PLANNING MALAYSIA: Journal of the Malaysian Institute of Planners VOLUME 16 ISSUE 1 (2018), Page 105 – 117 DISASTER RISK MANAGEMENT IN MALAYSIA: ISSUES AND CHALLENGES FROM THE PERSEPCTIVE OF AGENCIES Noraini Omar Chong1 & Khairul Hisyam Kamarudin2 1,2UTM Razak School of Engineering and Advanced Technology UNIVERSITI TEKNOLOGI MALAYSIA Abstract Disaster is a major threat that could jeopardise the development of economic, social and physical elements of a nation as well as the well-being of its people. The damage and loss of property and life caused by disasters are overwhelming and least desired by any country. Review of literature as presented in this research indicated that by having a good disaster risk management (DRM) plan and well- coordinated efforts and commitment among related disaster management agencies at all levels and local stakeholders, would potentially lead to disaster risk reductions, increase preparedness and response, and reduction of damage to assets and loss of life. With a long list of agencies and aid bodies that are currently involved in various stages of DRM, putting the idea into reality has proven to be highly challenging particularly on establishing good coordination between agencies and with other stakeholders for a more effective DRM process. This paper identified three major issues and challenges in DRM in Malaysia, particularly from the perspective of agencies. These issues and challenges include (1) disaster management planning imbalanced between top-down and bottom-up approaches, (2) lack of coordination in disaster management cycle, with greater focus only on the disaster emergency response stage and, (3) lack of planning of long-term recovery (post-disaster) process, which resulted in low level community and stakeholders’ resilience to disasters. -
Representation of Pluralism in Literary History from Riau Island, Indonesia
Athens Journal of Philology - Volume 6, Issue 2 – Pages 83-104 Representation of Pluralism in Literary History from Riau Island, Indonesia By Mu᾽jizah One kind of the genre in literature is literary history, often called historiography traditional. In 17th--19th century this type of work was commonly found in the Riau Island manuscripts, especially in Pulau Penyengat. This area in ancient times became a scriptorium of Malay manuscripts. Several authors and scribes’ works, such as Raja Haji, Raja Ali Haji, Raja Ibrahim, and Salamah Binti Ambar and a descendant of Encik Ismail bin Datuk Karkun, were found in the region. Their works among others are Tuhafat An-Nafis, Silsilah Melayu, dan Bugis, and Hikayat Negeri Johor. In Indonesia, the manuscripts are kept in the National Library of Indonesia in Jakarta and Indrasakti Foundation in Riau Island. Some manuscripts among others were found in the Leiden University Library and KITLV Library in Netherlands. The historiography is useful to explore the source of historical knowledge, especially in search for understanding the process in the formation of Malay ethnic group with plural identities in Indonesia. The aim is to find representation of pluralism in the past Malay literary history which has contributed and strengthened nationalism. In the study we use qualititative research and descriptive methods of analysis. The research has found that the Malay ethnic group in Indonesia derived from various ethnic groups that integrated and became a nation with pluralities. According to the myth, the Malay ethnic group came from the unity between the upper-world or the angelic world and the under-world depicted as the marriage between Putri Junjung Buih and a human being. -

CHANGE AND CONTINUITY IN THE MINANGKABAU MATRILINEAL SYSTEM Tsuyoshi Kato It is said fhat in Minangkabau society in ancient times, property was given to one's children instead of to one's kemanakan (one's sororal nieces and nephews).1 One day, Datuk Katumanggungan and Datuk Perpatih nan Sebatang, the two founders of the Minangkabau a d a t, wished to go to Aceh. After they sailed out from the port of Tiku/Pariaman on the west coast, the sea suddenly ebbed, for that was the divine decree of God. As a consequence, their ship ran aground on the sand. The two datuk gathered all their children and kemanakan together and said, "Hai, children and kemanakan, let us tow this ship, because it has run aground on the sand." Their children answered, "We are afraid that we will be run over by the ship." Their kemanakan replied, "If that is the wish of our elders, let us tow the ship. It does not matter even if we are run over by the ship and killed in the process, for it is the ship of our elders that has run aground." All the kema nakan then got off onto the sand and pulled the ship. With the assis tance of the spirits, the ship floated again of itself and moved to the middle of the sea. Later, following the advice of Cati Bilang Pandai, their able servant, the two datuk decreed that from that time on all the property was to be given, not to the children, but to the kemanakan as a reward of their services. -

