CYNGOR CYMUNED LLANFYNYDD COUNCIL Minutes of the Meeting held Monday 17th February, 2020 at Community Centre for 7.00pm

4. MEMBERS OF THE PUBLIC Four members of the public present. The Chair welcomed the public and invited them to speak. S. Finn raised the following: From 2018 over 200 people have signed a petition with reference to the work and destruction of the ancient woodland in the Glascoed valley (referred to as Coed y Felin), . The operation of machinery in the woods that has caused damage to historical structures, the collapse of the bank and flooding on the highway. The removal of hundreds of trees not only from Coed-y-Felin but also on a neighbouring property without permission. Despite NRW (Natural Resources ), and Council departments being involved the woodland remains under threat from the landowner. Residents are now discussing the possibility of acquiring some of the land as a community project, with looking for support from the local communities, neighbours and relevant organisations. The long term aim include the following: • Allowing re-generation, restoring biodiversity & planting native trees. • Reinstating the footpaths and creating an accessible woodland space for outdoor education and low impact recreational activities. • Preserving what is left of industrial structures, as they connect us historically with the Heritage site and past industry all the way along the Cegidog valley to Llanfynydd and Coed-Talon.

The Chair thanked Ms Finn and colleagues for attending this evening. Llanfynydd Community Council has offered their support.

County Cllr. D. Hughes stated the Enforcement Notice runs out on the 27 February 2020, In which all the machinery should have been removed, notice has also been given to re-plant trees, to date nothing has been done. The owner as been given plenty of notice, FCC will close the access road to the site. Some of the land comes into the Wrexham Borough. Natural Resources Wales have been on the case since 2017. With reference to the watercourse, rubble has been tipped into the ravine and has been washed down, causing further issues.

The following matters were also raised: 1. Ffrith Memorial Gardens - With reference to the brown bin waste collection charge, Cllr. L. Williams will apply on behalf of LCC. 2. Bus Stop shelter, Station – report of side panels smashed. This needs to be reported to Caergwrle and Hope Community Council. 3. The possibility of reinstating the Service Bus from Mold to Wrexham – Concern was raised the present bus connection is not working, the No. 27 linking with the L27. It was also noted the high cost of return travel for an 8 year old child being £4.90. County Cllr. Mrs C. Thomas has agreed to arrange a meeting with the resident to discuss the issues.

7. MINUTES OF THE MEETING – 20th January, 2020 Item 21: County Councillor’s Report – Correction: The centre will be opening from 9pm to 11am the next day. Signed and dated by Chair. Hughes confirmed that FCC Streetsecne will close the lay by on the Ffrwd road, the litter bin to be relocated, there will be a road closure on the B5101 Ffrwd road for work to take place – a date to be confirmed.

Defibrillator signage for Llanfynydd, Ffrith & C.P School. Members looked at the design of the signage and costs of posts etc. It was put forward for LCC to order the fixing posts at a cheaper cost, to confirm the order for the signage, fixings and brackets. 8. FFRITH MEMORIAL GARDENS Update on repair work to the curtilage walls. Work has started today 17th February; bricks will be arriving the following day. Depending on the weather the rebuilding of the walls should be completed next week.

9. MONTHLY ACTION PLAN Matters raised with FCC Streetscene: The monthly Action Plan was discussed and updated and other issues added on. The updated report will be sent to Mr Ian Williams – FCC Streetscene Supervisor. 1. Cefn-y-Bedd – under railway bridge, water is still pooling on both sides. 2. Cefn-y-Bedd – Railway bridge - strike by over height wagon. The incident had been reported to Network Rail. 3. Cymau – Ffordd Las – To request the road sweeper. 4. Pontybodkin – Sunken manhole covers on the A5104 outside the property ‘Voelas’ and also near the playground. 5. Llanfynydd - Pot Holes: a. On the B5101 in the middle of the road outside Honeysuckle Cottage in Llanfynydd (opposite the layby before Stuart Burrows Garage) b. On the B5101 to the rear of the post office where the entrance to the pub car park is. 6. Blocked Drains a. To the lane by Siamber Wen, which is off the lane from Bryn Common. All gullies blocked to the lane. b. Road gulley opposite the school by the bus stop c. The manhole above the cottage at the bottom of Cherries Hill is completely blocked and overflowing causing a lot of debris on the road to the bottom of Cherries Hill.

10. LLANFYNYDD COMMUNITY COUNCIL – COMMUNITY CARETAKER To discuss the cleaning of footpaths and roadsides: It was agreed to invite Mr M. Fisher to the March meeting.

Members agreed the Summer Playschemes are well attended. It was proposed by Cllr. R, Edwards to provide the Playscheme programme 2020 for our villages on the same basis as last year 2019. Seconded: Cllr. A. Partridge. Motion carried. It was also put forward for future consideration to involve younger people with Defibrillator training.

12. PLANNING APPLICATIONS None received. Planning Applications determined: Reference: 060360 Proposal: Construction of 2no. two bed bungalows and detached double garage. Site Location: Land rear of Greystones, Ffrwd Road, Cefn y Bedd. Decision: Approved Decision Level: Committee

13. LLANFYNYDD PLAYING FIELD Cllr. A. Roberts confirmed FCC has accepted the expression of interest. The Llanfynydd Community Group will be working with FLVC to create a business model.

14. CORRESPONDENCE 1. Ffrith and Llanfynydd Duck Race Day Saturday 5th September 2020. A letter from the Chairperson on behalf of Ffrith and Llanfynydd Community Association to seek permission to use the Ffrith playing field. Note: Llanfynydd C.C gave permission for the Ffrith & Llanfynydd Duck Race 2020 2. A reply from Janet Roberts FCC with reference to the attendance figures for the Summer 2019 Playscheme.

15. COMMUNITY COUNCILLOR’S REPORTS 1. Refurbishment of council houses in Maes Teg, Cymau and Victoria Crescent, Pontybodkin through the Welsh Housing Scheme. 2. Cymau – Land behind the Chapel has not been included in the LDP for development. 3. Cllr. R. Edwards who sits as a Governor at Abermorddu C.P School reported to LCC the School has been put into special measures. The Inspection was carried out in November 2019 by Estyn, her Majesty’s Inspectorate for Education and Training in Wales. The School is to draw up an action plan to show how it is going to address the 6 recommendations. 4. Llys Clerk, Abermorddu – A tree requires re-staking: It would be for the Management Company of the housing estate to deal with any issues. 5. Llanfynydd C.C Newsletter - Update on numbers required. 16. STREET LIGHTING To report the following Street Lights out:- 1. Cymau – opposite Barnhill 2. Cymau – opposite the pensioners bungalows Page 424 3. Llanfynydd – opposite Burrows Garage. Members requested that the streetlights being reported as out are replaced with LED lighting.

17. TREE PLANTING/WILD FLOWER PLANTING As discussed in previous meetings FCC Streetscene will be trial planting wildflower seeds. Ffrith playing field is a confirmed site put forward. The Biodiversity Officer will have a look at an area in Wyndham Drive play area if this would be a suitable site.

19. COUNTY COUNCILLR’S REPORT Cllr. Dave Hughes reported the increase of Flintshire C.C Council Tax should be below 5%. With reference to the night shelter for the homeless as reported in the last meeting a lot of work is going on at present.
