Minutes of the meeting of Glyn Tarell Community Council held at Libanus Chapel on 17th January 2017 at 7.00 p.m.

Present: Cllrs. P Cravos, M Smith, P Hill, L Fitzpatrick.

Apologies: Cllr. M Keylock, R Tiernan

2017/1 Minutes

The minutes of 17th January 2017 were passed as a true record proposed by Cllr. Smith and seconded by Cllr. Hill

2017/2 Declaration of Interest None recorded

2017/3 County Borough Council a. Flooding in – Cllr. Fitzpatrick will chase this up with the cabinet member. b. Speeding issues in Libanus, Llanspyddid and – a joint letter from Glyn Tarell and Llanfrynach community councils has been sent to Dyfed Police and Kirsty Williams A.M. regarding speed limits. There is a temporary speed limit at Storey Arms. Residents of Llanspyddid have a letter from Kirsty Williams stating that the speed Limit could possibly be changed in Summer 2017. c. A dog mess bin is needed outside Libanus playground – Cllr. Fitzpatrick has requested this d. A refuse bin is needed at the bus stops in Libanus – Cllr. Fitzpatrick has requested this. e. Joint meeting of community councils – the main issue was parking in the villages and speeding. f. Cllr. Fitzpatrick asked for an emergency confidential item be put on the agenda under article 19 of the Local Government Act 1972.

2017/4 Matters Arising a. Llanspyddid Bus Shelter – no reply from John Forsey Powys CC 2

2017/5 Defibrillators

Cllr. Hill will arrange training, notices will be put up in the telephone box , pub, Llanspyddid church and Llanspyddid newsletter.

2017/6 Baddegai Trust

The Trustees have not got back to Cllr. Fitzpatrick.

2017/7 Signage for Libanus Playground

The signs have not yet been put up. Cllr. Cravos has spoken to Cllr. Keylock who said that Powys CC will erect them.

2017/8 Adult Social Care in Powys

Cllr. Fitzpatrick reported that there is a high percentage of elderly people in this area which is a phenomenal cost to Powys CC. The cabinet have asked for a 1% increase in council tax but this is not enough to keep day care centres open. He feels that it is unfair to ask for more money from pensioners when the services are so poor.

2017/12 Accounts

Mrs Powell presented the cash flow to determine the precept for 2017/18. After discussion it was agreed to increase it to £9000.00

2017/13 Members Verbal Reports a. Llanspyddid notice board needs new catches – agreed b. Libanus notice board may need to be moved due to the renovation of Libanus Church c. There have been complaints about recycling not been collected in certain areas after bank holidays. Llanspyddid recycling was not collected after Christmas d. Cllr. Baker presented a plan of the new car park at Storey Arms. e. Chhr. Fitzpatrick suggested alternating meetings between Libanus and Llanspyddid.

The next meeting will be held at Libanus Chapel on Tuesday 21st February 2017 7.00 p.m
