5. MINUTES OF THE MEETING – 12 th December , 201 8 The Minutes were adopted as a true and correct record Proposed : Cllr. C. Swan Seconded: Cllr. C. Hughes 7a. Matters raised from the minutes Item 17 No. 3. Hedge requires cutting back – top of Terrig Hill. It was agreed to visit the land owner.

6. COUNTY COUNIL – STREETSCENE Mr Ian Williams attended the meeting this evening and kindly gave an update on outstanding Issues, and listed matters ra ised. 1. Potholes – Pull Ins on the approach to the Terrig Hill. Work ticket issued 2. Dropped grid by Treuddyn Cemetery. Work ticket issued 3. Potholes towards cross roads (from the village end) Work ticket issued 4. Blocked grid requires cleaning – End of Qu een Street onto Ffordd y Llan 5. To remove the planters infront of ‘The Farmers’, Treuddyn. 6. Ffordd yr Odyn – Mr Williams to inspect the camber of the road and new stanchions that have been erected. 7. Bryn -yr -Ysgol - To be resurfaced – no date given. 8. Bus Stop o n FFordd y Llan – Outstanding issue with dropped Kerb – requires rectifying. 9. Request for a dog bin on Ffordd y Gilrhos – It was agreed a good location is where the tree requirs cutting back.

Village Gateways – The Clerk met with Mr Williams and marked the location for the gates – work should commence in the next three weeks dependant on weather. Clerk to forward Mr Williams an update of what has been dis cussed this evening.

7. FINANCIAL REVIEW OF TCC FINANCES & SETTING OF THE 2019/20 PRECEPT Members received a copy of TCC finances to date (9 th January 2019) for discussion before setting the precept budget. Approximate expenditure was discussed working fr om the expenditure sheet. The sum held in the Reserve Account of £15,000.00 covers ongoing projects: - Street Lighting upgrade £10,000.00 Christmas Lighting on street light columns £5,000.00

The Clerk had spoken with Mega Lighting in which to purchas e and install Christmas lights would cost approximately £500 per street light and approximately £100 per street light each Christmas once all fittings are in place. Approximate expenditure to the year end 31 st March 2019 was agreed.

Precept 2019/20 Workin g from the Precept expenditure forecast the following figures were amended: - 1. Village Maintenance : To increase by £500 to £1000.00 2. Cenotaph : To increase from £100 to £1000.00 It was agreed the area requires cleaning and the slab work repointing. Also w ith reference to the order of the RBL Silhouettes unfortunately orders finished on the 11.11.2018. It was agreed to look into having Silhouettes made. 3. Remembrance Service Trumpet Players – Increase from £75.00 to £250.00 4. S137 Grants a) Eisteddfod Gadeirio l – increase from £450.00 to £500.00 Eisteddfod room rental 50% of approximate cost allowing for any increases by FCC and support of the Eisteddfod Scholarship prize b)Treuddyn Community Association - £1760.00 (Remainder of grant unspent from 2018/19)

4 Pro jects a) Completion of Link Path - £10,000.0 b) Purchase of third Defibrillator - £2000.00 c) FCC Matchfunding – Small Wheel Play – Queen Street play area - £10,000.00

Two defibrillators are situated at the following locations: - 1. Ffordd y Llan shop, Treud dyn. 2. Hafan Deg, Treuddyn – It was agreed that the defibrillator needs to be accessible to the public 24/7. Options of entering the building needs to be discussed further, one option would be to register the keypad to the Ambulance Service, a code would be given to access the building. A map of where the defibrillators can be located will be shown in the Newyddion Treuddyn News.

BMX Track Maintenance – An Inspection report to be carried out on the track. Inspection costs to be presented to TCC. It was prop osed by the Chair a precept figure of £35,200.00 for 2019/20 an increase of 1.04% An increase of 48p per household. Seconded Cllr. C. Swan The Chair asked for a vote by show of hands. Motion carried.

8. REVIEW OF THE ELECTORAL ARRANGEMEN TS FOR THE COUNTY OF FLINTSHIRE Members put forward that the boundaries of the Community of Treuddyn and the County Council seat should remain unchanged – Option 1 - A proposal put forward that Treuddyn C.C remains status quo. OR Option 2 - If an increas e in electors is unavoidable an inclusion of the Pontybodkin and settlements from the Llanfynydd Ward would be beneficial as TCC have natural links with Llanfynydd where the boundaries join at many points. It was asked by the Chair if members wish to put option 1 forward to the Boundary Commission and option 2 if an increase in the number of electors is unavoidable. Motion carried

5 9. VILLAGE PROJECTS Updates 1. Village Gateways – A site meeting was held with Mr Ian Williams – Inst allation work should take place in the next few weeks, this will be dependent on weather conditions as staff are called out to cover gritting shifts and snow clearing 2. Phone box on Queen Street – Due to weather conditions the door has swollen and will no t close properly – The Clerk has asked Mr M. Fisher if he could plane the door, Mr Seaburn has kindly agreed to come out and repaint. 3. Footpath No. 26 – No update from FCC – It was stated that FCC need to work with the landowner to resolve this matter. The Clerk to state the Chair is requesting an update by the February meeting. 4. Treuddyn Cemetery – Mr M.Fisher has agreed to tidy up the Cemetery. The clerk to follow up the matter with re: to the Hazel saplings - Gary from FCC had suggested planting 18m etres to fill in the gaps in the hedging row as Hazel grows very quickly.

10. DOG FOULING SIGNS (Queen Street Play Area) The Clerk had visited the play area to confirm locations for the signs and stated that an extra sign would also be required at the fo llowing location. 1. Entering onto the play area from the Ffordd y Llan side – a sign on a steel post is required. The cost of the signs were presented to TCC it was agreed to order five signs in which two will be mounted onto steel posts. The Enforcement Off icers will be requested to visit and monitor the site.

11 . COMMUNITY COUNCILLOR’S REPORTS . 1. To request an update of Footpath No. 26 ( To state the Chair has requested the information) 2. Treuddyn Cemetery – To follow up the planting of 18mtrs of Hazel saplings to fill in the gaps of the hedging row. 3. Aluminium fencing – running alongside the pavement of ‘The Old Silica’ works site – To report the dangerous state of the fencing and the danger it poses to members of the public. 4. Ffordd yr Odyn sign – has faded, a new sign is required. 5. Gulleys on Mynydd Du require cleaning.

5. FCC PLAY DESIGN OFFICER The Chair welcomed Mr Richard Roberts to the meeting to discuss the design and costing for a ‘Small Wheel Play Area’ at Queen Street play area. Mr Roberts expla ined that ‘Aura Leisure & Libraries’ look after Leisure centres, Libraries and Play areas and also manage the Matchfunding Scheme. It was also stated that Treuddyn play area is of a very high standard in which has been down to the hard work of TCC. TCC has successfully been granted the full £10,000 FCC Matchfunding for 2018/19 Improvements to Play Areas. It was advised that TCC look at the concrete ramps for the small wheel play as the metal ramps are very noisy, planning permission would also be required. Properties near the location of the proposed ‘Wheel Play’ area would have a say how it would impact them, It was agreed the location of the ‘wheel play’ would be better moving away from the properties. ‘Small Wheel Play’ is for the use of mini wheels, sco oters and skateboards. TCC will engage with the children and discuss what they want. Mr Roberts also stated that £2200.00 has been contributed to the106 payment with reference to the development of ‘The Liver’, this will be checked and confirmed . Members can look on the following sites as the following companies build and design concrete parks: - Bencrete and Gravity Skateparks.

