Abstract of the Minutes – Meeting held Wed nesday 12 th September, 2012 at The Meeting Room, Village Hall, Treuddyn.

1. CBM & PCSO North Police – New PCSO Deployment South – Due to a 64% increase in the number of PCSOs deployed to South, the number of wards covered by our existing PCSO Andrea Ellis will now be reduced. Her area in future will be LLanfynydd, Hope and Wards. TCC would like to thank PCSO Andrea Ellis who has been the PCSO in Treuddyn for a number of years and has worked tirelessly to counter ASB in the area. As a result of the redeployment Andrea will be responsible for the aforementioned Wards only. Treuddyn’s new PCSO will be PCSO Lisa Hughes PC 1700 Gary Aldous continues to oversee Neighbouring Policing in these wards.

2. CORREPONDENCE 1. Vacancy for a Cou ncillor – A reply from the returning Officer FCC confirming no request for an election was received within fourteen days of the date of notice and as a result it is in order for the Community Council to fill the vacancy by co -option. 2. A letter received f rom Cllr. Mr S. Searle. Due to work shift patterns and other commitments it is with regret that Cllr. Mr Searle feels he must resign from TCC. The Clerk will forward a letter of thanks on behalf of the Chair and members, for the time Mr Searle has given to TCC. The vacant position will be advertised in the normal manor. 3. Best Kept Communities Competition 2012. Best kept Senior Citizen Estate (Section D) Hafan Deg has been awarded Third Prize. 4. Remembrance Sunday, 11 th November, 2012. St. Mary’s Church, Treuddyn. County Cllr. Mrs C. Thomas as Vice Chair of Flintshire County Council is delighted to accept the invitation. The pro forma will be completed by the clerk and forwarded on to FCC.

3. EXTERNAL AUDIT 2011/12 Draft Annual Return for the year to 31 st March 2012 The clerk read to members the Audit report from UHY Hacker Young. TCC approved the Annual Return in accordance with the Accounts and Audit (Wales) (Amendment) regulations 2010.

4. CO -OPTION OF COMMUNITY COUNCILLOR It was proposed by Cllr. Mrs J. Smith and seconded by Cllr. Mr B. Jones to co -opt Mr Steve Ransley onto Treuddyn C.C. The Chair asked for a vote by show of hands in which the proposal was carried unanimously. Mr Ransley was welcomed by the Chair and members. Mr Ransley will be invited to sign the ‘Declaration of Acceptance of Office’ in the October meeting. 3 5. TREUDDYN CEMETERY Over the past few months Mr Richard Blake, Head of Cemeteries has been pressure testing headstones in the cemetery and many have been found to be unsafe. Each of these gravestones will be temporarily staked with signs stating the stone needs stabilizing are put by each grave, and contact details of who you need to talk to for advice. A twelve month window is given for repair work to be carried out, which must be done by an approved stone mason, work to secure the stone costs approximately £150.00. If the stone has not been secured within the twelve month window it will be laid flat. The department has a duty of care, and a health & safety policy for members of th e public visiting cemeteries. Cllr. Mrs Short will put details onto the webpage.

6. TREUDDYN COMMUNITY COUNCIL GARDENING COMPETITION 2012 – RESULTS Councillor’s Mrs G. Short and Mrs P. Bidwell kindly volunteered to judge the competition. Resutls of the ca tegories: - 1. Best overall garden – A & C Marshall – Prize £30 2. Best Hanging Basket – T & J Harding – Prize £10 3. Best kept Lawn – E. Jones – Prize £10 7. DAFFODIL BULBS Eight bags of daffodils at £20 per bag have been ordered. Mr B. Richards will be pl anting the bulbs at various locations in the community.

9. WEBSITE Mr John Hanohoe, the Ramblers Association Representative has provided details of three new wal ks. Cllr. G. Short is following up with Sarah Jones from Cadwyn Clwyd to see if the two remaining circular walks have now been confirmed as clear by FCC pathways staff. (There are currently 10 circular walks in the community of Treuddyn, with two pending confirmation) TCC would like to thank Mr Huw Roberts and Mr Ralph Williams for providing the welsh translations.

4 10. COMMUNITY COUNCILLOR’S REPORTS 1. To report a fallen gate on a public footpath left side of the property ‘Preswylfa’, Ffordd y Rhos. 2. To request the branches are cleared from around the highway signs on the A5104. 3. Due to a couple of incidents in the locality involving the Fire Service it has been reported that there are some fire hydrants that have been covered by tar -mac. To request al l local hydrants are accessible and to inspect the lane from Tyn -y-Groesfa towards Glan Terrig. TCC have also requested a full report stating the inspection has been carried out and all hydrants are visible. 4. Housing Department Flint – To inform Claire B udden if extra care could be taken when contractors are cutting grass in front of the sheltered housing properties, as grass seems to be going onto windows and into porch ways.

Abstract of the Minutes held 10 October, 2012 at the Meeting Room, Village Hal l, Queen St., Treuddyn

1. CBM & PCSO The Chair welcomed PC Gary Aldous and PCSO Lisa Hughes to the meeting. PC Aldous gave a brief introduction, stating there have been huge changes in North Wales Police. PC Aldous covers 22 villages and looks after three PCSO’s. The Chair had reported an incident by dialing 101 and it worked very quickly, PCSO Lisa Hughes picked up the incident report and was able to deal with the matter. A motorbike had been stolen from the village last month.

2. CORRESPONENCE 1. FCC – Preparations for the Coming Winter. The Council will continue to offer the following services to the Town & Community Councils. a) Information on local weather forecast and gritting actions. b) Salt Bins – As in previous winters, the Council owned bins ar e soon to be filled and the operation will be repeated (if required) during January 2013. 3. Treuddyn Post Office – Due to work not being completed on the premises, the new service will now open on 23 October, 2012.

