Edwards (Chair) 4. MEMBERS OF THE PUBLIC – Public Session from 6.50pm to 7.00pm Three members of the public present. Two members of the public arrived at 6.30pm to discuss Llanfynydd field with their ward councillor, Cllr. A Roberts and County Cllr. D. Hughes. It is understood to keep the field in Community ownership it requires a Community Asset Transfer. It was also noted that Llanfynydd Community Council has previously rejected the possibility of a Community Orchard as an uncosted outlay, It was also noted that Llanfynydd C.C wished to install play equipment on the field a few years back but was met by some local opposition. Mr R. Dewey and J. Jones put forward to LCC they wish to discuss and promote the potential of retaining this central green space for other forms of community use through any form of community consultation. A business case would need to be put forward if the lease on the field is taken over as a ‘Community Asset’ R. Dewey and J. Jones stated they would consult with the village. Llanfynydd C.C will request Flintshire C.C give Llanfynydd Field the same maintenance regime as other public green space until its future ownership is legally confirmed. 5. PCSO REPORT PCSO Peter Jones did not attend the meeting this evening. Incident update / Crime Issues 1 x Criminal damage to window and theft of a fireplace – commercial property on Mold Road, Cefn y Bedd – All enquiries investigated fully, no suspect identified. 1 x Criminal damage to property, males have entered property through the rear doors, nothing taken – Wyndham Drive, Cefn y Bedd – Enquiries on-going. 1 x Theft of motor vehicle – moped stolen form Maesteg, Cymau – All enquiries investigated fully, no suspect identified. 1 x Criminal damage to motorcycle – motorcycle ignition has been damaged – Wrexham Road, Cefn y Bedd – All enquiries investigated fully, no suspect identified. 2 x Theft of tools from a vehicle/Attempt theft of tools from vehicle – Corwen Road, Pontybodkin. Enquiries on- going. 1 x Theft from vehicle – Hope Mountain – Mobile phone stolen form a vehicle – Enquiries on-going. 1 x Theft of Trailer – Trailer has been stolen from Rhydtalog area – Enquiries on-going. 1 x Theft of number plates – Unnamed road, Ffrith – Enquiries on-going. Anti-Social Behaviour Nothing to report. To request a report on the following:- Damage to a street light on the bottom of Cymau Hill. To invite the PCSO and Inspector to a future meeting. 6. DECLARATION OF INTEREST None declared. Page 374 7. MINUTES OF THE MEETING – 10th December, 2018 The Minutes were adopted as a true and correct record Proposed : Cllr. J. Jones Seconded: Cllr. A. Roberts 7a. Matters raised from the minutes Item 9 – Streetscene. Cllr. D. Hughes inspected potholes and grids in the wards with Mr Ian Williams (Streetscene Supervisor) Mr Barry Wilkinson confirmed Valley Road, Ffrith Is an adopted road and is in need of urgent repair. The green salt bin is to be refilled. 8. FINANCIAL REVIEW OF LCC FINANCES & SETTING OF THE 2019/20 PRECEPT Members received a copy of LCC finances to date (21st January 2019) for discussion before setting the precept budget. Approximate expenditure was discussed working from the expenditure sheet. The sum held for ongoing projects:- Ffrith Play Area: £2252.23 Repairs to Memorial gate Pillars & Wall: £2000.00 Defibrillators: £2500.00 Total: £6752.23 Approximate expenditure to the year end 31st March 2019 was agreed. Precept 2019/20 Working from the Precept expenditure forecast the following figures were discussed and agreed:- 1. Village Maintenance: Repairs to Ffrith Memorial wall and pillars £2000.00 (making a total of £4000.00 for repairs) 2. S137 Grants 1. A grant application had been received from ‘Llanfynydd in Bloom’ A end of year financial sheet was provided by the organisation. It was proposed by Cllr. A. Roberts a grant of £250.00 Seconded: Cllr. L. Williams Motion Carried. 