Sullivan Specialist in Latin American Affairs November 27, 2012 Congressional Research Service 7-5700 www.crs.gov RL30981 CRS Report for Congress Prepared for Members and Committees of Congress Panama: Political and Economic Conditions and U.S. Relations Summary With five successive elected civilian governments, the Central American nation of Panama has made notable political and economic progress since the 1989 U.S. military intervention that ousted the regime of General Manuel Antonio Noriega from power. Current President Ricardo Martinelli of the center-right Democratic Change (CD) party was elected in May 2009, defeating the ruling center-left Democratic Revolutionary Party (PRD) in a landslide. Martinelli was inaugurated to a five-year term on July 1, 2009. Martinelli’s Alliance for Change coalition with the Panameñista Party (PP) also captured a majority of seats in Panama’s National Assembly. Panama’s service-based economy has been booming in recent years – with a growth rate of 7.6% in 2010 and 10.6% in 2011 – largely because of the ongoing Panama Canal expansion project, now slated for completion in early 2015. The CD’s coalition with the PP fell apart at the end of August 2011when President Martinelli sacked PP leader Juan Carlos Varela as Foreign Minister. Varela, however, retains his position as Vice President. Tensions between the CD and the PP had been growing throughout 2011, largely related to which party would head the coalition’s ticket for the 2014 presidential election. Despite the breakup of the coalition, the strength of the CD has grown significantly since 2009 because of defections from the PP and the PRD and it now has a majority on its own in the legislature. -

In the past, there was a statutory imposed limiting monism in the trade union movement of military services officers. Since 2019 trade union pluralism has been introduced for the Police, Border Guard, and Prison Service officers, which is analyzed in the paper. Another issue discussed in this article is the right of association of persons employed in civil public administration. The newly adopted regulation is an inspiration to recon- sider the model of association of public servants under the Polish legal system. The term “public servants” or “those employed in public services” refers not only to those employed in widely understood public administration, but also those serving in military services. The starting point for further discussion will be the statement that persons who are employed in Polish public service structures perform work under various legal regimes, starting from labour law, through civil law to administrative law. -

TemaNord 2014:526 TemaNord Ved Stranden 18 DK-1061 Copenhagen K www.norden.org Trafficking in Human Beings Report from a conference on Identification of victims and criminals Trafficking in Human Beings – why we do not notice them In the Nordic countries, most of the reported cases of trafficking in human beings today concern women and girls trafficked for sexual exploitation, but experiences from Europe indicate that human trafficking has increased also in farming, household work, construction, and house building, as well as in begging, shoplifting and thefts. The conference Identification of victims and criminals – why we do not notice them on 30–31 May 2013 in Tallinn, Estonia formed the conclusion of a Nordic-Baltic-Northwest Russian cooperation project. Around 80 participants attended the two-day conference to discuss ways of identifying victims and criminals and to find answer to the question of why we do not notice victims or criminals, even though we now have available to us facts, figures, research and knowledge about human trafficking as a part of international organized crime. THE IMPLEMENTATION OF STATE DEFENSE VALUES TO STRENGTHEN BORDER COMMUNITY IN DEALING WITH THE THREAT OF PROXY WAR: Case Study of Sungai Limau Village, Central Sebatik Sub-District, Nunukan District, North Kalimantan Province 1 Wahyudi Alumni Universitas Pertahanan Indonesia ([email protected]) Abstract – Conditions of border area village of Sungai Limau, District Central Sebatik Nunukan Regency, North Kalimantan province was geographically adjacent to the neighbour country Malaysia and the existence of two community groups who are different, both ethnically and religiously, have become challenges in the social life in Borderland area. From the aspect of Defense Studies, the dynamics could be potential targets of the Proxy War through the Border Region. Therefore, it is necessary to strengthen the implementation of Bela Negara (state defense) values to address it. This study aims to analyze the form in implementing the state defense values of the state defense in the border village of Sungai Limau in facing various challenges such as the susceptible threat of proxy war, using an analysis tool of the Bela Negara conception (State Defense) and Proxy War and Conception of Frontier Society. This study uses a qualitative method by collecting data obtains from interviews, observation, and literature. The result shows that the implementation of the state defense values among the frontier communities in Sungai Limau has the potential to be developed into power in the form of attitudes and practices of national and state awareness and place Pancasila as the state ideology and means of unifying societies that is reflected in the daily life. This can be a social capital to address the threats of proxy war in the border area. -
Finnish Border Guard Instructions for Border Traffic in Accordance with the Government Decision of 12/06/2020
FINNISH BORDER GUARD INSTRUCTIONS FOR BORDER TRAFFIC IN ACCORDANCE WITH THE GOVERNMENT DECISION OF 12/06/2020 On 12 June 2020, the Government decided on the partial extension of internal border control and the restriction of external border traffic until 14 July 2020. These instructions issued by the Finnish border guard provide passengers with information on the changes that apply to permitted cross- border traffic as of 15 May. As of 15 June 2020, internal border control will be terminated for traffic between Finland and Norway, Denmark, Iceland, Estonia, Latvia and Lithuania as well as for recreational boats between Schengen countries. The aforementioned traffic is unrestricted at all airports and in all ports, provided that the point of transport is open. All airports will be opened for passenger traffic, taking into account travel restrictions for internal and external border traffic. Until 14 July 2020, internal border control has been reinstated on the land border between Finland and Sweden; in air traffic with the exception of traffic between Finland and Norway, Denmark, Iceland, Estonia, Latvia and Lithuania; and in waterborne traffic, with the exception of recreational boat traffic and regular ferry services between Finland and Norway, Denmark, Iceland, Estonia, Latvia and Lithuania. The following are permitted at internal borders where border control has been reinstated: return to Finland return traffic to other EU and Schengen countries or via them commuter traffic other essential traffic. Restrictions on border traffic will continue at external borders until 14 July 2020.