3. REMEMBRANCE SERVICE Ysgol Terrig and Ysgol Parc y Llan will be taking part in the service. Cllr. Mr Barry Jones has confirmed a Bugle Player will be in attendance, the clerk will contact another player if they are available for the service. Cllr. Mrs P. Bidwell informed members poppy’s will be sold from the 27 th October, anyone wishing to help sell the poppy’s to meet at the village hall on Saturday morning 27 October, 2012. Remembrance wreaths will also be ordered.

5. STREET LIGHTING No faults reported.

6. QUEEN STREET PLAY AREA & BIKE TRACK 1. Due to very wet weather conditions, installation of the drinking fountain has been delayed, deep di gging has now been completed ready fro installation and work should be completed in the next few weeks. 2. Titan Swing – Two seats have been removed by FCC for repair.

7. COMMUNITY COUNCILLOR’S REPORTS  Cllr. Mr Swan reported the bus shelter on Ffordd y Ll an is well used.  Sign – It was agreed to order a new sign  Mr Graham Hall will be requested to carry out overall maintenance on the village notice boards.  To inform Mr Dave Bell, ditches along Ffordd y Odyn need to be urgently cleaned out.  Terrig Bridge – In need of repointing.  The disabled parking bays in the car park, Queen St. have not been re -located to the top. FCC will be informed the work has not been done as promised.

8. CHRISTMAS TREE Cllr. Mr Swan has kindly agreed to erect the tree o utside the School Campus.

6 Best Kept Garden Competition 2012

Treuddyn Community Council held it’s annual garden competition again this summer. Cllrs Mrs Paula Bidwell and Mrs Gill Short were the judges.

The judging took place at the end of August and despite the terrible wea ther over the ‘summer’ there were some beautiful gardens, baskets and tubs around the village. Amongst other more traditional gardens there were some very creative uses of space to form vegetable patches and also a very entertaining garden incorporating scarecrows and ornaments.

Many thanks to the residents who invited us to see their whole gardens, other gardens were just judged on what was visible from the public rights of way.

8 Broadband

As most of you may be aware, we have been looking to increase coverage in the Treuddyn area and I am pleased to inform you that we have surveyed the site at Hanson Cement Works, who have been very supportive of us installi ng an extra infrastructure site there. This will increase coverage to your property, as our engineers may have advised at your survey.

We would like to take this opportunity to thank you for your patience and also to thank the community group who have bee n in discussions with the Cement Works about this.

We will update you as soon as this has been installed to reschedule a survey / installation, so if you are still interested in our high -speed broadband service please advise and we will add you to the in stall schedule.

9 Treuddyn Computer Club has launched!

Do you know someone who is new to computing?

Someone who might not know their mouse from their hard drive?

Who wants to surf the web but is not sure how?

Wants to brush up their s kills?

Wants to learn IT job skills?

Invite them to join the New Treuddyn Computer Club Courses are run by Ian Elrick tutor with WEA. Sessions run on a Monday from 10.00 until 12.00 or 1.00 to 3.00. The club will meet every week and the total cost of the c ourse running from now until Christmas will be £25. All equipment is provided.

10 Graveyard Inspection - What is happening?

Flintshire County Council has recently started conducting surveys of some council owned graveyards to ensure that all gravestones are firmly secured to their bases. Treuddyn’s cemetery on Ffordd Y Rhos was one of the first graveyards i nspected under this current programme and gravestones requiring attention have been marked.

What needs to be done?

Gravestones which were tested and shown to be failing have been staked with wooden posts and strapped to make them temporarily secure. The policy is that stones will be left in this state for 1 year to allow time for families to make arrangements for stonemasons to refix the gravestone, after this time if the stones have not been rect ified FCC will remove the stakes and lay the stones on the grave’s surface. The stones need to be fixed by a recognised stonemason and this will cost approximately £150. Once this is done your stonemason will issue a Certificate of Compliance which is effective for 30 years.

11 Who needs to do something?

If you kn ow you have a family member interred in the graveyard please take a moment to visit the grave and see if the gravestone has been marked as unsafe. If you know of people who have moved out of the area but have family buried in Treuddyn you might want to let them know if work is required. Anyone who has a family member with a staked gravestone will need to contact the Flintshire County Council Bereavement Services team on 01352 703360, 703361 or 7033362 to get a form to pass on to a stonemason. Details can b e found on the FCC website where the form can be downloaded.

What if I don’t do anything?

You won’t be forced to pay for the changes, instructing a stonemason is at the discretion of the family. If you choose not to have the stone refixed, in approximat el y September 2013 the stake may be removed and the stone laid on the grave – but not necessarily laid flat or straight and with it’s original fixing points left exposed.

If some stones are so loose they cannot be staked, they may be laid flat straight a way.

Following concerns from residents, the Chair of the Community Council, the Clerk and I met with the Head of Bereavement services so he could explain the above. We had thoug ht that many of the marked head stones were secure but we were shown that if they were pushed backwards , from in front , it was clear that they were not securely fastened down, they were sitting on the surface and the mortar had worn away. Th is mostly affe cted the headstones that had been put in place in the 1990s. Before then they were more secure and now all headstones have to have ground anchors. (Cllr Carolyn Thomas)

The post office is due to re -open on Tuesday 23 rd October in the Treuddyn `Lifestyle Express’ shop. The `Post Office Local’ model will see Post Office services offered on the retail counter rather than from a dedicated Post Office. This means that the Post Office services will be available for longer, for the same hours that the retail business is open, - currently 8.00 am to 8.00 pm .