14 AUG 2002 Pandikar-Football PANDIKAR AMIN LIKENS POLITICS TO FOOTBALL PUTRAJAYA, Aug 14 (Bernama) -- Former Minister in the Prime Minister's Department Datuk Pandikar Amin Mulia said he has no regrets about leaving the Cabinet as he likens politics to football, where a player has to stop playing when the referee blows the final whistle. "Politics is like football. If the referee blows the whistle, we have to stop playing even when we are still full of energy," he said. The 47-year-old politician said he now considers himself a reserve who is ready to serve the country again if called upon. "The important thing is not to play rough, especially when we need to be sidelined. Of course, we have to accept that we should sit on the bench for the time being. "If the need arises, no need to convince (me). Next time just give a signal; I shall always be there, Sir!" he said at a luncheon hosted by the Cabinet today to fete him. Pandikar Amin had to relinquish his post following the expiry of his term as a Senator on May 19. He has served the maximum two terms as a Senator from 1987 to 1989 and from 1999 to 2002. He recalled that 36 months ago when he was asked to serve at the federal level, he was a bit reluctant. However, he now felt very lucky to have had the opportunity to serve in the Cabinet and gained valuable experience. "Of course, like the prime minister said, I will miss all those things that I have shared with you for the past three years," he said in thanking Datuk Seri Dr Mahathir Mohamad for giving him the trust to be a minister. -

Ajung merupakan sebuah replika rumah yang dihiasi dengan pelbagai jenis kain berwarna. Kerja lapangan dan pemerhatian serta temu bual dilakukan di beberapa buah kampung, di Kota Belud iaitu kampung Merabau, kampung Nanamun dan kampung Rampayan Laut. Kajian ini menjelaskan kefungsian Ajung terhadap budaya kehidupan masyarakat Iranun. Postgraduate education is expanding in Malaysian public and private higher education institutions; yet research tends to focus on public institutions, because private institutions have traditionally been oriented towards teaching instead of research. Therefore, this study explores the needs of students in a branch campus of a private overseas university in Malaysia. Methodology - Semi-structured exploratory interviews were carried out with six postgraduate students, so that a deeper understanding of their research writing needs could be obtained. Interviews were then analysed using a general inductive approach. Findings – It was found that students required support in three main areas: writing, supervision and ICT. Students sought English language support and more workshops and programmes which specifically dealt with thesis writing. They also believed that peer support groups would be beneficial. The historical approach was used in this study where the Heuristic activities were carried out to collect the main data. Document analysis of books, papers, journals and other relevant writings and interviews with customary figures were done. The results of the study found that the three ulamas came from Minangkabau and expertise in their respective fields and spread Islam. Datuk ri Bandang, who lived in Gowa had expertised in the field of jurisprudence, taught and propagated Islam by using Islamic sharia as its core teaching. -

1 Hkkjrh; laln PARLIAMENT OF INDIA 2 PREFACE Indian democracy is the largest working democracy in the world. The identity of our pluralistic society, democratic traditions and principles are deeply rooted in our culture. It is in the backdrop of this rich heritage that India had established itself as a democratic republic after its independence from the colonial rule in the preceding century. Parliament of India is the sanctum sanctorum of our democratic system. Being the symbol of our national unity and sovereignty, this august institution represents our diverse society. Our citizens actively participate in the sacred democratic processes through periodic elections and other democratic means. The elected representatives articulate their hopes and aspirations and through legislations, work diligently, for the national interest and welfare of the people. This keeps our democracy alive and vibrant. In fact, people’s faith in our vibrant democratic institutions depends greatly upon the effectiveness with which the proceedings of the House are conducted. The Chair and the Members, through their collective efforts, give voice to the matters of public importance. In fact, the Lower House, Lok Sabha, under the leadership and guidance of the Hon’ble Speaker, is pivotal to the fulfillment of national efforts for development and public welfare. The 17th Lok Sabha was constituted on 25 May 2019 and its first sitting was held on 17 June 2019. The Hon’ble Prime Minister, Shri Narendra Modi, moved the motion for election of Shri Om Birla as the new Speaker of the Lok Sabha on 19 June 2019, which was seconded by Shri Rajnath Singh.
