SUBJECT: Zoning request - 622 NW.

Purpose:

Hold first reading of Ordinance 20-8 for Application No. Z-345. South Central Human Relations Center has requested zone change from -1, Single Family Residential District to - 1, Neighborhood Business District for the purpose of constructing a commercial office building for the property to be addressed 622 Florence Avenue NW.

AN ORDINANCE AMENDING ORDINANCE NO. 157, OWATONNA ZONING ORDINANCE

WHEREAS, the owner of the hereinafter described lands has made application for a change in zone classification for said lands and public hearing has been held according to the provisions of Section 157.098, of Ordinance No. 157, and the Planning Commission of the City of Owatonna has recommended the change in zone classification as requested. THE CITY COUNCIL OF THE CITY OF OWATONNA DO ORDAIN: SECTION 1. Ordinance No. 157, Zoning Ordinance, is hereby amended so that the zoning map that is thereby incorporated by reference shall be changed as follows: 1. Pursuant to Application No. Z-345 filed with the City of Owatonna, Minnesota, to change the zone classification, and after public hearing, held August 11, 2020, said application is hereby approved and the zone classification is hereby changed from R-1, Single Family Residential District to B-1, Neighborhood Business District for the following described property:

The East 150.00 feet of Lot 5, Block 4, West Hills Addition No. 2, Steele County, Minnesota

SECTION 2. Effective Date. This ordinance shall be in full force and effect from and after its passage and publication.

Proposed Development:

♦ Application No. Z-345, by South Central Human Relations Center, a request for a zone change from R-1, Single Family Residential District to B-1, Neighborhood Business District for the purpose of constructing a commercial office building for the property to be addressed 622 Florence Avenue NW. ♦ The property is currently vacant and under a purchase agreement with Steele County. ♦ The City recently approved the lot split for this property. ♦ The applicant plans on constructing a new office building on the property to expand their current operations directly to the east. ♦ The property is large enough to meet all bulk density requirements for this zoning district. ♦ All utilities are available to the property currently. Staff Review:

Staff feels that the proposed rezoning would fit in with the surroundings and the desired use of this property as designated within the Owatonna Development Plan. Staff is recommending approval of the zone change request from R-1, Single Family Residential District to B-1, Neighborhood Business District for the subject property.

Planning Commission:

Application No. Z-345, which is a request by South Central Human Relations Center for a zone change from R-I, Single Family Residential to B-1 Neighborhood Business District for the property to be addressed 622 Florence Avenue NW, was presented by Community Development Manager Greg Kruschke. (Refer to report on file.) Public hearing opened at 5:31 pm. Gary Hird, Executive Director of South Central Human Relations Center, said that they’re planning to construct a 7,000 square foot building on the site. This will create 10 to 15 new jobs. Public hearing closed at 5:32 pm. A motion was made by Boeke and seconded by Rooks to recommend City Council approval of this zone change request from R-I, Single Family Residential to B-1 Neighborhood Business District. All ayes, motion carried.