It will provide most services offered at the old type of post office including pensions and you will also be able to do banking transactions if you use a post office partner bank such as the NatWest and TSB. Services offered:

14 The saga of the missing post box by the Marie houses (Lodge Villas), Corwen Road continues ……..

I can’t remember what stage we were last at with the reports; there have been so many site visits, negotiations, emails and phone calls over the last three years.

The residents and I had another meeting with the representative of Royal Mail. New legislation is making the installation of a replace ment post box difficult. They were unable to site the post box in the original place because of underground utilities. There was also concern that it was an unsafe place to pull in and empty the post box. At the site visit, George Enston kindly agreed t hat it could now be sited on his grass verge, close to the driveway and the post collectors could safely pull into the entrance off the road.

We thought all was settled but it still did not get put in place. Following further phone calls I was then to ld that when the engineer went to install it he decided it was too close to the bend, on a very dangerous, fast road of speeding traffic. I pointed out that a speed restriction had recently been introduced of 40 mph since the post box had gone missing; w hen it was first installed it was 60 mph. There was no convincing them so another site meeting was arranged.

This time, joining residents, the royal mail officer and I was the siting engineer who had refused to install it on health and safety grounds and he suggested a place across the road. It does not logically appear as good a place but if it complies with the royal mail and we get one back in place, we weren’t going to argue.

Months have passed again and I’ve just had a phone call to say that the ut ilities scans have come back fine, they are just waiting for written confirmation from the utilities companies and then it can be sited. This could take between two and four weeks. I’ve asked if it can be in time for the posting of Christmas cards, this year’s that is. I did say we won’t give up ……

15 Flintshire County Council bungalows

Currently, there is not a long waiting list for the bungalows, if you are know of anyone who is interested in putting their name down for one, please contact the area hous ing officer Emma Roberts on: 01352 701502.

Also, if a resident would like to downsize from a larger, council owned property to a bungalow they would be able to get a grant for £1,000 to help with the moving costs.

Welfare Reform Changes

There are to be significant changes to the social security welfare system. Changes include the introduction of a new Council Tax Support scheme to replace Council Tax Benefit ; there will be a reduction in housing benefit for working age Council tenants or tenants of Housing Associations where they are considered to be under occupying their properties .

There will also be a new benefit called the Personal Independence Payment which will replace Disabil ity Living Allowance for people aged 16 -64, a benefit cap on households and major changes to the Social Fund.

16 Proposed Changes to the Health Service including Mold Community Hospital

I attended several meetings at Mold Town Hall and joined the actio n group to represent views of residents in Treuddyn community who use Mold hospital. I also attended the consultation events in Flint and Theatre Clwyd (marching in the evening) and a presentation in Guildhall and a scrutiny committee at County Ha ll.

The Health Authority, Betsi Cadwaladwr University Health Board (BCUHB) is proposing closing the minor injuries unit and x -ray department at Mold Community Hospital. They are proposing instead of making a hub hospital and investing in a mino r injuries unit there and residents from Treuddyn would be expected to go there or Wrexham.

I have now been told in response to my questioning at these events that the phlebotomy (blood sample) service will remain, although it’s doubtful whether dressing changes will still be provided because that is usually done by the minor injuries unit which is faced with closure.

Originally, it was proposed to have three hubs, Holywell, Deeside and Mold but when public consultation began, it became clear they were dr opping Mold as a hub. Representations have been made to keep the services in Mold as the need is there. I have given anecdotal evidence on behalf of residents about long waiting times at Wrexham A & E and problems with the service. I have also forwarde d a suggestion on behalf of a resident that a screen is provided at Wrexham informing patients of how much longer they may have to wait. I was told there is one but it needs repairing so they will look into it. Other points I raised was about transport . Mold is a transport hub. From Treuddyn there are regular buses to Mold and Wrexham. It is possible to get lifts to Mold, or combine a visit with a shopping trip; also parking is free and quite easy in Mold . To get to Deeside would mean taking two buses and possibly walking some distance. I was told car parking would need to be extended at Deeside. Parking in Wrexham is also difficult.

Betsi Cadwaladr University Health Board Consultation

This letter is written on behalf of Mold Town Council and has the support of every member of the Town Council.

We have carefully studied your proposals for the Mold Community Hospital and have discussed the affects of your proposals on the community of Mold and surrounding areas. We believe tha t you should make three modifications to your proposals relating to Mold Community Hospital.

 The X -Ray facilities in Mold should be kept open and updated to provide better facilities for the 60,000 people in the existing catchment area of Mold Hospital.  The minor injuries department should be kept at Mold hospital.  Mold should be one if the Hub Hospitals in Flintshire.

We give our reasons for the above changes to your proposals below: -

1. The X -Ray Facilities

The X -Ray facilities form part of an inte grated and local service that is essential for Mold Community Hospital.

This service allows in -patients in the wards to be x -rayed, if necessary, within the confines of the hospital. Otherwise, expensive transport will be required to take patients from the hospital to Deeside or Wrexham. Patients visiting the Minor emergencies department can be x -rayed immediately if this is required.

Consultants currently hold clinics at the hospital for their specialist expertise. For many of these consultants it is e ssential that X -Rays are taken to allow them to make an accurate diagnosis of the patient’s problem. This is currently done on site where quick and effective results can be achieved without the patients having to

18 travel to other hospitals. The specialists concerned have expressed an opinion that they will stop coming to Mold Hospital if the x -ray facilities are removed.

