SUBJECT: INSPECTION REPORT - DRILUBE FACILITY 711 WEST & 718 WILSON AVENUE, GLENDALE, CA 91204

Purpose:

The purpose of the inspection was to document site conditions and gather information regarding various manufacturing processes and the associated chemicals/substances used and stored at the site. The inspection focused on both current and previous chromium and heavy metal usage at the site, quantities of these substances used and stored onsite, and their subsequent potential for impactinglcontributing to such substances in soil and groundwater beneath the site.

Background:

The Drilube Company (Drilube) is situated between Broadway and Wilson Avenue, near their intersection with Concord Street. The facility currently consists of two separate but adjacent buildings.(Plant 1 & Plant 2) with street addresses of 71 1 West Broadway and 718 Wilson Avenue, respectively, in Glendale, California. The Drilube Headquarters building was formerly located further west on Broadway, at the intersection of Concord Street (723 Broadway). However, Plant 1 now serves as the local headquarters for the company and the 723 Broadway address has been vacated.

The propertylproperties are owned by Devine Industries, based in Japan. While Drilube has only operated in the southern building (Plant 1) for 12 years, the northern building (Plant 2) has been operational for approximately 40 years. Drilube is currently owned by the Fairfax Family Trust, which has been responsible for operations over the last 14 years. Prior to about 1986, Drilube' original facility (now Plant 2) was owned and operated by other members of the Fairfax family. Detailed information regarding previous operator(s) of the newer portion of the facility (Plant 1) was not available during our Regional Board visits. Devine Lndustries will need to be contacted to determine all prior owners/operators at that location.

Observations:

On January 5, Valerie Jahn, Elijah Hill and Dixon Oriola of the Regional Board staff visited the above-referenced facility.
