The Pre-deployment Training for the G5 Sahel Joint Force Command Post took place between 12 and 27 October at the School "Alioune Blondin Beye" in Bamako. More than thirty Staff Officers attended this course. Thus, with the attendance of this course, the elements that will integrate the G5 Sahel Joint Force Command Post, starting in November, received the expected profiles and the desired knowledge. This ensured that the Staff have met all the requirements and have received the necessary skills required for their positions.

G5 SAHEL JOINT FORCE COMMAND NEW ROTATION FOR G5 SAHEL JOINT FORCE COMMAND CERTIFIED – 28/10/2020

The Pre-deployment Training for the G5 Sahel Joint Force Command Post took place between 12 and 27 October at the Peacekeeping School "Alioune Blondin Beye" in Bamako. More than thirty Staff Officers attended this course. Thus, with the attendance of this course, the elements that will integrate the G5 Sahel Joint Force Command Post, starting in November, received the expected profiles and the desired knowledge. This ensured that the Staff have met all the requirements and have received the necessary skills required for their positions. The first part of the course focused on a theoretical background. In this phase, consisting essentially of lectures, the trainees received information regarding the G5 Sahel organization. Later, still in the theoretical phase, other important concepts were addressed, such as International Humanitarian Law, Human Rights and gender aspects. Another set of lectures focused on the various partners of the G5 Sahel, and the trainees attended presentations on EUTM Mali, EUCAP Sahel, MINUSMA and Operation Barkhane. The end of the first week was devoted to the second major block of subjects. The focus was on issues related to the operation of a Joint Command Post, its constitution and way of working. There was also a general discussion on how to adopt a battle rhythm, in both, an exercise and an operational situation. In addition, tactical content such as combat functions, operational terminology, and graphical symbolism were also discussed. The beginning of the second week of training took a more practical part, with the trainees setting up a Command Post. After being presented with a scenario, the Command Post Exercise was initiated. At this stage, the trainees received an operations order and later presented several briefings and products of the military decision making process. Later in the week, they developed a fragmentary order and conducted the planned operation using the C2OPS platform. This training proved to be of high importance and enormously relevant to the trainees who will join the G5 Sahel Joint Force Command Post. Thanks to the content thought on the course, all the members of the staff improved their knowledge and communication that will certainly facilitate the interoperability amongst them.

After a break, for unforeseen reasons, our partners successfully accomplished the course that will enable them to deepen their knowledge of diverse areas of expertise like combining theoretical and practical lessons to become more familiar with tools for different types of analysis.

EUTM PROJECT – EXTENSION OF THE DE- MINING SCHOOL 06/11/2020

Continuing its work in the field of infrastructural upgrading, the EUTM (European Union Training Mission) Mali will soon finish the extension to the De-mining School of the MaAF (Malian Armed Forces), located in Bamako. This project is the result of the cooperation between EUTM Mali and the Malian DGM (Direction du Génie Militaire). The entire project was financed by Luxembourg, which is a member of the European Union. In order to carry out this project, EUTM Mali contracted a civilian enterprise to perform the works. Malian DGM drew up the plans and is involved in the daily follow up of the works. Currently, there are two buildings to be constructed in the final phase: an instruction room for 40 students and a workshop for the engineering material. There is also a third building that is in the structural works phase: a dormitory for 40 students and 10 instructors, with sanitary facilities. The works that started in June 2020 will be finished at the beginning of 2021. This project will allow the Malian engineers to train their personnel and other security forces for EOD (Explosive Ordnance Disposal), who are essential for the security of many areas of the country.