The alternative hospitals recommended by Betsi Cadwaladr University Health Board (BCUHB) are difficult to get to using public transport. T he Deeside Hospital requires two buses from Mold and will take up to two hours to get there. Wrexham hospital is just as difficult to get to but can be reached on one bus from Mold. Most people living outside Mold, using public transport will need to use an additional bus, as Mold is the transport hub for the area. If patients are fortunate enough to be able to travel by car to have their x -rays then they will encounter severe problems parking their cars at both Deeside and Wrexham hospital.

The ca pacity of Wrexham Maelor hospital is already stretched and this will be exacerbated by the potential 60,000 additional persons expected to use their facility instead of Mold. Deeside hospital will also be inundated by both the Mold closure and persons usin g Deeside Hospital that currently use the facilities provided by Chester Hospital. On this subject we note, with concern, that many patients who have previously used Mold hospital are now being directed to Deeside hospital. Is this to undermine the x -ray f igures of usage of Mold equipment, or has BCUHB already made up its mind on this matter and this is not a consultation but the justification of a pre determined decision made in secret?

Mold hospital is a community hospital in the true sense and has been helped over the years to the tune of many hundreds of thousands of pounds by the “Friends of Mold Hospital”. Indeed a gift of £60,000 was given to the Health Authority to assist with the construction of the present buildings that constitutes Mold Hospital. In the continuing spirit of the Friends of Mold Hospital an offer has been made to purchase and gift new x -ray equipment to Mold Hospital on the understanding that the facilities in Mold hospital will all remain intact. We fail to understand how BCUHB cou ld possibly turn down this generous offer.

2. Minor Injuries

This service is essential not only to the persons living in the Mold Hub area but also to the main hospitals. By providing this service pressure on the other hospitals is reduced. Wrexham Mael or hospital is already failing waiting time recommendations. An anticipated waiting time of over four hours is currently normal, and this situation will only be made worse by the closure of Mold hospital minor injuries unit. Not only does Mold treat and discharge many patients but where the problems are too great for the minor injuries unit to deal with, Mold Hospital will provide first aid and contact Wrexham Maelor hospital with details of the injury so that the relevant area of the Maelor Hospital can be ready to receive

19 the patient sent from Mold and give appropriate treatment, without the need of clogging up the A & E Department in Wrexham.

It was stated by the board at last Friday’s meeting in Theatre Clwyd (28 th September 2012) that the A & E woul d be concentrated in Deeside Hospital as the “out of hours” service operates from this hospital. This does not agree with the existing bus services to Deeside Hospital. The last bus leaving Deeside for Mold is at 6.30pm meaning that persons needing treat ment would need to leave Mold before 2.00pm to ensure treatment at Deeside hospital and return home by bus afterwards. This is not a satisfactory situation.

As Mold is the transportation hub of the area, old and infirm persons will need to make the exten ded journey to Deeside taking several hours. There are many vulnerable and old people who need regular dressings changed. These proposed changes will destroy their standard of living and cost them considerable sums of money. If ambulance services are invol ved in moving these people to Deeside then a considerable sum of money will be charged to the local taxpayers. These costs may not be paid by BCUHB but as a result of your changes the public purse will be charged with costs far in excess of the perceived s avings by your proposals.

There are several thousand children attending schools in Mold and many thousands more attending schools in the area served by Mold Hospital. At present any children needing attention from accidents at school will attend the Minor Injuries unit at Mold hospital where treatment is quick with the minimum of waiting time. If chil dren have to be taken to the Mae lor hospital then the process will take many hours. This will, in many cases, involve the loss of teachers from their duties at school as they will need to accompany the children to hospital. This will cause additional disruption at the schools and, if temporary arrangements have to be made, will cause an additional cost to the public purse. This cost does not appear to have been acknowledged, within the consultation document.

3. Mold as a Hub Hospital

Mold is already the transport hub of the area serving a population of over 60,000 people which represents approximately 10% of the population of the entire BCUHB. For the provisions of this 10% not only to be ignored by your proposals but the service to our people to be substantially reduces by a whim of BCUHB is totally unsatisfactory and is totally against your proposed aims.

We are also concerned that your proposals hav e failed to take into account the proposed growth in population in Flintshire, the highest proposed growth in North Wales. The Unitary Development Plan (UDP) proposes an increase of approximately 18000 persons in Flintshire over the next eight years. We a re at a loss to see how these additional people will be better served by your 20 proposals, especially when the closure of Flint Hospital is factored into your proposed “improvement” of service. Despite careful study of your document “Healthcare in North W ales is Changing” we can find no reference to the increase in population and can only assume that it is an oversight on your part.

In addition to the increase in population we are also anticipating considerable work commencing on the Deeside Enterprise Zo ne. This will employ substantial numbers of persons in construction and operating of these new facilities. Many of these people will be from outside the immediate area. We do not consider that you have taken this into account with your proposals

General

There are several items which fall into all three of the above subjects some which we consider you have failed to recognise in your submission.

We can find no evidence of you taking the numbers of tourists visiting Mold into account. In the weekend of th e Food and Drink show approximately 10,000 persons visited Mold from outside the catchment area of the Community Hospital. Local provisions need to be made for these visitors as this is not unusual for Mold and the surrounding area.

The whole local trans port network is based on Mold, which has been the case for many generations. Your proposals have failed to recognise that Mold is the hub town of the area and this indicates that the board of directors and/or the group responsible for these proposals is o ut of touch with the geographic and historical facts of this area.

The £80K that you have identified as an additional contribution from BCUHB to support transport for people using health services totally underestimates the additional costs that these pro posed changes will make on the ambulance service only. This is without the additional hidden costs to patients, using buses and their own vehicles, having to travel increased length of journeys for treatment entirely due the proposed reorganisation of our health service.