7 Cllr. Mrs Gill Short stated she would speak to the above design companies and also speak to FCC planning department for a pre -planning consultation.

6. PCSO REPORT PCSO Peter Jones was unable to attend this evenings meeting. Incident update (from 10/01/2019 to 12/02/2019) Crime 1 x Theft of Oil and filter – Ffordd y Llan. Filter has been removed and oil taken overnight – All lines of enquiry completed, no suspect identified. Anti -Social Behaviour Nothing to report.

8a. Matters raised from the minutes Item 8 No.6 – Stanchions on Ffordd yr Odyn – The ditch is a safety Issue, to state a vehicle ha d a near miss of falling into the ditch.

9. DEFIBRILLATOR Further discussion to purchase a third Defibrillator. It was discussed two possible sites to install the defibrillator: - a) Middle of the village – Bus shelter on Ffordd Top y Rhos u sing a Street Light connection. ( permission would be required from FCC Street Lighting Department). b)Village Hall, Queen Street. The Clerk gave information to Cllr. A. Thomas that gave costings and suppliers names. Agenda – March Meeting for further disc ussion.

10. BUS SHELTER ON FFORDD Y RHOS (Nercwys end of Village) The following information has been provided by Ruth Cartwright FCC Transportation . 8 The shelter can be installed in the coming weeks, however the company that provide the shelter can no lo nger make the adjustments to the end panels, this is due to the company changing hands and the operation they do being significantly downsized. It was agreed by members present to go ahead with the installation with normal side panels, which would be the s ame as the one on Ffordd y Llan, and also go ahead with the landscaping to soften the impact of the shelter. The Clerk to confirm with FCC the work is to go ahead.

11. VILLAGE PROJECTS (updates) 1. Footpath from Queen Street to Ffordd y Rhos – Cllr. G. S hort is getting three quotes to finish the remainder of the path. Dave Jones is spraying the weeds on the footpath and is trying to rectify the issues. A report received that a private fence is leaning onto the footpath – this will be looked into and repor ted back to Council. 2. Footpath 26 – The following update received from Mr T. Woodall. Unfortunately progress has been slow. The new Access Officer and Team Leader will be visiting the site this week (week commencing 11/02/19) and will be meeting with the landowner to agree a way forward. There are complications and legalities with regard to the opening of this path and it will take time to resolve, however Mr Woodall has affirmed his commitment to get the path open as soon as they can. The Clerk to reques t feed back of the meeting . 3. Treuddyn Cenotaph – The Clerk informed members an email had been sent to Mr S. Gillard / Blacksmith if he would consider making the Silhouettes – No acknowledgment had been received to date. Royal British Legion – Treuddyn RB L closed a number of years ago so would be classed as a new branch if this was to g ahead. It was agreed to invite Mr Tony Penny to the March meeting.

12. PLANNING ADW/059416 Proposal: Erection of two storey and single storey rear extension Location: 17 F fordd Y Gilrhos, Treuddyn No Objection

RMH/059379 Proposal: Change of use and alterations to form holiday unit. Location: Travellers Farm, Travellers Farm Junction to Ff, Rhydtalog. TCC observations put forward – to recommend that FCC Highways Department look closely at the access. 9 Planning Applications Determined Ref: 059181 – Proposal: Change of use to dwelling At: The Surgery, Ffordd Top y Rhos, Treuddyn.. Decision: Approved

13. CORRESPONDENCE 1. Visits to Town and Community Councils by the Independe nt members of the Standards Committee. The findings from the first four visits undertaken in October (included TCC), were received by the Committee. The four independent members agreed that these had been positive experiences and praised the level of commi tment and contributions by those in attendance. They noted that the meetings had been well controlled by the Chairs (and Vice -Chair in one case), ably supported by Clerks. Amongst the findings were some minor procedural points that may be of general intere st and assistance to all Councils. The points focus on helping members of the public who wish to attend meetings. The Committee hopes that the feedback is useful and wishes to acknowledge the dedication and good work undertaken by Town/Community Councillor s in their voluntary roles.

14. PLAY AREAS With reference to the decision of TCC to erect ‘NO Dogs Allowed’ signs on Queen Street play area, Including the footpath. It was brought to members attention that two young people had put up negative comments on public media posts in relation to the signs. The contents of what was written will be discussed with FCC.

15. COMMUNITY COUNCILLORS REPORT 1. Pothole – Before the turning left for Nercwys village (near the Wendy House) 2. Broadband - Letters have been s ubmitted to Openreach to provide a Fibre service for better broadband around the Black Mountain area. 2. Hedge requires cutting back from the top side of the Vicarage on Ffordd y Llan towards the bus shelter opposite Queen Street. 4 . MEMBERS OF THE PUBLIC 6. 50pm to 7.00pm Eight present. The RhydTalog Centre, Ffordd y Blaenau was raised this evening by two members of the public an d the following concerns put forward. The current owners of the Centre have told residents the Centre will be used as a School for children with behavioural issues / under privileged children, It will not be for residential use only day care. There are wor ries there has been no application submitted to the Local Authority, Flintshire C.C. for ‘Change of Use’. The Centre was once an Isolation Hospital from 1927 -28 but was never used. It was used as an Activity Centre by West Bank Junior School for a number o f years in which there was a number of issues not addressed. • The sceptic tank failed in which affluent would flow out this would be a great concern for the farmer. • Issues with fire regulations / The fire hydrants are too far away from the dwellings. There was a serious fire there a few years ago when it was an activity centre. • More vehicles using the lane (single track lane) They are working onsite at present, the car park has increased and fire doors have been installed. Residents have been told the alled ged‘School’ will be opened this Easter. No live planning application has been received by FCC. Treuddyn C.C have not been informed of any ‘Change of use’ the Centre also borders onto the boundary of Llanfynydd C.C in which they have not received any corres pondence. The following authorities should also be informed: - 1. Estyn 2. CSSIW 3. Local Authority Education department 4. FCC Planning Department 5. Fire Brigade

It was noted that FCC Planning Enforcement are involved.

11 Future use of the Youth Wing / Discussion Atte nding: Head Teacher of Ysgol Terrig and the Chair of Ysgol Terrig School Governors. The community youth centre is attached to the school and is on the list for a ‘Community Asset Transfer’ to be taken on as a lease. It was noted that Ysgol Terrig Cylch are running out of space and use the facility to run the ‘After School Club’. Ysgol Terrig Cylch also hire the room three days a week, the room that was used is too small due to high numbers. The centre is also used by the Youth Service once a week and the E isteddfod once a year. A separate entity would need to be in place to use the centre to run other clubs. Theatre had made an approach to run a Drama class one night per week, also the possibility of Welsh lessons depending on demand, making for the interests of all the community. If the above was to run as a separate entity to the school it would need to be independently managed and a new committee and constitution formed.

The Head Teacher came to TCC to explain the proposals and keep people informe d about aspirations for the centre. It was agreed that it would be beneficial to all if the centre was more widely used. The Chair and members thanked everyone for attending this evening.

