An Anticipatory Humanitarian System: Forecast-based Financing
Dr Thorsten Klose, Head of Resilience Department, German Red Cross Pablo Suarez, Senior Advisor and Co-Director Red Cross/Red Crescent Climate Centre Forecast-based financing is based on extreme-weather forecasts and therefore allowing to prepare communities before disasters strike. A game is illustrating the concept of climate-based disaster risk reduction, which is becoming more salient in the face of climate change.