On Friday, 06 November, the inauguration ceremony of the Tanabougou Shooting Range took place. The Commander of the Koulikoro Training Centre, Colonel Yacouba Z. Traoré, together with the Directors of the military schools and an honor guard platoon, received on arrival at the shooting range, the Mission Force Commander of the EUTM Mali, František Ridzák. After the speeches of Brigadier General Ridzák and Colonel Traoré, they cut the official ribbon. With this symbolic act, the shooting range was officially opened, followed by a precision shooting session carried out by the MaAF cadets who fired from different distances and firing positions. The project to improve the Tanabougou Shooting Range was born out of a cooperation between the elements of Educational and Training Task Force (ETTF) in Koulikoro and the Civil-Military Co-operation (CIMIC) team of EUTM Mali in Bamako. The improvements, which consist of a set of layers of overlapping tires, filled with sand, guarantee a much greaterdfffgvvdurability and a greater safety, not only for the users of the shooting range but also for neighboring populations. In addition to this intervention, HESCO bastions have been placed along the entire line of heights, delimiting the impact zone in order to ensure even improved safety, greatly reducing the probability of a projectile coming out of that firing zone. In addition to an efficient improvement of the shooting range itself, and simultaneously, in a perfect symbiosis with this project, the CIMIC team ensured that the workers on this task would be recruited locally in the town of Tanabougou. Thus, the local population had access to a work, in a project carried out very close to their village, on behalf of their Armed Forces. The EUTM Mali CIMIC team also established close cooperation with the inhabitants of Tanabougou, distributing humanitarian aid to those who most need it, and arranging to pump water from the village borehole, ensuring the collection of water for hundreds of families in this community.

HELP! ACT! SAVE A LIFE! FIRST AID COURSES FOR WOMEN IN KOULIKORO– 02/12/2020

EUTM Mali understands how vital it is to support local women’s groups, which are at the forefront of promoting a culture of non-violence and peace in society. Proactively, the mission, represented by the human rights and gender advisor, language advisor and the Force Protection Unit experts, assisted by the National Network of Rural Girls and Women of Mali, delivered first aid lectures as part of EUTM Mali’s project “Help. Act. Save a life”. The participants were mostly women who account for the vast majority of those affected by armed conflict in Mali. They are in a very precarious situation and cannot offer to pay for such a course. The lectures were provided by an experienced professional rescuer and taught first aid techniques, specifically techniques used when immediate medical intervention cannot be provided. The participants were familiarised with first aid best practices whilst there was also a focus on the most common medical cases and prevention of the most common mistakes. This event would not have been possible without the help of MadamDFSSDFatoumata Maille Tounkara, the Regional Chairperson of the National Network of Rural Girls and Women of Mali.

HQ EUROCORPS DELEGATION VISIT PRE-DEPLOYMENT ASSESSMENT PRIOR TO THE EUTM MALI COMMAND HO/TO IN JAN21 20/11/2020

Between the 16th and 20th November, EUTM Mali hosted a delegation composed by members of the EUROCORPS staff that conducted a pre-deployment assessment prior to the EUTM Mali Command Handover/Takeover (HO/TO) in January next year. Brigadier General František Ridzák welcomed his guest, Brigadier General Fernando Luis Gracia Herreiz, and his entourage in the lobby of the Mission Force Headquarters, the act that symbolized the official start of the visit and the planned HO/TO between Czech Republic and Spain. A detailed plan of activities was prepared for the visit in order to familiarize incoming leadership with the level and nature of EUTM Mali mission. At the end of the visit, Brigadier General Fernando Luis Gracia Herreiz said that he was "pleased with what he had seen and with the reception he had received from all those serving in the EUTM Mali".

MEDICAL CO-ORDINATION TRAINING 23/09/2020

A series of exercises were conducted within the Koulikoro Training Area by the Medical Group working within the EU Training Mission. This was the first opportunity for medical co-ordination training to be conducted in one location involving both the military first responders and armoured ambulance teams working with the medevac aviation teams that are working 24/7 to ensure that there is appropriate medical cover for any activities. The day provided opportunities to exchange skills on patient handing and transfer between different armoured vehicles, through to Puma helicopters and into the front of the hospital located within the training camp. As well as showing the co-ordination of different medical capabilities, it also showed the close working of civilian contractors and military capabilities in sustaining the EU mission. The nationalities involved extended well beyond Europe with representation from: , Russia, Ukrain, Syria, Iraq, Namibia, South Africa, and Mali, all involved.