We are also concerned that at several of the consultation meetings questions have been asked that the board has said they cannot answer at the meeting without further research. How and when do you intend to answer these questions, and how will you give the public an opportunity to discuss these answers with the BCUHB? Many people have sent letters and emails to you. To date none of these have been commented on and no acknowledgement of these has been received form you. How and when can we anticipate your acknowledgement?

We do expect better treatment for this document than you have, to d ate, provided to all the other concerned citizens who have communicated with you.

Concerns I expressed to the Health Board and Community Health Council are:

 There are regular buses to Mold and Wrexham from Treuddyn but none to Deeside. Also, it is more convenient to get lifts to Mold and taxi is more likely to be affordable. Would have to use the Ambulance Service more which is not reliable, many have been told that one hasn't been available and have had t o wait 2 hours.  If have to go to Deeside or Wrexham with a minor injury, may not bother because of distance and inconvenience, leading to a worsening injury which would need higher medical attention.  Wrexham is nearer to go to than Deeside but there can be up to a six hour wait at Wrexham and residents have anecdotal evidence of concerns with service provided. If classed as a minor injury, go to the back of the queue and there is no information telling you how long you have to wait or where you are in the queue unlike in some hospital. One patient waiting five hours although only person there and nobody explained why, in the end they left. At Mold you usually wait about an hour and very good service.  Concern that if the minor injury and x -ray department is closed then it is a step closer to closing the hospital altogether. Nearly all Treuddyn residents end up there to convalesce, the care is fantastic, it is easy to park, accessible by bus, tax or lift and conveniently close if do not have much time for a visit. It is also important to consider that many visiting relatives are also elderly and vulnerable.  Need to also consider the young who have minor injuries. Mold is much nearer for all the schools and children and is not as daunting as going to Wrexham .

22 Deeside again is too far. Have had anecdotes of quickness of treatment at Mold being life saving.  If residents that would normally go to the Countess of Chester have to go to Deeside as well as Mold patients, how will they cope? Wrexham cannot cope. It was mentioned that 35,000 patents normally attend the Countess of Chester from Flintshire.  Will you still be able to go for blood tests and outpatient clinics to Mold hospital?  The consultation document isn't clear to follow.  Residents who do not use computers or email, or read the local press do not know about the changes or how it will affect them, they will only realise when they need treatment and it will be too late.  The document does not give clear comparative statistics behind the rationale for change.  No evidence has been provided that changes already made (to one health board) have improved the service.  Care and cost will be placed on other service area that cannot cope such as the Ambulance Service, Community Transport and Flintshire County Co uncil Social Service who are also facing cuts, has this been considered?  There are already problems with the Ambulance Service with having to wait for an ambulance to become available.  It is proposed there will be three `localities' for Flintshire, one bei ng in Mold so why not keep the Mold hospital services as well as the other two to match the localities?  The proposal says that there will be an Enhance Care at Home service b ut how will this happen, will GPs want to do more home visits ? The Warden service from FCC Housing has changed, not everyone will receive a visit and there is no guarantee of a consistent person who will be able to notice or diagnose any concerns, changes to health. At one time in Treuddyn there was a resident warden, this was replace d by a visiting warden. Homecare has also changed. After 6 weeks, the contract now goes to a private care provider (no longer provided in house by FCC Homecare) and residents are concerned that different people will be visiting them, who are on tigh t sch edules, important relati onships of care and trust may not be formed. Vulnerable people need care or visits from someone they know, especially if they have a mental illness or are quiet . Plus

23 once they stop seeing people or going out, they become more an xious, lonely and in an increasing amount of cases leads to alcoholism in elderly people.

Flintshire County Council offers a ‘Bulk Collection’ service for large items of furniture and excess garden waste, which are not classed as regular weekly domestic waste. Charge Exemptions

 There is an exemption from charges if the householder is in receipt of either Income Support, Job Seekers Allowance, Disability Living Allowance (DLA), or State Pension.  These are the only exemptions and written proof of either benefit is required before a bulk ticket can be issued. There is a limit of 10 household items in a twelve month period (or up to 20 bin bags).

Some of the work carried out round the Community by Streetscene operatives and work planned :

During the he avy rain the operatives worked hard delivering sandbags to properties to prevent flooding. They were being despatched as quickly as they were filled and worked in appalling conditions . Please let me know if you have any blocked ditches and drains that ne ed clearing.

 Drainage works along Mynydd Du – Black Mountain road have been carried out as well as along Ffordd yr Odyn .

 The ditch that was flowing onto the road by Swans farm , Corwen Rd has now been cleared. A new grid has also been put in and new st one put in the french drain.

31  A sign will be put in place along the Corwen Road showing the junction for Ffordd y Gilrhos.

 Grass and hedges along the Queen Street to Ffordd y Rhos footpath and Vicarage Walk have been strimmed and cut.

 The Queen Street carpark markings that were put in place without consultation will be changed asap when they have got a collection of others to do at the same time.

 Terrig bridge is due to be repointed but as it is listed, consultation is lengthy with conservationist and o ther departments being involved.

 Terrig Hll will be resurfaced week commencing 29 th October and will take a week to complete.

32 Metal Thefts Targeted Across Wales

Operation Tornado is being launched across Wales in a bid to crack down on metal theft. All four Welsh Police Forces are taking part in the op eration, which has already seen successes in other parts of the UK.

All scrap metal dealers in Wales will be approached and encouraged to part in a scheme where they only buy scrap metal from individuals that are able to provide photographic proof of their identity. This will include either a photo card driving licence including an address, or a passport or national ID card supported by a utility bill, which must be under three months old and show their address.

In local authority areas where ID schemes are already established for itinerant collectors, then this will also include a local authority issued photo ID card.

