VII. SECURITY SERVICE

54. PARLIAMENT SECURITY OFFICE [PH, PHA AND PLB]

54.1 The main objective of Parliament Security Service is to provide protection to the human resources [VIPs, staff & visitors] and the material resources [the Parliament House Building & all assets] within the precincts of the Parliament House Complex. The nomenclature of Watch & Ward, Door Keeping and Sanitation Service has been changed to “Parliament Security Service” w.e.f. the 5th of May 2009.

54.1.1 RESPONSIBILITIES In the aftermath of the terrorist attack on Parliament House on December 13, 2001, the security arrangements were beefed up in accordance with the decisions of the Joint Parliamentary Committee on Security in Parliament House Complex. All the access points in the Parliament House Complex were streamlined in order to regulate vehicular and pedestrian movement. With the introduction of the hi-tech security gadgets at the Access Control Points, the checking of unauthorized entry has been reassessed and made more effective. The R.F. tag readers have made the identification process more scientific and practical than ever before. It has also controlled the regular vehicular movements inside the Parliament House Complex.

54.2 OPERATIONS-I WING (OPS-I)

Besides their normal Security operational duties in Parliament House Complex, the Parliament Security Service staff also performed duties at important National functions such as the Republic Day Parade on , Flag hoisting on the Independence Day at Red Fort, ‘At Home’ functions in , at the residence of Chairman, , the Prime Minister, the Speaker, the Deputy Chairman and Cabinet Ministers and also at House.

Mock security drills with respect to evacuation, rescue, etc. in accordance with periodic review of Disaster Management & Contingency plans were carried out at regular intervals during the year. During the year 2009, on the recommendation of Members of Parliament, 5,485 visitors were taken for show-around of the Parliament House by the Parliament Security Service staff. The security staff regulated a flow of 43,887 persons/ visitors in Parliament House Complex during the year.

54.2.1 Floral Tribute Functions: Twenty-four Floral Tribute functions were held to pay homage to the freedom fighters and eminent personalities whose portraits are placed in the Central Hall. On the 14th of April and the 6th of December 2009, Floral Tribute functions were held at the statue of Dr. B. R. Ambedkar. A function to mark 8th Commemoration Day of sacrifice made by the security personnel on the 13th of December, 2001 terrorist attack on Parliament was held at Martyrs plaque on the 13th of December 2009, which was attended by Hon’ble Prime Minister, Hon’ble Speaker, , Union Ministers, Members of Parliament, several dignitaries and officials of both the Secretariats. On this occasion, the Indian Red Cross Society organized a Blood Donation Camp in the lawn facing the plaque.

54.2.2 Delegations, Study visits & Show-around:

1. 02.01.2009 : A Nepali delegation comprising three members visited Parliament House (PH). 2. 12.01.2009 : A Standing Committee Members on Foreign Affairs of Swedish Parliament visited PH.