The Chair welcomed Ms Mandy Bell (Youth Worker) to the meeting . It was discussed the possibility of a young person attending TCC meetings to represent the young people. It was agreed for the Clerk to seek guidance on a ‘Young Person’s Role’ on the Community Council.

5. ROYAL BRITISH LEGION The Chair welcomed Mr Tony and Alison Penny to the meeting. Mr Penny is the RBL Poppy Representative for the village and has been invited to the meeting this evening to discuss the possibility of restarting a New Branch in Treuddyn. It is a requirement that 15 people are needed to f orm a branch, the branch would require a Chair, Secretary and Treasurer. A commitment by members to attend regular meetings through the year, also so many members would need to attend each meeting. It is also a requirement to raise funds for the Poppy Appe al.

12 Mr Penny informed members the village raised just over £1000.00 for the 2018 Poppy Appeal. The cost of a standard Remembrance Wreath is £18.50 plus donation, Mr Penny has kindly offered to look into the cost of lamp post poppies. From the meeting this evening 12 names have been put forward, the Clerk to forward these onto Mr Penny.

6. PCSO REPORT PCSO Peter Jones was unable to attend this evenings meeting. No Incident report was received.

7. DECLARATION OF INTEREST Cllr. Ms B. Miln e - Agenda Item 2 – Future use of the Youth Wing (Personal Interest)

8. MINUTES OF THE MEETING – 13 th February , 201 9 The Minutes were adopted as a true and correct record Proposed : Cllr. B. Jones Seconded: Cllr. C. Swan 8a. Matters raised from t he minutes Item 5 – ‘Small Wheel Play’ Cllr. Mrs G. Short is preparing the paperwork for the pre -planning application. Bencreate designers of concrete skate parks are putting together a design within a budget of £25000.00. 8a. Ffordd yr Odyn – To request a site meeting with Mr Ian Williams – FCC Streetscene Supervisor.

9. DEFIBRILLATOR – further discussion to purchase a third Defibrillator. Cllr. Mrs A. Thomas has sent e -mails to providers of Defibrillators – waiting for information. The tree on Ffordd Top y Rhos has an electric connection that is used for the Christmas lights and could be an option to connect the Defibrillator. The Contractors working on the council houses on Ffordd y Llan have mentioned they would like to put something back i nto the community. Cllr. Mrs Thomas put to members repair work is required inside the village hall and would be beneficial to the community. Every one was in agreement for the contractors to carry out the necessary work on the Village Hall.

13 10. BUS SHEL TER ON FFORDD Y RHOS (Nercwys end of Village) The following information has been provided by Jessica Pritchard FCC Transportation . Confirmation has been given the shelter is to be installed week commencing 25 th March

11. VILLAGE PROJECTS (updates) 1. F ootpath improvements from Queen Street to Ffordd y Rhos – Extension to link path. Two quotes have been received based on the same specification. A third quote is required.

2. Village Gateways – To be Installed by FCC Streetscene in the next couple of weeks. 3. Planters in front of the ‘Farmers’, Ffordd y Llan. A letter to be sent to Ian Williams FCC Streetscene Supervisor stating that TCC are requesting the planters are removed off the highway, a letter will also be sent to the resident of the ‘Farmers’ stating the action TCC is taking to remove the planters.

4. Treuddyn Cenotaph – It was agreed one Silhouette to be sited in the Cenotaph and a bench for the Church. The Clerk to forward photographs of bench designs to Cllrs. C. Hughes and A. Thomas. 5. Cemetery – It was agreed to pla nt Hazel saplings to thicken the hedge.

12. VILLAGE HALL REPAIRS The following update was given to members: A quote received to repair the floor and replace 2 doors – 2 further quotes are required.

13. PLANNING ADW/059570 Proposal: Erection of extension to dwelling with roof decking area. Location: Ty Gwyn. Mynydd Ddu, Treuddyn. CH7 4BL No Objection

14. CORRESPONDENCE 1. Independent Remuneration Panel for – Mandatory payments for Community Council members. The Clerk stated any member of Treuddyn Co mmunity Council not wanting to receive any payment or expenses is required to write to the Clerk formally expressing their wishes. 14 2. Llanfynydd C.C. A grant request if TCC would once again consider contributing towards the Summer Playscheme at Pontybodkin . Members agreed that TCC would not be contributing to the Summer playscheme this year. 3. Letter acknowledged from Mr M Ashford, Headteacher, Ysgol Parc y Llan.

15. PLAY AREAS Proposed Small Wheel Play Design - Cllr. Mrs A. Thomas will meet with the chi ldren in the primary schools to discuss the designs and put any ideas forward for further discussion.

16. COMMUNITY COUNCILLORS REPORT 1. B5101 Traffic Lights and highway – The lights are to be upgraded and the road repaired. 2. A Defibrillator meeting to be held at Hafan Deg on 14 th March, 2019 for 7.00pm. 3. There is a meeting to discuss the new proposed bus timetable on Friday 15 th March at Hafan Deg 7.00pm to 8.00pm. 4. A resident has raised concerns again with reference to the ‘Old Sunspot’ Junction a nd the speed of vehicles travelling off the A5104 onto the B Road towards Treuddyn village. The Clerk to contact Mr Mark Middleton FCC Highways and put forward the following suggestions: a) Erect a Street Light – there is no lighting around this junction. b) Flashing VAS chevron vehicle activation sign. If the Highway department have any other suggestions they could put forward. 5. To Agenda FCC Issues separate from Village Projects. 6. The private fence leaning over onto the link footpat h (Queen St. to Ffordd y Rhos) requires propping up. 7. Signs – To request that Streetscene order a new sign for ‘Well Street’ as the old sign has disappeared and ‘Ffordd y Blaenau’ sign. This has faded and also needs renewing.

Highways – Flintshire ’s highways are the council’s biggest asset. They require £2.7m per year to maintain them in their current state and there is a backlog of £40m to bring th em all up to standard. Potholes are opening up and deepening at a daily rate . T here are fo ur teams working o n potholes , normally investment would go on resurfacing where possible , as roads where lots of potholes are appearing are weak and will continue to develop with more. However, in an attempt to get on top of them all, you may find over the next few days that there will be lots of areas being bli tzed together to try and get as many filled as possible. Th e pothole on the left was on Nercwys Road.

The B510 1 Llanfy nydd Road between the traffic lights will be resurfaced and at the same time the grids will be lifted and the ligh ts updated. I have asked for this to be done as a priority.

The area of Ffordd Top y Rhos between Pen y Groes and Plas ym Mhowys will be resurfaced if funds allow or will be patched where the potholes have developed. T he same alon g Mynydd Du/Black Mountain Road where potholes still nee d addressing. I have asked for the drainage to be done asap.