The operation is being spearheaded by the Association of Chief Police Officers (ACPO) and British Transport Police. Detective Inspector Mark Cleland, of British Transport Police, said: "We will be working with scrap metal dealers to enforce this code of conduct until legislation kicks in later in the year. We want to work with them to professionalise the industry and target the people who are dealing in criminal acquisition of property."

Detective Superintendent Russell Tiley from Gwent Police, who is the Welsh representative on the National Metal Theft Working Group, said: "This latest operation is just one of many tactics that we are employin g to tackle the theft of metal. We hope that all scrap metal dealers in Wales will sign up to the scheme to help make it difficult for thieves to sell on any scrap metal that they have stolen."

The annual Gymanfa Gam arrannaged by chapels in the area was held at Soar, Nercwys this year. The congretation was in good voice to sing popular hymns, conducted by Mr Dewi Hughes. The collection of £202 was raised in aid of Wales Air Ambulance. Many thanks to all who supported the evening

On Monday 10 September a special service was held to thank the Rev. J Bryn Jones for all the years he has been Superintendent minister and to wish him well in his retirement. In the same service we welcomed the Rev. Marc Morgan who will be looking after the Glannau Maelor area. A warm welcome was also extended to Mrs Margaret Morgan and their son Owain. The address was given by

41 Rev. Patrick Slattery, Chairman of Synod Cymru and also present were Rev. Eirlys Gruffydd, Rev. Huw Powell Davies and Rev. Graham Floyd. Mrs Margaret played the organ.

The united Gymanfa Ganu this year was held in Soar Nercwys with Mr Dewi Hughes conducting and Mrs Ann Davies Edwards was the organist. Mrs Eurwen Jones took the opening service and Mrs Ceinwen Parry was the Chairperson. The Rev. Eirlys Gruffydd proposed a vote of thanks The service raised £203 towards the Air Ambulance Appeal.

In our Annual meeting in October, Mrs Mavis Williams was appointed Treasurer, with help from Mr Ron Gr iffiths, following the retirement of Mrs Eiluned Milne who has undertaken this work for over 15 years. We are very grateful to Mrs Milne for the many years of service.

42 ♫ ♪ Male Voice Choir ♫ ♪

Wales is rightly known as the land of song and North Wales is home to several of the best male voice choirs that Wales has to offer.

There has been a choir in Cymau for almost a century . It was from these old established roots that the current choir was formed and which this year celebrates its 40th anniversary. Whilst not enjoying the international status of some Welsh choirs, we nonetheless join forces with other choirs normally on a bi annual basis as we did for examp le by attending the 1000 voices at Manchester Arena in February this year and the Eisteddfod in Wrexham last July.

Our main focus however is on our regular local concerts, almost all of which support locally based charitable organisations where every sing le penny raised from ticket sales and/or donations is passed to the charity concerned. The choir members, the conductor and our two accompanists all provide their services free of charge although a small fee is charged for the choirs attendance at weddings .

For the last 6 years our primary beneficiary from the choir's charitable work has been the Children's Hospice Ty Gobaith (Hope House) in the Conwy Valley. We have donated £46800 to that very deserving cause and in the next few weeks will be handing a further cheque to Hope House to bring the total donation to £50000. This is in addition to supporting various other charitable causes over many years but recent donations include the sum of £1000 in April this year to The Countess of Chester Hospital to en able them to purchase an ultra sound scanning machine (known as a V scan). An additional donation of £500 towards the purchase of a new heart monitoring machine together with a non specific donation of £500 to Mold Hospital will also have been made by the time this article is published. . As a small choir we are proud of our charitable achievements and hope to be able to continue supporting local deserving causes for many years to come. There was a time when the Cymau male voice choir numbered over 50 membe rs. It made an important contribution to the social cohesion and well being of the local community 43 as well as helping build the reputation still enjoyed today for the uniqueness and richness of the Welsh male voice choir. Times of course change and, sadly, our numbers have steadily declined to the point that there are now only 15 choristers plus our dedicated conductor, two faithful accompanists and our invaluable secretary. We are also supported by a loyal group of ladies in the background known as The Sha dows who support us through thick and thin.

Considering our falling numbers we have still been able to successfully meet all our commitments this year and received very positive feedback from our audiences. We already have a full programme of concerts p encilled in for 2013 but if we are to continue to deliver on the high expectations rightly expected by our audiences, we need some new members. All existing members do their best to attend every possible concert and practise but it is inevitable that there are occasions when holidays, illness or other engagements prevent 100% attendance.

The choir would like to invite any interested reader who enjoys music/singing to please get in touch with any of the persons listed at the end of this article for more in formation. Alternatively, please just come along to meet us and listen to us singing either at one of our rehearsals which are held most Monday evenings between the hours of 7 pm and 9 pm at the old school room at the rear of the Cymau Chapel or at one of our local concerts.

Knowledge of the Welsh language would be an advantage but it is not a pre requisite of membership. Indeed, most of our members are not Welsh speakers and have learned a collection of Welsh songs that make up our repertoire from liste ning to other more experienced choristers and by practice. It is not as difficult as some may think. Apart from occasions such as the Eisteddfod, approximately 75% of the music we sing is in English. Residence outside the immediate area is also not a barri er as one of our members lives on the Wirral but attends as regularly as other members.

44 There is no joining or annual membership fee. All potential new members will be most welcome and will be provided with music at no cost to themselves. There will alway s be someone to help and provide encouragement.

As most readers may know, the male singing voice covers a wide range and is classified into the following 4 categories :

“We w ill remember them”

Remembrance is not just about those who fought in the two World Wars of the last century, but also about those involved in the many other conflicts worldwide since 1945 and those still fighting for peace and freedom now. It is also abou t learning from the past and resolving to make the world a better place to live in the future. A time for Silence, a time for Reflection

The act of observing a Two Minute Silence began in 1919 following the Armistice at 11am on the 11 th November 1918 at the end of the First World War.

