Broadway - CPC-2017-4388-GPA-ZC-CU-ZV-ZAD-SPR Dear Mr. Netburn: On behalf of The Eagle Rock Association (TERA), I am writing to you regarding the application for development entitlements at 2803 W. Broadway. The proposed project consists of a four-story, 65-foot-tall, approximately 85,000 square foot self-storage facility with fourteen parking spaces. Over the last three years, TERA has met with the applicant regarding this project. In January of this year, TERA met with the applicant and, after careful consideration, decided not to support the project. Our reasons for taking this position were that (1) the project was on an expedited track that made it difficult to for the community to provide constructive feedback and (2) that the scope of the development required sufficient community benefit. Since then, the applicant has taken the project off of the expedited track and has met with members of the community and with community groups, including TERA, which has helped to allay our initial concerns. Since these meetings, the applicant has committed to several items that we feel will benefit the community. These commitments include: A change in the architectural style of the building so that it is no longer contemporary but more in line with existing Eagle Rock architecture and design A 600 square foot community room with separate access from the facility, including a dedicated restroom. The room will be available to all local non-profit organizations on a first come, first served basis. -

EXHIBITD SCOPE OF DEVELOPMENT I. General Overview All capitalized terms not defined herein shall have the meanings set forth in the Ground Lease (Stadium Disposition and Development Agreement (Stadium Lease) entered into by and between the City of Santa Clara, a municipal corporation (the "City"), as ground lessor, and Santa Clara Stadium Authority, a joint exercise of powers entity, created through Government Code Section 6500 et seq. ("Lessee") as ground lessee, to which this Scope of Development is attached and made a part thereof. The proposed project consists of the design, construction and installation of: (a) on the Stadium Site, (i) an outdoor stadium suitable for NFL Games containing approximately 1.85 million square feet, and with a permanent seating capacity of up to approximately 68,500 seats, including all suite, club and general admission seating (with the possibility for expansion to approximately 75,000 seats for larger events such as an NFL Super Bowls) (the "Stadium"), (ii) a plaza surrounding the Stadium that provides a physical and visual transition from the offsite area to the Stadium Site, and (iii) building systems, utilities, infrastructure and other improvements for the Stadium Site (together with the Stadium, collectively, the "Stadium Project"); and (b) in the vicinity of the Stadium Site several infrastructure projects to facilitate the operation of the Stadium, generally described below (the "Ancillary Improvements"), all of which shall be consistent with the Schematic Design Drawings. II. Stadium Structure The Stadium structure will be designed using structural steel and concrete elements with portions of the exterior enclosed by metal panels and glass. -

R2, R3, R4 Multi-Family Survey Report City of West Hollywood Appendix J: 1986-87 Survey Context, prepared by Johnson Heumann Research Associates Appendices November 2008 ARCHITECTURAL RESOURCES GROUP Architects, Planners & Conservators, Inc. when a small group of citizens formed the West Hollywood Incorporation Committee. By November of that year, studies by the Local Agency Formation Commission confirmed that incorporation was indeed economically feasible. Tenants led by the Coalition for Economic Survival, homeowners concerned with planning issues and the gay community were among the leading advocates of cityhoog. Formal application was made on April 4, 1984. On November 4, 1984, by a 4:1 favorable margin, the voters approved incorporation . One of the new city's first tasks was to begin to draft a General Plan , the land use policy document for the municipality required· by State law. In January of 1985, the city began the process of preparing the Plan, noting that the physical environment, social character and quality of life within the City would be influenced by the General Plan. It was a stated goal to link land use and urban design, emphasizing the relationship between parcels and uses throughout the city. A reduction of density from those outlined in the West Hollywood Community Plan, .---- prepared before incorporated by the County of Los Angeles, was planned. TlS Metro ---34937 TF OCT 02 2007 870 .H377 2006 c.3 Harbor Subdivision Transit Analysis Final Report Submitted to: The Los Angeles County Metropolitan Trausportation Authority Prepared by: Wilhur Smith Associates UltraSystems Environmental RAW International December 22, 2006 • Executive Summary HARBOR SUBDIVISION TRANSIT ANALYSIS ANALYSIS BACKGROUND AND PURPOSE In 1992, the former Los Angeles County Transportation Commission (LAcrq purchased the majority of the Harbor Subdivision, the mainline of the former Atchison Topc:ka & Santa Fe Railw:ay (ATSF or Santa Fe) ~tween downtown Los Angeles and the Ports of Los Angeles and Long Beach. As part of that agreement, ATSF retained the right to provide freight rail servia on the portion of the line owned by the LAcre, and LAcre retained the right to operate passenger service on the line. Today, the Burlington Northern Santa Fe Railway (BNSF), the succ('ssor railroad to the ATSF, still operates freight trains on the line, although the total is a small fraction ofwhat it was at Ute time of the purchase. Neither LACfC nor its successor agency, the Los Angeles County Metropolitan Transportation Authority (Metro), ran any passenger service on the line. The line studied appears as Figure £5.1 on the following page. With this analysis, Metro has attempted to investigate the feasibility of the potential deployment of various transit modes on its portion of the Harbor Subdivision. The attempt has been to make use of as much of the 26.36-mile right-of-way as may be practical, realizing that some sections of the line run through primarily industrial land uses. -