By the end of this year, the beginning of the operational cycle, the Malian Armed Forces (MaAF) will need to train several new companies with personnel recently recruited. In November, EUTM Mali instructors observed and mentored the training of the first company in Sévaré, as the basis for the preparation of training the remaining companies. The main goal of the training is to strengthen MaAF capability to plan and conduct military operations, and to improve MaAF companies training skills with a focus on military leaders. A six-week training course has recently been delivered to another MaAF Company. Simultaneously, the Company Instructor Course was conducted to the benefit of the Malian military instructors. The entire block of training will last until the end of January. Besides the military training, recently recruited soldiers also received lectures on International Humanitarian Law, Human Rights and Gender awareness. With the deployment of dozens of instructors, adequate force protection units and service support, this training in the remote area is becoming the most extensive decentralized activity in EUTM Mali history, with more than three hundred soldiers being trained between November and January 2021. This reflects the new mandate approach, to train our partners closer to their area of operations and to be more flexible in their needs. Despite the ongoing restoration of the mission, force protection unit rotations, and increased hygiene measures related to a fight against COVID-19, EUTM Mali is fully implementing its mandate as expected.

WATER SUPPLYING MEDICAL COURSE CAMP MILITAIRE DE BOULKESSI – 17/09/2020 17/08/2020

We have given a course in basic Medical care for more than forty trainees. After the two-week, students were able to provide first aid using a wide range of medical equipment. The difficulties in supplying Camp Militaire de Boulkessi with water now belong in the past. MaAF, in close cooperation with EUTM Mali, have managed to carry out the installation of water towers and water taps. Through these achievements, the MaAF in Boulkessi is able to provide potable water on a daily basis.

The Instance de Coordination Militaire au Mali (ICM) took place on 05 November 2020 in the MINUSMA Headquarters in Bamako. This meeting, hosted by the MINUSMA Force Commander, brought together Commanders of the Malian Armed Forces, G5 Sahel Joint Force, MINUSMA, EUTM Mali and Operation Barkhane with the aim to coordinate the plans and operations by those partners on a quarterly basis. The EUTM Mali Mission Force Commander, Brigadier General František Ridzák, during his presentation spoke about the new approach that EUTM Mali is implementing, responding better to the needs of its partners and knowing how to conduct training closer to the areas of deployment. This new concept is exceptionally remarkable, since the new fifth Mandate extends the area of operations to the whole of Mali and provides military assistance to the G5 Sahel countries. Increasing the personnel within the new mandate will allow a large dispersion of training and a high number of training activities taking place simultaneously in different areas. Brigadier General Ridzák also informed the EUTM Mali partners that he has its teams highly committed in reviewing the EUTM Mali training catalogue in order to ensure that it adapts to the operational needs and expectations of its trainees. The Force Commander also has ensured that he has in mind a variety of proposals going forward, such as the advisory pillar moving from strategic advice to integrated support for FAMa and G5 Sahel Joint Force staff. Another intention is to improve the synchronization of equipment deliveries and training, in order to assure that the equipment will be used to the best of its ability and the training will be as useful and concrete as possible. AERONAUTICAL TOOLS MANAGEMENT COURSE ADDITIONAL MODULE ON THE LOGISTIC AND AIR STOREKEEPER COURSE– 06/11/2020

EUTM Mali, through its Advisory Task Force (ATF) Strategic Air Cell, planned and conducted an Aeronautical Tools Management course on 26th of November 2020. The course is an additional module on the Logistic and Air Storekeeper course, which was held between the 29th of June and the 3rd of July 2020. The course was conducted in the Sénou Air Force Base 101 facility. Eight Malian Armed Forces (MaAF) Non-Commissioned Officers (NCO’s) belonging to eight different Squadrons attended the course. The main goal of the Aeronautical Tools Management course is to provide Malians Airmen NCO’s with the required knowledge to manage specific aeronautical tools. Indeed, the use of aeronautical tools requires extreme caution in order to ensure a high level of air safety. The course was divided in four major parts: general information regarding aeronautical tools, reference documents, good practice for aeronautical tool management and roles and tasks. This course will provide the knowledge Malian storekeepers require for inventorying tools and tool tracking procedures. After this course, a long period of mentoring will follow, led by the ATF AIR Advisor. The aim of this mentoring process is to help MaAF to apply these new procedures, identity difficulties and provide them with advice. This mentoring process will also provide advice to squadron leaders, key management, in order that Squadrons can reach autonomy in few months.