Bryn yr Ysgol has just been resurfaced during the school holidays and I had hoped they

16 would patch Ffordd y LLan by the entrance to Cae Mynach at the same time but it was not possible. However, it is sti ll on the list to be done . The lane leading from the Corwen Road towards Ffordd y Blaenau has been noted and I have asked for any road planings to be put in the laybys and pull ins. . If anyone spots a large pothole or has any Streetscene issue they need to report regarding waste collections, littering, dog fouling or streetlighting , the telep hone number is 01352 701234 and email is [email protected]

The council houses in Ma es Glas an d Maes Llewelly n a re being up graded as part of the Council ’s scheme to bring council houses u p to the W elsh Housing Quality Sta ndard by 2020 . The houses are approximately 70 years old a nd many of them have had terrible prob lem s with damp. W e have be en waiti ng 2 years for the programme to start properly so it is good that work is now taking place to improve them. T he improvements are financed from the Council ’s HRA (Housing Revenue Account) so income from rent is used and reinvested into the housi ng stock , f unds do not come from the co rporate account or council tax. I have asked if the contractors will carry out some much needed repairs to the village hall as part of a communitiy benefit sche me which they have kindly agreed to do. Council Tax covers 25% of the cost of delivering services the rest comes from Government . C ouncil Tax payers are b eing asked to make a bigger financial contribution to prot ect local services and compensate for reduc tions in Government funding. The Council has cut back on spending by £85m over the las t 11 years, each year it gets h arder and harder to make any more savi ngs. Often new Government legislation , pay awards and inflation is unfu nded. O ther public services such as the police have also been hit with cuts in funding from Government . T he c ost of keeping s ervices going is therefore put on the council tax payer rather than being funded ad equately by Government. 17 The Clothes bin has been moved from by the hedge to give it a chance to g row. C hildren have been climbing on it to get on top of the clothes bin. O nce the welfare facilit ies have been moved from the car park it will be moved there. I f the bin is full, please put bags of clothes in th e clothes bin next to the Treuddyn shop . I have also aske d for it to be removed entirely , as although it provides funding for Flintshire Council services it is a nuisance when residents leave extra bags by the side of it whch is classed as fly tipping.

Treuddyn Community Council ha s installed village gateways on Ffordd y R hos and some will be added to F fordd y Llan. T hese are part of a scheme along with the planters to make drivers aware they are entering a residential area and to slow down.

Using European grant funding thr ough Cadwyn Clwyd t he Telephone box on Queen Street has been painted and now displays a map and information of a walk through the village taking in points of in terest including a Neolithic standing stone, old stone stiles, far reaching views, a walk along the conservation area of Treuddyn and a place where Prince Llewellyn ap Gruffydd is believed to have stayed !

18 We had the debrilator training in Hafan Deg by the Welsh Ambulance service and three are now in place in Treuddyn . One at the schools campus, one in the village shop and one in Hafan Deg. They are registered with the Welsh Ambulance Service Trust so that in an emergency they will be able to direct someone to the nearest one. The one at Hafan Deg can be accessed 24/7, you will need the code provided by them to access the building via the keypad.

Flintshire Council ’s Countryside ser vice manage s the old Railway li ne in Coed Talon. Half way alon g the route , there is a gate th at leads into where the open ca st mine was in the 1970 ’s. T here is a circular walk round the re which gets muddy at times s o boots are need ed but it is an e njoyable walk throu gh the trees w ith views acr oss to Hope Mounta in.

Planning – Rhydtalog lodges at the end of Ffordd y Blaenau are being used as a place for specialist education cal led Ysgol y Rhos , however no planning application has bee n submitted for change of use and it is currently under investiga tion with enforcement to s ee if planning consent is required.

The BMX track at Queen Street car pa rk wil l have some mainteance work done on it this year . I t was built by Clark e and Kent the same contractors who built the Lon don Olympic BMX tra ck. The Community Council are looking into funding a skateboard, s cooter facilty for the play area.

19 BUS SERVICE THROUGH THE VILLAGE

A meeting was held at Commu nity Centre and Hafan Deg Community Centre, Treuddyn to ask residents what days and times transport is most needed .

A timetable was put together and put out for tender with se veral options including incorporating the school bus timetable so ther e woul d be a more frequent service; there was also a request for a large bus to cover the route as we knew that a mini bus would not have sufficient capacity at peak times. No operator bid for the route , it is the first time this has happened. There is now a shortage of operat ors in the Flintshire and Wrexh am area and commercial operator s, mainly Arriva have cut and changed many services across the two counties in the last few weeks leaving many areas without a bus service.

The new service was due to start the following week and with no operator , there was a real worry that we would be without a service. E venually the Council was able to get a taxi compan y to run a mini bus service on the route , it is called the LT7 service.

Davies ’s bus company who a lready operated a school bus in the area had enough capacity to incorporate the extra school children that previously used the 4 0 service on their bus.

The min i bus was full at peak times (mornings going to Mold and especially on a Wednesday and Saturday which is market day ) so a taxi was added to give extra capacity to those routes . The Red Lion, Hope has just been added so I have furt her concerns regarding capacity so will be keeping an eye on it.

In the meantime the Council and I (as Cabinet member) are having discussions with Welsh Government regardi ng fu nding to purchase a larger bus , we have mini buses that are currently being brought into service but they won’t have sufficient capacity for this route. We are also seeing if we can use one of the Industrial Park buses that the Council own at peak time s. T he Counc il has obtained an operators license and will be training its own employees that would lik e to operate one of the council ’s buses .

20 Going forward there will be a scheduled service at peak times but we would like to add a bookab le service for individuals who need to travel at times not covered . I am aware of some residents that are low in num bers but n eed transport and the minibus service would be ideal for that. W elsh Border transport also offer a bookable service.

We are hoping to talk with Arriva who have some new minibuses with s tep on step off access which they bought for the Arriva Click service. Initially the Council w as told that concessionary fares would not be able to be used on that service and fares would be expensive which was no good for the majority of our bus users.

I have set up a petition with th e Welsh Assembly and will print copies off and leave them in the shop and Hafan Deg for people to sign. I have also shared it on Facebook and twitter so that people can sign electronically . The petition will close at the end of August which is when the consultation on Public Transport in Wales ends .

The petition reads: We call on the National Assembly for Wales to urge Welsh Government to regulate commercia l bus service operators and give powers and funding to Loca l Authorities to run services that best meet the needs of local people. A s well as providing access to employment and education, public transport is a social, health and wel l being issue which is growi ng as bus services are being rapidly reduced, affecting the mental and physical health and well being of many residents who will beocme socially isolated and unable to get to b asic services.

21 22 NEED TO ACCESS HEALTH APPOINTMENTS? Flintshire County Councils Integrated Transport Unit have introduced a new Community Ring & Ride Service f or Flintshire residents. The service will be a demand responsive service providing accessible door to door transport to members of the public who experience difficulty trave ling on existing public services.

The service will provide assistance in travelling to: • GP Appointments • Hospital Appointments • Other Health Related Appointments The service is open to: Members Only • An Annual Subscription fee of £10 will apply (payme nts can be made by telephone or by cheque made payable to Flintshire County Council). • A further Charge will be made for each journey at 45p per mile. Passengers are requested to: • Give at least 24 hours’ notice of individual journeys, (however we will try to accommodate journeys at shorter notice where possible). At initial registration, members will also be required to answer the following questions in order to meet the criteria to use the service: • Where do you live? • Where are you wanting to tra vel to? • What is the purpose of the journey? • Is this the first time you have had to make this journey? • Do you have a car or access to a car? • Are you able to use bus services? • If you are going to hospital for an appointment, might you be eligible t o use the Welsh Ambulance Service Patient Transport Service? 23 Broughton Shopper Bus

This is an 8 seater minibus operated by Prestige Cars, Wrexham .