244 3. 19.01.2009 : An Indonesian Parliamentary Delegation from of Indonesian Parliament, the House of Regional Representatives (DPD) led by the Chairman H.E. Prof. Ginandjar Kartasamita called on Hon'ble Vice-President of and Chairman, Rajya Sabha in Committee Room No. 63, PH. 4. 20.01.2009 : A study visit by the members of International Training Programme in Legislative Drafting for Foreign Parliamentary Officials. 5. 20.01.2009 : A study visit by the members of the 12th CSS Level-A Training Programme of BPST. 6. 27.01.2009 : A study visit by the 48 students and 1 teacher from the School of Communication Studies, Chandigarh. 7. 27.01.2009 : A show round of Parliament was organised for H.E. Mr. Linas Karalius, of Lithuania. 8. 28.01.2009 : Lord Viscount John Douglas, Member of the House of Lords along with his wife visited PH. 9. 04.02.2009 : A study visit by the participants of the 13th CCS Level Training programme for the UDCs at ISTM, New was conducted by the BPST. 10. 05.02.2009 : A study visit by the students of the DLF Public School, Sahibabad, was conducted by the BPST. 11. 06.02.2009 : A 9-member Swedish–Indian Friendship Group of the Swedish Parliament visited the Rajya Sabha Chamber 12. 10.02.2009 : H.E. Dr. Mykola Tomenko, Vice–Chairman of the Verkhovna Rada (Parliament of Ukraine) called on the Hon’ble Deputy Chairman, Rajya Sabha in the Room No. 31, Parliament House. 13. 11.02.2009 : A study visit by the students of the Kailindi College, was conducted by the BPST. 14. 13.02.2009 : A study visit by the Trainees of the 24th International Training Programme in Legislative Drafting for Foreign Parliamentary officials was conducted by the BPST. 15. 17.02.2009 : A 12-member Afghan Parliamentary delegation led by H.E. Mr. Mohammad Younus Qanooni, President of Afghanistan’s Wolesi Jirga () had called on the Hon’ble Vice and Chairman, Rajya Sabha in Room No. 63, PH. 16. 18.02.2009 : The Afghan delegation had a meeting with the standing Committee on External Affairs at Room No. G-074, PLB. 17. 26.02.2009 : A 10-member Indonesian Parliamentary delegation led by H.E. Mr. Agung Laksono, Speaker of House of Representatives of the Indonesian Parliament called on Hon’ble Vice-President of India and Chairman, Rajya Sabha in the Committee Room No. 63, PH. They also witnessed the proceedings of Rajya Sabha from the Special Box. 18. 04.03.2009 : A 13-members delegation led by Mr. Knud Kristensen, Chairman from the Royal Danish Embassy visited the Rajya Sabha Chamber. 19. 06.03.2009 : A Study visit by 25 members Government official delegation from East Kazakhstan Region headed by Mr. Akhayev Vassiliy Ivanovish, Secretary of East Kazakhstan Regional Maslikhat visited Rajya Sabha Chamber. 20. 09.03.2009 : A delegation from Kerala Legislative Assembly comprising Ministers, MLA’s and Senior Officers led by Mr. M. Vijay Kumar, Hon’ble Minister of Law, Parliamentary Affairs, Sports & Youth Affairs and Ports had called on the Hon’ble Vice-President of India and Chairman, Rajya Sabha 2009 in Room No 63, PH. 21. 12.03.2009 : A 24-member German delegation led by Mr. Kurt Beck, Minister-President () of the German Federal State of Rhineland-Palatinate visited the Rajya Sabha Chamber. 22. 17.03.2009 : A 6-member Chilean Parliamentary delegation visited the Rajya Sabha Chamber. 23. 25.03.2009 : A study visit by the participants [BPST trainees] of the 55th Professional Development Workshop for Private Secretaries from ISTM. 24. 25.03.2009 : A study visit by the 12-member delegation of Senior Citizens Council of Mauritius was conducted by the BPST. 25. 30.03.2009 : A study visit by the students of the Ooliyastanam Teacher Training Institute, Tirunelveli was conducted by the BPST. 26. 31.03.2009 : A study visit by the students of the Bishop Sargent Teacher Training Institute, Palayamkottai was conducted by the BPST.

245 27. 13.04.2009 : A 25-member delegation undergoing training course at BPST, designed for officials of Lok Sabha, Rajya Sabha and State Secretariats visited the Rajya Sabha Chamber. 28. 27.05.2009 : A 21-member delegation from the National Assembly of Afghanistan [Afghanistan Parliament] had a study visit to BPST, visited the Rajya Sabha Chamber. 29. 15.06.2009 : Mr. Philipp Alsdorf, a short term employee of the Political Department of the Embassy of the Federal Republic of Germany in New Delhi visited the Rajya Sabha Chamber. 30. 23.06.2009 : A delegation of Committee on Petitions of the Legislative Council visited the Rajya Sabha Chamber. 31. 25.06.2009 : A group of 11 Journalists from Arab Countries namely, Algeria, Egypt, Kuwait, Moroco, Saudi Arabia, Syria and UAE visited the Central Hall & Rajya Sabha Chamber. 32. 20.07.2009 : Dignitaries from the Andhra Pradesh Legislative Assembly led by Hon’ble Speaker Sh. N. Kiran Kumar Reddy had called on the Hon’ble Vice-President of India and Chairman, Rajya Sabha in Room No. 30, PH. 33. 18.08.2009 : Study visit by a 4-member delegation led by H.E. Hon. John Thomas Alderdice, Leader of the Delegation called on the Hon’ble Deputy Chairman, Rajya Sabha. 36. 09.10.2009 : An 18-member delegation of Officials/ Doctors of Myanmar under W.H.O Fellowship Programme led by Dr. Soe Oo visited the Rajya Sabha Chamber. 37. 16.10.2009 : A 12-member Parliamentary delegation led by H.E. Thohari, Deputy Chairman of the People’s Consultative Assembly of the Republic of Indonesia respectively had called on the Hon’ble Vice-President of India and Chairman, Rajya Sabha in Committee Room No. 63, PH. 49. 22.12.2009 : H.E. Mr. Chai Chidi Chob, President of the National Assembly & Speaker of the House of Representative of Thailand witnessed the proceedings of Rajya Sabha from the Special Box.

