1. CALL TO ORDER

The Board of Education of the Borough of Hillsdale held a Worksession/Regular Meeting at the Meadowbrook School on Monday, January 15, 2018. The meeting was called to order at 6:30 p.m. by Mrs. Kathleen O'Flynn, President and Presiding Officer.

3. OPENING STATEMENT

The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance notice and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of the Act, the Hillsdale Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted at the Hillsdale Borough Hall, Hillsdale Avenue, Hillsdale; the Hillsdale Public Library, 509 Hillsdale Avenue, Hillsdale; the Hillsdale Board of Education Office, 32 Ruckman Road, Hillsdale; and sent to the Board's designated newspapers: The Record, and the Ridgewood News on May 19, 2017. This meeting's agenda has been posted and sent to The Ridgewood News and The Record on January 12, 2018.

Moved by Trustee Svorec, seconded by Trustee Flinn that the Board move to an Executive Session at 6:31 p.m. for the purpose of discussing exempt matters pertaining to personnel.

Motion passed by consensus vote: 4-0.

6. MOTION TO ADJOURN TO MOTIONED TO ADJOURN EXECTUIVE EXECUTIVE SESSION AND SESSION AND RECONVENE TO RECONVENE TO PUBLIC MEETING PUBLIC MEETING

Moved by Trustee Flinn, seconded by Trustee Svorec that the Board move to adjourn the Executive Session and reconvene to the Public Meeting at 7:15 p.m.

Motion passed by consensus vote: 5-0.

7. RECOGNITION OF STAFF: RECOGNITION OF STAFF: TWENTY-FIVE YEARS OF SERVICE TWENTY-FIVE YEARS OF SERVICE

The Board of Education honored Gladys Shefchik, although Mrs. Shefchik was not able to attend.

Charles Giordano, Assistant Principal of George G. White School spoke regarding Mrs. Shefchik on behalf of Principal Bergamini who was not present due to illness.

8. HEARING OF CITIZENS AND DELEGATIONS CONCERNING ITEMS ON AGENDA A person wishing to be heard by the Board shall be recognized by the chairperson. He/ she shall then identify himself/herself and proceed with his/her comments as briefly as the subject permits. The chairperson is responsible for the orderly conduct of the meeting and shall rule on such matters as the speaker's right to address the Board, the time to be allowed for public discussion, the appropriateness of the subject being presented, and the suitability of the time for such a presentation. The Board, as a whole, shall have the final decision in determining the appropriateness of all such rulings. The Board wishes to remind all attendees at its meetings that while it subscribes, without reservation, to the principle of keeping the community completely informed, by policy and law, it cannot allow public discussion of personnel matters. If a matter concerning the staff of the Hillsdale is of interest or concern to a resident, the matter should be referred to the responsible Building Principal, Superintendent of Schools or the Board of Education, by either telephone or letter. 3

Angela Iskenderian, Principal of Ann Blanche Smith School, introduced a student video representing the three schools which honored the Board of Education for School Board Recognition Month.

Dominique Paladino, Supervisor of Curriculum, Instruction, and Assessment, updated the Board of Education on the January 15th Professional Development Day.

Moved by Trustee Sileo, seconded by Trustee Jennings that the Board approve Resolution Items 1E through 3E as listed below:

lE. APPROVAL OF SETTLEMENT APPROVED SETTLEMENT AGREEMENT AND RELEASE; 2017- AGREEMENT AND RELEASE 2018

It is recommended by the Hillsdale Board of Education (hereinafter referred to as the "Board") that the terms, stipulations and conditions as established in the Settlement Agreement and Release between the Board and the parent(s) of a student whose name is on file, are hereby adopted and approved by the Board. The Board President and Board Secretary /School Business Administrator are hereby authorized and directed to execute the Settlement Agreement and Release, and any other documents necessary to effectuate the settlement.