Female soldiers of the European Union Training Mission (EUTM) Mali could fulfil the same job and positions as their male counterparts. It is encouraging that they play important role in prevention of conflicts when reinforcing security and stability in their forces’ area of responsibility. Spanish Legionnaires, who perform the tasks of force protection, affirm the importance of equal participation of women participation in all efforts for the maintenance of peace.

"It is unique and unequalled, it is a blind and fierce desire, of always seeking to shorten the distance with the enemy and to arrive with the bayonet". This is the spirit of the Legionnaire, one of the twelve principles that, above race, sex, or creed, constitute the source of military virtues that must inspire the life of any lady or gentleman Legionnaire. The Lady Legionary Fabbrini, like the other six Legionary Knights of her platoon, is nothing if not an example of that blind and fierce commitment, and of dedication and sacrifice without expecting anything in return, not even the slightest recognition. Such are the Legionnaires, generous in their dedication and selfless in their sacrifice This title that she possesses, and which is so difficult to attain, is the just reward for the sacrifice made by her and by so many of herthLcompanions with the title in the ranks of this glorious Legion. The Lady, in almost two years of service to Spain, has made herself, together with her 65 companions that make up The Legion’s Company of Force Protection, the defender of the privilege and pride of constituting the vanguard of the Country, occupying the most extreme vanguard regardless of her gender. After all, in the Legion "it doesn’t matter how one is born, it matters how one proceeds". Fabbrini, who is part of a platoon of force protection of the EUTM Mali XVI operation, is not an ordinary person, you have to be made of sterner stuff to be ready to give your life in defense of others. This the main task of her company. She is part of an element that guarantees the security of all those who participate in the important mission of training the Malian army in the very difficult task of creating a safe and prosperous environment for their country. For the members of the Legion, there has been no shortage of self-sacrifice in the hours of preparation to get to where we are today. Together with her colleagues in the Force Protection company, Lady Legionnaire Fabbrini has conducted the tactical, technical and physical training, the long marches, and the hours without sleep, with a smile on her face; without a single complaint; without a request, without a lament; without expecting anything in return; but always, with enormous Legionnaire pride. In doing so, Fabbrini is an exemplar of the spirit of Legionnaires.

RECOGNISING THE ROLE AND CONTRIBUTION OF WOMEN IN TRAINING 27/10/2020

European Union Training Mission (EUTM) Mali contributes to the training of the Malian Armed Forces, which forms one of its key pillar activities. The training is of high relevance and has a high potential positive impact on the trainees’ conduct during their engagement in combat operations across Mali. In line with the UNSCR 1325, each training cohort receives theoretical and practical lectures on international humanitarian law, protection and human rights, including prevention of sexual-based violence, and gender awareness. EUTM Mali’s training staff members are male and female military and civilian personnel, as well as who fulfil their tasks with dignity and professionalism.

Let us meet Captain Camilla who is a Reserve Officer of the Finnish and served as the Chief Instructor’s assistant in the Education and Training Task Force based in Koulikoro. She deployed in October 2019 and completed her tour in October 2020. Camilla was on leave in when the COVID 19 outbreak took place in March 2020 but she returned to the mission as an essential staff member. She played a key role in the development of syllabi, training programmes and the coordination of training with the Malian Armed Forces. Due to the reduction of staff in the mission area, she took on a number of additional tasks including the management of the mission’s interpreters and was the training co-coordinator. She was also active in development of the camp gymnasium to keep our soldiers fit. This was Captain Camilla’s first deployment overseas.

RECOGNISING THE IMPORTANCE OF WOMEN IN LEADERSHIP POSITIONS 28/10/2020

Military women have been given great opportunities by the Troop Contributing Nations to occupy important positions in the EUTM Mali. This demonstrates a recognition of their role and capacity. Some of these women hold critical leadership posts. To be leaders in a military environment is not easy, but they are well-trained, educated, diligent, efficient and reliable individuals.