54.2.3 Special Events/ important Functions of Central Hall and other venues:

1. 17.01.2009 : A floral tribute function on the Portrait of Puratchi Thalaivar Dr. M.G. Rama Chandran on the occasion of his 92nd birth anniversary was held at AIADMK Parliamentary Party Office, PH. 2. 24.01.2009 : Hon’ble Speaker of the Rajasthan Legislative Assembly visited PH and paid floral tributes to the martyrs at the plaque placed between Building Gate Nos. 11 & 12 of Parliament House. 3. 12.02.2009 : Hon’ble President of India addressed both the Houses of Parliament () assembled together in the Central Hall. 4. 17.02.2009 : The statue of Rajarshi Chhatrapati Shahu Maharaj was unveiled near Building Gate No. 6, Parliament House. The live telecast of the same was viewed in the Central Hall. 5. 24.02.2009 : A function to unveil the portrait of Bhupendra Nath Basu was held in the Central Hall. Hon’ble Speaker, Lok Sabha unveiled the portrait. Hon’ble Vice- President of India and Chairman, Rajya Sabha also graced the occasion & presented the shawl to the artist of the portrait. 6. 25.02.2009 : The General Body Meeting of the Congress (I) Parliamentary Party was held in the Central Hall. 7. 05.05.2009 : A function to lay foundation stone of extension to Parliament House Annexe was held in PHA. The same was attended by the Hon’ble Chairman, Rajya Sabha and the Hon’ble Speaker, Lok Sabha. 8. 19.05.2009 The General Body Meeting of Congress (I) Parliamentary Party was held in the Central Hall. 9. 21.05.2009 : Anti-terrorism Day was celebrated in the Auditorium, Ground Floor, Parliament House Annexe (PHA). 10. 04.06.2009 : Hon’ble President of India addressed both the Houses of Parliament (Joint Session) from the Central Hall. 11. 07.09.2009 : Hon’ble Vice-President of India and Chairman, Rajya Sabha hosted the ‘IFTAR’ Party to the Council of Ministers and MPs at Hydrabad House, New Delhi. Hon’ble attended the same. 12. 18.11.2009 : Hon’ble Chairman, Rajya Sabha hosted a dinner to the Prime Minister, Deputy Chairman, Rajya Sabha, Ministers belonging to the Rajya Sabha and Leaders of various Parties/ Groups in Rajya Sabha in the Banquet Hall, PHA. 13. 30.11.2009 : Hon’ble Vice-President of India and Chairman, Rajya Sabha hosted a dinner in honour of the Council of Ministers in Rajya Sabha and Members of Rajya Sabha at Vice-President’s House, 6, Maulana Azad Road, New Delhi. 14. 09.12.2009 : The 2nd Prof. Hiren Mukherjee Memorial Annual Parliamentary Lecture on “Social Business- A Step Towards Creating a New Economic and Social Order” was delivered by the Noble Laurate Professor Muhammad Yunus (Bangladesh) in the Central Hall.

54.2.4 Special Events held at Parliament Library Building (PLB):

1. 12.01.2009 : A Swedish Parliamentary delegation visited PLB. 2. 10.02.2009 : A delegation from Afghanistan visited PLB & Museum. 3. 23.02.2009 : A delegation from Finland visited PLB & Museum. 4. 23.02.2009 : Appreciation Course for the Probationers of (IRS) and Indian Audit and Accounts Service was held from 23-27 February, 2009. 5. 26.02.2009 : A delegation from Indonesia visited PLB & Museum.