2E. APPROVAL OF DONATION; 2017- APPROVED DONATION 2018

It is recommended that the Board approve the donation of $200 to the New Jersey International Dyslexia Association (NJIDA). NJIDA is providing a two and a half hour workshop for our staff on dyslexia. In lieu of payment they are requesting a $200 donation to the organization to assist with continued support to school districts on this disorder and its treatment. 5

It is recommended that the Board approve, the following School Board Recognition Month Resolution: Resolution

WHEREAS, The New Jersey School Boards Association has declared January 2018 to be School Board Recognition Month, a time that all residents might acknowledge the contributions made by our local school board members; and

WHEREAS, The Hillsdale Board of Education is one of more than 581 local school boards in New Jersey that sets policies and oversees operations for public school districts; and

WHERAS, The Hillsdale Board of Education embraces the goal of high-quality education for all New Jersey public school students; and

WHEREAS, New Jersey's local school boards help determine community goals for the education of approximately 1.4 million children in pre- through 12th grade; and

WHEREAS, New Jersey's 4,800 local school board members, who receive no remuneration for their services, act as advocates for public school students as they work with administrators, teachers and parents for the betterment of public education; and

WHEREAS, School boards strive to provide the resources necessary to meet the needs of all students, including those with special needs; and

WHEREAS, Boards of education provide accountability to the public; they communicate the needs of the school district to the public; and they convey to school administrators the public's expectations for the schools; and

WHEREAS, New Jersey can take pride in its schools, which rank among the nation's best in key achievement indicators such as the National Assessment of Education Progress (NAEP) scores and Advanced Placement offerings and test scores. Now, therefore, be it

RESOLVED, That the Hillsdale Board of Education, does hereby recognize the services of local school board members throughout New Jersey as we join communities statewide in observing January 2018 as SCHOOL BOARD RECOGNITION MONTH; and be it further

RESOLVED, That the Hillsdale Board of Education urges all New Jersey citizens to work with their local boards of education and public school staffs toward the improvement of our children's education.

4P. RETROACTIVE APPROVAL OF APPROVED CHILD REARING CHILD REARING LEAVE; 2017-2018 LEAVE

It is recommended that the Board retroactively approve the revised maternity related disability paid leave of absence (FMLA) of Jessica Perez effective December 9, 2017 through January 11, 2018, and the unpaid leave of absence (NJFLA) effective January 12, 2018 through April 5, 2018, and the unpaid maternity leave of absence effective April 6, 2018 through May 31, 2018, as recommended by the Superintendent.

According to Chapter 78, all employees receiving Family Leave and not waiving health benefits must pay the Board of Education either the higher amount of either the insurance premium or 1.5 % of their salary.

SP. RETROACTIVE APPROVAL OF APPROVED CHILD REARING CHILD REARING LEAVE; 2017-2018 LEAVE

It is recommended that the Board retroactively approve the revised maternity related disability paid leave of absence (FMLA) of Jeannette Horning effective December 9, 2017 through January 10, 2018, and the unpaid leave of absence (NJFLA) effective January 11, 2018 through April 4, 2018, and the unpaid maternity leave of absence effective April 5, 2018 through June 30, 2018, as recommended by the Superintendent.

According to Chapter 78, all employees receiving Family Leave and not waiving health benefits must pay the Board of Education either the higher amount of either the insurance premium or 1.5% of their salary. 8

It is recommended that the Board approve the estimated maternity related disability paid leave of absence (FMLA) of Mia Karalian effective May 1, 2018 through June 14, 2018, and the unpaid leave of absence (NJFLA) effective June 15, 2018 through June 20, 2018 (the last day of school), the unpaid leave of absence (NJFLA) effective September 1, 2018 through November 15, 2018, the unpaid maternity leave of absence effective November 16, 2018 through January 1, 2019, as recommended by the Superintendent.

It is recommended that the Board of Education pursuant to N.J.A.C. 6A:-23-2.11(c)4 certifies that as of 11/30/2017 after review of the Secretary's Monthly Appropriation Financial Report and upon consultation with the appropriate district officials, to the best of our knowledge no major account or fund has been over-expended and that sufficient funds are available to meet the district's obligation for the remainder of the fiscal year and further that the preceding financial statements be appended to the minutes of this meeting.

It is recommended that the Board approve the participation in the New Jersey State Health Benefits Program to provide health benefits for school district employees for calendar year 2018 at the established rates (see attached).