One of these leaders was Alexandra. During the epidemiologic situation (Covid-19) and reduction of staff, she was selected to be a Company Commander. Her company provided administrative and logistical support, mainly by relaying supplies, spare parts, mail, etc. to the German Forces, which are part of the multinational force deployed in Mali. Alexandra also fulfilled tasks as a Personnel Officer. Although “dual-hatted”, she performed with honour and demonstrated comprehensive command ability. With great sensitivity and clarity, she guided her subordinates through the rather difficult times. Her inner calm and her experience helped her to make good decisions for the troops under her command. RECOGNISING THE IMPORTANCE OF ACTIVE PARTICIPATION OF WOMEN IN DECISION-MAKING 29/10/2020 European Union Training Mission Mali is an example of successful gender mainstreaming within an EU CSDP mission. Gender perspective in both internal and external tasks is systematically addressed during all phases of the mission. EUTM Mali recognizes the value of women’s work for peace and security, including active participation of women in decision-making. One of the role models is Lieutenant Colonel Kirstine of the British Army that was assigned as Executive Officer to the multinational Headquarters of our mission, where she also performed the role of acting Chief of Staff for more than two months.

Lieutenant Colonel Kirstine demonstrated a capacity for high performance, effectively synchronized activities within the staff, and proved from the beginning to be a key element in the mission. During the first four months, in her role as Executive Officer, she managed several critical issues and introduced innovations in reporting and in the staff battle rhythm, further to the updating of plans and standard operating procedures. On top of this, she also did a remarkable job in leading the missions COVID-19 task force, being responsible for seeing that the mission was prepared to mitigate against the pandemic and for coordinating the strategic evacuation of personnel when this became.necessary. In assuming the role of acting Chief of Staff, Lieutenant Colonel Kirstine consistently presented the Mission Force Commander with timely and coherent courses of action, thus continuing to demonstrate her value as a highly dependable Staff Officer. Lieutenant Colonel Kirstine is an outstanding officer capable of meeting several challenges simultaneously. She is a credit to the British Army and proved to be an excellent ambassador for the United Kingdom, its Armed Forces and EUTM Mali as well. For her distinguished service in support of the mission she was awarded a certificate of commendation by the Chairman of the European Union Military Committee. RECOGNISING THE PARTICULAR NEEDS OF WOMEN AND CHILDREN AFFECTED BY ARMED CONFLICT 30/10/2020 The United Nations Security Council Resolution 1325 “Women, peace and security” expresses concerns that particularly women and children account for the vast majority of those adversary affected by armed conflict. Due to the expansion of the internal armed conflict in Mali, the humanitarian situation remains dire with more than 3.2 million people (one of five Malians) in need of humanitarian aid. Among those people in food insecurity, approx. 650 000 require emergency food assistance and approx. 185 000 children require life-saving nutrition treatment. Military and civilian personnel of the European Union Training Mission (EUTM) Mali demonstrates that charity projects, aimed at raising funds to guarantee basic human needs have a positive effect in someone else’s life. One of this project provided food for an orphanage in Bamako.

The orphanage takes care of almost sixty orphans up to age of 14 years old, of which one third of them lost their parents during the armed conflict in Mali. The orphanage can run its service thanks only to donations. Ten teams from EUTM Mali took part in the charity volleyball tournament. The amount of money raised was more than 800,000 XOF which was spent for groceries, including more than 300 kg of rice, 20 cans of fortified milk, pasta, hygiene supplies, canned long-milklife food and others. By this act of solidarity, the EUTM Mali ensured nourishment for the orphanage for almost three months.

EUTM MALI WORKS FOR A SAFER WORLD 31/10/2020

Thousands of dedicated military personnel and civilians, and many of them women, each and every day play the very vital role to make the world a better, more secure place. Their work is encouraging and motivating but they learn many difficult lessons in human dynamics and have to make sacrifices. Our gratitude cannot be expressed in words.

By the EUTM Mali song – that became the new EUTM Mali anthem – we pay tribute to all those who ensure the restoration of a lasting peace in Mali which is essential for long term stability in the Sahel region and in a broader sense for Africa and Europe.

EUTM Mali soldiers serving in Koulikoro Training Centre delivered some school supplies to Jardin d’Enfants CIBSSK in Koulikoro. The donation included toys and school stationary for the kids. The money was raised through a sponsored 26 miles charity run.