Rangarajan, Former , RBI, on ‘International Financial Crisis and its Impact on India’. 23. 07.08.2009 : A delegation of the Punjab Vidhan Sabha visited PLB. 24. 07.08.2009 : A delegation from Timor Leste visited PLB & Museum. 25. 10.08.2009 : Hon’ble Speaker, Lok Sabha released the books called “New Princess of Alwar and Alwar Ki Nai Rajkumariyan” at GMC Balayogi Auditorium, PLB. 26. 18.08.2009 : A delegation of Council of Nationalities of Southern Nations headed by Hon’ble Speaker of Ethiopia (Study Visit) attended a lunch hosted by Hon’ble Deputy Chairman, Rajya Sabha in PLB. 27. 19.08.2009 : The 42nd Jnanpith Award ceremony was held at GMC Ballyogi Auditorium, PLB. 28. 21.08.2009 : The Hon’ble Speaker, Lok Sabha chaired the 2nd Anniversary of Children Corner at BPST. Children from various NGOs attended the same. 29. 06.10.2009 : The Jnanpith Award ceremony was held at the GMC Ballyogi Auditorium, PLB. Hon’ble President of India graced the occasion. 30. 09.10.2009 : An in-house cultural programme in honour of Hon’ble Speaker, Lok Sabha was held in the GMC Balayogi Auditorium, PLB. 31. 09.10.2009 : A briefing meeting of participant of 121st Assembly of IPU was held in G-074, PLB. 32. 13.10.2009 : A delegation from Tamilnadu Assembly visited PLB & Museum. 33. 25.11.2009 : An Orientation Programme for newly elected MLA’s from Mizoram was conducted by BPST in PLB from 25th to 27th November, 2009. 34. 03.12.2009 : A delegation from Afghanistan visited PLB & Museum. 35. 16.12.2009 : An Orientation Programme for newly elected MLA’s from Arunachal Pradesh was conducted by BPST in PLB. 36. 16.12.2009 : A dinner was hosted by Hon’ble Deputy Chairman, Rajya Sabha for Namebian delegation in PLB.

248 37. 16.12.2009 : A lecture was delivered by Shri Nandan Nilekani, Chairperson, Unique Identification Authority of India on ‘The Unique Identification Project-Issues and Challenges’. 38. 22.12.2009 : Prize distribution function of 43rd & 44th Youth Parliament was held in GMC Balayogi Auditorium.

54.2.5 Briefings: The briefing of staff on all the Access-points of Parliament House Complex was held on a regular basis. Officers briefed the staff on their respective duty-points on a regular basis where they were updated on the latest inputs received from Intelligence Bureau and other agencies pertaining to the security threat perception and the activities of Terrorists and Militant organization. The Security personnel of Parliament Security Service were also briefed about the measures and preventive actions to be taken, in case of any eventuality.

54.3 OPERATIONS-II WING (OPS-II)

Operations-II Wing (Ops-II Wing) came into existence in the year 2005 and was entrusted with the responsibilities of supervision of inner precincts, particularly the Building Gates, Central Hall, Lobbies and Galleries of Rajya Sabha. This Wing deals with the following tasks: a) Supervision of Lobbies, Galleries, Area of First floor, Second floor, Third floor, Roof of the Rajya Sabha Chamber, Jhanda floor and Roof top, etc. b) This Wing is responsible for detecting cases of impersonations/ misuse of passes during session and inter-session period. c) Duties of Marshal are assigned to the officers of this wing that includes the responsibility of ushering and facilitation of Hon'ble Chairman and Deputy Chairman, Rajya Sabha at the time of their arrival in Parliament House Complex and departure from there. d) Liaison and correspondence with the various Sections of Rajya Sabha, Lok Sabha and other related agencies.

54.3.1 Oath or Affirmation: Total twenty-nine newly elected/re-elected/ nominated Members of Rajya Sabha made and subscribed oath or affirmation during the year 2009.