The service will operate just like a regular bus service. It will run along a fixed route and to a scheduled timetable. Concessionary bus pas ses can be used on the service and for those without passes, residents can pay a fare similar to a regular bus fare.

Treuddyn’s iconic red telephone box in Queen Street has been given a new lease of life in a Community Council led initiative.

The Council has joined forces with the rural development agency Cadwyn Clwyd to give the redundant telephone box, which was due to be removed by BT Payphones, a new use.

The kiosk had fallen into disrepair and was taken on by the Council for a nominal su m of £1 from BT who replaced missing panes and provided a supply of ‘currant red’ paint so that the outside could be restored.

Villagers were invited to a meeting last summer to discuss ideas for the content. As a result, a circular walk around the vil lage, taking in historic landmarks and places of interest was devised and is featured inside the kiosk. Those wanting to do the walk can pick up a leaflet and read about places of interest along the route such as Carreg y Llech, a Neolithic sandstone monol ith and St Mary’s Parish Church.

Art work by children from Ysgol Terrig and Ysgol Parc y Llan in the village is also featured as part of the display.

The kiosks were originally designed by the famous architect Sir Giles Gilbert Scott whose great works include Liverpool’s Anglican Cathedral, Waterloo Bridge and Battersea Power Station. By the 1980s there were over 80,000 of them around Britain before the rise of the mobile phone led to many becoming largely redundant.

In villages like Treuddyn in the 1 950s and 1960s when very few people had land lines, the telephone kiosk was often the only form of contact with the outside world.

Phone boxes have also been renovated in , Glyndyfrdwy, Maeshafn and Tafarn y Gelyn in and in and in Flintshire. The project has received funding from the LEADER scheme which is part of the Welsh Government Rural Communities – Rural Development Programme 2014 – 2020, which is financed by the Welsh

25 Government and European Agricultural Fun d for Rural Development (EAFRD).

Sarah Jones, Cadwyn Clwyd Natural Resources Officer said: “We are delighted that Treuddyn Community Council took the decision to give a new and useful lease of life to a wonderful and historical piece of street furnit ure.”

Community Council Chairman Councillor Gill Short said: “Telephone boxes have been part of the fabric of our villages and countryside for decades and thanks to this scheme they can continue to play a part in local life. “

Why not join Community C ouncillors on Thursday 6 June for a walk around the village along the route publicised in the kiosk. Suitable footwear is needed as the walk takes in public footpaths through fields and includes some stiles. It will start from the kiosk in Queen Street at 6.30pm .

Joining numerous friends and relatives at the service were William David’s sister, Meg han Mair and his grandmother Amanda Jackson. We extend our very best wishes to them all.

28 On Good Friday, April 19th, a Communion Service was held at 10.30am under the care of the Rev. Marc Morgan.

We will be holding our annual Rally on Sunday, June 9t h when Wendy Swan will be taking care of the proceedings. As usual, this will be a bilingual service with an English address. We hope that a number of parishioners will be able to join us at this special service.

31 St Mary’s Church Gravestones

Following the annual inspection of gravestones in St Mary’s church it was found that some gravestones have become unsafe. These have been identifie d with yellow and black tape. Gravestones are the property of the families that erected them and they have the primary responsibility for their care to ensure they are safe.

If there are no living relative s that can be identified by 1 st July 2019, the gra vestones will be made safe by laying them on the ground.

32 33 34 35 36 37 We had an unannounced inspection from our regulatory body Care Inspectorate Wales on the 19 th December 2018. We are pleased to announce that we passed with very good feedback. The inspector was very supportive of the progress and developments within the playgroup and acknowledged and credited the hard work of the staff, committee and the support we are receiving from the school and parents. We would like to thank all parents a nd for their continued support.

39 40 On St. David’s Day the pupils came in dressed in red, green and white. Most pupils wore traditional dresses, football kit s and rugby kits. The pupils from each class sang, recited Welsh poems and sang ‘Mae Hen Wlad fy Nhadau’ so proudly even the hall roof nearly flew away!! Anna and Karen (our cooks) prepared a fantastic Welsh themed menu for our lunch.

41 On Wo rld Book Day our pupils came into school dressed as their favourite book character. Everybody went to great lengths to make it an unforgettable day. Pupils brought their favourite books into school and did lots of interesting activities. We had a brilliant day. A big thank you to parents for providing the children with such brilliant costumes!!

The Sponsored School Marathon The School Council decided to organise a fundraising in order to purchase a new Maths programme for school which will support the school in raising standards in preparing for the new curriculum in Wales. All classes took part and each pupil set themselves a high target in running around the school field.

42 The Grand Opening of Treuddyn’s New Information Phonebox We were asked to c ontribute images of Treuddyn so they could be put on display inside the village phonebox which will be used as a village information hub, as it no longer has a telephone connection to it. All pupils were busy drawing places, communities and events which ar e linked to either Treuddyn or Ysgol Parc y Llan. We were kindly invited by Treuddyn Community Council to officially open the phonebox in Treuddyn in which has been there for decades, but now it serves a different purpose.

Darina and George went to rep resent the school and they did a fine job too!

43 Pupils from school have been busy creating their own little allotments in school planting a variety of vegetables and herbs. The pupils have also been tending to our canoes making sure our daffodils wil l grow as well as they did last year. This hard work will help us in gaining our Green Flag Award.

On Saturday, 22 nd June Mr. Ashford will be attempting to complete the National 3 Peaks Challenge. He will need to walk up the highest mountain in Scot land, England and in Wales in only 24 hours (this includes transfer times!). He will start with Ben Nevis then moving on to Scaffel Pyke and then finishing with Snowdon. He has been training since last September and we wish him all the best. He is looking for sponsors to raise money for the school an d Mountain Rescue if you’d like to sponsor him.

Our squad of netballing superstars took part in a fantastic Netball Festival which took place her e and in Terrig. As coaches and teachers we decided not to keep a record of the scores as we wanted the pupils to enjoy the game rather than feel the pressure of winning all of the time. Everybody really enjoyed themselves and we’d like to thank Aura Sport s for organising it

47 Pasg / Easter I ddathlu’r Pasg daeth cywion bach i’n gweld. Fe fuon yn lwcus iawn yn cael gafael yn y cywion bach ac yn gwylio nhw yn bwyta. Roedden nhw yn ffwfflyd iawn. To celebrate Easter 5 chicks came to visit Cylch Meithrin Terrig. We had the opportunity to hold the chicks and we named one Will Cwac Cwac. They were very fluffy and they were happy chirping in their cage all day as we watched them pecking at their food. Also a little lamb came to join us for the day. Some of us were lucky enough to feed the lamb his bottle. He even slept for a little bit!

Easter Fayre Many of you came to see us on our Cylch stall at the Easter Fa yre. We had a guess the weight of the cake competition. A big thank you to Kaye who had been busy baking the cake. Easter Egg Hunt We had so much fun looking for Easter Eggs the Easter bu nny had hidden around school. They had been hidden in all sorts of places. There was lots of laughter and screaming as the children found the Easter Eggs. We had so much fun.

