Journal of Economics and Management 11 (S3) : 607 – 622 (2017) IJEM International Journal of Economics and Management Journal homepage: http://www.econ.upm.edu.my/ijem Determinants of Crime in Malaysia: Evidence from Developed States SURYATI ISHAK* AND YASMIN BANI Faculty of Economics and Management, Universiti Putra Malaysia, Malaysia ABSTRACT Despite the alarming statistics and growing concerns over crime, the study of crime in Malaysia has received little attention and is largely neglected by the literature on crime in general. Thus, this study is an attempt to add to the existing literature on crime research in developing countries, specifically, in Malaysia. This study aims to determine the socioeconomic and socio-demographic determinants of crime in four developed states of Malaysia from 1990 to 2008. The study utilises fixed effects to examine the determinants of crime in selected states. The findings reveal that GDP per capita, unemployment rate, population density and the number of police officers are significant determinants of total and property crime. On the other hand, violent crime is determined by population density and number of police officers only. The robustness test shows that both population density and the number of police officers are the determinants of property and violent crimes. Since becoming a sovereign state 61 years ago, Indonesia is still facing a series of territorial border problems. Up until today, Indonesia has reached agreements with its neighbouring countries related to demarcation and state border delineation. However, the lack of an unequivocal authority for border management has left serious implications for the state’s sovereignty and its citizen’s security. The Indonesian border of today, is still having to deal with border crime, which includes the violation of the territorial border, smuggling and terrorist infiltration, illegal fishing, illegal logging and Human Rights violations. These kinds of violations have also made a serious impact on the state’s sovereignty and citizen’s security. As of today, Indonesia still has an ‘un-settled’ sea territory, with regard to the rights of sovereignty (Additional Zone, Economic Exclusive Zone, and continent plate). This frequently provokes conflict between the authorised sea-territory officer on patrol and foreign ships or fishermen from neighbouring countries. One of the principal border problems is the Sipadan-Ligitan dispute between Indonesia and Malaysia, which started in 1969. -

Police Commissioner Springfield Police Commissioner Cheryl Clapprood has served the city of Springfield for more than 40 years. Mayor Domenic J. Sarno named Clapprood the Acting Commissioner on February 21st, 2019 and appointed her to the permanent position on September 20th, 2019. She was sworn in during a ceremony at Symphony Hall on October 8th, 2019. Commissioner Clapprood began her career in law enforcement on April 9th, 1979 when she became a Springfield Police Cadet. On October 19th, 1981 she entered into the Police Academy and became a sworn officer. In September 1987, then Officer Clapprood was promoted to the rank of Sergeant. 11 years later she was promoted to the rank of Lieutenant, a supervisory position she held until October 2010 when she received another promotion. Captain Clapprood continued rising the ranks and was appointed Deputy Chief in July 2017. Commissioner Clapprood has a Master’s degree in Criminal Justice Administration from Western New England College, a Bachelor’s Degree in Criminal Justice from Westfield State College and an associate’s degree in law enforcement from Springfield Technical Community College. Clapprood also served as an adjunct professor at Western New England College from 2000 to 2009. Prior to becoming a Springfield Police Officer, Commissioner Clapprood served in the United States Air Force both in active and reserve status from 1978 until her honorable discharge in 1984. In her 40 plus years of service to the city of Springfield, Commissioner Clapprood has worked as an undercover narcotics officer, a Special Victims Unit supervisor, street supervisor and watch commander among other roles within the Springfield Police Department. -

Despite the City’s best efforts, property and violent crimes have continued to rise. Moreover, the numbers of homicides and shooting victims were at their highest levels since 2007 and 2010, respectively. Since my appointment as Police Commissioner, the Philadelphia Police Department has launched a progressive Crime Prevention and Violence Reduction Strategy. This strategy is based on research, thorough evaluation of current and past strategies, and input from internal and external stakeholders. Our findings illuminate the need to reinforce and expand our current “Operation Pinpoint” strategy by grounding our work in common goals - increase community safety, and enhance this strategic framework to foster effective collaboration to reduce violent crime. This report outlines our plan to curb violence in Philadelphia. This action plan is a living document that will be revisited and revised as conditions dictate, in order to best respond and serve the City of Philadelphia and our communities. As law enforcement professionals, we constantly adapt to ever changing landscapes whether driven by shifts in leadership, resources, community needs, the environment, law or technology.