54.3.2 Visitors witnessed the proceedings of Rajya Sabha: Total 4978 visitors witnessed the proceedings of Rajya Sabha from Public Gallery during the year 2009.

Total 199 visitors witnessed the proceedings of Rajya Sabha from Distinguished Visitors Gallery during the year 2009.

54.3.3 Journalist/ officers & staff witnessed the proceedings of Rajya Sabha:

A total number of 9058 attendances of media personnel covered the proceedings of Rajya Sabha from Press Gallery were recorded during the year 2009.

A total number of 5927 attendances of officers and staff from various Ministries visited the Official Box were recorded during the year 2009.

54.3.4 Press Briefing: 1. On the 28th of January, 2009, the Chairman of Department-related Parliamentary Standing Committee on Personnel, Public Grievances, Law & Justice made a press briefing in Committee Room No. 63, PH. 2. On the 24th of February, 2009, Shri , Chairman of Department-related Parliamentary Standing Committee on Transport, Tourism and Culture addressed a Press Conference in the Committee Room No. 63, PH.

249 3. On the 18th of November, 2009, Hon’ble Minister of Parliamentary Affairs made a press briefing in Committee Room No. 63, PH.

54.3.5 Committee meetings in Room Nos. – 63 & 66: Total 68 Committee meetings of Department Related Parliamentary Standing Committee / Joint Parliamentary Committee / Consultative Committee were held in Committee Rooms No. 63 & 66, Parliament House. Besides these committee meetings, the following other functions / activities took place in Room No. 63, Parliament House: 1. On the 11th of February, 2009, Hon’ble Minister of Parliamentary Affairs convened a meeting with the Chief Whips / Whips of various political parties. 2. On the 19th of February, 2009, members of the Committee on Transport, Building and Urban Affairs of the German Parliament () had an interaction with the Department-related Parliamentary Standing Committee on Transport, Tourism & Culture. 3. On the 19th of February, 2009, Business Advisory Committee meeting presided over by the Hon’ble Chairman, Rajya Sabha was held. 4. On the 20th of March, 2009, an examination for the post of Jr. Parliamentary Interpreter was held. 5. On the 7th of September, 2009, the first meeting of Core Group for Preparation of Literature on ‘Youth Parliament Scheme’ at Panchayat Level was held. 6. On the 10th of October, 2009, Committee Room No. 63 was made available for taking a photograph of the portrait of Dr. K.M. Munshi in connection with updating / revision of publication “Honouring National Leaders- Statues and Portraits in the Parliament Complex” by Research & Information Division, . 7. On the 25th of November, 2009, an eight-member Chinese Parliamentary Delegation to India had interaction with the Chairman, Parliamentary Standing Committee on Transport, Tourism & Culture.

54.3.6 Briefing of Quick Reaction Team (Q.R.T.): Routine briefing of Q.R.T. was carried out by the Joint Director (Security) and the team was familiarized with the topography of Parliament House. Q.R.T. was also briefed about the action to be taken during the course of any unforeseen event.

54.3.7 Alarm Bell Rehearsal: Alarm Bell Rehearsals were carried out for the 215th, 216th and 218th Session of Rajya Sabha on the 10th of February, 30th of May and 17th of November, 2009 respectively.

54.3.8 Briefing of staff: Staff deployed at Token point, Checking point, Press Gallery, Public Gallery’s Frisking point and inside Public Gallery were briefed by Security Officer & A.D (S) for keeping vigil on visitors and maintenance of silence in the Public Gallery. Supervisor deployed in the Public gallery was also directed to educate the visitors in general and students in particular to make the best use of the Head Phones provided in the Public Gallery.

