ABSTRACT A com;ilation of the mcst recent statistical information on the 41 mekber instituticns of the United Negro College Fund (UNCF) is presented. All cf the institutions are private, accredited, predominantly black colleges and offering undergraduate and/or graduate programs. The data are gathered in an annual survey, and presented in tabular form with some narrative analysis. 'they cover these areas: enrollment (fall 1979 and trends; admissions data: white students; male/female; and geographic distribution) faculty (total: by degrees: and salaries): degrees granted (undergradute and graduate; and majors); and institutional and student finances (student financial aid: average student charges: institutional costs; and endowment). Highlights include these: Total enrollment increased 7.8 percent from fall 1972 to fall 1979, with some decline in the past year: applications and admissions are also increasing. Numbers of faculty declined corresponding to the past year's enrollment decline, but overall in the past eight years, percentage of faculty with earned has increased from 37.0 to 41.8 percent. Earned degrees granted have increased for the second consecutive year, with curricula restructured to meet newer distribution of job opportunities for black graduates. On tne average, 90.2 percent of the students receive financial aid, and in the past year tuition has increased by 11.9 percent, to $1,888 on the average. Endcwments continue to be strengthened. 4 INTRODUCTION

The United Negro College Fund's Annual Statistical Report is a

compilation of the most recent statistical information on its forty-one member institutions. All the member institutions are private, accredited,

predominantly black colleges and universities. Thirty-nine of the member

institutions offer baccalaureate programs, while two {

and the Interdenominational Theological Center) offer graduate degree

studies exclusively. Several of the member institutions, including Fisk,

Tuskegee and Xavier, offer graduate programs in addition to their under-

graduate curricula.

In recent years, much speculation has taken place regarding the future

of private black colleges as increasing numbers of black students have

enrolled at predominantly white two- and four-year colleged. This report

compares the enrollment; financial and academic trends at the private black

colleges in the early seventies with those of the present.

The member colleges and universities of the United Negro College Fund

include all the private, fully-accredited, predominantly black colleges

and universities in the nation except Hampton Institute and Meharry Medical

College.

The forty-one UNCF member institutions have special significance

because of their traditional and continuing role in educating minority

group students for productive and creative participation in American

life. During the past century, the private black colleges have provided education otherwise unavailable to thousands of able and deserving' youth.

Most of the black leadership in America today is provided by the alumni of these institutions.

Method:

The statistical information included was obtained from the UNCF questionnaires which are sent annually to each of the member institutions.

Enrollment data used in the report are based on the fall of each academic year to facilitate comparisons with other institutions.

Fall enrollment data exclude summer school students and students who did not enroll until the spring semester. Total enrollment at UNCF institutions, including summer school and additional spring semester students, is approximately 50,000 students.

Fall 1979 Enrollment

Total enrollment at UNCF colleges and universities increased 7.8% from

40,727 in fall, 1972 to 43,901 in fall, 1979.Twenty-four of the forty-one

UNCF member institutions experienced enrollment increases during this period

(Appendix A). In the past year, enrollment declined 1.6% at UNCF colleges,

while preliminary data indicates a 0.5% increase at private four-year colleges

nationally. The majority of UNCF colleges are limited in their ability to

increase enrollments due to the increased cost involved and the unavailability

of space.

Admissions

Retween 1978 and 1979, the number of applications received, applicants

offered admissions and new freshmen actually enrolled all increased

significantly at UNCF colleges.

The number of applications received rose 5.7% from an average of 749

per UNCF college in 1978 to an average of 792 in 1979.The number of

applicants offered admission increased 3.1% from an average of 549/UNCF

college to 566. New freshmen actually enrolled rose 5.2% from an average

of 307/UNCF college to 323. Since 1971, average enrollment of first-

time frer amen rose 1.5% (Appendix B).

The 5.2% increase in first-time freshmen compared favorably with the

2.0% increase experienced by private colleges nationally between 1978 and

1979. The rise in first-time freshmen reflects an increased ability on the part of private black colleges to attract new students, despite greater competition for students in higher education.

White Students

The enrollment of white students on UNCF campuses tends to fluctuate because of the part-time status of many of the students. In 1979, 575 white students were enrolled, zompared with 600 in 1978, and 679 in 1977

(Appendix D).

Male-Female

More women than men attend UNCF institutions. The difference has remained relatively constant over the years with males constituting just under, and females just over, half of the student population. -5-

Geographical Distribution

UNCF institutions continue to undergird their traditional, national and international scope in terms of their student enrollments. While all but one of the institutions (Wilberforce) are located in the South, and the majority of students enrolled are from the South, the percentage of students from outside of this region continues to increase (Appendix E).

In 1971, only 27.0% of UNCF students came from outside the South. By

1979, almost one-third (31.4%) of UNCF students were from outside this region.

During the past year, the northeastern states experienced the most

significant increase in the distribution of students on UNCF campuses. In

1979, 11.6% of UNCF students were from the Northeast, compared with 10.0%

in 1978. Since 1971, the percentage of students from the central states

increased from 6.2% to 8.2% in 1979. -6-

Enrollment of foreign students also continued to accelerate. In 1979,

4.8% of UNCF students were from foreign countries, compared with 2.2% in

1971 and 4.2% in 1978.

I() THE FACULTY

The private predominantly black colleges and universities within the

United Negro College Fund are essentially teaching institutions as opposed to research institutions. There is growing evidence of increased research at the institutions but not sufficient to change the basic emphasis on teaching. In this section, we analyze the faculties in terms of degrees held, racial composition, and salaries.