2. FCC Japanese Youth Exchange It was proposed a grant of £50 All in favour – Motion carried. Projects FCC Matchfunding Ffrith play area £10,000.00 The Matchfunding figure could be decreased at the discretion of LCC Ffrith play area is graded amber by FCC. Grants – It was put forward that a pot of money could be made available at the start of a new financial year, once the pot has run out organisations would have to wait for the next precept year. To be discussed further. It was proposed by the Chair a precept figure of £33,000.00 for 2019/20 an increase of 3.98% An increase of £1.44 Seconded Cllrs. A. Roberts & L. Williams The Chair asked for a vote by show of hands. Motion Carried. It was put forward by Cllr. G. Lowndes (vice-chair) that a separate meeting is held to address where to save money and costs. It was agreed to start a meeting earlier rather than on a separate evening. Page 375 9. REVIEW OF THE ELECTORAL ARRANGEMENTS FOR THE COUNTY OF FLINTSHIRE The following to be submitted to the Boundary Commission for Wales Llanfynydd Community Council wish to remain status quo with no change to our existing wards. We do not want Pontybodkin or Ffrith wards moved from Llanfynydd C.C. Llanfynydd Ward is a rural ward in which comprises of Cefn y Bedd, Cymau, Ffrith, Llanfynydd and Pontybodkin. Based on current figures Llanfynydd ward has approximately 1555 electors. The Ward comprises of a geographical strip across south Flintshire. The ward is a rural one that covers a fairly large geographical area, we do not want to lose our County Councillor as our wards are too big and rural to be increased. The size of wards should not be based on numbers especially in rural areas, we need a voice for our rural communities. There is a fully functioning and effective Community Council serving the Llanfynydd wards specific rural requirements. Llanfynydd C.C and Treuddyn C.C have natural links where the boundaries join at many points and work together on many issues that effect our rural communities. 10. PLANNING No Planning applications received. Planning Applications Determined Ref: 059009 Proposal: Erection of detached garage At: 5 Alundale, Cefn y Bedd, Wrexham, Flintshire Decision: Refused Ref: 059006 Proposal: Extension and alterations to dwelling At: Ty Capel Penuel, Llanfynydd, Wrexham, Flintshire Decision: Approved 11. MONTHLY ACTION PLAN Matters raised with FCC Streetscene. The Action Plan was discussed and updated. Cllr. Mr Dave Hughes gave an update on each matter, many of the issues are potholes and blocked grids. Mr Ian Williams FCC Streetscene will have his own gang in place to complete jobs that have been raised. The following issues raised this evening:- 1. Travelling from Ffrith to Cymau the ‘Welcome to Cymau’ sign has gone to be repaired. 2. The pavement on the corner of Abermorddu traffic lights requires brushing (Cymau Lane side). 3. Pothole requires infilling turning onto the Ffrwd/Brymbo road. 4. Drain outside the old chapel, Ffrith is blocked. 5. Pothole requires infilling infront of Ffrith Memorial gates. 6. Pothole on the ‘Araf’ ‘Slow’ sign, Ffrith. 7. Loose grid cover outside the Tile shop, Abermordu. 8. Blocked gulley in front of the property ‘Ael y Bryn, Llanfynydd. 9. To repair the damaged Street Light at the bottom of Cymau Hill. 10. Drains require cleaning under the Viaduct, Ffrith. 11. Drain requires cleaning – the drain further up the hill past the Rectory, Llanfynydd. 12. It was stated that Ffrwd lay-by attracts people to fly tip – Cllr. Dave Hughes will speak to Sue Thomas. Cllr. L.Williams raised the amount of signs left on the highway (Diversion sign left by Ffrith bus stop) Authorities use ETON to Grant permits to Utility companies to work on the highway, there are conditions attached to these permits. Diversion signs or any other signage left on the highway by Utility companies after the work has been completed could be liable for a hefty fine by Local Authorities. Should Flintshire C.C be looking into this and fining companies. Page 376 12. FIELD IN TRUST Correspondence received from the Solicitors with reference to Ffrith playing field. In the Solicitors view it is from the original covenant that still applies, there doesn’t seem to be any breach of covenant as the covenants allow for the creation of an institute. The Clerk has requested a draft letter stating the above is forwarded to LCC for approval before sending to ‘Fields In Trust’. 13. NEWSLETTER DELIVERY To clarify booklet numbers and distribution locations. It was agreed to count the number of dwellings in all wards. Ffrith, Llanfynydd and Nant y Ffrith are the main areas to confirm number of booklets. 14. CORRESPONDENCE 1. E-mail received with reference to Llanfynydd school field. 15. COMMUNITY COUNCILLOR’S REPORTS 1. To look at better ways to communicate. Notices – E-mail and the Website – to discuss further. 2. Rural Bus Service Consultation to be held at Cymau 5.30pm and Hafan Deg, Treuddyn 6.30pm 3. Issues with Services buses that don’t turn up are contracted by FCC. 16. STREET LIGHTING To report the following faults. 1. Street Light out – the 7th or 8th light through Cymau near the property Ty Rhys. 2. Street Light burning red – next to Ffrith bus stop.