Yn ein Cylch ni yma yn Nhreuddyn cawsom gemau hâf, yn bownsio o gwmpas, yn rholio peli i daro sgitls, a llawer o gemau eraill. Yn ystod y prynhawn gwahoddwyd plant Ti a Fi a’u rhieni i gael sioe Proffesor Llusern. Roedd chwerthin mawr a digon o falwns anifeiliaid i bawb. I orffen y diwrnod cafwyd parti mawr, gyda digon o fwyd. Diwrnod bendigedig i ddathlu Mudiad Meithrin.

As part of Mudiad Meithrin’s annual calendar. Every Cylch throughou t Wales celebrate Parti Piws (Purple Party). In our Cylch we had lots of outdoor games in the morning. Skittles and animal bouncy hoppers and lots of other games. In the afternoon Ti a Fi children and parents were invited to a Proffesor Llusern show. Th ere was plenty of laughter to be heard! To finish the day a party was held and lots of biscuits and crisps were eaten. A fabulous fun day for all.

Ar ei diwrnod olaf cafwyd parti bach i ni gyda gael diolch yn fawr iddi a dymuno yn dda iawn yn ei swydd newydd. Rydym yn fawr obeithio ni fydd hi yn ddiarth. Friday was a sad day as we said goodbye to Auntie Alaw. Auntie Alaw has been a very valuable member of staff and she will be misse d. On her last day she was presented with gifts and Cylch and Ti a Fi got together to have a party for her. We wish her all the best in her new post as a Cylch Leader. After Easter Auntie Georgina and Auntie Abbie will be joining us. Auntie Sonia will be leading the Ti a Fi (Mother and Toddler) sessions at the village hall on Fridays. Don’t forget to some and join her.

Hoci Diwedd hanner tymor fe ddaeth nifer o ysgolion Bach Sir Y Fflint i Ysgol Terrig i dwrnament hoci. Roedd yn ddiwrnod heulog a braf. Chwaraewyd nifer o gemau yn ystod y prynhawn. Diolch i Aura am drefnu. At the end of Febr uary a Small School Hockey event was held at school. It was a beautiful warm sunny day and the children had the opportunity to play lots of games against all the schools. We came away not losing a game so well done team. Also, a big thank you to Aura fo r organising.

St David’s Day We celebrated St David’s Day at school by inviting the parents for a concert. All the children took part had researched and written their own piece to read out. The Cylch came along to sing some songs and it was lovely to see them.

54 As part of the Welsh Charter week, Alys wrote to Catrin and Beca Hughes to come to school to lead a netball workshop. Both girls are ex -pupils of Ysg ol Terrig and both play for Wales. To begin the session they talked about their experiences. Following the presentation they took years 4,5 and 6 to play lots of netball games. Everybody enjoyed the sess ion and we are all very grateful for them to take time to come and visit their old school.

Gweithdy Apps Aeth 4 o ddisgyblion am weithdy Siarter iaith gyda Ysgolion Cymraeg eraill Sir Y Fflint. Roeddent yn cael gwersi ar sut i ddefnyddio apiau i wneud prosiect am eu hardal eu hunain. Bu i Robin Williams yn dangos sut i greu effeithiau gwahanol a sut i osod ffilmiau at ei gilydd. Bydd yn werth gweld y ffilm ar y diwedd. An Apps Workshop 4 pupils joined with the other Flintshire Welsh Schools to have an apps workshop. Lots were learnt and they will go on to create a film about the local area. They learnt about how to add effects when filming and how to create one long film from lots of little clips. It will be worth seeing the finished project.

Gymna steg Aeth 10 o ddisgyblion blynyddoedd 3 a 4 i Ysgol Gwenffrwd i gystadleuaeth gymnasteg. Cafodd pawb hwyl yn cymysgu gyda disgyblion eraill o Ysgolion Cymraeg Sir Y Fflint. Diolch i ysgol Gwenffrwd am y gwahoddiad. 55 Gymnastics 10 pupils went to Ysgol Gwe nffrwd in Holywell to compete in a gymnastics competition. All pupils had lots of fun and we did win a trophy. Thank you Ysgol Gwenffrwd for the invitation.

Crossing the road. Years 1,2 and 3 have been learning how to cross the orad safely. They went out into the village in small groups to learn what to do to cross a road safely. These were very useful lessons for all. Thank you Walk Wise for the lessons. 56 Clwb Celf Treuddyn Diolch i glwb Celf Treuddyn am ddod i mewn i’r y sgol i weithio gyda grwp o ddisgyblion. Fe ddaeth y syniad pan wnaeth y clwb celf roi rhodd o arian i brynu adnoddau Celf i’r ysgol. Gyda rhywfaint o’r arian awsom weithdy gwydr cyn y Nadolig. Gyda’r arian a oedd ar ôl fe wnaethom brynu adnoddau fel bod Joan Allen yn gallu gweithio gyda’r disgyblion. Fe wnaethon nhw weithio ar brosiect 6 wythnos, gan greu llun o’r môr. Dyma ein gwaith wedi arddangos yma. Treuddyn Art Club Thank you to members of the Art Club who came in to work with our pupils for a 6 week period. The idea occurred when the Art Club gave the school a donation for art materials. Part of the money was spent on a glass workshop before Christmas. With the rest of the money we bought resources so that Joan Allen could each the pupils how to paint. They all worked on a sea scene and as you can see they painted wonderful art.

Phone Box During the past year the Community Council have worked hard in getting the unused phone box changed to an informati on box. The children have drawn art which is placed inside the box along with a walk that shows the interesting places to visit in Treuddyn. The school was invited to the unveiling. A date for your diary, June 6 th . The village will gather together to walk the illustrated walk.

Bore wedyn aethom lawr i we ld lle ffilmwyd golygfeydd trên Harry Potter a sefyll ar ‘Platffrom 9 ¾’ cyn mynd nôl ar y bws am daith o gwmpas Llundain. Gwelsom Golofn nelson yn Trafalgar Square, 10, Downing Street, Whitehall, soldiwr ar geffyl, Abaty Westminster, Harrods, Royal Alber t Hall, a nifer lefydd eraill o gwmaps Llundain. Ar ôl ein taith fe gyrhaeddom Wembley. Fe fu ymarfer mawr yn ystod y dydd ar gyfer ein perfformiad gyda’r nos. Agorodd y drysau i’r gynilleidfa a daeth ein amser i berfformio gyda enwogion o Britain’s G ot Talent. Roedd yn brofiad gwych a gwerfeiddiol. Roedd pawb wedi mwynhau eu profiad o ganu yn Wembley. Cerddwyd drwy’r ‘Great Hall’ gwelwyd dillad y cymeriadau, t ŷ Hagrid, ystafell wely Gryffindor, car y Weasley’s Diagon Alley, tŷ Privet Drive a llawer llawer mwy. 60 Aeth Blwyddyn 4 am dridiau oer i Lan Llyn yn y Bala. Fe gawsom nhw brofiadau o wneud gweithgareddau awyr agored. Fe fuon nhw yn dringo y rhaffau uchel, yn rhwyfo ar draws y llyn, yn dringo w aliau dringo, yn cyfarfod a tylluanod, yn mwynhau ac yn gwneud ffrindiau newydd. Er i’r eira ddisgyn roedd hi yn glyd ac yn gynnes yn y gwersyll. Year 4 went on a very cold, snowy residenti al to Glan Llyn, Bala. They had lots of experiences in the outdo ors. They climbed the high ropes, they climbed climbing walls, they rowed across the lake in canoes, the built rafts, they flew owls, they really enjoyed themselves and made lots of new friends. It was warm and cosy in the Urdd camp even though there was lots of s now on the ground .

