CYNGOR CYMUNED – LLANFYNYDD COMMUNITY COUNCIL Minutes of the Meeting held Monday 15thApril, 2019 at Abermorddu School for 7.00pm 1.VICE - CHAIRMAN : Cllr. G. Lowndes 2. PRESENT : Cllrs. C.W.J Rhodes, Mrs J. Jones, D. Hughes, A. Roberts, Mrs C. Thomas., A. Partridge & L. Williams 3. APOLOGIES : Cllrs. R. Edwards (Chair) & J.M Barber 4. MEMBERS OF THE PUBLIC - 6.50pm to 7.00pm One member of the public present. The Chair welcomed everyone to the meeting and invited the member of the public to speak. The matter with reference to the damaged gateway on Coed-y-Felin, Ffrith was raised and also the concern of water coming onto the highway a divot has been dug out along the edge causing rise for further erosion of the highway. Cllr. D. Hughes commented that FCC Planning Enforcement have served a Notice on the landowner. 5. PCSO REPORT PCSO Peter Jones gave the following update. Incident update (from 17/03/2019 to 15/04/2019) Crime Issues / Trends 1 x Criminal Damage to fence and theft of lamb B5101, Llanfynydd. All lines of enquiry investigated fully no suspect has been identified. Anti Social Behavior 1 x ASB – Maesteg, Cymau. Number of individuals arguing in a field near by to the estate. All individuals advised to go back to their properties. There have been no further issues. Other News • 4 Burglars arrested, Northop Hall * April 2nd 2019. Further updates of incidents can be found on Facebook – South Flintshire Police. Issues Raised It was reported of vehicles parking between the 20mph and Give way sign, Llanfynydd. 6. DECLARATION OF INTEREST Cllr. G. Lowndes - Item 8 – Monthly Action Plan / Re: Cymau Road towards Ffrith Junction. FCC to secure fixing of bollards on private land. 7. MONTHLY ACTION PLAN Mr Ian Williams, FCC Streetscene Area Supervisor was welcomed to the meeting. The following updates given on matters raised:- 1. Travelling towards Cymau from Abermorddu the 30mph speed limit is to be extended further up the hill near the layby, then 40mph into Cymau. 2. A scheme has been proposed near the Holybush, Cefn-y-bedd for an Island Junction if agreed the Scheme will be submitted to the Welsh Government. 3. Travelling from Hope through to Cefn-y-Bedd a Scheme has been put forward for road improvements and also hoping to replace Abermorddu Traffic Lights. 4. Abermorddu School – The 20mph sign is advisory at the moment not mandatory. 5. Junction of Ffordd Las, Cymau – Solid bollards rather than flexi are to be erected just past the Junction and positioned were the seat used to be. 6. Travelling from Cymau towards Ffrith Junction – the bollards on the left warning motorists to keep to the Highwy have been knocked down. It is a danger a vehicle could go down the embankment. FCC Streetscene are aware of the issue. Page 384 7. Hedge cutting required to the section of the hedge to the School field that follows the track behind the post office down to the mill. Mr John Davies – Footpath Officer is dealing with this matter. Matters on the Monthly Action Plan was also discussed and updated. Other Matters Raised 1. It was requested for the trees to be cut back in Llanfynydd playing field. 2. The Junctions of Cymau Road and Valley Road, Ffrith. Visibility of oncoming vehicles is very difficult due to the increase of parked vehicles around this area. Cllr. Mr Dave Hughes commented to get double yellow lines, legislation is very difficult. Mr Ian Williams was thanked for attending the meeting this evening and will inform LCC of the dates of future road closures around our area. 8. MINUTES OF THE MEETING – 18th March, 2019 The Minutes were adopted as a true and correct record Proposed : Cllr. A. Partridge Seconded: Cllr. Mrs J. Jones 8a. Matters raised from the minutes Item 13 Accounts 2017/18. Canda Copying Ltd (Photocopying machine)The Clerk reported to members with reference to invoice 373464. The error of an overcharge had been made by Canda Copying Ltd. A refund Invoice of £15.00 will be used against a future payment. Printcentre Wales – The Clerk is waiting for confirmation from the Accounts Department with reference to the extra charge made for a Summer Newsletter. Item 16 No. 1. Nant y Ffrith sign on Nant Road. The sign has been positioned in the correct place. 9. REVIEW OF LCC STANDING ORDERS AND FINANCIAL RISK ASSESSMENTS It was agreed to hold an extra meeting. The Clerk to book the meeting at Llanfynydd Church Hall and inform those members who are able to attend. 10. FFRITH PLAY AREA With reference to the meeting held on Friday 22nd March Mr Richard Roberts FCC Play Design Officer has prepared some alternative proposals. It was agreed to receive the proposals via email, members will advise if a meeting with Mr Roberts is required at this stage. 11. PLANNING No Planning Applications received. 12. FIELDS IN TRUST A letter received from Mr Rhodri Edwards Fields In Trust Cymru dated the 11th April, 2019. The same letter was also sent to Cyril Jones & Co Solicitors. The contents of the letter was read to members. It was proposed by Cllr. D. Hughes for Cllr. G. Lowndes (Vice-Chair) to draft a letter in reply to Fields In Trust . The Clerk to forward the letter on. Seconded: Cllr. A. Roberts Motion Carried. 13. CORRESSPONDENCE 1. Biking Event – Ffrith and Llanfynydd Community Centre have been contacted with a hire request for the hall on the 23rd June 2019 by Bike Chester, as a feed stop for participants. They have asked whether they can put bike stands on the field for their cyclists to use. A copy of the Certificate of Employers’ Liability Insurance has been included. Page 385 LCC give permission on the grounds that cyclists dismount before walking through the Memorial Gardens, and a Marshall is at the gates. 14. COMMUNITY COUNCILLOR’S REPORTS None 15. STREET LIGHTING To report the following fault:- Zebra Crossing Pontybodkin – To report only one Ballisha light is flashing. 16. BILLS FOR PAYMENT 1. Flintshire County Council – Repair of Street Lights Cheque No. 1246 £246.15 2. Flintshire Optec Youth Exchange – s137 Grant Cheque No. 1247 £50.00 3. Llanfynydd In Bloom – s137 Grant Cheque No. 1248 £250.00 4. Mr M. Fisher Community Caretaker – March Invoice Cheque No. 1249 £250.00 17. WORK FOR COMMUNITY CARETAKER 1. Llanfynydd – Cut the Village Green. 2. Brush entrance of Memorial Gardens, Ffrith. 18. COUNTY COUNCILLORS REPORT Cllr. Dave Hughes gave the following report: 1. Poachers Ffrith – Decking erected over the river – the owners had been contacted and asked to remove the decking as Planning permission had not been sought. The decking has been taken down. 2. Coed y Felin, Ffrith. Deterioration of the road. FCC have stated, if necessary would repair the Highway and put a charge on the landowner. 3. Wooden Fence – Erected near the bus stop Ffrith. Enforcement have sent a notice out to the landowner. 4. Rhydtalog Centre – The current owners of the Centre have told local residents the Centre will be used as a School for children with behavioural issues / under privileged children, It will not be for residential use only day care. There has been no application submitted to the Local Authority, Flintshire C.C. for ‘Change of Use’. They are also advertising for a teacher.
