A competition to identify affordable, scalable and innovative solutions from technical institutions, academia, startup, the government, NGO’s/ CSOs and innovators on . Submission of online application: Guidelines, terms and conditions

CONTEXT

This is a competition organized by the Swachh Bharat Mission (Grameen), Ministry of Drinking Water and Sanitation, to identify approaches, methods and/or solutions to rural sanitation challenges which are affordable, scalable and innovative. Submissions can be technical or concerning other aspects of the programme, and can be submitted by officials, partner organisations, NGOs, technical institutions, academia, CSOs, the government, private sector or others.

The competition will conclude at the International Sanitation (MGISC). The MGISC will be a 4-day event that will bring together sanitation ministers and sector specialists from around the world. The Convention aims to share sanitation success stories and lessons from the participating countries, and will culminate on October 2nd, 2018, with the launch of the Mahatma Gandhi’s 150th birth year celebrations in India, as SBM-G enters its final year of implementation.

One of the main objectives of the MGISC is also to organise a competitive process for the identification of up to five innovative solutions/startups in rural sanitation in India. As a part of MGISC, prizes will be awarded to innovative solutions which have been implemented along with being affordable and scalable. Swachh Bharat Mission

The launched the Swachh Bharat Mission (SBM) on 2nd October 2014, with an aim to build a Clean and Open- Free (ODF) India by 2nd October 2019, as a befitting tribute to Mahatma Gandhi on his 150th birth anniversary. At the time of the launch, the Hon’ble , Shri , gave a clarion call for a ‘jan andolan’ or mass movement that seeks to engage everyone in the task of cleaning their own homes, work places, villages, cities and surroundings. Swachh Bharat has since captured the imagination of the Indian people. TOPICS

1. Inclusive Sanitation Technologies: Widely replicable and accessible technologies and innovations that address key elements of the social model of inclusive sanitation, recognizing the different needs of different people. E.g. disabled-friendly technological solutions, cleaning tools for safai staff/ sanitation workers. 2. Facing Environmental Challenges in Sanitation: Solutions to sanitation challenges like flooding, high water tables, hard rock, remote and small communities, trains (OD on wheels in stations), etc. 3. Technology: Innovative toilet technologies that are easy to build, use, adopt, clean and empty. 4. Solid Liquid Resource Management solutions (including Menstrual Hygiene Management) 5. ODF Sustainability solutions: Technological innovations that help an ODF community sustain its ODF status by meeting post-ODF challenges like need for retrofitting, , etc. ELIGIBILITY CRITERIA

1. Period: The project/innovation should be an on-ground working solution for atleast 6 months i.e. since March 2018 or earlier. 2. Innovation: Unique game changing solutions that address scientific/technological, social and business challenges on the ground. 3. Project Leader: Every application must clearly identify a Project Leader who will take responsibility for the technical and managerial aspects of the innovation challenge. In the event that the innovation is shortlisted, the Project Leader will be required to present the case. 4. For Individuals: o The applicant should be an Indian citizen. o If the applicant is formally employed (or registered as a student) with a non-profit, academic or research organization, then the applicant has to produce a No Objection Certificate (NOC) from the of the organization clearly indicating that the organization has policies in place to allow the applicant to accept the award (if successful) as an individual and has policies in place to allow its employee’s creation of technology products while in service or while on sabbatical leave. o If the applicant is formally employed with a for-profit company, the applicant has to provide a No Objection Certificate (NOC) from the head of the organization clearly indicating that the organization has policies in place to allow the applicant to accept the award (if successful) as an individual and has policies in place to allow its employee’s creation of technology products while in service or while on sabbatical leave. Alternatively, the applicant needs to apply as Company. 5. For Companies:

o A Project Leader who meets eligibility requirements mentioned above must represent the Company/LLP’s application. o The Company/LLP should be registered under the Indian Companies Act, 1956/2013. o A company is considered as ‘Owned’ by resident Indian citizen if minimum 51% of the capital in it is beneficially owned by resident Indian citizens and/or Indian Companies, which are ultimately owned and controlled by resident Indian citizens. o The Company/LLP must have its own in-house R&D facilities that are functional and adequate to execute the project. o Entries can be submitted by individuals/group of individuals/organizations. EVALUATION CRITERIA

