Today it is surrounded by Arab states that have purged most Jews from their borders. Israel is governed differently. It follows modern principles of a western liberal democracy and it pro vides freedom of religion. Until the recent discovery of large offshore natural gas deposits, Israel had few natural resources (including oil), but it has an entrepreneurial spirit that has helped it become a center of research and development in areas such as agriculture, computer science and medical tech nologies. All Israeli citizens have benefited from the country’s success. Yet anti-Israel attitudes have become popular in some circles. The reason ing is often related to the false belief that Israel “stole” Palestinian Arab lands and mistreated the Arab refugees. But the lands mandated by the United Nations as the State of Israel had actually been inhabited by Jews for thousands of years. -

BUUR_Ch03.qxd 31/5/07 8:48 PM Page 79 CHAPTER 3 Chiefs, Policing, and Vigilantes: “Cleaning Up” the Caprivi Borderland of Namibia Wolfgang Zeller Introduction Scholars examining practices of territorial control and administrative action in sub-Saharan Africa have in recent years drawn attention to the analytical problems of locating their proponents unambiguously within or outside the realm of the state (Lund 2001; Englebert 2002; Nugent 2002; Chabal and Daloz 1999; Bayart et al. 1999). This chapter analyzes situations in which state practices intersect with non- state practices in the sense of the state- (and donor-)sponsored out- sourcing of policing functions to chiefs and vigilantes, where chiefs act as lower-tier representatives of state authority. My point of departure is an administrative reform introduced by the Namibian Minister of Home Affairs, Jerry Ekandjo, in August 2002, which took place in the town Bukalo in Namibia’s northeastern Caprivi Region. Bukalo is the residence of the chief of the Subiya people and his khuta (Silozi, council of chiefs and advisors).1 Before an audience of several hundred Subiya and their indunas (Silozi, chief or headman), the minister announced two aspects of the reform that had consequences for policing the border with Zambia. First, Namibian men from the border area were to be trained and deployed to patrol the border as “police reservists,” locally referred to as “vigilantes,” Secondly, Namibian police were going to conduct a “clean-up” of the entire Caprivi Region, during which all citizens of BUUR_Ch03.qxd 31/5/07 8:48 PM Page 80 80 WOLFGANG ZELLER Zambia living and working permanently or part-time in Caprivi without legal documents would be rounded up, arrested, and deported back to Zambia. -

9 dicembre 2020 Censimento permanente delle Istituzioni Pubbliche: Forze di polizia, Forze armate e Capitanerie di porto. Anni 2015 e 2017 I censimenti permanenti della popolazione e delle unità economiche rappresentano un’importante innovazione nell’ambito della statistica ufficiale, fino al 2011 caratterizzata da censimenti generali a cadenza decennale. Quelli effettuati sulle unità economiche sono accomunati dalla medesima strategia e si basano su due elementi cardine: l’uso di un registro statistico, realizzato dall’Istat attraverso l’integrazione di diverse fonti amministrative e statistiche e aggiornato annualmente; una rilevazione diretta a forte valenza tematica, necessaria a completare, a cadenza periodica (per le istituzioni pubbliche biennale e dalla prossima edizione triennale; per imprese e istituzioni non profit triennale), il quadro informativo e consentire l’analisi in serie storica del profilo di istituzioni pubbliche, imprese e istituzioni non profit. La strategia censuaria prevede, a regime, che negli anni non coperti da rilevazione diretta il rilascio dei dati sia di fonte registro. Nel 2016, l’Istat ha avviato la prima edizione del Censimento permanente delle istituzioni pubbliche (data di riferimento 31/12/2015)1, basato sull’integrazione del Registro di base delle istituzioni pubbliche con le informazioni desunte dall’indagine statistica diretta. Da quest’ultima sono state escluse le scuole statali (oltre 40mila), vista la disponibilità di informazioni di fonte amministrativa. L’indagine diretta a supporto del Registro delle istituzioni pubbliche si basa su una parte di informazioni core, da acquisire con continuità, e su un set di informazioni di approfondimento da raccogliere a cadenza pluriennale. Rispetto al precedente Censimento generale a cadenza decennale, il Censimento permanente delle istituzioni pubbliche ha esteso la rilevazione2 a Forze di polizia, Forze armate e Capitanerie di porto, secondo specifiche modalità condivise in accordo con i Ministeri competenti. -

