MINUTES

1. CALL TO ORDER

The Board of Education of the Borough of Hillsdale held a Work Session/Regular Meeting at the Anthony S. De Norchia Administration Building on Monday, July 15, 2019. The meeting was called to order at 5:00 p.m. by Kathleen O’Flynn, President and Presiding Officer.

The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance notice and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of the Act, the Hillsdale Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted at the Hillsdale Borough Hall, Hillsdale Avenue, Hillsdale; the Hillsdale Public Library, 509 Hillsdale Avenue, Hillsdale; the Hillsdale Board of Education Office, 32 Ruckman Road, Hillsdale; and sent to the Board’s designated newspapers: The Record and the Ridgewood News on May 14, 2019. This meeting’s agenda has been posted and sent to The Ridgewood News and The Record on July12, 2019.

It is recommended that the Board affirm the Superintendent’s decision regarding W1819-6 as a non HIB incident.

This action is a result of the June 10, 2019 Executive Session.

It is recommended that the Board approve the Superintendent’s July Student Safety Data System (SSDS) submission for data collected between January 2019 and June 2019 as reported to the Board of Education.

It is recommended that the Board approve the Field Trip List for school year 2019-2020. 5

It is recommended that the Board approve the IDEA Flow-Thru Application for fiscal year 2020 in the amounts of Pre-School $28,353; Age 3-21, IDEA Basic $284,520 (of which $11,678 is the non-public share).

6E. APPROVAL OF THE ESEA APPROVED THE ESEA (ELEMENTARY AND SECONDARY (ELEMENTARY AND SECONDARY EDUCATION ACT) APPLICATION EDUCATION ACT) APPLICATION FOR FY2020 FOR FY2020

It is recommended that the Board approve the submission of the Elementary and Secondary Education Act Consolidated Application for FY2020 as follows:

Title III It is recommended that the Board approve the refusal of Title III funds. Title III is recommended for refusal of funds because the allocation of $3,661 is less than the federal $10,000.00 minimum amount to fund a stand alone program.

Transfer of Titles from Title IV Part A to Title II Part A It is recommended that the Board approve the transfer from Title IV-A local in the amount of $10,000.00 to Title II-A.

President O’Flynn made the following comments:

I’d like to share that effective August 1, 2019, I will be stepping away from my leadership role with the Board of Education. I have been serving as President for the last five years and feel the time has come for me to vacate this role.

I have enjoyed my time in this seat and am grateful for ALL your assistance and support along the way. Our board is stronger because of the collective commitment we each make.

As I return to my role as a Board Trustee, I will do whatever is necessary to ensure a smooth transition. I ask the board to consider other trustees who have demonstrated a strong commitment and leadership as possible candidates for the role of president.

I’d like to ask that the board take action this evening to elect new leadership, and this leadership change will go into effect on August 1, 2019.

Therefore, President O’Flynn requested nominations for the office of President.

A motion was made by Trustee Sileo to nominate Trustee Shane Svorec for President of the Hillsdale Board of Education effective August 1, 2019, seconded by Trustee Jennings.

Hearing no other nominations, a motion was moved by Trustee Sileo, seconded by Trustee Jennings that the Board of Education close the nominations. Motion passed by roll call vote.

Motion regarding the office of president passed on roll call vote: 4-0. Trustee Shane Svorec abstained.

The president then requested nominations for the office of Vice President.

A motion was made by Trustee Klas to nominate Trustee Sal Sileo for Vice President of the Hillsdale Board of Education effective August 1, 2019, seconded by Trustee Jennings.
