a smaller amount in your home country. Bank notes up to 50 Euros are accepted almost everywhere. You can bring your home currency and exchange it at currency exchange bureaux which are located usually at the airport, banks and post offices in many cities.

For a longer stay in Slovenia bank account is needed for the salary transfer or other money transfers, e.g. your rent or pay other bills cashless. In most cases you can also arrange online- banking.

Credit cards are widely used in Slovenia. Cash machines are generally available 24 hours a day at most banks.

- valid personal identity document (identity card or passport), - tax identification number.

Tax indentification number

Slovenia requires pay different taxes on your income. Taxed incomes are all incomes of Slovene residents with a source of income in Slovenia as well as abroad, and income of a non-resident with a source of income in Slovenia. All employees and insured persons who earn income are liable for the payment of income tax.

A tax identification number is issued by the registration in tax register and is compulsory for everyboy, including non-residents (EU, EEA Member countries citizens and foreigners) with a source of income in Slovenia.

In addition, you have to fulfil an application form to get a tax number. As a researcher you will need to submit:

• an identity card or passport or other document, with which you can prove your identity, • documents, on which other data are based, which are entered into the tax register, like:

o certificate of registration of temporary residence, o certificate of education in evidence of you student status , o digital certificate in evidence of your e-certificate, o work permit, issued in Slovenia, o a document in evidence of your bank account, open abroad (bank card, contract for opening of the bank account, passbook, etc.).

You can authorise in writing another person for the acquisiton of the tax number.

After the application you will be registered into the tax register, assigned your tax number and issued a certificate of your entry into the tax register, and your tax number.

Brief presentation of the Slovenian social security system

The system of social security in Slovenia is based upon contribution payment from both, employers and employees. In Slovenia, contributions for health insurance, pension and invalidity insurance, maternity, unemployment insurance, and accident at work and occupational disease insurance are paid.

Health insurance system In Slovenia health insurance is compulsory and voluntary. Compulsory health insurance comprises of insurance against diseases and injuries outside work, and insurance against injuries at work and occupational diseases. The compulsory health insurance overlays the majority of health hazards, but not all and not in totality.

In case of illness, wage compensation for illness is received during your absence from work. Medical record from your doctor needs to be submitted to the employer.

Under the compulsory health insurance system, the insured persons are also entitled to different financial benefits (compensation of salary during temporary absence from work, reimbursement of travel costs etc.).

If you intend to stay longer than three months, you must have a comprehensive health insurance. With employment in Slovenia, your inclusion into the compulsory health insurance system will base on contributions paid from your wage.

The health insurance card is electronic personal document that needs to be presented upon your visiting any doctor.. Health care is a public service provided through the public health service network. This network also includes, on an equal basis, other institutions, private physicians and other private service providers on the basis of concessions. Primary health care services are organised on the local level.

Pension and invalidity insurance

All persons, regardless of their nationality, who are employed in Slovenia are obligated to pay contributions to the Slovene statutory pension insurance scheme. Compulsory pension and invalidity insurance is financed by the insured and employers through contributions for compulsory pension and invalidity insurance and from the national budget.

The Pension and Invalidity Insurance Institute of Slovenia (Zavod za invalidsko in pokojninsko zavarovanje/ZPIZ http://www.zpiz.si/wps/wcm/connect/zpiz+internet/zpiz/prvastran/publikacije/publikacijeeu) is the provider and implementer of compulsory pension and invalidity insurance in Slovenia.

With the ZPIZ the insured can claim their entitlements and lodge appeals. These entitlements are pensions, compensations, supplementary entitlements and other cash benefits.

Working contract Employment contract can be signed for definite or indefinite period of time. The employer is obliged to register you into the obligatory pension, invalidity, health and unemployment insurance within 8 days of the date of signing the employment contract.

The employer is also obliged to deliver you a photocopy of registration within 15 days from commencing work.

The Employment Relationships Act is assuring protection of workers in case of pregnancy, parenthood, invalidity, and young or old workers. All the employees are entitled to a redundancy fee at the expiry of their working contract (for more information: http://www.zpiz.si/; http://www.zzzs.si/).

The contributions for social security are deducted from salaries at source, so the employee does not have to take care of it.

Statutory unemployment insurance

The unemployment insurance is a part of the statutory social security. It provides unemployment benefit when you are jobless.

The condition to get this benefit is that, in the past 24 months, you were previously employed with one or several employers for at least 9 months that you were insured against unemployment. After your employment terminates, you have 30 days to register at the employment service and file an application for asserting your right to unemployment benefits. How long you receive unemployment benefits depends on your previous supplementary insurance.

If you are receiving unemployment benefits from another EU Member state and wish to look for job in Slovenia, you may do so and register at the Employment Service of Slovenia under certain conditions. The benefit amount will be as provided by the law of the Member state you come from. The Slovenian Employment Service will require evidence of you are actively seeking employment and are available for employment.

Driving licence

In Slovenia you need a valid driving licence to drive a car. From 1 July 2008 purchase of a is obligatory for use for a toll road with a vehicle whose permissible maximum weight does not exceed 3,500 kg,regardless of the maximum weight of a trailer.

If you are a citizen of the EU or the EEA Member countries your driving licence from your home country is valid.

With a driving licence from outside EU and the EEA, the driving licence is valid for the first six months of your stay in Slovenia.

If you are a holder of a valid driving licence issued by the competent authority of your state, you may drive the same categories of motor vehicles in Slovenia for a year from the date of registering your residence in Slovenia provided that the principle of proportionality is applied.

If you hold a residence permit and you have registered your residence in the Republic of Slovenia for a period longer than six months, you may request replacement of a valid foreign driving licence for a Slovenian driving licence upon satisfying the relevant conditions. You are required to pass a driving theory test to qualify for a Slovenian driving licence. You are exempt from the practical driving test if you are citizen of an EU member state, Iceland, Liechenstein, , or .

Upon replacement your original driving licence will be returned to the issuing authority of your state.

The family members of an EU and EEA Member countries citizen or the family members of a Slovenian citizen (hereinafter: family members) may be citizens of other EEA member states or third-country nationals for which more favourable regulation regarding the entry into and stay in the Republic of Slovenia applies in comparison with other foreigners and third-country nationals.

Foreigners: You may obtain a temporary residence permit for your family members if you have a permanent or temporary residence permit in the Republic of Slovenia, except in cases where your temporary residence permit is issued for the purposes of performing seasonal work.

You can submit the application at a diplomatic mission or consulate of the Republic of Slovenia abroad or at the administrative unit in the area where you reside or intend to reside.

In addition to the basic requirements for obtaining a residence permit for your family members, you are obliged to evidence the family relationship (original extracts from registers proving your marriage or your child's birth, written on international forms or the forms of your home country, translated into Slovenian and verified).

For accompanying spouses it is essential to apply for a work permit BEFORE entering Slovenia. It is not possible to apply for a working permit after entering Slovenia.
