1. CALL TO ORDER

The Board of Education of the Borough of Hillsdale held a Work Session/Regular Meeting at the George G. White School on Monday, December 10,2018. The meeting was called to order at 5:00 p.m. by Kathleen OTlynn, President and Presiding Officer.

The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance notice and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of the Act, the Hillsdale Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted at the Hillsdale Borough Hall, Hillsdale Avenue, Hillsdale; the Hillsdale Public Library, 509 Hillsdale Avenue, Hillsdale; the Hillsdale Board of Education Office, 32 Ruckman Road, Hillsdale; and sent to the Board's designated newspapers: The Record and the Ridgewood News on November 16,2018. This meeting's agenda has been posted and sent to The Ridgewood News and The Record on December 7/ 2018.

6A. Mrs. O'Flynn read the following statement:

On behalf of the Board of Education I would like to share a statement regarding the incidents at George White Middle School over the past week...

The Board of Education in partnership with the entire staff are united in condemning all acts of hate, violence and intolerance. Our purpose includes making our schools places that are safe, engaging and welcoming to all of our learners and staff members. We believe that it is the differences among us that help to make the conversations in our classrooms, the relationship we make and grow, and the overall experience in Hillsdale meaningful and positive. We are angered and disappointed by these most recent acts. However, we will not let the acts of one or any small group define the wonderful place for learning and growing that is the Hillsdale Public Schools. Our leadership team, m concert with members of the staff, continue to pursue a variety of options that can offer learning to all our students in effort to continue a culture that includes respect, kindness and value to all individuals we come into contact with now and in the future.

Considerations/ Actions 1. Before any event happened at our schools we had learning experiences in all schools via our guidance counselors at the elementary school and social studies teachers at the middle school about acceptance, kindness, anti-Semitism, & racism as appropriate for the age of our learners 2. Communication w/ parents 3. Involvement of the Hillsdale Police Department 4. Conversation with students 5. Increased monitoring of restrooms/locker rooms 6. Communication w/ The Jewish Federation of Northern New Jersey a. Open Hearts and Open Minds - Anti Bias & Diversity Training for Educators (Feb. 2019) b. No Place for Hate - Anti Defamation League resource c. Guidelines for Educators about teaching Holocaust studies d. Echoes and Reflections - Teaching tool for Holocaust Studies that addresses complex themes and long lasting effects e. Scholastic- Elementary Resource - Lesson Plans/Activities f. Southern Poverty Law Center - teaching Tolerance Resource g. Choose Love - Social/Emotional curriculum that aims for individuals to choose love in any circumstance h. Start w/ Hello Program - which teachers inclusion and was borne from Sandy Hook Promise 7. The administrative team and guidance counselors have met to discuss these issues and begin looking into how we can educate, have a positive impact and enhance the entire culture to prevent these acts and influence a culture of kindness. 8. Conference call on Dec. 11 w/ Congressman Josh Gottheimer, FBI, Dept. of Homeland Security and the anti-defamation league.

Mrs. O'Flynn read the following statement regarding Mrs. Flinn and her last meeting:

Krista: We take a moment tonight to say thank you for the time and dedication you showed as a five plus year trustee on the Board of Education.

Not everyone knows that serving on a BOE, though an elected "official", is a volunteer role - volunteer: defined as a person who freely offers to take part in an enterprise or undertake a task. Krista, you brought so much to this group, skills, advice, experience, friendship, vision, leadership, inspiration etc.

In a world where we increasingly feel there is never enough time... you gave your time and then some. I read recently the most precious gift you can give someone is time. You chose to donate this most precious gift, and for that, we say thank you tonight.

As fellow board members, we very well know what that commitment looks like for you and your family. So tonight, we present you with this token of appreciation, and we take a little time out to thank you for the amazing "time in" that you, your husband, family, and sons gave.

Truly, thanks for your time! Best of luck!

Mrs. Flinn responded that this is bittersweet and a hard decision. She has enjoyed her time on the board and thanked everyone for their kind words.

15. SECOND HEARING OF CITIZENS ON SECOND HEARING OF CITIZENS ANY TOPIC OF CONCERN

Lauren Levant commended Mr. Lombardy, Mr. Bergamini, and Mr. Giordano regarding how the communication of the bias markings at White school were handled. She asked the Board of Education to look at the community at large and to think outside the box. Mrs. OTlynn mentioned that the Board of Education is addressing the matter. A brief discussion ensued. Mr. Lombardy shared that the superintendents are talking about joint programs and local area Mayors are having conversations as well. Anticipate something coming down the pike. Mrs. Levant said that she was able to walk into the building for the meeting. Her concern was the accessibility to the building. Mrs. Svorec is deeply disturbed by the incidents and commented that they are not being taken lightly. 19

Dear Neighbor:

As you may have heard, the Edgewood Country Club was purchased from the membership in 2015. The sale avoided a possible bankruptcy and provided an infusion of needed capital to the Club. At the time of the sale, a number of potential purchasers proposed closing the Club and developing all 27 holes. We decided a better plan would be to save the Club by developing only 9 holes with high-end country club living. Working with River Vale, we came up with a plan to preserve the Club and create a one-of-a-kind residential experience.

You will soon be receiving a public notice for the River Vale Planning Board's November 2S, 2018 meeting at which time the Board will hear our application. Attached is a map showing the area of development along Piermont Avenue. As you can see, no development is planned in HiUsdale. Additionally, the existing Holdrum Brook and its extensive buffer wiU remain untouched.

PLEASE TAKE NOTICE that on November 28, 2018 at 7:30 p.m.. The Fairways at Edgewood, LLC (the "Applicant95) will appear before the Township of River Vale Joint Planning Board (the "Board") at the Township of River Vale Township Hall located at 406 River^ale Road, River Vale, New Jersey for a public hearing concerning its application for preliminary and final major site plan and preliminary and final major subdivision approval to construct a residential development, as described below, on property located at 455 and 449 Rivervale Road, designated as Block 1201, Lots 5 and 6 on the official tax map of the Township of River Vale (the "River Vale Property") and designated as Block 2001, Lot 1 and Block 2201, Lots 26 and 31 on the official tax map of the Borough ofHillsdale (the "Hillsdale Property").

The Edgewood County Club property consists of approximately 190 acres and the proposed residential development is on approximately 44 acres in River Vale. No development is planned for the Hillsdale Property.

The River Vale Property currently contains a golf course and other related site improvements. The Applicant is proposing to subdivide the River Vale Property into three lots consisting of approximately 115.65 acres (Proposed Lot A), approximately 43.09 acres (Proposed Lot B) and approximately 1.31 acres (Proposed Lot C).

Proposed Lot A will contain eighteen (18) existing golf holes and the existing clubhouse, as well as new maintenance buildings, parking and other related site improvements. The Applicant is proposing to construct 225 dwelling units, parking, and other related site improvements on Proposed Lot B, and 24 affordable dwelling units, parking and other related site improvements on Proposed Lot C.

The Applicant is requesting the following variances in connection with the submitted application: 1. To permit the proposed maintenance building to be 33.5 feet, where a maximum height for accessory structures of 25 feet is permitted. 2. To permit fences located in the front yard to be 5 feet in height, where a maximum fence height of 3 feet is pennitted. 3« To permit three freestanding signs that are approximately 221 square feet in size and up to 14 feet in height, where one freestanding sign that is 32 square feet and no more than 8 feet in height above grade is permitted.

The Applicant will also seek such variances, waivers, exceptions and/or relief that may be required upon a review of the plans, testimony and other materials at the public hearing.