2B: Give Students More Voice Through Choice and Learning Pathway

Session Description: Like constructivism, learning pathways allows students to practice metacognitive skills, incorporate their own culture into their assignments, t ake risks, enhance their drive, and results in success well-beyond the traditional letter-grade. Teachers using learning pathways will provide active learning experiences in which the students reflect on the process as well as learn the content. This metacognitive approach yields impressive results as it "not only allows for description and explanation but also emphasizes prediction and problem solving at higher levels (Glatthorn et al, 2016, p. 121 ). Learning pathways approach also provides potentially limitless scaffolding and differentiated opportunities for all students.

3C: Dyslexia Presentation Required for K-2 Teachers and Special Education Teachers

Session Description: This session will provide information to educators about dyslexia, what it looks like .in the classroom, and how it impacts other areas. Please review the New JerseY. Qyslexia Handbook and watch TED: What is dyslexia? prior to the session. The handbook represents best practices in identifying, assessing and providing intervention to students with dyslexia.

Session Description: Have you recognized that some of your students are struggling to stay organized, plan ahead, begin and complete assignments, transition from one activity to the next, control their emotions, or display flexible thinking? Executive Dysfunction is quite common and can become problematic as classroom demands increase before the student has developed age­ appropriate executive skills.

This workshop will allow you to dissect your unit/ lesson, identify the executive skills that are necessary for success, and modify the environment or your instruction to ensure that every child in your class can participate and learn. You will be guided through tier 1, 2 and 3 interventions and gather strategies for implementing routines that promote executive skills development. Special attention will be given to classrooms that serve special education populations.

Teachers should bring lesson plans with them!

7G: K-8 Regional World language Articulation

Session Description: For K-8 World Language teachers: Get together with regional colleagues to align rubrics and better understand assessment. 11K: Asking Better Questions

Facilitator: Dr. Bob Price, PVRHSD, Regional Office, retired from Northern Valley Curriculum Center Time: 1 :00 to 3:00 Audience: 3-8 Educators Location: Hillsdale, George White Middle School, room 202.

Session Description: In this workshop teachers will explore the types of questions that are asked in class, and strategize ways to craft questions that get to student thinking and understanding. Teachers will engage in deliberate informed action that will raise the level of classroom questions. All participants will discuss the reasons and purposes of asking questions as different types of questions are examined. Finally, time will be given for crafting useful questions that can be used in class on the very next day.

121: K-12 Regional Music Teacher Articulation

13M: School Safety: Bleeding Control for Injured (B-Con)

Facilitator: Dr. Barry Bachenhemier, Director of Curriculum for PVRHSD Time: 1: 15 to 3:00 Audience: School Counselors, Nurses, Administrators, PE and health teachers and teachers Location: Pascack Hills High School, 2nd floor conference room

Session Description: The Bleeding Control for the Injured (B-Con) course was developed in response to efforts by the U.S. Department of Homeland Security, the National Association of EMTs, and the American College of Emergency Surgeons with the goal of improving survival from massive hemorrhage and active shooter events.

This course teaches participants the basic life-saving medical interventions, including bleeding control with a tourniquet, bleeding control with gauze packs or topical hemostatic agents, and applying a chest seal. The course also discusses scene awareness. The course is designed for Non-EMS personnel, including security personnel, teachers, administrators, nurses, and other civilians who might someday be faced with casualties from an active shooter event and how to care for them in the first few minutes.

14N: Understanding your MAP Growth Results and Planning Instruction (same session as AM)

Session Description: Atlas is a curricular platform that focuses on curriculum design. The Atlas grade-level committee members have been writing and uploading curriculum to Atlas. This platform is designed to streamline curriculum, glean reports, target standards and learning outcomes and identify gaps and redundancies in curriculum.

Session Description: Th is articulation will be broken up by elementary school teachers and middle school teachers. Although you wear many hats in the work day world, as school board members you put on a collective hat and get down to the business of leading our school district. The month of January marks the annual observance of School Board Recognition Month - a time to salute the work of our school board members and celebrate public education. Thank you for providing vision and leadership for student achievement, academic programs, district funding and our school facilities. These services ensure that decisions about Hillsdale schools are made by those most familiar with the needs of our children and families.