August 2015 hat folgenden Wortlaut: Aktuell ist durch die Landesregierung die Entscheidung getroffen worden, den Arbeitsgruppenbericht der „AG Spezialeinheiten“ umzusetzen. In diesem Zusammenhang berichtet die Landesregierung in der Antwort zur Frage 1 der Kleinen Anfrage 3357, Druck - sache 16/5086, darüber, dass der Personenschutz Gegenstand der Überprüfungen der Expertengruppe gewesen sei. Diesbezüglich sei eine Abfrage in allen Bundesländern, beim Bundeskriminalamt und der Bundespolizei durchgeführt worden. Im Ergebnis wurden keine Änderungserfordernisse für die Polizei Rheinland-Pfalz im Bereich des Personenschutzes gesehen. Vor diesem Hintergrund frage ich die Landesregierung: 1. Welche Aussagen trifft der Abschlussbericht der „AG Spezialeinheiten“ zur vorgenannten Untersuchung des Personenschutzes (bitte Darstellung der Zitate)? 2. Welche „Abfragen“ sind mit welchem Wortlaut konkret bei den Bundesländern, beim BKA und der Bundespolizei durchgeführt worden und welche Abfrage bezog sich dabei konkret auf den Personenschutz? 3. Bei der Beantwortung der Frage 3 der Kleinen Anfrage 3357, Drucksache 16/5086, wird berichtet, dass die Personenschutzauf - gaben in den Ländern durch unterschiedliche Dienststellen, überwiegend durch Spezialeinheiten, wahrgenommen werden. Zu - meist seien diese organisatorisch den Landeskriminalämtern oder den Polizeipräsidien zugeordnet. Wie stellen sich die organisatorische Zuordnung und die Zuordnung der Spezialeinheiten zu welcher Polizeibehörde in den je - weiligen Bundesländern konkret dar (bitte aufgeschlüsselt nach den jeweiligen Bundesländern und eine gesonderte Auflistung der Bundesländer, in denen der Personenschutz beim SEK angegliedert ist)? 4. -

Its participation in domestic operations has been sporadic and generally in response to natural disasters. With the heightened concern about large-scale terrorism, have come efforts to involve DOD more closely with federal, state and local agencies in their homeland security activities. DOD resources are unique in the government, both in their size and capabilities, and can be applied to both deter and respond to terrorist acts. While the DOD leadership is ready and willing to play a supporting role in these efforts, it wishes to maintain overseas military operations as the Department’s primary focus, and avoid an drain of fiscal, materiel, and personnel resources to the homeland security mission. In response to the increased focus on homeland security, on October 1, 2002, DOD activated a new combatant command, Northern Command or NORTHCOM.. Exactly how DOD and a new DHS will establish and maintain coordination and cooperation remains to be seen. Legislation creating the DHS (P.L. 107-296) is silent on this question, and details on the new NORTHCOM are scarce. The intelligence collection and analysis capabilities within the Department of Defense are a substantial portion of the United States’ national intelligence assets. -

NATO ARMIES AND THEIR TRADITIONS The Carabinieri Corps and the International Environment by LTC (CC) Massimo IZZO - LTC (CC) Tullio MOTT - WO1 (CC) Dante MARION The Ancient Corps of the Royal Carabinieri was instituted in Turin by the King of Sardinia, Vittorio Emanuele 1st by Royal Warranty on 13th of July 1814. The Carabinieri Force was Issued with a distinctive uniform in dark blue with silver braid around the collar and cuffs, edges trimmed in scarlet and epaulets in silver, with white fringes for the mounted division and light blue for infantry. The characteristic hat with two points was popularly known as the “Lucerna”. A version of this uniform is still used today for important ceremonies. Since its foundation Carabinieri had both Military and Police functions. In addition they were the King Guards in charge for security and honour escorts, in 1868 this task has been given to a selected Regiment of Carabinieri (height not less than 1.92 mt.) called Corazzieri and since 1946 this task is performed in favour of the President of the Italian Republic. The Carabinieri Force took part to all Italian Military history events starting from the three independence wars (1848) passing through the Crimean and Eritrean Campaigns up to the First and Second World Wars, between these was also involved in the East African military Operation and many other Military Operations. During many of these military operations and other recorded episodes and bravery acts, several honour medals were awarded to the flag. The participation in Military Operations abroad (some of them other than war) began with the first Carabinieri Deployment to Crimea and to the Red Sea and continued with the presence of the Force in Crete, Macedonia, Greece, Anatolia, Albania, Palestine, these operations, where the basis leading to the acquirement of an international dimension of the Force and in some of them Carabinieri supported the built up of the local Police Forces. -

Since becoming a sovereign state 61 years ago, Indonesia is still facing a series of territorial border problems. Up until today, Indonesia has reached agreements with its neighbouring countries related to demarcation and state border delineation. However, the lack of an unequivocal authority for border management has left serious implications for the state’s sovereignty and its citizen’s security. The Indonesian border of today, is still having to deal with border crime, which includes the violation of the territorial border, smuggling and terrorist infiltration, illegal fishing, illegal logging and Human Rights violations. These kinds of violations have also made a serious impact on the state’s sovereignty and citizen’s security. As of today, Indonesia still has an ‘un-settled’ sea territory, with regard to the rights of sovereignty (Additional Zone, Economic Exclusive Zone, and continent plate). This frequently provokes conflict between the authorised sea-territory officer on patrol and foreign ships or fishermen from neighbouring countries. One of the principal border problems is the Sipadan-Ligitan dispute between Indonesia and Malaysia, which started in 1969. -