Pasg Hapus / Happy Easter Braf oedd mynd i weld trigolion hynaf y pentref. Ar ddiwrnod olf cyn gwyliau’r Pasg aeth disgyblion yr ysgol o gwmpas gyda blodyn a cherdyn i ddymuno Pasg Hapus. Braf oedd sgwrsio gyda’r trigolion. Roedd y plant wrth eu boddau yn dosbarthu y blodau. Gobeithio y gwelwn ni chi eto yn ystod yr Haf. It was a delight to visit the older generation around the village on our last day of school before the Easter holidays. We took a flower and an Easter ca rd to each of the residents at Hafan Deg. It was lovely to chat with some of the residents we met. The children were so excited to go and visit again. Hopefully we will see you again during the Summer months

61 62 Easter Fair

Treuddyn Village hosted a fa ntastic Easter Fair and pancake flipping community event this Sunday 7th April.

The fair was excellently attended, it had over 20 stalls from local artisans, food producers and small businesses as well as both the local children’s playgroups .

Next t o the village hall we had a fun play bus for the children to enjoy as well as craft tables and a competitive but friendly community pancake tossing competition which the young and young at heart took part in.

63 The event raised almost £600 for Marie Curr ie Cancer Care and Treuddyn Community Association.

This is the second successful event arranged by the Treuddyn fundraising team, we are already planning a Christmas fair among other events on Sunday 1st December 2019 which we hope will be another success .

The fundraising team wishes to thank all the volunteers who helped to make it such a successful day and also the community for showing their support.

So to squash him for the time being, I ’ve put a big book on his head . 67 What links Coed Talon, the Cavalry and the Mold Riot of 1869?

Elizabeth Jones (aged 50), wife of Isaac Jones (aged 39), a miner at the Coed Talon (Black Diamond) Colliery, was shot in the Mold Riot and died at home a few days later.

So l et’s start with the Mold Riot of Wednesday 2 nd June 1869 – you’ve probably heard of it and there’s now a good explanatory ‘history board’ on the corner of Tyddyn Street by the walkway down to Tesco’s. The trigger to the riot was the arrest of some Leeswood and Coed Talon coal miners and their subsequent conviction at Mold Magistrates Court. A report in the Satur day’s Cambrian News quotes “

COLLIERY RIOTS AT MOLD. FEARFUL CONFLICT BETWEEN THE MILITARY AND THE MOB - THREE PERSONS KILLED. The dispute which has been going on for some time between the colliers employed at the Leeswood Green Pit, near Mold, and thei r employers and Mr Young, the manager, as to a reduction of wages, and some complaints which are alleged against the manager, resulted in a very dreadful riot, in which the mob were fired upon by the military, and three persons shot dead and several others injured. The riot took place on Wednesday, when eight colliers …. William Hughes, Ishmael Jones, Edward Jones, John Jones, Robert Davis, Edwd. Taylor, Thomas Jones, and John Hughes … were brought before the magistrates at Mold charged with having seriousl y assaulted Mr Young on the 19th of May.

The case was heard before a full bench of magistrates, Mr J. Wynne Eyton being in the chair until about half -past one o'clock, when he retired in consequence of being fatigued, he being advanced in years, and his p lace as chainman was taken by the next senior magistrate, Mr C. R Trevor Roper. The case occupied six hours in hearing, and resulted in the assault upon Mr Young being proved. The magistrates sentenced Ishmael Jones and John Jones to two months' imprisonme nt each [with hard labour for one month], without the option of a fine and Edward Jones and W m. Hughes were each fined 10s., and costs, for aiding and abetting. The other four defendants were fined £1 each, and costs. ”

Was justice served? There was no su ch thing as a ‘declaration of interest’ – Leeswood Green Pit was on the land of J Wynne Eyton (of Leeswood Hall) and he received considerable income from the rental to the Colliery Company, as well as a ‘Royalty’ for every ton of coal extracted (he also o wning the ‘mineral rights’). So any reduction in output, for whatever reason, was going to directly affect his pocket..!! Much of the unrest at Leeswood Green Pit had either spilled over to, or was initially promulgated by, the miners at Coed Talon Colli ery – now, this was part of the Plas Teg Estate, owned by Mr C R Trevor Roper (the ‘ next senior magistrate’ ), so clearly there was going to be no sympathies on his part..!! 68 To understand the background to the riot, we need step back a few days to when Wi lliam Hughes was first arrested – he was one of the ring -leaders who “ on Monday the colliers of the Green Pit, their numbers being swelled by colliers from Coppa, Nerquis, Coed Talon, and other places in the district, attacked the manager's house, carried all his furniture and placed it at the wharf of the Padeswood and Coed Talon branch railway, with the intention of sending it off to Birkenhead, or anywhere else out of the district ” and thereafter, frog - marched Young (the Colliery Manager) via to Hope Junction Station (the branch - line hadn’t yet reached Coed Talon) to put him on a train with threats “ to never return to this district ”. However, the police intervened at the Junction, released Young and arrested William Hughes, taking him initial ly to Mold, and thence to Chester Prison, to appear before Mold Magistrates the next day (Tuesday). There, on Tuesday, “ were in the town a large throng of men, estimated at 1,000, with sticks and clumps, threatening to rescue the prisoner. They waited out side the police station for about two hours ….. . The prisoner, about half -past eleven, was being conducted between three or four police -officers from the station to the County Hall, where the Rev. Jenkin Davies and Captain Cooke [Magistrates] were present to hear the case, when the greatest roughs and young people of the crowd rushed upon them and rescued the prisoner, who was at once conducted out of the town ”. However, William Hughes was persuaded by other miners to return to Mold and hand himself in to t he police, to appear before the Magistrates on Wednesday, together with the other seven prisoners.

On the Wednesday, it was estimated that between 2,000 and 3,000 people (men, women and children) had gathered in Mold for the trial – the authorities had an ticipated trouble, following the mob release of William Hughes the previous day, so had brought in police reinforcements (40 or so officers) plus a detachment of 50 soldiers of the 2 nd Battalion, 4 th King’s Own Regiment from Chester.

The trial was covered in great detail by both local and national press – the Wales papers, in both Welsh and English, are readily available on -line via the National Library of Wales ‘Resources’ web section. After the trial, the crowd were incensed by the custodial sentences g iven to the two miners for what was, in effect, a relatively minor, but in their view well justified, crime and determined to prevent them being taken to Flint Goal via the Chester train. So when they emerged from the County Hall (which stood where the Mo ld Bus Station is now) heading for the railway station (where Tesco now stands) under heavy police escort, supported by the 50 armed soldiers, the crowd started pelting the forces with stones and missiles, which were readily available in substantial quanti ty from the nearby road construction works of Tyddyn Street and had been previously heaped in piles in Chester Street by the women and children. Numerous police and soldiers were injured, in consequence of which the militia were ordered to open fire, first over the heads of the crowd, but when this further antagonised the mob, to fire into

69 the crowd (subsequently, there was much debate as to who gave the orders to fire and whether the Riot Act had been properly read by a magistrate prior to opening fire).

