I. Call to Order The meeting was called to order at 1:02 p.m.

II. OSATC Virtual Meeting Protocol a. Remote meeting protocol was detailed.

VI. Staff Reports a. Division Management Report Director Ford provided an overview of the July, 2020 Division Management Report (DMR). Apprentice registrations have decreased by more than 66%, with 172 new apprentice registrations as compared to the July 2019 DMR with 509 new apprentices. The trend can be attributed to the impact of COVID-19 measures. Although there have been similar decreases among female and minority registrations, the overall percentages of their participation showed little to no change.

b. Committee Status Report Director Ford summarized the quarterly report. This quarter’s report lists fewer compliance reviews than usual, due to the impact of COVID restrictions resulting in 56 compliance reviews as opposed to meeting the 140 review benchmark. Due to closures related to COVID-19, the Division has launched an electronic Program Operations Compliance review focused on the program evaluation areas that do not require examination of all internal documents. Electronic records will be requested from committees for evaluation of: the delivery of its administrative processes (including affirmative action); apprentice development; training agent management; apprentice files, including all documentation related to the apprentice except for HIPAA-related information. The Division anticipates closing two reviews per month, with the others being deferred. Operations Manager Abby Bandurraga noted that one program with a very old overdue wage update that had not been caught, will be cited to appear at fourth quarter Council should one not be submitted by fourth quarter cut-off on November 2, 2020. The Division will also follow up on an overdue apprentice, Joseph Hamblin, that was not due to COVID restrictions.

VII. Follow-ups from Previous Council Meetings a. Overview of administrative approval process for OSATC first and second quarters [OAR 839-011-0051] Director Ford provided an overview of the administrative approval and ratification process. OAR 839-011-0051 states that, with the approval of the Chair, the Director may act on behalf of the Council for federal purposes and in all cases where immediate action is deemed necessary by the Chair and Director. All such actions shall be placed on the agenda for the next regular Council meeting for Council approval or ratification.

b. Cultural Competency and Diversity Training Director Ford provided an overview of the upcoming trainings which will be held in October. The registration deadline will be September 22, 2020. There will be three, three-hour sessions from 9am-12pm, with 60 attendees per cohort.

Motion not carried. Moved to recommend approval of the AES Industrial JATC new committee and Industrial Maintenance Mechanic (308.0) standard. Acting Chair Aranda recused herself from voting due to her affiliation with the Laborers. XV. Administrative Revisions to Standards

XVI. Dissolution of Committee and/or Standards

XVII. Council and Subcommittee Meeting Dates Chair Aranda reviewed the upcoming OSATC meeting dates.

XVIII. Good of Apprenticeship Subcommittee Member Gardner welcomed new Division Director Lisa Ford and complemented the Division on their first remote meeting, which he said went well.
