Bridge House High Street Congresbury BS49 5JA Resolved: That the Planning Committee recommend that the application is approved. b) 19/P/2394/ADV 3 advertising boards to promote hand car wash facility. 1 free standing and 2 fixed to the site boundary wall. Halfway Garage Bristol Road Congresbury BS49 5BG Resolved: Congresbury Parish Council Planning Committee recommends refusal of this application. Therefore The Planning Committee objects to this application until all means of water treatment and disposal including all appropriate consents are agreed. e) 19/P/2361/FUH Insertion of 2x bi-fold doors to rear elevation. Alteration of existing window and insertion of new window to ground floor, west elevation. 25 Pauls Causeway Congresbury Bristol BS49 5DQ Resolved: That the Planning Committee recommend that the application is approved. f) 19/P/2153/FUH Application for consent for reconfigured roof form (original impossible to construct) after previous consent in July 2019 (ref 19/P/0991/FUH) incl 2 attic rooms. It is recommended that solar panels are installed as part of the construction. g) 19/P/1421/FUL Erection of a general purpose agricultural livestock building Land Adjacent to The Pound Bristol Road Congresbury BS49 5BG Resolved: That the Planning Committee recommend that the application is approved as long as North Somerset Officers are in agreement that the application is in compliance with agricultural need and will be used for this use only. It is recommended that if approved that a condition of use for agricultural use only be placed on the building. h) 19/P/2481/FUH Single Storey Front and Rear Extensions Iona 9 Wrington Lane Congresbury Bristol BS49 5BQ Resolved: That the Planning Committee recommend that the application is approved. i) 19/P/2328/FUL Removal of existing roof, raise height of walls and erect new roof the Secret Garden Nursery The Barns Brinsea Road Congresbury Bristol BS49 5JL Resolved: That the Planning Committee recommend that the application is approved. It is recommended that solar panels are installed as part of the construction. j) 19/P/2281/FUL Erection of new detached dwelling Land At Old Weston Road Congresbury Resolved: That the Planning Committee recommend that the application is refused for the following reasons; Planning Minutes 28th October 2019 Page 2 of 3 a) The proposed development is outside of the settlement boundary, b) It is considered to be over development of a small plot, c) The plot is too close to the A370 and would lead to noise issues and safety concerns, d) It is unsustainable development as there is no option but to use private cars to access the property. 19031 To consider the following tree applications from the Parish Council: 19/P/2576/TRCA T54 - Irish Yew - Prune from building to gain clearance by 1m. T55 - Beech - Prune back lateral growth to gain clearance from church building by 1m St Andrews Church Station Road Congresbury Bristol BS49 5DX Resolved: Members noted the application made on behalf of the Parish Council. 19032 Bovis Homes/Gladman Developments - Land Off Wrington Lane Members to consider any action required with regard to the recent letter from Bovis Homes sent to residents close to the proposed development. Including whether clarification is required on who is proceeding with the development. Also whether the Parish Council should ask them to hold a drop-in session to explain the proposed layout and what their intention is to build. Resolved: Members noted the recent Congresbury Residents Action Group correspondence to supporters. CRAG has suggested that the best means for them to engage with local residents would be to hold a drop in session when they can explain their proposals in a more effective way than is possible by posting drawings on the NSC website. Members will wait for any further information. 19033 Enforcement Decisions: Members noted the summary of enforcement decisions taken by North Somerset Council since the last meeting. 19034 Planning Decisions : Members noted the summary of decisions taken by North Somerset Council since the last meeting.
