10. HEARING OF CITIZENS AND DELEGATIONS CONCERNING ITEMS ON AGENDA A person wishing to be heard by the Board shall be recognized by the chairperson. He/ she shall then identify himself/herself and proceed with his/her comments as briefly as the subject permits. The chairperson is responsible for the orderly conduct of the meeting and shall rule on such matters as the speaker's right to address the Board, the time to be allowed for public discussion, the appropriateness of the subject being presented, and the suitability of the time for such a presentation. The Board, as a whole, shall have the final decision in determining the appropriateness of all such rulings. 5E. APPROVAL OF RESOLUTION CELEBRATING TEACHER APPRECIATION WEEK; 2018-2019

It is recommended that the Board approve the following resolution in honor of teacher appreciation week.

WHEREAS, the Hillsdale School District employs more than 130 teachers;

WHEREAS, teachers mold children through guidance and education;

WHEREAS, teachers encounter students of widely differing backgrounds and who face myriad daily challenges;

WHEREAS, the future of Hillsdale, the State of New Jersey, and the United States depends on providing quality education to all students, regardless of background or challenges;

WHEREAS, teachers spend untold hours and resources preparing lessons, evaluating progress, counseling and coaching students, educating, and performing service to our community;

WHEREAS, teachers work tirelessly to open children's minds to ideas, knowledge, and dreams;

WHEREAS, teachers fill roles as listeners, explorers, role models, motivators, and mentors;

WHEREAS, teachers continue to influence students long after school days are completed;

WHEREAS, teachers are to be afforded high public esteem, reflecting the value our community places on public education;

and WHEREAS, it is paramount teachers be recognized for their dedication and commitment to educating our students.

NOW, THEREFORE, BE IT RESOLVED BY THE HILLSDALE BOARD OF EDUCATION that we celebrate May 6-10,2019, as National Teacher appreciation Week and Tuesday, May 7th as Teacher Appreciation Day, and that we express our gratitude for the untiring efforts and actions of Hillsdale teachers in educating and guiding our children 7

It is recommended that the Board approve the revised maternity related disability paid leave of absence (FMLA) of Jessica Allen effective March 13,2019 through April 12,2019, and the unpaid leave of absence (NJFLA) effective April13, 2019 through June 21, 2019 (exclusive of April break)

According to Chapter 78, all employees receiving Family Leave and not waiving health benefits must pay the Board of Education either the higher amount of either the insurance premium or 1.5% of their salary.

2P. APPROVAL OF ESTIMATED DISABILITY LEAVE; 2019-2020

It is recommended that the Board approve the estimated disability paid leave of absence (FMLA) of Pamela Sileo effective July 10, 2019 through August 14, 2019 (half day) and the unpaid leave of absence (FMLA) effective August 14, 2019 (half day) through September 13,2019.

3P. APPROVAL OF ESTIMATED CHILD REARING LEAVE; 2019-2020

It is recommended that the Board of Education pursuant to N.J.A.C. 6A:-23-2.11(c)4 certifies that as of 3/31/2019 after review of the Secretary's Monthly Appropriation Financial Report and upon consultation with the appropriate district officials, to the best of our knowledge no major account or fund has been over-expended and that sufficient funds are available to meet the district's obligation for the remainder of the fiscal year and further that the preceding financial statements be appended to the minutes of this meeting.

10F. APPROVAL TO AUTHORIZE THE PROCUREMENT OF GOODS AND SERVICES WITH THE HUNTERDON COUNTY EDUCATIONAL SERVICES COMMISSION FOR THE 2019-2020 SCHOOL YEAR

WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to enter into Cooperative Pricing Agreements for its administration; and

WHEREAS, the Hunterdon County Educational Services Commission, hereinafter referred to as the "Lead Agency " has offered voluntary participation in a Cooperative Pricing System for the purchase of goods and services;

WHEREAS, on April29, 2019 the governing body of the Hillsdale Board of Education, County of Bergen, State of New Jersey duly considered participation in a Cooperative Pricing System for the provision and performance of goods and services;

NOW, THEREFORE BE IT RESOLVED as follows:

TITLE

This RESOLUTION shall be known and may be cited as the Cooperative Pricing Resolution of the Hillsdale Board of Education

AUTHORITY

Pursuant to the provisions of N.].S.A. 40A:11-11(5), the Business Administrator is hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency.

CONTRACTING UNIT

The Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts Law (N.].S.A. 40A:11-1 et seq.) and all other provisions of the revised statutes of the State of New Jersey.

EFFECTIVE DATE

This resolution shall take effect immediately upon passage. 18