Staff posted in the Lobbies, Central Hall, Building Gates, Rajya Sabha Duct, Room No. 30 and the QRT was briefed by J.D (S)/ A.D (S) on a routine basis during the session periods

54.4 OPERATIONS PHA WING (OPS-PHA)

Operations Wing- PHA is entrusted with the responsibilities of supervision of Parliament House Annexe precincts particularly the Building Gates and Iron Gates. This Wing deals with the following tasks: a) Supervision of staff in the Inner and Outer precincts of PHA. b) Access Control & Regulation of Men, Materials and Vehicles. c) Investigation and Interrogation in matters of petty theft in PHA

54.5.1 Reception Office PH & PHA facilitated the visitors who came to Parliament House to meet Members of Parliament, Ministers and Officers of the Rajya Sabha Secretariat and the Ministry of Parliamentary Affairs. This office also helped the officials who came to the Parliament House for official work as well as the visitors for show around of the Parliament House. 54.6 ADMINISTRATION WING The Administration Wing of Parliament Security Service is entrusted with the task of handling the administrative matters pertaining to the officers/ staff of Parliament Security Service such as career progression, livery, space requirement, work allocation, welfare and grievances, etc. Apart from this, various other matters such as security arrangements at the offices of the Rajya Sabha Secretariat located at North Avenue are also looked after by this wing.

54.6.1 Administrative Work: The administrative work which was carried-out during the year 2009, are enumerated as under: 1. Annual Action Plan-2009 of Parliament Security Service was prepared and forwarded to O&M Section for further necessary action at their end. 2. The concerned portion of the publication called “Rajya Sabha and its Secretariat: A Performance Profile-2008” was updated and after approval, forwarded to the Publications and Who’s Who Unit (LARRDIS). 3. The matter pertaining to the renovation and re-modeling of Room Nos. 64-B, 64-C, 64-D, 64-H and Ladies Change/ Rest Room in Parliament House was taken up with the concerned sections/ agencies regularly. Accordingly, the said rooms were renovated. 4. As approved by the competent authority, M/s Ex-Servicemens Airlink Transport Services (P) Ltd. Has been awarded the contract to provide Security Guards at the Offices of Rajya Sabha Secretariat (Flat Nos. 19, 75, 193 & 223) located at North Avenue, New Delhi w.e.f. 1st February, 2009. 5. Monthly Reports as received from various wings of Parliament Security Service were compiled and submitted to senior officers for perusal. 6. As required, the matters pertaining to the issuance of uniform livery items of the officers/ staff of Parliament Security Service are dealt with the concerned section. 7. The contract for providing security guards at the official residence of Secretary- General, Rajya Sabha has been got extended for another one year w.e.f. the 24th of March, 2009 to the 23rd of March, 2010 on the same terms and conditions.

252 8. All the desired information was provided to the Staff Inspection Unit (SIU) for assessing manpower requirements of the Parliament Security Service. 9. The material regarding speech on “The Role of Speakers in the Security of Parliament Precincts” for 20th Conference of Speakers and Presiding Officers of Commonwealth (CSPOC) w.e.f. the 4th to 8th January, 2010 was forwarded to Director (EF)/Lok Sabha Secretariat. 10. The Status Report of Annual Action Plan- 2009 upto 31.10.2009 was prepared and forwarded to O&M Section for further necessary action at their end. 11. As approved by the Secretary-General, the contract for providing sanitation services at rooms (Nos. 103, 104, 208, 213, 214, 307, 308, 309, 330, 331 and 331-A) allotted to the Judges Inquiry Committee at Vigyan Bhawan Annexe, New Delhi was awarded to M/s. V. K. Engineers & Contractors w.e.f. the 23rd of November, 2009, for a period of one year. 12. The process of weeding out of old records/ files (up to 31.12.2006) of all the wings of Parliament Security Service is undergoing. 13. The Office Orders for re-allocation of rooms/ sitting arrangement among the Officers/ staff of Parliament Security Service were issued as & when required during the year. 14. A total number of 12 Invoices including 1 arrears were received from M/s Ex- Service mens Airlink Transport Services Ltd. For providing security services at the official residence of the Secretary General, Rajya Sabha. The same were processed and necessary payments were made to the agency. 15. A total number of 11 Invoices including 1 arrears bill were received from M/s Ex- Service mens Airlink Transport Services Ltd. For providing security services at the official residence of the Secretary General, Rajya Sabha. The same were processed and necessary payments were made to the agency. 16. A total number of 91 applications of officials of Parliament Security Service for various posts outside/ inside Parliament of India (83 applications) and for further studies (8 applications) were processed.