The observance of a silence, heads bowed in reflection and prayer - these and other solemn acts transcend boundaries and borders. In themselves, they may amount to small individual acts. Carried out at the same time, they c an go from “individual” to “collective” - rare moments when whole nations can stand together, remember and reflect on the price and value of freedom.

The Service for Remembrance Sunday will take place in St. Mary’s Church at 10 am, on the 11 th November fo llowed by an Act of Remembrance at the Cenotaph.

We cordially invite representation from all sections of the Community, young and old, to join us in our remembrance of those killed or injured in the service of their country, and to remember those who are still fighting for all of us today.

“They shall grow not old as we that are left grow old; Age shall not weary them, nor the years condemn. At the going down of the sun and in the morning We will remember them.” 47 There will be door to door collec tions from the 27 th October to the 10 th November around the Treuddyn Community for the Royal British Legion.

Poppies will also available in the local shops , garage and schools.

48 Treuddyn under 5’s, is a well established playgroup based in the Youth Hall on the same site as the Ysgol Parc Y Llan/Ysgol Terrig. We welcome children from Treuddyn and surrounding areas, including those attending other schools.

Sessions are run during school terms on Monday, Tuesday, Wednesday and Thursday from 12:45 to 3:15pm at a cost of £6.00 per session. The Playgroup is for childr en aged 2 ½+, with early entitlement funded places being available.

A Playgroup Plus session is also held on the same days, between 11:45am and 12:45pm. Playgroup Plus is available for all children registered at the Playgroup at an additional cost of £3 per session. As part of the Playgroup Plus, the playgroup supervisor will collect the children from school nurseries in Treuddyn. A packed lunch should be provided with your child, unless your child has their lunch provided by the Ysgol Parc Y LLan/Ysgol T errig school canteen.

The Playgroup sessions provide activities that encourage the development of children's social , physical , language , creative and emotional skills. Our main language is English, but incidental Welsh is introduced and encouraged during sessions.

The Playgroup is a member of Wales PPA and registered with CSSIW and Estyn, as well as having Quality Assured Accreditation.

49 The last CSSIW and Estyn assessment of the Playgroup was very supportive of the work being done in the group and the s tandards being maintained.

All staff are very friendly caring individuals, with a shared wealth experience and commitment that has made the Playgroup a success.

As the Playgroup is a registered charity, we carry out fundraising events throughout the year in order to ensure we have sufficient funds maintain the group.

The Playgroup is formally governed by a committee, comprising a Chairperson , Secretary, Treasurer , and ordinary members. Parents and members of the community are encouraged to volunteer to jo in the committee .

Eisteddfod Gadeiriol Treuddyn On the evening of Friday 28 th September 22 of our pupils took part in a concert at the Village hall in Aid of the Eisteddfod Gadeiriol Treuddyn. The pupils had a lovely evening and we would like to thank the committee for their kind invitation to take part.

New classrooms We were very lucky this summer to have both our Foundation Phase classrooms refurbished and decorated. This was funded by the Welsh Assembly as part of their support in promoting experimental learning for pupils aged 3 to 7.

You will al so find our school a brighter place after most of our internal lighting was changed to energy efficient fittings and LED lighting. They are not only much cheaper to run but give a much brighter light.

Playground Fun As part of our Tesco for School vouch er order pupils requested additional Playtime Games and Equipment. Many thanks to everyone for collecting the vouchers this year it was very much appreciated.

51 20 th A nn iversary

It has been 20 years since Coed Talon School closed and Parc Y Llan Schoo l opened. The anniversary was celebrated by both former and current pupils and teachers with an enjoyable evening of reminiscing and looking through photos.

Mrs. Tracy Underhill and Mrs.Lyn Evan were both delighted to find themselves in class photographs , when they were in Coed Talon School.

Extra -Curricular Activities

We have a busy time with after school activities - Laura Griffiths of ‘Inspiration’ has been teaching Dance, Zumba and performing arts to around 20 pupils each week.

52 Football

Pupils h ave been enjoying developing their football skills with Wrexham Football Club Community Development team. The pupils also had a wonderful time on Saturday 6 th October when they were guests at Wrexham’s Racecourse Ground to watch their match against Forest Green Rovers and to play a game of football at half time on the pitch in front of 4000 spectators.

Cricket

Mr Tony Moss from Pontyblyddyn Cricket Club has been coaching cricket to both pupils from Parc Y Llan and Ysgol Terrig every T hursday after school, again this year.

A big thank you to all who donated cans and packets of food for our Harvest Celebrations. These were donated to Flintshire Foodbank based in Mold to be distributed to people in need in our area.

Th e Committee is always grateful to the team of volunteers which helps on the day, by serving refreshments, stewarding the doors and stewarding the car park. If you can spare an hour or two on November 17 th , your help would certainly be appreciated. Come a long for a feast of music, recitation and instrumental items.

The committee also wishes to thank everyone who supported the concert in the village hall on 28 th September 2012 with items from Ysgol Derwenfa, Ysgol Parc y Llan and Ysgol Terrig. The event raised £242.00 which will help enormously with the cost of stagin the Eisteddfod in November. Our thanks also go to the very helpful staff of the village hall. The jet stream sank south again by the 4 th dragging in an Atlantic low which allegedly allowed lots of world cycling records at the Olympics. Local flooding followed. Although the second week was drier, it didn’t last and so the local monthly and annual excesses are 43.5mm and 253.75mm respectively. The summer for Wales wa s the third wettest on record. The first frost warning came for the 30 th .