    Environment Directorate Public Rights of Way Annual Report Public Rights of Way | 2013-2014 Foreword This is the third Annual report on the public rights of way service. Once again, the All-Wales coastal path has featured prominently in the work programme, but for very different reasons. Few would have anticipated that less than two years after its official launch sections of the coastal path would have fallen victim to the storms that had such a devastating impact on Britain’s coastline during the winter months of 2013 and 2014. Work is already well under way to repair the damage that caused breaches in the path as a result of the severe weather, and several sections of the path have already reopened. Tribute should be paid to Network Rail, Natural Resources Wales, the Council’s Countryside Service and all the relevant landowners for arranging the paths to be reinstated so quickly; and to the Rights of Way Team for swiftly organising the closures of the path to protect the public. In the foreword to the previous Annual Report, brief mention was made of the Burton Point cycleway, which was officially opened in July 2013. This has proved to be a huge success story, with over 10,000 bicyclists using the way in September 2013 alone. The route provides a safe and environmentally sustainable alternative to the A494/A550 trunk road for people living and working on either side of the border, as well as for the many visitors to the area. The County Council continued to receive grant-aid support from Natural Resources Wales to implement its ROWIP programme, support that is much needed in the current financial climate and is set to continue at the same level for the present financial year.

The Chair welcomed the public and invited them to speak. S. Finn raised the following: From 2018 over 200 people have signed a petition with reference to the work and destruction of the ancient woodland in the Glascoed valley (referred to as Coed y Felin), Ffrith. The operation of machinery in the woods that has caused damage to historical structures, the collapse of the bank and flooding on the highway. The removal of hundreds of trees not only from Coed-y-Felin but also on a neighbouring property without permission. Despite NRW (Natural Resources Wales), Flintshire and Wrexham Council departments being involved the woodland remains under threat from the landowner. Residents are now discussing the possibility of acquiring some of the land as a community project, with looking for support from the local communities, neighbours and relevant organisations. The long term aim include the following: • Allowing re-generation, restoring biodiversity & planting native trees. • Reinstating the footpaths and creating an accessible woodland space for outdoor education and low impact recreational activities. • Preserving what is left of industrial structures, as they connect us historically with the Brymbo Heritage site and past industry all the way along the Cegidog valley to Llanfynydd and Coed-Talon.

C.W.J Rhodes (no video connection) Proposed Improvement works – Hollybush Junction, Cefn-y-Bedd The Chair welcomed Jessica Wellstead FCC Technical Officer and Mr Ian Bushall FCC Streetscene Area Manager to discuss the Improvement works at the Hollybush Junction. Jessica Wellstead gave the following update:- FCC has been successful in obtaining WG Grant funding for bus and highway improvements along the Mold to Wrexham bus corridor. Part of this grant will be to make significant improvements to the A541/B5102 junction adjacent to the Holly Bush PH. The Holly Bush junction came forward as a problem area. The Scheme has been approved and is ready to go – Contractors are waiting to go on site. It will still be a T Junction with Traffic light signals. The scheme will provide 3 legal spaces for parking. Access issues at 1-5 Stone Row Cottages have been raised after meeting with a resident. As part of the works FCC will be remedying the access issue and providing dropped access. The resident, under permitted development will have off road parking for at least 4 vehicles onto the drive and will not have to go through the planning process. There will not be any illegal parking. The Abermorddu Traffic Lights are to be upgraded which will include ‘Mover Detector Signals’ detect queue lengths and will communicate with the Holly Bush Traffic Lights.

    Environment Directorate Contaminated Land Contaminated Land Inspection Strategy Revision 4 | February 2013 Foreward This Contaminated Land Strategy describes how Flintshire County Council is required to identify sites within its administrative control that may be affected by land contamination. The document also explains the statutory guidance, legislative provisions, processes and procedures that the Council will follow in order to investigate those sites, to identify statutorily Contaminated Land where necessary and to remediate Contaminated Land. The Council first published its Contaminated Land Strategy in September 2002. Since then a number of investigations to assess land contamination have been carried out and significant changes to legislation and guidance documents have taken place. This revision of the Strategy has taken these changes into account and amendments have been made where necessary. This revision of the Strategy replaces all previous revisions of Flintshire County Council’s Contaminated Land Strategy. The presence of contamination may cause harm or present risks to health, animals, buildings or the environment. However, just because contamination is present does not mean that the land is Contaminated Land or that there is a problem. On 1st July 2001, legislation requiring land contamination to be investigated and addressed was enacted in Wales. The legislation is known as Part IIa of the Environmental Protection Act 1990 and it introduced a detailed way by which land contamination could be regulated.