54.6.2 Welfare Measures: 1. All the Officers/ Security Assistants of Parliament Security Service were provided with new lockers 2. A representation of Sh. R.K. Rana, SA-II regarding Special Increment for excellence in All India Civil Services Championship was forwarded to Estt. (G) Section for further necessary action at their end. 3. A representation of Sh. B.M. Sagar, SA-II regarding Hindi Medium of writing in all the Parliament examination, addressed to the Hon’ble Speaker, Lok Sabha was forwarded to the Estt. (G) Section for necessary advice/ guidelines 4. A representation of Sh. Bhavsar Chetan, SA-I regarding change of staff quarter was forwarded to Senior Officers for perusal. 5. A review appeal of Sh. B. M. Sagar, SA-II regarding his promotion and two increments was forwarded to Senior Officers for perusal. 6. A representation of Sh. Himmat Singh, SA-II for confirmation of his the post was forwarded to senior officers for perusal.

54.6.3 New Initiatives: Under the Self Improvement Cell, Security Assistants were briefed to contact Administration wing for their official as well as personal grievances. Subsequently, the personal grievances of some of the Security Assistants were dealt with.

54.6.4 Shortcomings: Shortages of space i.e. change/ rest rooms affect the efficiency of Security Assistants, as they are not able to take proper rest and refresh themselves for a longer stint of duty.

253 54.6.5 Distinctions: Sh. Amit Sharma, SA-II was awarded with a Commendation Certificate by Director (S) for effective handling of the official work of Administration Wing of Parliament Security Service.

54.6.6 Inspections: Senior officers of the Rajya Sabha Secretariat conducted the Annual Inspection of Parliament Security Service. Various recommendations and suggestions were given for the improvement in the working conditions of the security staff, overcoming paucity of space and adequate secretarial assistance was implemented.

55.7 TRAINING AND PLANNING WING

55.7.1 In order to plan specific training programmes for Parliament Security Service for the up- gradation of knowledge and professional skills of its personnel and to enhance organizational efficiency, a Training & Planning Wing [T&P Wing] was constituted. The objective of this wing is to explore and come out with innovative ideas in the field of training, planning, knowledge up- gradation & welfare of the security personnel. The basic thrust is to enhance organizational efficiency by improving professional skills of the security personnel, developing the right attitude and aptitude in an individual so that his/ her skills can be utilized in the best possible way.

55.7.3 Planning: The Planning Cell of T&P wing has been entrusted the task of planning and projecting the future needs and requirements of security in Parliament House in view of the prevailing security scenario, with an ultimate aim of countering the threats, dangers and coping with future workload through a strategy of planned preparedness. The following plans, policies and proposals through extensive research and threadbare discussions were prepared and submitted:

™ Action Plan of Parliament Security Service for the year 2010 was prepared and forwarded to the O&M Section for necessary action at their end.

55.7.4 Research and Development (R&D): Intelligence inputs and required study material to the security personnel were provided on regular basis by the R&D Cell of T&P Wing. Weekly Intelligence Reports of the security scenario prevailing worldwide, particularly in the South Asian countries/ India’s neighboring countries, were circulated among the officers and staff which facilitated in the preparation of contingency plans based on the latest modus operandi of the terrorists

55.8 FIRE & TECHNICAL WING (F&T)

55.8.1 This wing has been entrusted with the task of looking after the fire prevention measures in the Rajya Sabha sectors; verification of character/ antecedents of Visitors, Journalists and Casual Labourers; dealing with cases of loss of Passes, Identity Cards and Parking Labels; and Training regarding Fire Prevention.

55.8.2 Fire Preventive Measures: In this regard, this wing conducts a routine checking of fire fighting appliances viz. Fire- Hydrants, Fire Extinguishers, Hooters, Sirens, and Sensors, etc. installed in the Parliament House Complex. An elaborated checking of all the appliances installed in PH is conducted usually on the first Saturday of every month in co-ordination with the staff of Parliament Security Service, Lok Sabha, CPWD, Fire Unit/PH and WG Branch/LS. On noticing any sort of fault/short-coming, this wing immediately informed the concerned officers/staff of CPWD i.e. Exe. Eng. / AE/JE (Civil/Electrical) for rectification and proper maintenance of fire fighting equipment.