There was an initial improvement with the change of month but the jet stream interfered soon after the ninth bringing changeable weather. The windy 13/14 th was caused by the remnants of Hurricane Leslie . Up to the 18 th , the month was actually drier than normal, and whilst a clear evening on the 21 st did allow a sighting of that burning space debris across the sky to the north of Treuddyn, the ensuing rain just got worse. This climaxed with a deluge of 4 0mm on the 24 th which again easily flooded Ffordd Corwen. The month ended 3.3 times wetter than September 2011 and the twin excesses are now 119.0 and 372.75mm respectively. The land is saturated.

62 Gardening News

This year I have spent time visiting several areas of the UK. At the beginnin g of the year I visited Dunham Massey in Cheshire on a bitterly cold day in February. There were huge groups of Cardiocrinum giganteum standing proud with their massive seed heads. There was a circle of white stemmed birch enclosing groups of snowdrops an d hellebores. Sadly none of the snowdrops were named as they are afraid of theft. After a good walk round, we all retired to the restaurant where we fed on piping hot stews, soups and lovely cakes. What a glorious end to a perfect day.

Next day I went to a bulb study day organised by the HPS in Feckenham. Due to the distance I stayed for two nights at a local village. The day itself was made up of two talks on bulbs through the year, also a sale of donate plants followed after lunch in the village by a visit to a local specialist nursery. It was there I learnt that the Lathyrus vernus I had with very peculiar leaves or rather lack of real leaves was a recognised version. When I got home I quickly planted it out and it has thrived.

The second wee kend in June was the HPS autumn weekend in Scotland based at Dunblane. As it was a long way I stayed in Moffat on either end of the trip. We were based in a large hotel above Dunblane and very comfortable it was. Coaches took us to small private gardens. The design of some of these varies from very strange to perfection. Of course this kept us busy with our comments and thoughts on how we would do it. We had two talks after our dinner each night. It was a long way to go but tempted us to think of a ret urn visit in the future.

63 At the end of June our local HPS group went on a coach to Glansevern Hall Gardens, Welshpool. Sadly this is the last year this garden will be open to the public as it is being sold. It was a beautiful very large garden made up of lakes and semi wild area, with wall gardens and formal areas close to the house. Inside a courtyard was a restaurant and paved centre with large potted plants and climbers on the walls. This was a fantastic garden, so sad to think it is going to be l ost.

I expect just like me you have been waiting for the Summer that never came but our vegetables did not. While some of the soft fruit performed reasonably well, the fruit trees have not. The plum and damson failed and the apples are marked and few in number. At present I am still eating last year’s onions and shallots, not top quality but still eatable. The potatoes in the sacks did well but I will put them on the greenhouse from the start. One lot of garlic thrived and the other failed to grow at all.

I am sure the pests of the year are the slugs and snails. I used the biological control on the slugs, pellets both the good ones and the bad ones and a washing up bowl half filled with a salt -water mixture for all who volunteered for a swim. Luckily sum of my plants are slug resistant.

64 My weed of the year is the buttercup, both the trailing and normal. They grew to astronomical sizes swamping everything in their way. The compost heap is full of them. In fact they caused a problem with an overflo wing heap, as the wet ground did not allow much spreading of the resulting compost. I have four large heaps, which in theory are two filling, and two ready for dispersal but the system has broken down at present.

Some years ago I decided to plant more pl ants that flowered in the late summer and autumn. I am now reaping the reward of that policy. These have been the stars this year. The ones I still cannot master are the rudbeckias and echinaceas, very sadly as I do love them. My stars are the crocosmias in all colours and types, from the very tall (Lucifer and paniculata/masoniorum) to the smaller ones (George Davidson, Solfatare, Zeal Tan and pottsii). These flower at different times , in fact some of these are only now coming in to flower. Another sta r of the show are two clumps of Schizostylis coccinea bought from the street market last year, I do not think the stallholder realised what they were. They have increased in size and are in full flower now doing battle with the buttercups and they are win ning.

As it gets drier I hope to tackle the weeds and mulch the beds as I go. Any soggy leaves need removing but resist the temptation to cut everything back. Top growth protects the crown of herbaceous perennials from wet, frost and pests. One of my pr oblems is, I think, from magpies removing labels and ins some cases the whole baby plant and throwing them all around. Check all staking and tie in anything that has come loose. Finish pruning shrubs and roses. Clear up the fallen leaves from on top of the plants. Gather them up in binbags making some holes so that they can turn into leaf mould. Finish collecting seed and dry. This last job has been very difficult due to the weather. Ripen inside, clean and store in small paper bags in a dry cold pla ce. With the apple crop being so bad, I am looking at some major pruning. I have already done the Victoria plum.

65 Bicycle Marking Events in Flintshire

Cyclists in Flintshire are being offered the opportunity to have their bikes security marked for free and the details logged on the BikeRegister database.

Members of the public are invited to attend various venues across the county to have their bicycles either forensically marked, marked through etching or by UV once they have joined the North Wales Poli ce Bicycle Watch scheme.

PC Hazel Goss from the North Wales Police Community Safety Team has arranged the events. She said: “These days many people use bicycles as a mode of transport and we would highly recommend that they have them security marked.

“B icycle marking acts as a deterrent to would -be thieves and it is also a good way of identifying a bicycle if it is ever stolen and later recovered.

“We do often recover many bicycles which we suspect have been stolen, but sadly are unable to trace them t o their rightful owners as there are no security markings on them.”

Officers will be available at the following locations:

Zumba is every Thursday from 7.00 pm to 8.00 pm. It is energetic and fun, incorporating dance with exercise. The cardio workout helps to burn fat and the moves tone the body.