The contemporary newspaper report states … “The troops again fired - this time into the thick of the mob - and with terrible effect; for the result of the second discharge was that several persons were killed or wounded. The names of the persons killed wer e Margaret Younghusband, aged 18, a domestic servant, lately in the employ of the Rev Richard Edwards; a collier, named Bellis and another collier, named Robert Hanaby, of Moss, near Wrexham. It is said that Hanaby at the time he was shot was in the act of throwing a stone from the high ground overlooking the railway station, and that a soldier observing him singled him out, took a deliberate aim at him, and shot him dead.

Amongst those who were seriously wounded were Mr Kean, manager of the Mold Union Iro n Foundry, and Elizabeth Jones, wife of Isaac Jones, a collier at Coed Talon Colliery. Mr Kean was only standing watching the proceedings, and was shot in the shoulder. He had his wound dressed and proceeded home in a car about an hour afterwards. The woma n Jones was also shot in the shoulder, and was taken to a house close by, where she at present remains in a dangerous condition. The collier Hanaby was shot through the head and fell dead instantly. The body was removed to the Boar's Head Inn, and placed i n a stable. Bellis, the other deceased, was taken to a house at Pontblyddyn where a bullet was extracted from his abdomen. He died at one on Thursday morning. Margaret Younghusband was taken to the surgery of Dr Williams, where her wound was attended to, b ut she only lived a few minutes. ”

The Flintshire Observer of Friday 11 th June 1869 (a weekly paper) records… “On Saturday morning the police at Mold made three arrests in connection with the late riot, one person taken into custody being Abel Tattum, who is a member of the Flintshire Militia. The woman, Elizabeth Jones, who was shot in the riot on Wednesday, died on Friday night, and on Saturday the coroner held an inquest on the body. The jury returned a verdict of “Justifiable homicide." While the inque st was going on the police made their appearance in the cottage of Mrs. Jones, where the dead body lay, and took the deceased's husband, Isaac Jones, into custody on a charge of having been concerned in the disturbances.” And then, perhaps, a flicker of c ompassion as … “ Isaac Jones, the husband of the woman who died on Friday night, was released on bail to attend his wife's funeral on Tuesday!”

As for the inquests, one report rather amusingly adds … “before Mr P. Parry, coroner, assisted by his brother. To account for the peculiar nature of the evidence given, and the extraordinary manner in which the inquiry was conducted, it may be proper to explain that the coroner is a man far advanced in life, who has been forty years coroner for the county, and who , besides being so deaf as to require the aid of an ear trumpet, shows

70 mental as well as physical marks of increasing years” - make of that as you will for a considered verdict..!!!

Another report suggests … “Considerable sympathy was evinced for Isaac Jo nes, who by the rash acts of himself and wife has become a widower, and taken from the mangled corpse of his wife, has been committed for trial for taking part in the riot which brought the dread calamity on both her and himself”. However, it seems that L ord Chief Justice Bovill, who conducted the Assizes trial at Mold on Monday 9 th August 1869, had no such sympathies, for his ‘pre -trial’ address to the jury quite clearly suggested the men’s guilt even before a word of evidence had been given, saying that it mattered not whether they threw the stones or not, their mere presence in the crowd was sufficient to convict. And whilst Richard Jones was acquitted as no evidence was brought forward that he was actually there, the rest, including Isaac Jones, were f ound guilty and sentenced to ‘ten years penal servitude’ each.

‘Transportation overseas’ had ceased a few years earlier under the Penal Servitude Act 1857, so their sentences were served in the UK, but still included ‘hard labour’ for duration. I haven ’t come across any records as to where Isaac Jones served his sentence, but within weeks, petitions were being raised … “to obtain a remission of part of the sentence of penal servitude passed upon the Mold rioters in 1869. These five men are described as not having been criminals of the ordinary type, but the victims of ignorant and ill -judged leadership rather than themselves the promoters of riot and wrong. A petition to Mr. Gladstone for the remission of their sentences is in course of signature” . A pl ea was rejected by Mr Bruce, the Home Secretary, in November 1869, but ultimate granted by William Gladstone as Prime Minister a couple of years later.

Sadly , just before his release, Isaac Jones also lost his son when … “on Wednesday 26 th January 1870, W illiam Jones, who was employed in the “brassey" coal at Coppa Colliery [at Padeswood] , met with his death by falling to the bottom with a tub which he was pushing with the intention of placing it on the carrier which, unfortunately, was not there. He was k illed on the spot. Deceased was 19 years of age, and was the child of Isaac Jones and his wife, the latter being shot at the Mold riot and the former sentenced to 10 years penal servitude for having taken a part in it” .

On a wider aspect, unrest and riot s had been common occurrences in the Flintshire coalfields for some time and Coed Talon was no exception – in fact, it appears to have been one of the particular hotbeds!! As with John Young at Leeswood Green Colliery, most pit managers were brought in fr om England and had little empathy with the locals and rarely spoke, let alone understood, the Welsh language which to most of the miners, was their only tongue. In Young’s case, he was accused of giving the ‘imported’ English miners the best coal seams an d failing to supply the Welsh miners with adequate support timbers, so restricting their ability to produce clean coal, which was then additionally penalised with them receiving lower prices (they were paid by the ton of pure coal brought to the surface). The proprietor of the Coed Talon Colliery 71 was quoted as saying in a court case … “the Welsh people are incompetent to work cannel” , this being a particular seam of coal used for oil production. This comment is attributed to instances of ‘mob violence’ in the area!!

As an aside on John Young, whilst he returned to Leeswood Green after his forced jaunt to Hope Junction, he didn’t change his ways so, by the end of July … “ On Thursday morning, between the hours of four and five, the colliers of Leeswood Colli ery, and a numerous staff of their visiting brethren from miles around the neighbourhood, to the number of between 400 and 500 men, women, and children, assembled and drove Mr Young across the county, through Buckley, to Queen's Ferry, where it was their o riginal intention to give him a ducking in the river, but on his promising not to return, they contented themselves by leaving him on the Cheshire side of the water ”. But he seemed to be a resilient sort of chap, for he resumed work and, with full employm ent at the pit, the Wrexham Advertiser of 6 th November reported that Ishmael Jones – remember him who, together with William Hughes, the person the crowd released from custody, were given the 2 -month sentences being the grievance for the riot? – had become one of his ‘right -hand men’ at the pit.

And as for the Cavalry link? Well that was ever present in Coed Talon between 1825 and 1827 due to miners’ unrest and where better place to station them than on the hillock just south of Coed Talon where Cae Glas now stands? Is this the origin of the ‘Cavalry Hall’ identified in the 1851 Census near Bank, as Cae Glas was then known? And is that why a small patch of banky field just north of Keeper’s Cottage on the B5101 Llanfynydd Road has delivered up a massive volume of musket balls? That was an ideal target practice area for the troops stationed just across the valley – and firing right over the heads of those troublesome miners!!!!!!!