Total Faculty

The total number of full-time equivalent (F.T.E.) faculty at UNCF colleges decreased 2.9% between 1978-79 and 1979-80. The dropoff in facnity corresponds with the 1.6% drop in enrollment during the past year.

In 1979-80, there was a total of 2,961 faculty at UNCF institutions, with 65.7% black, 34.3% nonblack (Appendix G).

Faculty by Degrees

The percentage of faculty members with earned doctorates increased from

37.0% in 1971-72 to 40.2% in 1978-79, to 41.8% in 1979-80. Ten UNCF colleges in 1979-80 had 50% or more faculty with Ph.D's, compared with only eight the previous year (Appendix G).

Faculty Salaries

During the past year, faculty salaries at UNCF institutions increased for all faculty ranks. The largest percentage increase was experienced by professors (Appendix H).

However, UNCF faculty salaries remained substantially below the average

for small private colleges nationally. In 1978-79, the average faculty

salary at a UNCF college was 83% of the average for small private colleges

nationally. The upper faculty ranks were most significantly below their

counterparts nationally, while the lowest rank, instructor, was closest to

the national norm.

DEGREES GRANTED

Undergraduate and Graduate Degrees

The number of earned academic degrees increased in 1979 for the second consecutive year. A total of 7,031 degrees were awarded, or 1.3% more than the 6,943 awarded in 1978. Approximately 10% (726) of the degrees awarded in 1979 were graduate degrees (Appendix I).

Degrees Granted By Major

UNCF institutions have restructured their curricula in the past several years to meet the newer distribution of job opportunities for blacks in the labor market.

In 1978, almost one-fourth (22.3%) of degrees earned were in business administration, or more than three times the 6.8% of graduates receiving business degrees in 1968. The business degree is the most popular degree at UNCF colleges with 1,614 awarded in 1978-79 (Appendix J).

Fifteen UNCF institutions offered and awarded degrees in the health professiuns in 1978-79, compared to only two in 1969-70; the number of

communications majors jumped from 22 as recently as 1974-75 to 186 in

1978-79; and 26 UNCF colleges have established dual degree engineering programs in cooperation with engineering schools (Appendix 0).

With regard to the dual degree engineering program, the 26 programs at

UNCF campuses enrolled 956 students in 1979-80. Prior to 1967, 'no such pro- grams existed.

With the decline in demand for teachers in recent years, the percentage of degrees in education has decreased from over 40% in 1969-70 to 20.3% in

1978-79. Still, 1,423 degrees in education were awarded in 1978-79.

In sum, the private predominantly black colleges composing the United

Negro College Fund are gradually becoming more multipurpose institutions with enriched curricular offerings to strengthen their institutional programs. The additions and expansions in curricula have resulted in exten- sion of educational opportunity to thousands of individual students, and to the enhancement of their potential contribution to American society. .., INSTITUTIONAL AND STUDENT FINANCES

Student Financial Aid

On the average, 90.2% of the students attending he private black colleges

of the United Negro College Fund received financial aid toward their college

education in 1978-79 (Appendix K).

The Basic Educational Opportunity Grant (BEOG) reached the largest number of UNCF students. A total of 29,834 UNCF students received BEOG

grants, or 71.5% of UNCF undergraduate students. BEOG support amounted to

$38,644,402 at UNCF institutions. Grants averaged $1,295 (Appendix L).

More than 19,000 UNCF students Participated in College Work-Study and

received $16,323,642 in earnings. Work-study income averaged $819 per

student for the academic year 1978-79.

UNCF students also participated significantly in the Supplementary

Educational Opportunity Grant (SEOG) program. More than 16,000 UNCF

student, and totaled $10,764,510 at UNCF institutions.

State scholarships were awarded to 14,352 UNCF students for a total of

$10,122,402; National Direct Student Loans went to 10,229 students in the

amount of $6,399,803; and institutional scholarships went to 8,641 UNCF

students and totaled $8,484,573.

Average Charges to Students

The average tu4.tion at UNCF institutions in 1980-81 will be 11.9%

over the 1979-80 rate. In 1979-80, tuitions at UNCF colleges averaged

$1,888; in 1980-81, they are expected to average $2,112. The 1980-81 average is 64.4% of the $3,219 average for private four-year colleges

3 nationally (Appendix M).

With room and board, and books and supplies included, the total average

cost of attending a UNCF college in 1980-81 will be $3,803, or 10.6% over the

current $3,440 average cost. Total costs in 1980-81 will be 62.5% of the

$6,082 average for private four-year colleges nationally.

Endowment

The private black colleges are continuing to strengthen their endowments, and upgrade their ability to be financially less dependent on outside sources of support. Total market value of endowment at MCP colleges rose from

$98,666,500 in 1975-76 to $134,389,133 in 1978-79, a 36.2% increase over three years (Appendix N).

This continues a consistent upward trend.Between 1971-72 and 1978-79, endowments have risen from $81,767,768 to $134,389,133 or a 64.4% increase.

Increases in endowment, however, were partially offset by increased enrollments at the private black colleges in recent years. While total endowment increased 64.4a between 1971-72 and 1978-79, endowment per student rose only 44.3% during the same period. Since enrollments declined in

1978-79 while endowments increased, endowment per student increased 17.7% over the previous year.

The endowment per student at MCP institutions was $3,011 in 1978-79.

At private four-year aIreges nationally, the endowment per student-was

$5,359 in 1977-78 (tht most recent figure available), or more than twice the 4 $2,558 average for UNCF institutions in that same year.