55.8.3 Verification of character/antecedents: Verifications of character/antecedents of Casual Labourers, Journalists and PA/PS (attached with Hon’ble MPs) were conducted through the concerned authorities. Instant Verifications of visitors of Public Gallery/DVG/Press Gallery were also conducted through DCP/ Spl. Branch during Session. Regarding the Casual Labourers engaged for some tenting/ repair works in PH, the same procedure was adopted.

(c) Apart from above mentioned verification 615 verifications of Casual Labourers were got conducted from the Special Branch, Delhi Police through Fax and the reports were received on the same day.

55.8.4 Loss of Pass/Identity Cards/Parking Labels/RF-Tags: On receipt of information regarding loss of Pass/Identity Cards/Parking Labels/RF-Tags from Hon’ble MPs/Ex-MPs/Officials of the Secretariat and other agencies, the required particulars of the lost item along with a copy of FIR/NCR were forwarded to the Security Control Room for making an announcement for information to all concerned so that misuse of the same can be prevented. Comprehensive list of the loss of passes was sent to the concerned officers for their information and necessary action.

55.8.5 Correspondence/Liaison: The required correspondence and liaison were made with different Sections of the Secretariat and CPWD authorities/ other agencies for proper maintenance of fire fighting equipment and speedy rectification of the shortcomings.

55.8.6 Fire Fighting Trainings: A Lecture cum Practical Demonstration programme on Fire-Fighting was organised by the F&T Wing on the 18th of June, 2009 in Parliament House. The said programme was attended by 119 staff of W&W (LS/RS), CRPF. Delhi Police and CPWD. The officials from the Central Secretariat Fire Services delivered a lecture on fire prevention & safety. The staff of Fire Unit/PH gave a demonstration on proper handling of different types of Fire Extinguishers as per the classification of fire.

55.8.7 Special moves pertaining to the process of verification of Character/ Antecedents in respect of Press Correspondents and Casual Labourer:

Verifications of Character/Antecedents in respect of Press Correspondents and Casual Labourer were conducted as per the established process. No special move was taken during the year- 2009. However, the verifications of Journalists visiting Press Gallery during session and the Casual Labourers engaged in tenting/repair work were got conducted from the Special Branch, Delhi Police through Fax Machine and the reports thereof were received in the same manner.

55.9 SANITATION WING

The purpose of the Sanitation Wing of the Rajya Sabha Secretariat is to maintain a high standard of hygiene and cleaning by managing timely collection/ disposal of waste generated in routine course and to accomplish this goal in a manner that generates high levels of satisfaction.

55.9.1 Functional Duties performed: 1. Cleaning, Washing and Dusting of Rajya Sabha precincts in PH/PHA. 2. Cleaning of toilets & corridors of Rajya Sabha Secretariat in PH/PHA. 3. Spraying of Finit, Room freshener, etc. 4. Opening & Closing of rooms under the Rajya Sabha Secretariat (round the clock). 5. To conduct inquiry in theft cases and missing articles from the rooms under the Rajya Sabha Secretariat. 6. To maintain record of lost and found items. 7. Opening and Closing of Committee room ‘A’ for meetings as and when required. 8. Two Farash in PH/PHA worked round the clock in shifts and were available with keys of various Building Gates and Rooms under the Rajya Sabha Secretariat.

55.9.2 Briefings during the year: 1. Sanitation staff was regularly briefed about the sanitary work for good hygiene and maintaining high standards. 2. Sanitation staff was regularly briefed to ensure that the staff must wear the uniform and maintain proper decorum while on duty. 3. Sanitation staff was regularly briefed to ensure that all rooms were closed properly in the evening and in case, if any left over item of officers and staff is found, it should be deposited in the office immediately. 4. Sanitary Staff was also advised not to indulge in any unsocial activities.

55.9.3 Welfare measures: 1. Bonus was paid to Casual staff. 2. Wages were paid to the Casual staff well on time. 3. After the sudden demise of Sh. Balwant Singh, Messenger and Sh. Gul Charan, Attendant, the matter of appointment of their wives on compassionate ground was taken up with the competent authority. As a result, Smt. Urmila Devi w/o Late Sh. Balwant