The solutions will be evaluated on the basis of the following criteria:

• Contribution to sanitation goals • Improvement in quality of sanitation products and processes • Improvement in sustainability of the sanitation system • Employment generation • Equity and inclusion • Behavioural change impact • Health impact • Cost effectiveness • Proof of concept: Preference will be given to solutions that have been practically tried out in the field • Social, financial, and environmental sustainability SELECTION PROCESS

Competition (Swacch-o-vation) will be held in the following stages:

Stage-I (today to 7th September, 2018, 2359hrs IST)

Participants will be required to apply online on a pre-designed online application form available here and on the Ministry of Drinking Water and Sanitation Website (https://mdws.gov.in)

Stage-II (3rd September to 15th September, 2018)

The selected participants will be required to present live demonstrations of their innovation/prototype in .

Stage-III (28th, September, 2018)

Out of the shortlisted innovations from Stage-II, the top 5 would get a chance to present their innovations at the Mahatama Gandhi International Sanitation Convention 2018 (MGISC) in the presence of global leaders and experts from the field of sanitation.

Stage-IV: (2nd October, 2018).

The winners will be announced and awarded. APPLICATION GUIDELINES

1. The application form to be submitted online will be in English and must strictly adhere to the word limits assigned in the online format. 2. The applicant should be ready with all details relevant to fill the form online. For Example: Personal details (Name, address, contact details, email, etc.) 3. The applicant will be wholly responsible to share the correct contact details for the selection process. 4. Applicant will have to upload his/her passport size photograph (Maximum size: 02MB). In case of Organization/Start-up the photo of the Project Leader should be uploaded. 5. If any additional details (optional) are to be submitted relating to the innovation submitted, the applicant can upload a PDF file of the same (Maximum size: 05 MB). GENERAL GUIDELINES/TERMS AND CONDITIONS

• The contest is open to Indian Citizens/ Organizations/ Startups. • The panel for evaluation and selection will comprise professionals, sanitation experts, etc. • The decision of Panel of Experts will be final and binding with regard to selection in all stages. • By making a submission in the contest, all participants warrant and represent that to the best of their knowledge, their submission is original and does not violate or mis appropriately use any third party trade secret, “know-how,” copyright, patent or other intellectual property right. Participants also warrant and represent that there are no obligations of any nature, legal or otherwise, which would prohibit, restrict, or interfere with their participation in the Contest or submission of their design report, and agree to obtain any necessary clearances, authorizations and/or approvals prior to participation. • The organisers will provide logistical arrangements (travel and accommodation) for selected applicants and for one individual in case of group/organization selected for Stage-II and Stage -III. • The participants agree that the organisers will share information submitted by the participants to the panel experts, reviewers, etc. (i.e. any information that you may not want to share publicly should not be submitted). • The organisers do not claim ownership over Intellectual Property Rights (IPR) for the innovation that is sent by submitting an application. The IPR shall remain with the applicant at all times. • The organisers reserve the right to publish the grantees information with regard to 1. Title of the project, 2. Brief summary, 3. Deliverables 4. Principle Investigator 5. Team etc. • By entering the contest, each participant agrees to release the organiser from and against any losses, damages, rights, claims and actions of any kind arising from (i) an exclusion or disqualification of such participant, pursuant to these rules; (ii) late or unsuccessful efforts to notify winners of any prize; (iii) forfeiture of a prize and the selection of an alternate winner; (iv) late, lost, delayed, damaged, misdirected, incomplete, illegible or unintelligible entries; (v) telephone, electronic, hardware or software program, network, internet, or computer malfunctions, failures or difficulties of any kind; (vi) failed, incomplete, garbled or delayed computer transmissions; (vii) any condition caused by events beyond the organiser control that may cause the Contest to be disrupted or corrupted; and (viii) any injuries, losses or damages of any kind relating to participation in this Contest.

Water Supply & Sanitation Collaborative Council ( WSSCC ) is providing support to the Ministry of Drinking Water & Sanitation, Government of India in organising competition for the technical session on technology & innovation under MGISC.
